How to do Magazine Registration in India?

If you are looking at starting the business of publication of magazines, you are supposed to
follow many norms and procedures as prescribed by the Government of India. Firstly, you will
have to register the magazine that you propose to publish.
Here are the procedures to be followed:
1. Approach the Regional Magistrate court.
2. Prepare the application in the format as prescribed
3. Obtain R. Dis Number allotted by the magistrate court
4. Applying to Registrar of Newspapers for India (RNI), Delhi office for name availability
through the magistrate court
5. It would take about 90 days of time for the RNI, Delhi office to approve the name as proposed.
6. Once the name is approved by Delhi office, then approach the magistrate court to get a date
allotted for hearing (date can be allotted anytime between 1 to 4 months from the date of request)
7. Printer, Publisher & Editor are required to appear before the magistrate for taking oath.
8. Following Documents must be produced during the time of appearance;
Declaration copy which has to be filled by Printer, Publisher & Editor and to produce 3
copies each.
Address & Id proof of the Printer, Publisher & Editor.
Printing Press License copy of the Printer.
9. After this is done, there will be an approval to this effect from the Magistrate court.
10. Then, the magazine can be published.
11. The copies of the magazines have to be submitted to the RNI, Regional office for the final
approval.
12. They will evaluate whether the magazine meets the criteria specified in the declaration.
13. Once they are satisfied, they will issue a RNI certificate.

14. Both the R. Dis Number and RNI Number have to be mentioned on each copy of the
magazine.

HOW TO OBTAIN RNI REGISTRATION FOR A PUBLICATION

Printing and publishing of newspapers and periodicals within India are governed by the Press
and Registration of Books Act, 1867 and the Registration of Newspapers (Central) Rules,
1956.The Registrar of Newspapers or the Press Registrar maintains a register of newspapers and
periodicals published in India.
The Office of the Registrar of Newspapers for India is headquartered in New Delhi, and has three
regional offices at Calcutta, Mumbai and Chennai to cater to the needs of publishers in all
corners of the country.
LEGAL STEPS TO START A NEWS PAPER
1. As a first stage, the applicant needs to go for title verification of the Publication. The title
verification application needs to be filed before the jurisdictional District Magistrate. The District
Magistrate will get the title verified from RNI.
2. After receiving the title verification letter from RNI, the applicant needs to file a declaration
for authentication before District Magistrate. The declaration is in Form No.1.
3. Once the declaration is authenticated by District Magistrate, the newspaper needs to be
published within 6 weeks if it is published once a week or oftener than that. In case of any other
periodicity, the first issue should be published within 3 months from the date of authentication.
4. After the first issue is published, the applicant needs to file an application for registration. The
application shall annex the following documents:
a. Title verification letter.
b. Authenticated declaration.
c. An affidavit for no foreign tie-up.
d. First issue and latest issue of the publication

e. Content intimation/ confirmation in the prescribed form.


f. Certificate intimating appointment of the printer.

Do you wish to start a New News Paper/Magazine/ Periodical/ Journal:-

A) Application form Part-I (Click to Download) also


following documents (in quadruplicate).
1. Attested copy of residential proof of publisher/Printer/Owner & Place of
Publication.
2. Attested copy of Printing Press Declaration.
3. Attested Photographs of Applicant/Publisher.

The copy of the said application forms alongwith its enclosures is forwarded to
concerned Districts DCsP for verification of criminal record/ antecedents of the applicant,
Owner, Publisher, Printer and Place of Publication as well as place of printing press. The
same form is also forwarded to the Registrar of News Paper of India for allotment of Title
as proposed by the applicant.
For authentication of declaration

B) After obtaining the title the applicant would file


declaration form alongwith the following documents:4. Four copies of Form B Click to Download .
5. Affidavit Click to Download
6. One passport size photograph and three specimen signature of the
publisher duly attested by Gazetted Officer.
7. Photocopy of Printing press(s) declaration duly attested by Gazetted
Officer where the Newspaper/Magazine/ Periodical/ Journal will be
printed.
8. Copy of title approval letter issued from the office of the Registrar of
Newspapers of India.
9. Copy of Resolution letter and memorandum in case
Company/Firm/Association is owner.
10.Income Proof attested by GOs.

11.Residential proof attested by GOs.


12.Copy of appointment letter of Publisher/Printer in case the owner is not
Publisher/Printer.

In case publisher is not the owner he will submit appointment letter from owner that
he has been appointed as printer and publisher of Newspaper on his behalf.
In case of newspaper/magazine to be published once a week or oftener it shall
commence publication within six weeks after the authentication of declaration. In
case of any other newspaper/magazine, it shall commence publication within three
months after the authentication of declaration.

For change in declaration


Any publisher and printer desiring to do changes in the earlier declaration can file
fresh declaration on the following grounds:13.Change of printer and publisher.
14.Change of title.
15.Change of periodicity.
16.Change of ownership.
17.Change of place of printing.
18.Change of publication.
19.Change of Editor.
20.Change of price.

a) In case Change of printer and publisher documents


Required:21.Four copies of Form B Click to Download
22.Affidavit Click to Download
23.One passport size photograph and three specimen signatures of the
publisher duly attested by Gazetted Officer.
24.Ceasing forms Click to Download signed by previous publisher and
appear personally.

25.Original copy of earlier declaration already authenticated from this


office.

b) In case change of title and language documents


required:1 The publisher/printer will get the new title clearance from the RNI
2 Alongwith other relevant documents required in fresh case.

c) In case periodicity is change:1 The publisher will submit 4 copies of Form B Click to Download
2 Original copy of earlier declaration already authenticated from this
office.

d) In case ownership of the newspaper/magazine is


change documents required:1 4 copies of Form-B Click to Download
2 Affidavit of Rs.10/- duly attested by Ist class Magistrate, SDM/ADM

e) In case Printing Press is change documents required:1 4 copies of Form-B Click to Download
2 Photocopy of Printing Press declaration duly attested by GOs.
3 Original copy of earlier declaration already authenticated from this

f) In case Editor is changed documents required:1 4 copies of Form-B Click to Download


2 Original copy of earlier declaration already authenticated from this
office.

g) In case price is changed documents required:1 4 copies of Form B.Click to Download


2 Original copy of earlier declaration already authenticated from this
office.

C) YOU WISH TO INSTALL A NEW PRINTING PRESS:26.Application Form (Click to download) also following documents (in
triplicate):-

a. One photograph of the applicant duly attested by Gazetted


officer.
b. Three specimen signatures of the applicant duly attested by a
Gazetted Officer.
c. Photocopy of receipt of the machinery of the press or any other
documents, challan etc. duly attested by a Gazetted Officer.
27.Civil (Old Series) (Click to download) Declaration under section 4/5
of the Press & Registeration Book Act, 1867 Amended by the Act V
1890.
28.In case the applicant is the owner of printing press:- i.e. copy of G.R.A.,
S.P.A. etc
a. Ownership Proof attested by a Gazetted Officer (in triplicate).
b. Affidavit (Click to download) on Rs. 10/ stamp paper duly
attested by notary.
29.In case applicant is not the owner of the premises.:a. Copy of rent receipt duly attested by a Gazetted Officer.
b. Copy of rent deed duly attested by a Gazetted Officer.
c. Copy of No. objection certificate from the landlord on Rs. 10/stamp paper duly attestd by Notary Public with his seal.
30.Specimen of Affidavit (Click to download) to be submitted by the
owner of the property on non-judical stamp paper of worth Rs. 10/duly attested by Notary Public to install pringing press in his own
property.
31.Specimen of Affidavit (Click to download) to be submitted by the
owner of the property who give his property on rental basis for
installation of printing press on non-judical stamp paper worth Rs. 10/duly attested by Notary Public.
