Prefa
Elaborarea prezentei publicaii constituie o parte a activitilor componentului Statistica Educaiei n Moldova din
cadrul proiectului TACIS 7 (Technical Assistance to the Commonwealth of Independent States) Reformarea
statisticii oficiale n Kazahstan, Krgzstan i Moldova.
Programul TACIS a fost lansat de Uniunea European n scopul asigurrii asistenei tehnice i financiare rilor
Europei de Est i Asiei Centrale, pentru intensificarea procesului de tranziie a rilor la economia de pia.
Componentul Statistica Educaiei din cadrul proiectului TACIS 7 s-a desfurat sub responsabilitatea i cu supor
tul expertului de la ICON-INSTITUT Public Sector GmbH, Kln, Germania, ca contractant al Comisiei Uniunii
Europene.
INTRODUCERE
Prezenta publicaie a fost elaborat de Biroul Naional de Statistic al Republicii Moldova n cooperare strns cu
Ministerul Educaiei, Tineretului i Sportului al Republicii Moldova. Ea ofer o scurt relatare privind programele
educaionale naionale, prezentate conform Clasificrii Internaionale Standard a nvmntului (ISCED 1997)
a Organizaiei Naiunilor Unite pentru Educaie, tiin i Cultur (UNESCO), i reprezint o versiune revizuit a
originalului ISCED 1976.
n afar de aceasta, au fost utilizate concepii i definiii actualizate din urmtoarele dou surse: Clasificarea
programelor educaionale: Manualul Organizaiei pentru Cooperare Economic i Dezvoltare (OECD) pentru
implementarea ISCED 1997 n rile OECD (1999) i Manualul pentru colectarea comun a datelor UNESCO,
OECD i EUROSTAT-ului (UOE 2004).
Clasificarea Programelor Educaionale din Moldova se bazeaz pe ISCED 1997, care reprezint un sistem universal destinat pentru luarea de decizii, analiza politicilor din domeniul educaiei, indiferent de structura sistemelor educaionale naionale i de nivelul de dezvoltare economic a rii. Conceptul de baz i definiiile ISCED
1997 au fost elaborate n aa mod, ca s fie multifuncionale i independente de particularitile naionale. Cu
toate acestea, e necesar ca sistemul general s includ definiii i instruciuni care ar cuprinde toate ntrebrile ce
in de sistemele educaionale. Clasificarea poate fi utilizat pentru statistica diferitelor aspecte ce in de educaie,
cum ar fi, de exemplu: rata de cuprindere n nvmnt, resursele umane i financiare investite n educaie, nivelul de instruire al populaiei etc.
Prin urmare, la elaborarea MoldCED au fost utilizate concepiile i definiiile ISCED 1997, inndu-se cont de
Legea nvmntului nr. 547-XIII din 21 iulie 1995, modificrile i completrile ulterioare ale acestei legi: 237-XV
din 13 iunie 2003, 346-XV din 25 iulie 2003, 71-XVI din 5 mai 2005, Hotrrile Guvernului nr. 1224 din 9 noiembrie
2004, nr. 1245 din 12 noiembrie 2004 etc.

CLASIFICAREA PROGRAMELOR EDUCAIONALE DIN REPUBLICA MOLDOVA (MoldCED)


1. SCOPUL
Clasificarea Programelor Educaionale din Moldova (MoldCED) a fost elaborat pentru a servi n calitate de
instrument corespunztor pentru compilarea, generalizarea i prezentarea datelor statistice viznd nvmntul
i a indicatorilor comparabili att la nivel naional, ct i internaional. Ea conine concepii i definiii standarde,
cuprinde toate posibilitile de instruire a copiilor, tineretului i adulilor, ce poart un caracter stabil i organizat,
incluznd persoanele cu cerine educaionale speciale, indiferent de tipul instituiei de nvmnt, organizaiei sau
de forma n care se realizeaz procesul de nvmnt.
2. CONINUTUL I DEFINIIILE
n conformitate cu definiiile iniial elaborate de UNESCO n scopurile ISCED, termenul educaie este definit ca
comunicare organizat i continu ce are ca obiectiv de baz instruirea. n acest context, cuvintele-cheie
pot fi concepute dup cum urmeaz:
Comunicare relaia dintre dou sau mai multe persoane ce presupune schimb de informaie (cunotine,
idei, mesaje, strategii etc.). Comunicarea poate fi verbal sau neverbal, direct/fa n fa sau indirec
t/la distan, cu utilizarea diferitelor metode i mijloace de comunicare.
Organizat comunicare planificat sau consecutiv, cu obiective stabilite. Ea include o instituie educa
ional ce asigur mediul de instruire i existena unei metode de instruire. De regul, ea presupune exis
tena profesorului/persoanei care particip n procesul de comunicare i transmite cunotine i deprinderi
n scopul asigurrii instruirii.
Continu nseamn c pentru educaie snt caracteristice elemente de durat i continuitate.
Instruire presupune orice progres n comportament, informativitate, cunotine, concepii, atitudini,
valori sau abiliti care pot fi acumulate i nu pot fi atribuite creterii fizice sau dezvoltrii capacitilor
motenite.
Astfel, termenul educaie, n scopurile acestei clasificri, exclude: comunicarea, care nu este destinat pentru
instruire; diverse forme de instruire, care nu poart un caracter organizat.
n scopurile MoldCED au fost utilizate definiiile conform ISCED, inndu-se cont de particularitile social-economice i culturale ale rii.
MoldCED cuprinde toate tipurile de nvmnt formal sau iniial, definit ca instruire necesar pentru persoanele
ce se pregtesc pentru ncadrarea iniial n cmpul muncii. Astfel, clasificarea cuprinde toate activitile educa
ionale din grdinie, coli, instituii de nvmnt secundar profesional, mediu de specialitate i superior. nv
mntul iniial, de obicei, se efectueaz n localuri special organizate, nzestrate cu echipament corespunztor i
se ofer, de regul, n cadrul sistemului de educaie formal n coli, colegii, universiti etc.
n afar de aceasta, MoldCED include toate activitile de instruire din colile speciale, colile serale, dac ele
constituie o parte din sistemul colar formal.
Exclude toate tipurile de nvmnt non-formal.

3. CONCEPTUL PROGRAMELOR EDUCAIONALE N CONFORMITATE CU NIVELUL I DESTINAIA


Unitatea de baz a clasificrii este programul educaional.
Programele educaionale snt determinate reieind din coninutul nvmntului ca o mulime de activiti conse
cutive organizate pentru realizarea obiectivelor stabilite sau a unui grup concret de sarcini n domeniul educaiei.
Obiectivele pot fi, de exemplu: pregtirea pentru un studiu mai avansat, obinerea calificrii pentru o ocupaie, un
ir de ocupaii sau pur i simplu aprofundarea cunotinelor n domeniu.
Prin noiunea de niveluri educaionale pe larg se subnelege delimitarea experienei de studiu i a cunotin
elor, cum o cere coninutul programului educaional, dac participanii pot atepta cu siguran c vor obine
cunotinele, experienele i abilitile ce reprezint destinaia programului n cauz.
Pentru a identifica nivelul la care poate fi clasificat un anumit program educaional, au fost folosite cteva criterii.
n dependen de nivelul i tipul programului educaional a fost stabilit un sistem ierarhic de corelaie ntre criterii:
criterii de baz i criterii auxiliare (calificarea tipic la intrare, cerinele minime la intrare, vrsta minim, calificarea
personalului etc.). Criteriile au fost aplicate n aa mod, ca s nu se exclud, ci s se completeze unul pe altul. n
rezultatul aplicrii criteriilor a fost determinat nivelul programului.
Pentru majoritatea nivelurilor este prevzut existena subclasificrii n conformitate cu orientarea programelor,
n dependen de modul i msura n care aceste programe au scopul s pregteasc elevii pentru activitatea
profesional.
Astfel, programele educaionale se divizeaz n trei categorii:

A nvmnt general
Programe destinate s conduc elevii la nelegerea mai profund a obiectelor n scopul pregtirii lor
pentru instruirea ulterioar la acelai nivel sau la altul mai superior. Aceast categorie include n prin
cipal programele cu orientare general (nu profesional). n aceast categorie coninutul programelor
tehnice sau profesionale constituie mai puin de 25%.
B nvmnt pre-vocaional sau pre-tehnic
Programe destinate n special pentru familiarizarea participanilor cu procesul muncii i pregtirea lor
pentru ncadrarea n urmtorul program tehnic sau profesional. Absolvirea cu succes a acestor pro
grame nc nu ofer posibilitatea de a obine calificarea profesional sau tehnic corespunztoare,
solicitat pe piaa muncii. n aceast categorie coninutul programelor profesionale sau tehnice consti
tuie nu mai puin de 25%.

C nvmnt profesional sau tehnic
Programe destinate pentru obinerea deprinderilor profesionale necesare pentru ocupaia sau profe
siunea concret. Finisarea cu succes a acestor programe ofer posibilitatea obinerii unor calificri
profesionale solicitate pe piaa muncii.
Pentru Nivelul 5 (nvmntul superior) este prevzut subclasificarea n conformitate cu parametrii auxiliari
(tipul i durata teoretic cumulativ a programelor) n urmtoarele dou categorii.
5A Programele teoretice asigur nivelul de instruire necesar pentru ncadrarea ntr-o profesiune ce necesit
un nivel nalt de calificare sau accesul la un program de cercetare mai avansat; este necesar ca durata
teoretic cumulativ minim a programelor (la nivelul nvmntului superior) s fie echivalent cu trei
ani de nvmnt de zi; ca personalul didactic s posede un nivel tiinific nalt.
5B Programele snt mai orientate spre activitate practic i pregtire profesional, dect programele din
categoria 5A; nu ofer acces nemijlocit la programele de cercetare avansate; corespund minimum cu
2ani de nvmnt de zi. Asigur accesul la o profesiune.

6. DESCRIEREA NIVELURILOR EDUCAIONALE


NIVELUL 0 NVMNTUL PRECOLAR
(1) Caracteristicile principale
nvmntul precolar este definit ca etapa iniial a instruirii organizate, destinat pentru ncadrarea copiilor mici
ntr-un mediu de tip colar, i de asemenea pentru a asigura o trecere de la familie la atmosfera colar.
Se efectueaz n instituii precolare (cree-grdinie, grdinie etc.) i are ca scop satisfacerea necesitilor
educaionale ale copiilor ncepnd cu vrsta de 3 ani. Aceast vrst a fost aleas, deoarece programele destinate
pentru copii de o vrst mai mic, de regul, nu corespund criteriilor educaionale ale ISCED.
Personalul didactic are calificarea corespunztoare pentru a implementa curriculumul cu elemente educaionale
i a asigura programul educaional pentru copii.
Aceste activiti, de regul, se deosebesc de serviciile similare acordate n familie sau n gospodriile casnice.
Acest nivel include instruirea organizat pentru copiii cu cerine educaionale speciale, care poate fi efectuat, de
asemenea, n grupe speciale sau grdinie speciale.

n Moldova nvmntul precolar se nfptuiete n 2 subniveluri:
a) Subnivelul 0(I) nvmntul precolar
(2) Destinaia programului i instituiile corespunztoare
Programul include activiti educaionale pentru copii de vrst precolar, nu este obligatoriu i se realizeaz n
diferite tipuri de instituii precolare (cree-grdinie, grdinie etc.)
Programul are drept scop dezvoltarea capacitilor creative ale copilului prin valorificarea potenialului psihofizio
logic i intelectual al acestuia.

b) Subnivelul 0(II) Pregtirea obligatorie ctre coal
(2) Destinaia programului i instituiile corespunztoare
Pregtirea ctre coal este obligatorie. Se realizeaz n grupe pregtitoare n instituii precolare sau n clase
pregtitoare n coli. Are ca scop principal pregtirea multilateral a copilului pentru via, n vederea integrrii n
activitatea colar sau, mai precis, pentru ncadrarea n coala primar.
(3) Criteriile de clasificare

NIVELUL 1 NVMNTUL PRIMAR


(1) Caracteristicile principale
nvmntul primar este nceputul studiilor sistematice obligatorii. Programul presupune de a oferi copiilor tehnici
de nvare de baz, deprinderi trainice de citit, scris i calcul paralel cu perceperile elementare ale unor astfel
de obiecte, ca tiinele naturii, arta, muzica etc.
(2) Destinaia programului i instituiile corespunztoare
Programul cuprinde clasele I-IV i este obligatoriu. Se realizeaz ca nvmnt de zi n coli primare, care pot
funciona ca uniti separate sau n cadrul colilor medii de cultur general, gimnazii, licee. Contribuie la forma
rea copilului ca personalitate liber i creativ, la dezvoltarea capacitilor intelectuale, abilitilor privind scrisul,
cititul i calculul, asigurnd dezvoltarea aptitudinilor de comunicare i a competenelor de exprimare ntr-o limb
modern.
(3) Criteriile de clasificare

Copiii care mplinesc 7 ani n anul calendaristic respectiv snt primii n clasa nti. Debutul colarizrii pentru copiii
care mplinesc vrsta de 6 ani pn la 1 septembrie se stabilete n baza cererii prinilor, n funcie de gradul de
maturitate psihosomatic.

NIVELUL 2 NVMNTUL SECUNDAR GENERAL DE TREAPTA I
CATEGORIA 2A nvmntul general (gimnaziul)
(1) Caracteristicile principale
nvmntul secundar general de treapta I are scopul de a continua programul de baz (obligatoriu) care nce
pe la Nivelul 1 nvmntul primar. Programul Nivelului 2 se caracterizeaz prin faptul, c predarea este mai
concentrat pe obiecte, profesorii snt mai specializai i n majoritatea cazurilor predau lecii conform domeniului
su de specializare.
(2) Orientarea programului i instituiile corespunztoare
Programul cuprinde clasele V-IX, este obligatoriu i se realizeaz ca nvmnt de zi n gimnazii, care pot
funciona ca uniti separate sau n cadrul colilor medii de cultur general, liceelor. Contribuie la dezvolta
rea aptitudinilor i capacitilor intelectuale ale elevului i este conceput ca nivel de pregtire ctre Nivelul 3
(nvmntul mediu de cultur general, liceal sau profesional).

(1) Caracteristicile principale
La aceast etap final a nvmntului secundar programele snt destinate s prelungeasc studierea anumitor
obiecte i, de obicei, e necesar ca personalul didactic s posede un nivel mai nalt de specializare sau calificare
dect n nvmntul secundar de treapta I Nivelul 2.
(2) Orientarea programelor i instituiile de nvmnt
Acest nivel al nvmntului nu este obligatoriu. Asigur pregtire teoretic fundamental i instruire profesio
nal. Programele snt oferite n special de ctre colile medii de cultur general, licee, colile profesionale i de
meserii.
CATEGORIA 3A
a) Subcategoria 3A nvmntul mediu de cultur general
Programul se organizeaz pentru absolvenii nvmntului gimnazial i are ca scop de baz pregtirea teoretic
fundamental i formarea unei ample culturi generale necesare pentru continuarea studiilor. Se realizeaz ca
nvmnt de zi n coli medii de cultur general cu durata de doi ani (clasele X-XI) sau ca nvmnt seral.

b) Subcategoria 3A nvmntul liceal
Programul este organizat pentru absolvenii gimnaziilor i are ca scop de baz pregtirea teoretic fundamental
i formarea unei ample culturi generale necesare pentru continuarea studiilor n nvmntul superior, mediu
de specialitate sau n instituii de nvmnt secundar profesional. Se realizeaz ca nvmnt de zi n licee cu
durata de 3 ani (clasele X-XII) sau ca nvmnt seral.

a) Subcategoria 3B nvmntul secundar profesional/liceul profesional (la etapa de implementare)
Programul asigur, concomitent cu instruirea teoretic, i instruirea profesional a absolvenilor nvmntului gim
nazial. Se organizeaz n licee profesionale cu durata de 3 ani (n unele brane, n funcie de complexitate 4ani),
volumul programelor profesionale sau tehnice la categoria 3B constituie 35-40%.

(1) Caracteristicile principale
Aceste programe se afl la hotarul dintre nvmntul secundar general i nvmntul superior. Ele de obicei
cuprind nvmntul secundar general de treapta II i/sau coninutul profesional al acestui nivel este mai nalt
dect n nvmntul secundar general de treapta II. Coninutul programelor este mai specializat sau detaliat i n
unele cazuri studiile snt mai complexe dect cele oferite la nivelul secundar general de treapta II.
(2) Orientarea programelor i instituiile corespunztoare
n Moldova nvmntul mediu de specialitate se realizeaz n dou subcategorii: 4A(I) i 4A(II). Asigur pregti
rea specialitilor cu nivel mediu de specialitate. Ambele programe educaionale snt oferite de ctre colegii.

Programul asigur pregtirea specialitilor cu nivel mediu de specialitate i studii liceale. Se organizeaz ca

Programele din Categoria 5A au un coninut mai avansat dect cele oferite la Nivelul 3 i Nivelul 4, contribuie la
formarea unei personaliti multilateral dezvoltate, aprofundarea i extinderea studiilor.
(2) Destinaia programelor i instituiile corespunztoare
Aceste programe au un coninut teoretic i asigur un nivel de educaie necesar pentru ncadrarea ntr-o profe
siune cu exigene nalte fa de competene sau accesul la un program de cercetare avansat.
Programele snt oferite de urmtoarele instituii de nvmnt superior: institute, universiti i academii.
a) Subcategoria 5A nvmntul superior (cu excepia medicinei i farmaciei) (la etapa de finisare)
Programul ofer nvmnt superior cu specializarea n profesiuni academice. Se realizeaz ca nvmnt de
zi sau cursuri cu frecven redus.
ncepnd cu anul de studii 2005/2006, n conformitate cu Legea nr. 71-XVI din 5 mai 2005, nvmntul superior
(cu excepia medicinei i farmaciei) se realizeaz n dou cicluri (liceniat i masterat). Studenii admii la studii
superioare pn la data intrrii n vigoare a Legii nr. 71-XVI din 5 mai 2005, i vor finaliza studiile n condiiile
stabilite de legislaia aplicat anterior intrrii n vigoare a legii nominalizate.

Programul ofer studii superioare de licen. Se realizeaz ca ciclul I al nvmntului superior, ca nvmnt de
zi i cu frecven redus, cu excepia medicinei i farmaciei. Durata studiilor constituie 3-4 ani i corespunde unui
numr de 60 credite de studiu transferabile (European Credits Transfer System) pentru un an de studiu.
Diploma de licen atest c titularul acesteia a dobndit cunotine i competene generale pentru continuarea
studiilor la ciclul II, precum i o pregtire profesional iniial care i permite angajarea n cmpul muncii.

Programul ce ofer studii superioare de masterat se realizeaz ca ciclul II al nvmntului superior pentru
deintorii diplomei de licen, ca nvmnt de zi. nvmntul superior n aceast subcategorie are o durat de
1-2 ani i corespunde unui numr de 60-120 de credite de studiu transferabile (European Credits Transfer System). Include calificare de cercetare i profesional (pentru medicin i farmacie doar de cercetare), constituie
o faz premergtoare obligatorie pentru studiile de doctorat sau asigur aprofundarea unei specializri ntr-un
domeniu.

tare. Programele snt destinate cercetrilor avansate i originale i nu snt bazate numai pe cursurile de studiu.

Aceste programe pregtesc absolvenii pentru activitatea profesional, didactic n instituiile de nvmnt supe
rior, de asemenea pentru posturi de cercettori tiinifici n diverse organizaii.
a) Subnivelul 6 nvmntul postuniversitar specializat (la etapa de tranziie)
nvmntul postuniversitar specializat constituie o form aprofundat a studiilor pentru specialitii cu studii
superioare, cu durata de 1-2 ani.

sau liceniat. Doctoratul se ncheie cu susinerea public a unei teze i cu conferirea titlului tiinific de doctor.

7. DOMENIILE EDUCAIEI
n scopul asigurrii comparabilitii internaionale a datelor statistice, exist necesitatea clasificrii programelor
educaionale att pe niveluri, ct i pe domenii educaionale.
Conform ISCED 1997, programele educaionale snt agregate n dependen de coninutul obiectelor n 22 dome

Procesele de restructurare a sistemului educaional din Moldova au demonstrat necesitatea sistematizrii dome
niilor de formare profesional i specialitilor existente n republic n conformitate cu standardele internaionale.
Activitile au nceput cu elaborarea Nomenclatorului domeniilor de formare profesional i al specialitilor
pentru pregtirea cadrelor n instituiile de nvmnt superior, ciclul I (Legea Republicii Moldova nr. 142XVI
din 07.07.2005), inndu-se cont de recomandrile internaionale numai la nivelul domeniilor fundamentale ale
ISCED.
Astfel, lund n consideraie particularitile coninutului programelor naionale de studiu, actualmente exist dis
crepane ntre domeniile de formare profesional din Nomenclator i domeniile detaliate ale ISCED, fapt care a
determinat existena discrepanelor ntre domeniile generale de studiu din Nomenclator i domeniile generale de
studiu ale ISCED, att n denumire, ct i n sistemul de codificare.
La elaborarea MoldCED s-a ncercat de a repartiza programele naionale de studiu (specialitile) Nomenclatoru
lui nominalizat pe domenii generale de studiu ale ISCED, fapt care va permite, n funcie de necesiti, agregarea
lor n domenii fundamentale respective conform recomandrilor internaionale.

(MoldCED)
FOREWORD
The elaboration of this publication has formed a part of the activities within the component Education Statistics
in Moldova of TACIS 7 project (Technical Assistance to the Commonwealth of Independent States) Reform of
Official Statistics in Kazakhstan, Kyrgyz Republic and Moldova.
The programme TACIS has been launched by the European Union providing grant-financed technical assistance
to countries of Eastern Europe and Central Asia. It mainly aims at enhancing the transition process of the countries to a market economy.
The educational component of TACIS 7 has been carried out in Moldova under the responsibility and with expert
input of ICON-INSTITUT Public Sector GmbH, Cologne, Germany, as contractor of the EU Commission.
INTRODUCTION
This publication has been elaborated by the National Bureau for Statistics of the Republic of Moldova in close
co-operation with the Ministry of Education, Youth and Sports. It offers an overview on the national educational
programmes that have been allocated to the International Standard Classification of Education (ISCED 1997) of
the United Nations Educational, Scientific and Cultural Organization (UNESCO) the revised version of the original
ISCED 1976.
In addition the updated descriptions and definitions of the following two other sources were used: Classifying
Educational Programmes: Manual for ISCED 1997 implementation in the OECD (Organization for Economic Cooperation and Development) countries (1999) and the UNESCO, OECD and EUROSTAT data collection manual
(UOE 2004).
The Moldovan Classification of Educational Programmes (MoldCED) has been elaborated in line with ISCED
1997, which is a multi-purpose system, designed for education policy analysis and decision making, whatever
the structure of the national education systems and whatever the stage of economic development of a country.
The basic concepts and definitions of the ISCED 1997 have therefore been designed to be universally valid and
invariant to the particular circumstances of a national education system. However, it is necessary for a general
system to include definitions and instructions that cover the full range of education systems. It can be utilized for
statistics on many different aspects of education such as enrolment, human and financial resources invested in
education, educational attainment of the population etc.
Therefore elaborated Moldovan Classification of Educational Programmes (MoldCED) is based on the concepts
and definitions of ISCED 1997, taking into consideration the Law on Education No. 547-XIII from 21 July 1995
and its later amendments: No. 237-XV from 13 June 2003, No. 346-XV from 25 July 2003, No. 71-XVI from 5 May
2005, Government Decision No. 1224 from 9 November 2004, No. 1245 from 12 November 2004 etc.
In addition it has to be underlined that all statistical activities in Moldova follow the Law on Official Statistics
No.412-XV from 09 December 2004.

MOLDOVAN CLASSIFICATION OF EDUCATIONAL PROGRAMMES (MoldCED)


1. PURPOSE
Moldovan Classification of Educational Programmes (MoldCED) has been elaborated to serve as an instrument
suitable for assembling, compiling and presenting comparable indicators and education statistics both on the
national and the international level. It presents standard concepts and definitions, covering all organized and
sustained learning opportunities for children, youth and adults including those with special needs education, irrespective of the institution or entity providing them or the form in which they are delivered.
2. COVERAGE AND DEFINITIONS
In line with the definitions originally developed by the UNESCO for the purposes of the ISCED this classification
covers all learning activities in kindergartens, schools and institutions of vocational and technical education as
well as of higher education.
According to ISCED education is defined as organized and sustained communication designed to bring
about learning. The key words in this formulation are to be understood as follows:
Communication means a relationship between two or more persons involving the transfer of information (knowledge, ideas, messages, strategies etc.) Communication may be verbal or non-verbal, direct/
face-to-face or indirect/remote, and may involve a wide variety of channels and media.
Organized means that the communication is planned in a pattern or sequence with established aims.
It involves a providing agency which sets up the learning environment and a method of teaching. A teacher
is typically someone who is engaged in communicating or releasing knowledge and skills having in view
to bring about learning.
Sustained means that the learning experience has the elements of duration and continuity.
Learning is taken as any progress in behavior, information, understanding, attitudes, knowledge, value
or skills which can be retained and cannot be ascribed to physical growth or to the development of inherited
behavior patterns.
It follows that education, in the sense of this classification, excludes communication that is not designed to bring
about learning. It also excluded various forms of learning that are not organized.
For the purpose of MoldCED there were used ISCED definitions, taking into consideration cultural and socioeconomic characteristics of the country.
The MoldCED covers all formal or initial education which is defined as education taken by people in preparation
for their initial entry into work. It thus includes all educational activity of kindergardens, schools and institutions of
vocational, post-secondary non-tertiary and higher education. Initial education typically takes place in organized
and structured settings and is usually provided in the formal system of schools, colleges and universities etc.
In addition the MoldCED includes all learning activities in special schools and evening classes, if they form a
part of the formal schooling system.
It excludes all non-formal education.

3. THE CONCEPT OF EDUCATIONAL PROGRAMMES ACCORDING TO LEVEL AND DESTINATION


The basic unit of classification in the MoldCED is the educational programme.
Educational programmes are defined on the basis of their educational content as an array or sequence of educational activities which are organized to accomplish a pre-determined objective or a specified set of educational
tasks. Objectives can, for example, be preparation for more advanced study, qualification for an occupation or
range of occupations, or simply an increase of knowledge and understanding.
The notion of levels of education is taken to be broadly related to gradations of learning experience and the
competences which the contents of an educational programme requires if participants are to have a reasonable
expectation of acquiring the knowledge, skills and capabilities the programme is designed to impart.
In order to identify the level to which any educational programme should be allocated several criteria have been
applied. Depending on the level and type of education concerned, a hierarchical ranking system between the criteria has been established: main criteria and subsidiary criteria (typical entrance qualification, minimum entrance
requirement, minimum age, staff qualification etc.). The criteria were applied in a manner that they do not exclude
but rather complement each other. After applying the criteria, the level of the programme was determined.
For most of the levels, also the sub-classification is provided for, according to the destination for which the programmes have been designed i.e. whether or not they are aimed to prepare the students for the working life and
if so to which extent.
Therefore the educational programmes are broken down into three categories:

A General education
Programmes are designed to lead students to a deeper understanding of subjects with a view to preparing them for further education at the same or a higher level. Programmes which mainly are focused on
a general orientation (not professional one) are classified in this category. Less than 25 per cent of the
programme content is vocational or technical.
B Pre-vocational or pre-technical education
Programmes which are mainly designed to introduce participants to the work process and to prepare them for entry into further vocational or technical programmes. Successful completion of such
programmes does not yet lead to a labour market relevant vocational or technical qualification. For a
programme to be allocated to this category, at least 25 per cent of its content has to be vocational or
technical.

C Vocational or technical education
Programmes which are mainly designed to provide the practical skills, necessary for employment in a
particular occupation or trade. The successful completion of such programmes leads to a labour market
relevant vocational qualification.
For Level 5 (Higher education) the sub-classification is provided for, according to the complementary dimensions
(type and cumulative theoretical duration of the programmes):
5A The programmes are largely theoretically based and provide the level of education required for entry
into professions with high skills requirements or for participation in an advanced research programme;
they have a minimum theoretical duration (at the tertiary level) of a three-years full-time equivalent; they
typically require the faculty of an advanced research qualification.
5B Here the programmes are generally more practical/technical, occupationally orientated and not leading
directly to an advanced research qualification; it has a minimum duration of a two-years full-time equivalent; provide access to professions.

6. SPECIFICATION OF EDUCATIONAL LEVELS


LEVEL 0 PRE-PRIMARY EDUCATION
(1) Principal characteristics
Pre-primary education is defined as the initial stage of organized instruction, designed primarily to introduce very
young children to a school-type environment, that is, to provide a bridge between the home and a school-based
atmosphere.
It takes place in pre-primary institutions (nursery-kindergartens, kindergartens etc.) and is designed to meet the
educational needs of children aged at least 3 years. This age has been chosen since programmes intended for
younger children normally do not satisfy the education criteria in ISCED.
It has a staff that are adequately trained (i.e. qualified) to implement a curriculum with educational elements and
to provide an educational programme for the children.
These activities are different from services provided in households or family settings.
This level includes organized instruction for children with special needs education which also may be provided in
special groups or special kindergartens.
In Moldova pre-primary education is offered on two sub-levels:
a) Sub-level 0(I) Pre-school education
(2) Programme destination and institutions covered
The programme includes educational activities for children of pre-school age, it is not compulsory and it takes
place in the different types of pre-school institutions (nursery-kindergartens, kindergartens etc.).
The programme is aimed to enlarge the childrens creative abilities by developing their psycho-physiological and
intellectual capacities.

LEVEL 1 PRIMARY EDUCATION


(1) Principal characteristics
The primary education is the beginning of systematic compulsory studies. Programmes are designed to give pupils a sound basic education in reading, writing and mathematics along with elementary understanding of other
subjects as natural science, art, music etc.
(2) Programme destination and institutions covered
The programme covers the grades I to IV, it is compulsory. It is held in day classes at primary schools, which
can be installed separately or as a part of general secondary schools, gymnasiums or lyceums. The programme
contributes to the development of the childrens personality, creativity and their intellectual capacities with respect to their ability of reading, writing and calculating, as well as to their communication skills including the basic
knowledge of modern languages.

The children who are 7 in the respective calendar year are enrolled in the first grade. Those who are 6 on September 1 also could start attending school depending on their parents written request and on the psychological/physical maturity of the child.

(1) Principal characteristics
The lower secondary education is designed to complete the provision of basic (compulsory) education which
began at Level 1 Primary education. The programmes at Level 2 are on a more subject-orientated pattern with
teachers giving lessons to the classes in their field of specialization.
(2) Programme orientation and institutions covered
The programme covers the grades V-IX, is compulsory and organized as day classes in gymnasiums, separately
or as a part of the general secondary schools or lyceums. The programme contributes to the development of the
personal and intellectual capacity of the pupils and prepares them for the Level 3 (general secondary, lyceum or
professional education).

These programmes straddle the boundary between secondary and tertiary education. They often cover upper

In Moldova post-secondary non-tertiary education is provided within the framework of sub-categories 4A(I) and
4A(II). Both educational programmes are offered by the colleges.

The programme offers training for specialists on the level of professionally orientated secondary education as
well as lyceum education. They take place as full-time education in colleges for graduates of the gymnasium. The

The programme offers higher education with specialization in academic professions and is carried through in day
classes or extramural courses.
Starting from academic year 2005/2006 according to the Law No. 71-XVI from 5 May 2005 higher education
(medicine and pharmacy excluded) is provided by two cycles (licentiate and masterat). The students who already
studied in higher educational institutions before the Law No. 71-XVI from 5 May 2005 was promulgated should
complete their study by keeping the rules implemented by the legislation which was in force before the promulgation of the above law.

The process of restructuring of the educational system in Moldova gave rise to the necessity of systematizing the
fields of study and the educational programmes/subject groups existing in the republic in line with international
standards. This process was started with elaboration of the corresponding Nomenclature of the educational programmes and specialities for the Cycle I of Higher education level (Law of the Republic of Moldova No. 142- XVI
from 7 July 2005), and already by that, international recommendations were taken into consideration on the level
of broad fields/groups of ISCED only.
By that way, taking into consideration the particular features of the content of each national educational programme, we had to state differences between the detailed fields of the present Nomenclature and ISCED, which
correspondingly resulted in differences between the narrow fields of the Nomenclature and ISCED both in terms
of the name and the coding system.
The elaboration of the MoldCED included an attempt to allocate all national educational programmes (specialities) of the above-mentioned Nomenclature to the narrow fields of ISCED, which allows if needed an aggregation into corresponding broad fields/groups in line with international recommendations.
