starts chaplain program

As Evesham Chief of Police
Christopher Chew likes to put it,
the department recently gained
some family members with the
creation and implementation of
its new police chaplain program.
According to Chew, the program first materialized as the department was thinking about
ways to further bring in the community as part of the police department.
The overriding idea behind
this was if there was a tragic
(event) that happened in our community, we needed stakeholders
in our community for assistance,
whether it be delivering tragic
news to a family, a critical incident involving a community
member or an incident involving
the police with the community,
Chew said.
Once the department started
doing its research, Chew said it
immediately recognized a police
chaplain program was one of the
best ways to achieve that goal.

After months of negotiations


between the township and school
district, the Evesham Township
Council has officially approved a
shared services agreement with
the Evesham Township School
District to hire and share four
part-time police officers who will
be used as school resource officers by the district.
The issue dates back to last fall
when Evesham School District
Superintendent John Scavelli
first publicly announced he was
in discussions with the Evesham
Police Department to hire what
was originally going to be just
one officer to share.

This November could see yet
another heated race between candidates running for the Evesham

Township School District Board


of Education, as there are twice
as many candidates running than
there are seats available.
According to the Burlington
County Clerks office, incumbent
board president Joseph Fisicaro
Jr. and board member Kevin
Stone are running for re-election,
along with four other candidates:
Michele Hassall, Phil Wessner,
Darin J. Thorn and Jeff Bravo.
This year there are three open
seats, each for three-year terms.

Trish Everhart is not running
again.
There are no 2015 elections for
the Evesham representative on
the Lenape Regional High School
District Board of Education or
for council members on the Evesham Township Council.
This year elections will take
place on Tuesday, Nov. 3.

State Police outfitting troopers with body cameras; more could come across state
ew Jersey State Police are
spending $1.5 million to outfit
1,000 troopers over the next
nine months with body cameras. Its a
hefty price to pay for technology, but a
very small one when considering the
good it will do.
Body cameras for police have become increasingly popular throughout
the country following police shootings
that made national headlines in places
such as Ferguson, Mo.
Troopers will wear the body cameras on either their shirt or their hat,
and will be required to turn them on
during traffic stops, protests, investigations and while making arrests.

Hoffman said the cameras will act as
an objective witness in police-involved
shootings and other use-of-force incidents.
Some local police departments, such
as Glassboro, Paulsboro, Evesham and
even Rowan University, have already
adopted body cameras for their police
forces. And more could be coming, as

the state plans to use $2.5 million in


forfeiture funds to help other local departments buy cameras.
Police body cameras are a wonderful
idea, and any state money that can be
used to help local departments outfit
their officers with them is a good
thing.
The safety and security of the people
of New Jersey are of the utmost importance, above all other concerns of
living in our state. Any initiative that
improves that safety and security
while at the same time serving as an
objective judge for citizens and officers is something that should be explored and implemented.

However, after the BOE approved the
agreement and sent it to the township
council last December, council ultimately
tabled the issue.
At the time, Evesham township manager
Tom Czerniecki and Police Chief Christopher Chew explained the officer would deal
with truancy issues, as well as help plan security initiatives in the schools and rotate
between schools throughout the day, but
Mayor Randy Brown raised concerns.
Brown said he theoretically loved the
idea, but wanted more assurances the officers time would be documented accurately,
and also believed more could be done to
hire multiple officers so one was placed in
each of the districts eight school buildings.
Those concerns had Brown lead most of
the council in tabling the agreement.

the school district and township, both parties reached the current agreement of the
four officers the township and district will
now share.
Brown said he wanted to keep the
when and how of what the officers will
be doing as not public information as
possible, but said it was still his opinion
there should be somebody in all of the
townships schools every day schools are in
session.
Right now we are at four. It is still my
belief that we should be at eight, but I am
hopeful, though, with some more negotiations that we can get to eight relatively
soon, Brown said. I think four is a good
start. By no means am I satisfied with
four.
Brown said he implored the school board
to find a way to get additional money so it
would eventually have eight school resources officers.
I dont want to put a date on it yet, but
the sooner they can do it the better, Brown
said.

Czerniecki said the details of how the


four new officers would be shared and paid
was mostly the same as what the school district proposed with just the one original individual officer last fall.
This means the officers will be parttime, level II police officers, with salaries of
$26,000 a year with no pension or health
benefits.
Officers will work no more than 20 hours
a week, and any salary costs and time
working will be divided evenly between the
school district and township.
Czerniecki said the district also reached
out to other districts that used the officers
for more than just truancy control, where
the officers could become integrated into
the administrative staff regarding school
security issues.
On the township end of things, Czerniecki said full-time officers occasionally have
a presence at some of the townships recreational activities and facilities, so when the
new officers are not at schools, they could
be used in similar ways to build up security.

Eleven volunteering
for chaplain program
who else but the best of the best,
and thats who we were looking
for in our community to partner
up with to help solve issues,
Chew said.
Chew said many times when
members of the public see a police officer, they might think negative things are going to happen,
as officers usually arrive to handle potentially dangerous or illegal situations or deliver tragic
news.
Its usually were not getting
invited to birthday parties or
Christmas parties or anything
along those lines, Chew said.
Yet with the police chaplain
program, Chew said those involved can act as a mouthpiece of
sorts for the department when interacting and speaking to their
specific congregations.
Some people might come up
and ask them questions why do
the police do this, why do the police do that hopefully, if they
dont have the answer, theyll be
able to come back to us and well
communicate to that specific
group, Chew said.
Evesham Police Capt. Thomas
Reinholt said the department
reached out to every congregation that had a house of worship
or facility in Evesham and was
able to identify 11 religious members from the community to volunteer for the program.
Reinholt said the department
then sent those 11 individuals to
an intensive two-day training run
by a national organization for police chaplains.
We got a great response,

Reinholt said. Every religious


faith responded back to us with
interest.
Mayor Randy Brown also had
high praise for the programs creation, and said it was something
he had discussed with Chew and
his predecessors and was something in his opinion that has long
been needed in the department.
Brown said the program would
be good for the well being of the
members of the department as
well as the community as a whole.
The scenes that these men
and women are on are at times
catastrophic, and too often we
have said theyre too tough, they
dont need people to talk to. Well
theyre human as we are, Brown
said.
Brown also said he appreciated
the chaplains for standing up and
volunteering to help the community and become an even bigger
part of it.
Weve got a top-ranked police
force, by what the numbers say,
but what I want is a top-ranked
mental police force that has the
ability to communicate when
theres issues, and all of us have
them at one point or another,
Brown said.
The religious organizations involved with the chaplain program
include Fellowship Alliance
Chapel, Wiley Church, Marlton
Assembly of God, Sovereign
Grace Church, Calvary Chapel of
Marlton,
Marlton
United
Methodist Church, Christ Presbyterian Church, St. Isaac Jogues,
St. Joan of Arc, Prince of Peace
Lutheran Church and Congregation Beth Tikvah.
Were just multiplying by
numbers at this point in our organization, and they are officially
our family members, Chew said.
