PROPOSAL PREPARATION
This section defines the proposal preparation and submission
instructions, which are to be followed by all Proponents. Proponents
are cautioned to carefully read and follow the instructions required by
this RFP, as any deviation from these requirements may be cause for
rejection.

Output Usage
SCMA envisions that Benchmarking Project outputs will provide
information for the use by all its Stakeholders to:
Identify gaps in supply chain performance,
Develop process improvement opportunities,
Identify trends that signal private and public action,
Target research and project opportunities,
Identify areas for professional education and development
Stakeholders include individual and corporate members, government,
the academic/consulting community and the SCMA organization itself.

Support for decision-making at strategic and tactical
levels
Supply chain managers make decisions and plan at the strategic,
tactical and operational levels.Strategic decisions impact how the
supply chain supports the organizations competitivestrategy, obtains
and allocates resources and organizes the multiple activities across
the firm.Tactical decisions drive the utilization of resources and
operational decisions focus onimplementing specific processes. The
benchmarking data needs to address both strategic-based
andprocess/tactical-based functions. The proponent should justify and

The core users of the benchmarking data are Canadian firms and
stakeholders with operationsin Canada. While the focus of the
benchmarking program should be of performance and bestpractice in
Canada, many Canadian firms compete globally. The proponent is
asked to identifybenchmarking programs in the U.S. or North
American and-or global-wide which may be leveraged toenhance the
value of the Canadian benchmarking data.

4.3 Meetings
4.3.1 Start-Up Meeting
The successful proponent is required to fully consult the Study Steering
Committee at the
project start-up meeting to gain a better understanding of the study
objectives, clarification on
any outstanding issues and/or any additional information relevant to the
study. The objective isfor the proponent to fully understand the needs and
the issues of establishing the proposed
benchmarking study.
4.3.2 Steering Committee Meetings
The successful proponent will present the draft deliverables and findings for
each of the tasks
described in Section 3.1 to the Study Steering Committee and seek direction
from committee
members before proceeding to the next task. If the meeting is deemed to
require a presentation,then the meeting will be held at the SCMA national
office at 777 Bay St, Suite 2701, Toronto,Canada. If the meeting is deemed
to require only comments from the committee members, thena conference
call may be considered instead of a face-to-face meeting. The Final
SteeringCommittee Meeting would be a presentation of the proposed
business plan.

APPENDIX 1 -SIGNATURES

The Proponent must unconditionally sign this Appendix in order to submit a
Proposal. This executed Appendix must be submitted in hard copy, to be
received by SCMA by the RFP Closing Date. When submitted, this Proposal
shall include the RFP, the Schedules and Appendices to the RFP, documents
incorporated by reference into the RFP and the Proposal provided by the
Proponent.
By submitting this Appendix, executed on behalf of the Proponent, the
Proponent is representing and warranting that the persons executing this
Appendix are representatives of the Proponent, duly authorized to execute
and deliver the Proposal and the Proposal, if accepted as the successful
Proposal, will constitute a binding obligation of the Proponent, enforceable in
accordance with the terms hereof.
