Executive Order No. 419 (1973) created the Task Force on Human Settlements (TFHS) under
the Development Academy of the Philippines (DAP) Presidential Decree No. 933 (1976) renamed the
TFHS into Human Settlements Commission (HSC).
Presidential Decree No. 1396 (1978) renamed HSC as the Human Settlements Regulatory
Commission (HSRC) and was designated as the regulatory arm of the Ministry of Human Settlements.
Executive Order No. 648 (1981) reorganized the HSRC and transferred the implementation of P.D. No.
957(Subdivision and Condominium Buyers Protective Decree) from NHA to HSRC
Executive Order No. 90 (1986) renamed the HSRC as the Housing and Land Use Regulatory Board
(HLURB) and was designated as the regulatory body for housing and land development under
the Housing and Urban Development Coordinating Council (HUDCC).

An institution of professionals exemplifying public service with responsibility, integrity, competence
and justice geared towards the attainment of well-planned and sustainable communities through
the regulation of land use, housing development and homeowners associations, and the just
resolution of disputes..
MISSION
To promulgate and enforce policies on land use, housing and homeowners associations which
promote inclusive growth and economic advancement, social justice and environmental protection
for the equitable distribution and enjoyment of development benefits.

The HLURB, as the lead agency in the provision of technical assistance to local government units
in the preparation of comprehensive land use plans; regulation of housing, land development and
homeowners association; and adjudications of disputes related thereto, is committed to deliver its
services with competence and integrity in order to satisfy its stakeholder.

The trainee is now knowledgeable with the applicable law, jurisprudence and procedure in actions
falling within the jurisdiction of the HLURB. This was acquired through the study of PD 957, the Maceda
Law, Republic Act 9904 or otherwise known as An Act Providing for Magna Carta for Homeowners and
Homeowners Association and for other Purposes and 2011 Rules of Procedure of the HLURB and
drafting of the decisions, resolutions and orders.
Weekly Accomplishment Report
During the first week, the trainee was assigned to read Presidential Decree No 957, Maceda Law,
and compiled resolutions, decisions and orders of the different divisions of the Board of Commissioners.
During the second week, the trainee was assigned to read Republic Act 9904 or otherwise known
as An Act Providing for Magna Carta for Homeowners and Homeowners Association and for other
Purposes and 2011 Rules of Procedure of the HLURB and drafting of the decisions, resolutions and
orders. The trainee was also tasked to synthesize facts of actual appealed cases.
During the third week, the trainee was tasked to draft decisions, resolutions or orders as the case
may be of actual appealed cases. The trainee also attended the deliberation of the Third Division of the
Board of Commissioners.
During the fourth week, the trainee was again tasked to draft decisions, resolutions or orders as
the case may be of actual appealed cases and attended the deliberation of the Special Division of the
Board of Commissioners.
