Calamba City Mayor Joaquin M. Chipeco, Jr. and

Engr. Isaac S. David, President of MTD Philippines signed
the Joint Venture Agreement on the CALABARZON RGC
last Jan. 23, 2013. It was witnessed by DTI Usec. and
PEZA Director General Dr. Lilia de Lima, Toll Regulatory
Board Director Edmund Reyes, Cong. Timmy Chipeco, top
officials from AlloyMtd Group led by its Chairman, Dato
Dr. Nik Hussain Bin Abdul Rahman and its President and
CEO Dato Azmil Khalid from Malaysia, Vice Mayor Lajara
with Calamba City Councilors and Brgy. Mapagong
officials, Regional Directors of various National
Government Agencies and other guests.

Construction of the P2.5-billion

CALABARZON Regional Government Center
(RGC) in a 3-hectare area in Barangay Mapagong,
Calamba City, Laguna has officially started after top
officials of the investor in the project, AlloyMTD of
Malaysia, visited the Philippines and witnessed the
signing of the Joint Venture Agreement between
Calamba City and MTD Philippines Inc. last Jan. 23,
2013. It was also witnessed by DTI Usec. and
Director General of the Philippine Economic Zone
Authority (PEZA), Dr. Lilia de Lima.
This BOT project fully supports President
Aquinos public-private partnership (PPP) program.
It is the biggest so far at the local government level!
More than 5,000 employees of some 50 National
Government Agencies can be accommodated in
this first-ever one-stop-shop RGC for Region IV-A in
Calamba City, the birth place of our national hero,
Dr. Jose Rizal.

The RGC in Calamba City, the most

business-friendly component city in the Philippines
for CY 2012, shall be the central hub of all activities
for Region IV-A which consists of five Provinces,
namely: Cavite, Laguna, Batangas,
Rizal, and Quezon or CALABARZON

and MTD Philippines Inc.

Executive Order No. 246

Recognized Calamba City as the Regional

Center for Region IV-A and directed all national
line agencies to locate their regional offices in
Calamba City as soon as possible and provide
the necessary budgetary and other requirements
for this purpose.

NEDA Regional Development Council

(RDC) Resolution No. IV-A-45-2007
adopted the CRGC by virtue of E.O. 246.

NEDA RDC Resolution No.IV-A-07-2011,

adopted the CRGC as a priority program under

the CALABARZON Regional Development Plan:
CYs 2011-2016 iin order to foster better
coordination among regional line agencies and
promote efficiency in the delivery of basic
services to the constituents.

R.A. 7160 (1991 Local Government Code)

provides, under Book 1, Chapter 2, Sec. 12.
Government Centers. - Provinces, cities, and
municipalities shall endeavor to establish a
government center where offices, agencies, or
branches of the national government , LGUs or
GOCCs may, as far as practicable, be located.
x x x The national government , LGU or GOCC
concerned shall bear the expenses for the
construction of its buildings and facilities in the
government center.
