I. Introduction
The Andhra Pradesh Government proposes to launch the Smart Andhra Pradesh programme
on a campaign mode. In consonance with the vision 2029 of Andhra Pradesh Government
and Swachh Bharat Mission (SBM) of Government of India, the sunrise state proposes to
implement Smart AP campaign. The campaign aims to address issues of:

sanitation ensuring 100% coverage of individual toilets

construction of toilets in schools

construction of public toilets

cleaning of localities

collection and management of solid waste

cleaning the drainage system

last mile connectivity - provision of house service connections for water


supply

This campaign will cover the entire State, scaling up from villages, mandals, municipal
wards, towns and cities, adopting innovative mobilizing techniques which involve
stakeholders from all walks of life, viz. NRIs, NGOs, Corporates, eminent personalities, civil
society organizations like resident welfare associations, volunteers from rural and urban
areas, besides the political and administrative functionaries.

The activities and components as proposed in the programme will utilize appropriate
environment friendly technology options.

II. Objectives
The objectives of the Smart Andhra Pradesh programme are:
1. Eliminate open defecation and open urination by conversion of insanitary toilets to
pour flush toilets, and by construction of new toilets where they are non existent.
2. Elimination of manual scavenging
3. 100% collection, scientific processing and disposal of Solid Waste.

4. To generate awareness among the citizens about sanitation and its impact on public
health and bring about a behavioural change in people regarding healthy sanitation
practices.
5. To create enabling environment for private sector participation in Capital expenditure
and Operation and Maintenance expenditure (O&M).
6. Involve citizens/stakeholders to own and participate in the smart initiatives
7. Provision of safe drinking water to all households.

III. Adoption of Villages/ Municipalities


The key feature of the campaign is the adoption of the gram panchayat / municipality by an
adopter who/which may be eminent personalities, commercial undertakings, local industry,
NRIs, NGOs, senior government officers, businessmen, civil society organizations, rotary
club, lions club, resident welfare associations (adopters) etc.

Each habitation/ward adopted by an individual/organization will undertake the responsibility


to assist in developing the adopted area as smart, clean and liveable places, either through
direct participation in terms of work or through resource mobilization.

All the villages/municipalities in the town will be covered through the adoption approach and
options to adopt will be hosted through social media/government portal for transparency and
easy access of information.

The

village/ward

will

identify

eminent

personalities/resourceful

organizations and personally invite them to adopt ward or village for resource support to
implement

the

programmes

in

the

areas,

wards

adopted

by

them.

The

personalities/organizations that adopt habitations/wards will be required to participate in the


programme commencing on the 5th January.

V. Campaign
The campaign will start on 5th January, by taking up padayatra by involving the adopters,
public representatives, sports stars, students, NCC & NSS volunteers, CBOs, local opinion
makers, all the government functionaries, volunteers, corporates etc in each village/ward
covering all habitations. The padayatra will commence in all Panchayats and wards starting
from one corner and covering the entire habitation/panchayat/ward. The campaign will be
repeated once in 3 months till the objectives are met. The general cleanliness will be assessed
during the visit. The open defecation points, urinating points, open dumping, drainage water
stagnation points will be addressed.

The campaign will consist of the following components

a. Massive cleanliness drive


A cleanliness drive will be taken up with the existing man power and by mobilizing
volunteers and SHG members. If there is any deficiency of man power or vehicles (for waste
collection) can be hired depending on the requirement. The identified obstacles will be
addressed on the spot. The adopter concerned will actively participate and spearhead the
campaign in the particular village/ward. The following activities shall be planned during the
drive:

Cleaning of public, common areas of the city and locality

Cleaning of parks and playgrounds

Cleaning of canals and other water bodies

Tank/nala side waste cleaning

Removal of debris and garbage heaps in public places- Railway stations, Bus stands,
vegetable markets, theatres, commercial establishments etc

Cleaning of slaughter houses

Cleaning of burial grounds and cremation places

Repair, maintenance, cleaning and sanitising public/community toilets

Cleaning of toilets in government buildings/hospitals/schools/colleges

Cleaning of government buildings including removal of excess furniture/records/lying


in corridors

Utilizing the services of SHGs for maintenance of community/public toilets

b. Information Education and Communication (IEC)


IEC campaigns will be undertaken through audio-visual media, communication tools will
designed for behaviour change and bring about social awareness. A platform for interaction,
dissemination and discussions will be facilitated through interactive, print, electronic and
social media
The following activities will also be taken up.

Oath taking not to litter on roads and to deposit only at the designated waste
collection point

Create awareness on usage of toilets to eliminate open defecation

Create awareness on hygienic food habits

Educating school children about the importance of sanitation through distribution of


informative material

Creating awareness among students conducting competitions such as elocutions,


painting, photography, essay writing etc

Utilising the services of Sanitation CRPs for IEC campaigns.

100 hours of volunteer service to sanitation by each citizen in a year

c. Needs assessment
As part of preparatory work, baseline data will be collected on the following key areas:

number of households without toilet facilities,

number of schools without toilet facilities,

community toilet requirement in public and commercial areas,

number of open defecation points/localities,

number of open dumping points,

general littering areas,

frequent flooding/stagnation areas,

proportion of solid waste not processed,

availability of dumping yard,

availability of sewerage network,

development of parks & playgrounds,

improvement of burial grounds etc.

Based on the baseline data collected a gap analysis on par with the Service Level
Benchmarks (SLBs) and CPHEEO guidelines will be done. The financial need assessment
and its mobilization will be planned, human resource (NGOs, Communities, CSOs etc) shall
be mobilized and oriented, all PPP options need to be explored along with the identification
of companies for CSR

VI. Plan of action


1) Construction of individual toilets
During the padayatra period the committee shall identify number of households without toilet
facility. It shall categorize houses without toilets as affordable, partly affordable, completely
unaffordable and poor localities where there is no place for construction of toilets. The
committee shall visit the houses where the affordability is good, the citizens should be
motivated to construct a toilet within the household with their own funds.

Further

contributions from adopters maybe mobilized for construction of toilets for those who cannot
afford construction of a toilet within the household. If there is no place for construction of
toilet within a household, community toilets with long term O&M should planned.

2) Construction of toilets in Schools


The committee must visit all the government and private educational institutions and assess
the requirement of toilets with special focus on girl child. As a matter of norm, there shall be
one toilet for every 25 students. All the private educational institutions shall provide the
toilets accordingly. In case of government schools, if there are no toilets or inadequate toilets
effort shall be made to construct them either through the government funds or through private

donors with in three months. Care shall also be taken to maintain the toilets with adequate
water facility. This shall be reviewed in the subsequent padayatras.
3) Construction of Public/Community Toilets
In case of towns and major Panchayats , efforts shall be made to construct pay and use toilets
on BOT basis duly taking into consideration the open defecation/ urination localities, making
necessary arrangement for sustainable operation & maintenance.

4) Septage Management
To ensure sustainability of O&M of the on-site sanitation systems (individual, community
and public toilets) an integrated septage management system covering safe collection,
transportation, emptying, treatment and disposal of septage would be developed, duly
identifying necessary sites for safe disposal.
For the off-site sanitation (conventional sewerage system), necessary sewerage treatment will
be ensured by adopting appropriate affordable technologies to achieve the disposal standards
for protection of the environment.

5) Solid Waste Management


a. Awareness generation

The citizens will be educated to segregate the garbage into wet and dry
waste at the household level

Handing over the garbage to the collecting agencies separately (door to


door

collection) Limiting the usage of plastic carry bags as per the

permissible standards and encourage reduction of their use

To avoid indiscriminate littering of garbage and debris

b. Capacity Building
The staff shall be sensitized for 100% door to door collection of solid waste and the
citizens shall be educated on segregation of garbage at source into dry (inorganic) and
wet waste (organic).
c. Basic principles of Solid Waste Management (SWM) 5 R s
For achieving sustainable SWM, the concerned functionaries will be responsible to
observe and pursue the citizens for implementing the 5 Rs principle (Reduce, Reuse,
Recycle, Recover and Residual management) with emphasis on waste prevention
approaches. Options for composting of wet waste and recovery of energy from solid
waste will be adopted. For the inert wastes like construction and demolition waste,
options for using them in sub-base construction, building materials etc will be adopted
and only the unusable materials will be taken to the landfill.
d. Enforcement
After sensitization of the citizens, penalties will also be imposed on the commercial
establishments/public organisations for indiscriminate littering.

e. Identification of landfill sites and establishment of waste to energy plants


The committee shall identify landfill sites and it must be ensured that every panchayat
or cluster of Panchayats shall have a dumping yard. The local bodies shall maintain
the dumping yards properly and take up treatment and disposal facilities. In cluster of
Panchayats/Nagar Panchayats/municipalities/corporations, suitable government land
shall be identified for treatment of solid waste through composting and establishment
of waste energy projects as per feasibility.

6) Provision of House Service Connections Water Supply

House service connections will be provided to BPL households to achieve last mile
connectivity in all areas where distribution network is available.

7) Cleaning of Drains
Regular cleaning of smaller drains and disposal of silt shall be ensured.

In case of

bigger/storm water drains, desilting needs to be done twice a year before and after monsoon
(June and December)

8) Cleaning Of Canals and Water Bodies


The committee will visit the canals and water bodies being polluted by mixing of drains
carrying sullage mixed with sewage and plan to prevent the pollution by diversion of the
sullage mixed with sewage, and arrange for appropriate treatment of the sewage. The citizens
living around canals and water bodies will be educated to protect them from pollution by
avoiding deposition of solid waste and entry of sewage mixed with sullage into the water
bodies.
9) Development of parks and playgrounds
The existing parks will be cleaned and beautified and necessary play equipment, landscaping,
walking track etc will be developed.
10) Improvement of burial grounds and cremation places
The existing burial grounds will be improved by providing compound wall, sanitation and
water supply facilities and other infrastructure necessary.

VII. Monitoring & Review

At the State level, PR & RD department will be the nodal agency for coordination, review
and monitoring. At the district level, the Collector will lead the programme. At the Mandal
level the MPDO and at the village level the Panchayat secretary will lead the programme. At
the ULB level the respective Municipal Commissioners will lead the programme. With
respect to review mechanism, data management and MIS system will be put in place for
online review. Weekly reviews will be conducted at the implementing agency level and
fortnightly and monthly reviews at District and State Level respectively.

VIII. Accreditation
The campaign aims to acknowledge and appreciate the efforts of the stakeholders and key
role players based on performance appraisal mechanism. Reputed organisations such as
ASCI, TISS, CESS, NIUA etc will be enlisted to undertake the assessment of the action
carried out and evaluate the programme.

Ranking of Panchayats/ wards/municipalities/

corporations will be done at the district level and awards will be given to best performers.
Similarly best performing organizations/institutions/establishments such as schools, colleges,
hotels, hospital, restaurants, theatres will be identified and duly recognized for their
contribution and participation in the programme

IX. Funding for the programme

The key approach is self help/shramadan/donations/voluntary/ corporate social


responsibility. Government funding should be the last option.

Once the resources through adoption programme are exhausted, resources of Local
Bodies have to be utilized.

The local bodies shall bear the resources like tri-cycles, dustbins, brooms, bleaching
powder etc.

Government of India Launched Swachcha Bharath Mission (SBM) as per the draft
guidelines the eligible component under SBM are (i) household toilet- Rs 4000/- per
toilet as an incentive, (ii) community toilet maximum 40% VGF, (iii) Public toilets100% private investment, and (iv) solid waste management project maximum 20%
viability gap funding (VGF). The funds will be utilized for VGF for Capital works.

BRS & LRS funds: The local bodies may raise funds through Building
Regularisation Scheme (BRS), Layout Regularisation scheme (LRS) and the entire
fund mobilized through these schemes will be permitted to use for Capital works
under Smart AP programme.
