GREEN PHILIPPINES MOVEMENT

CONSTITUTION AND BY-LAWS

ARTICLE 1 - NAME AND OFFICE

SECTION 1 The name of this organization shall be called GREEN


PHILIPPINES MOVEMENT - BPSU.

SECTION 2 The office of the GREEN PHILIPPINES MOVEMENT - BPSU


shall be in Bataan Peninsula State University-Main Campus

ARTICLE 2 - ORGANIZATIONAL EMBLEM

SECTION 1 The GREEN PHILIPPINES MOVEMENT- BPSU shall adapt an


emblem which shall be preserved for the exclusive used and benefits
of club members. Each member of this club shall be entitled to wear or
otherwise display the club’s emblem in a dignified and appropriate
manner during the period of membership. Such entitlement shall be
relinquished upon termination of membership or termination of this
club.

SECTION 2 When displayed by an individual club member, the emblem


may be used without further information. When the emblem is used to
represent a club, the name of the club should appear with the emblem.

ARTICLE 3 - PURPOSE AND GOALS

SECTION 1 The organization shall render such services as will serve the
studentry‘s interest, specifically in environmental concerns.

SECTION 2 It shall strive to provide sufficient knowledge and information


about the status of Philippine environment and the effects of
destruction of country’s natural resources to Filipino people.

SECTION 3 The Bataan Peninsula State University (BPSU) may consider the
organization as a significant outreach service and forum for the
studentry and community and strives to ensure that it will produce
certain action for environmental conservation and lead to open
discussion of ideas and environmental issues.

SECTION 4 The organization shall furthermore serve the community by


providing an educational experience for those student, faculty and
community volunteers, if any, who choose to be part of the
organization.
SECTION 5 It shall operate based on the following specific goals and
objectives:

5.1 To generate and disseminate appropriate knowledge and awareness


on Philippine’s environmental status by making such programs,
projects and/or activities.

5.2 To serve as a center for environmental discussions and


concerns.

5.3 To act as representative of students in any environmental


concerned groups.

5.4 To help uplift the environment’s condition through the efforts of


concerned students and volunteers.

5.5 To develop local participation of the students in such a national


issue.

ARTICLE 4 – MEMBERSHIP

SECTION 1 The members of this club shall consist of a minimum of fifteen


(15) members of bona-fide students enrolled for at least one (1) school
year at Bataan Peninsula State University.

SECTION 2 Qualifying members must be of good character and leadership


potentials.

SECTION 3 The organization shall not discriminate any applicant based on


race, national origin, color, religion, gender, veteran status, sexual
orientation and/or ability status.

SECTION 4 A membership fee of twenty pesos (P20.00) for any qualifying


member shall be paid.

SECTION 5 DUTIES AND RESPONSIBILITY OF MEMBERS:

5.1 Attend all meetings called upon by the organization which


require their presence.

5.2 Participate in all of the clubs programs, activities and projects


which require their presence.

5.3 Provide relevant information and/or suggestions for the benefits and
welfare of the organization.

5.4 Abide by the prescribed rules, regulations and other decisions of


the organization.
5.5 Pay the approved fees, contributions and other duties.

SECTION 6 Each member of this club shall attend at least 50% of the club’s
meetings annually, provided that absence from regularly scheduled
meeting of the club may be made up as follows.

6.1 Any member absent from a regular meeting of this club may make up
such absence by attendance and participation in a club’s service
project or club-sponsored community event or meeting authorized by
the Office of Student Affairs.

6.2 If for some unavoidable reason, a member is unable to attend, a letter


must be provided.

SECTION 7 Membership shall automatically terminate upon:

7.1 Failure to meet attendance requirements unless excuse for


good and sufficient reason.

7.2 By termination of the club

7.3 Dropped out from their college

7.4 Involvement to any scandalous activities

7.5 Gross neglect of duty

7.6 Malversation of funds

SECTION 8 Membership may be terminated upon:

8.1 Failure to continue to meet the qualifications for membership

8.2 For cause, as determined by this club, by vote of 50%+1 of all


the members in good standing

8.3 Misconduct that will undermine the integrity of the organization

8.4 Neglect of duty

8.5 Violation of rules and regulations of the university.

ARTICLE 5 – OFFICERS

Section 1 The officers of this club shall be a president, vice-president, secretary,


treasurer and auditor who shall be elected by the members of the club
in good standing.
Section 2 The organization shall coordinate with the Office of the Student Affairs
provided that it shall be autonomous in the management of its own
program and activities.

Section 3 All decisions, policies, and actions of the organization shall be subject
to the provisions and policy of the constitution.

Section 4 Powers, Duties and responsibilities of officers of GREEN PHILIPPINES


MOVEMENT - BPSU

4.1The President shall have the following powers and duties:

4.1.1 to serve as the chief executive officer of the club

4.1.2 call and preside at all regular and special meetings of the club

4.1.3 execute and implement all decisions, regulations and resolutions


adopted by the club

4.1.4 sign all resolutions, communications and papers of the club

4.1.5 represent the club in his official capacity as president on


occasions and events where the organization needs
representative.

4.1.6 represent the club on invitations given by different


environmental concerned groups, non-governmental
organizations and /or government sectors as for the growth of
the club.

4.1.7 exercise general administrative supervision of the functions and


activities of the club

4.1.8 appoint a committee chairman for every standing committees


came among the members of the organization

4.2 The vice-president shall have the following powers and duties:

4.2.1 assist the president in all matters that his assistance is required

4.2.2 preside at all meetings of the club whenever required by the


president or whenever the president is absent

4.2.3 succeed to the office of president in the event the office is


vacant, reason of death, resignation, suspension, illness, or
removal of the latter for whatever cause

4.3 The secretary shall have the following powers and duties:

4.3.1 record the minutes of every meeting


4.3.2 call the roll and read the minutes of the previous meetings

4.3.3 prepare communications for every announcement of regular,


special and emergency meetings

4.3.4 safeguard the pertinent records as well as confidential


documents of the club

4.4 The treasurer shall have the following powers and duties:

4.4.1 have custody of and responsibility for all the funds and
properties of the club

4.4.2 safeguard the records of the funds and report financial status in
every meeting

4.4.3 collect, receive and disburse fees contributions, donations and


other properties due to the club with the approval of the
authorities

4.4.4 maintain the book of accounts of the club

4.4.5 submit financial report at the end of every semester

4.5 The auditor shall have the following powers and duties:

4.5.1 control and safeguard the handling and disposition of funds and
properties of the club

4.5.2 check, audit and verify as to the correctness and reasonableness


of disbursement and acquisition or purchases of property or
materials

Section 5 No officer shall hold two or more top positions like presidency,
chairmanship and/or editorship in any other student organization or
publication in the university.

Section 6 All officers of the GREEN PHILIPPINES MOVEMENT - BPSU shall be


at all times be accountable to the studentry or community whom they
should serve with responsibility, integrity, loyalty, efficiency and
nationalism.

ARTICLE 6 – COMMITTEES

Section 1 The president shall appoint a committee chairman for the following
standing committees:

1.1 Administrative Services Committee


1.1.1 this committee shall be responsible for attendance,
membership, public relations, preparations of meetings, forum,
conference and such other matters as may be deemed
appropriate.

1.1.2 it shall be responsible for the cleanliness and maintenance of


the office or the meeting place of the organization.

1.2 Research and Information Committee

1.2.1 this shall be charged with primary responsibility for enhancing,


generating, disseminating knowledge and raising the awareness
on status of Philippine environment.

1.2.2 it shall develop different ways to communicate with studentry


and community for the proper dissemination of information

1.2.3 supervise the production of publication, if any, to heighten


awareness and appreciation of our wealthy ecosystem and for
the promotion of the organization

1.2.4 this shall welcome contributions in the form of articles,


photographs, artworks and letters concerning on environmental
issues

1.2.5 this shall conduct researches about facts, information,


knowledge and any other related matters pertaining to
environment and ecosystem

1.3 Student Services and Projects Committee

1.3.1 it shall initiate, plan, organize and implement student services


such as activities, programs, and projects concerning
environmental matters

1.3.2 this committee is responsible for undertaking at least two (2)


major projects annually, one to serve the studentry and the
other is for the community and it shall involve all or most of the
members of the club

1.3.3 it shall develop “self-development program” for club’s officers


and members

1.3.4 it shall be its responsibility to cooperate, help, and co-manage


on joint projects and activities of any student organizations, non-
government organizations and/or government sectors
concerning environmental issues
1.4 Finance and Management Committee

1.4.1 its primary responsibility is to raise funds, devise ways and


means of financing any and/or club activities requiring funds in
cooperation with the appropriate committee

1.4.2 this committee shall treat all other income derived from sources
other than membership fees as trust funds and shall
appropriated for special projects and necessities of the club

Section 2 All standing committees shall do their duties with utmost sincerity,
integrity and shall promote common interests for the benefit of
studentry and community.

Section 3 Every standing committee will be given appropriate members of the


president.

ARTICLE 7 - ADVISER

Section 1 The organization’s adviser must be a full time and permanent member
of the faculty and should be knowledgeable in the particular field.

Section 2 The adviser of the organization shall be a maximum of two (2).

Section 3 The advisory shall hold one advisory appointment.

Section 4 The term of office of the adviser shall be for one year or until the next
set of officers are elected. The adviser may be reappointed for
another term.

Section 5 He/She shall have the following duties and responsibilities:

5.1 attend meetings of the organization

5.2 be always available for consultation to all members of the organization

5.3 provide guidance in the planning of activities, programs and projects

5.4 be present in any of the organizations activities

ARTICLE 8 – MEETINGS

Section 1 The club shall meet not less than thrice per month at a time and place
suited to the convenience of the members.

Section 2 Meetings of the club may be cancelled during holiday or vacation


periods at the discretion of the president. The president may also
cancel a regular meeting if it falls on a legal holiday, in case of death of
a club member, an epidemic, a disaster affecting the whole community
or an armed conflict in the community that endangers the lives of the
club members.

Section 3 A majority of the members in good standing shall constitute a quorum


at any regular or special meeting. It shall be observe a simple quorum
to be present to conduct any meeting.

ARTICLE 9 –FEES, DUES and SOURCE OF FUNDS

Section 1 The admission fee for the new members shall be Php 20.00and annual
dues shall be Php 10.00 per member.

Section 2 All fees and dues must be paid before a member shall be considered in
good standing.

Section 3 Disbursement or disposition of funds and properties shall be in


accordance with the annual program of expenditures approved by the
organization.

Section 4 The club’s fund shall be deposited in a reputable bank with three
signatories: president, treasurer and adviser.

Section 5 The financial report of the organization shall be prepared every


semester attested by the auditor.

Section 6 The funds and other collections of the organization shall be derived
from membership fees, dues, and contributions from social activities,
donations and other grant aids.

ARTICLE 10 –ELECTION AND INDUCTION OF OFFICERS

Section 1 Election of officers shall be held annually not later than first week of
March by all qualified members through secret balloting. They will
continue to hold office until the election of their successors.

Section 2 Those candidates receiving a majority of the votes of the members


present and in good standing shall be elected.

Section 3 The induction of officers shall take place within a week after the
election. The oath may be administered by the Director of Student
Affairs or his duly authorized representative.

ARTICLE 11 – TERM OF OFFICE

Section 1 The term of office of all elected officers shall be for one year or until
their successors are elected.

Section 2 The officers and members shall continue to function as long as the club
exists and/or until their term has not yet expired.
Section 3 If a vacancy occurred in the office of president, he shall be filled by the
vice president.

ARTICLE 12 – AMMENDMENTS

Section 1 Any member of the club has the right to propose any amendment once
every year.

Section 2 This constitution and bylaws and any proposed amendments may be
amended by majority of the members in good standing at which a
quorum is present provided notice of intention to call such a vote for
any endorsed proposal is given at least two months before the end of
term of office of all members.

Section 3 This constitution and bylaws shall take effect upon ratification of the
majority of members of the organization in good standing.
