Quoting al-Hajri, the envoy said QPost will deliver on

of Al Shamal Road near the Al Rayyan interchange will be closed to traffic from midnight tomorrow, August 13.
In a statement yesterday, the authority said the closure, which extends to about 300m and is scheduled to
last three months, will not affect traffic as an alternative lane will be provided in each direction. This will be
done to maintain the same number of lanes - three - as
the existing road.
The closure is being carried out to facilitate the construction of a bridge that will link Al Rayyan Road with
Al Shamal Road. It will help reduce traffic congestion
in the Rayyan area, the statement notes.
The diversion work has already started and the
new road layout will be opened to motorists on Friday
morning for northbound traffic and Saturday morning
for southbound traffic.
Ashghal has requested all road users to abide by
speed limits and follow road signs to ensure their
safety.

Tube bosses went into talks at the conciliation service, Acas, this morning.
Transport for London did not completely rule out a delay, saying it was on
course to meet the official date of September 12 but not at any price.
At the same time, mayor Boris Johnsons spokesman said he would not get
into a staring match with unions over
the exact timing, and wanted the services to start by the autumn.

The heat wave and lack of rain
has cut water levels in rivers used
to cool coal-red power plants
from which Poland generates

its four direction interim order.

Qatar is ranked second in the region and 27th in the
world for network readiness, according to the Global
Information Technology Report (GITR) 2015. The
country also successfully resolved the highest number
of threats to Internet security in the Middle East, Turkey
and Africa (META) region in the rst quarter of 2015,
according to an analysis by IT security solutions provider
Kaspersky Lab in April.
Depending on their country, from a quarter to more
than half of the organisations in the region have said
they faced viruses and other malware, spam, phishing
and software vulnerabilities in the past year, according
to the 2014 Global Corporate IT Security Risks survey
conducted by B2B International and Kaspersky.
Qatar, which as one of the best IT infrastructure in
the world, is depending increasingly on cyberspace of
late. But the Emerging Cyber Threats 2014 report by the
Qatar Computing Research Institute (QCRI), a Qatar
Foundation member, warned of a number of weak links
in Qatars cyber security. The supply chain companies
Qatar has hired to increase Internet access may have
lower levels of security.
The report also highlighted other key threats
including potential attacks on Qatars oil, gas and
water infrastructure; an increasing reliance on hosting
information on cloud systems; and a lack of security
awareness while using devices such as smartphones and
tablets.
Qatar has also faced a number of attacks on Domain
Name System services
(DNS) in recent years. In
October 2013, hackers
managed to reroute
website requests for 10
key domains in Qatar,
including the Ministry
of Interior (MoI), the
Ministry of Foreign
Affairs and Ooredoo.
As the number
threats increase, so has Qatars awareness. To protect
Qatars critical IT infrastructure, ictQATAR (Ministry
of Information and Communications Technology)
formed the Qatar Computer Emergency Response Team
(Q-CERT) in 2005. Q-CERT - a member of FIRST, the
global forum of incident response and security teams
- works with government agencies, private and public
sector organisations and citizens to ensure that online
threats are monitored and risks are contained.
Qatars State Cabinet in March gave the nod for setting
up two new bodies to monitor and investigate online
threats. The proposed measures include plans to protect
personal data online, setting up a new National Center
for Cyber Security under the MoI as well as a separate
National Committee for Information Security.
Two major attacks, against Aramco in Saudi and
RasGas in Qatar, have caused a revolution in the region in
terms of cyber security, Amin Hasbini, Kaspersky Labs
senior security researcher, said in April. The Gulf region,
with a lot of resources and very good Internet speeds, is
being attacked by cyber criminals more than anywhere
else in the world, he said.
Qatar is developing fast, using information technology
as key tool to build a knowledge-based economy.
And its strategies to counter advanced cyber threats
should include fool-proof security policies and
education, network protection, comprehensive system
administration and specialised security solutions.
Cyber security is a collective responsibility.

as it tries to close a budget deficit caused by the collapse in oil prices.
The International Monetary Fund estimates the budget decit will amount to
around $150bn in 2015.
The market has been expecting further
issuance given the size of the projected
shortfall, with analysts predicting between 100 and 200bn riyals of bonds to
be sold in 2015.
The lack of public clarity from the government though over the size and timeframe of its debt plans has raised concerns about whether the Saudi banking
system has enough liquidity to absorb all
the new government bonds.
One-year dollar/riyal forwards hit
their highest level since December 2008
yesterday, climbing as high as 144 points.
Previously this year, they had been trading almost entirely in a range of zero to

Traders attributed the move to a jump
in longer-term Saudi riyal money rates
stemming from the latest bond sale,
which pushed the cost of two-year riyal funds in the interbank market up to
1.53% this week from as low as 1.05% six
weeks ago.
Concern about Saudi Arabias ability
to repay its debt does not appear to have
increased. Five-year Saudi credit default
swaps, used to insure against any sovereign default, have risen only marginally
in the last few weeks and are well below
their levels in 2011 and 2012.

said in a statement.

it was already shut down, but
would restart once it received
delivery of two cargoes of 2mn
barrels of crude oil, scheduled to
arrive between August 15 and 18.
It said SAMIR will continue
to supply oil products until its
stocks run out.
A source at the renery said
the facility had already halted
production, but that it has full
stocks of diesel fuel, the companys most important and protable product, and that clients are
being supplied from storage.
Stocks of other fuels are low
and those are being imported for
now, the source added.
The source would not comment
on the nature of the nancial difculties, but said the plan is to
complete maintenance on crude
distillation and vacuum distillation units and a hydrocracker before a restart, likely in the fall.
As Moroccos only renery, a
permanent closure would make
the country entirely reliant on
imports for its fuel needs.

Noble plans
to raise funds
from strategic
investor

Noble Group is considering issuing a convertible note to a strategic investor, one of several
steps the commodities trader is assessing to
revive investor confidence after a damaging
accounting dispute, a person with direct knowledge of the situation told Reuters.
The source, who spoke on condition of anonymity because of the sensitivity of the matter,
said Nobles shareholders and partners have
urged the Singapore-listed company to make a
deal that would strengthen its ties with a credible partner, a move that could possibly bring
in new business. A spokeswoman for Noble
declined to comment on the matter.
Noble has been approached by investors
interested in its commodities contracts, valued
at $4.1bn, and it does not rule out the option of
going private, the source added.
By issuing a convertible security rather than
tapping shareholders for additional equity
Noble would secure funding, avoid near-term
dilution and offer the partner a cheap entry
into the company, which has lost about 50% of
its market value since its contract assumptions
came under attack in February.
(A convertible) sends a strong message to
the market. It makes sure that Noble does not
do something that is dilutive to equity at a time
when the company does not need additional
equity, the source said but stressed that there
is no certainty that a deal will take place.
Asias biggest commodity trader, already under pressure in a weak commodities market, hit
the spotlight in February when blogger Iceberg
Research alleged the company was inflating its
assets by billions of dollars by not fairly representing the value of its commodity contracts.
Noble has rejected the claims and boardappointed consultant PricewaterhouseCoopers
found no wrongdoing in a report published on
Monday. Nobles shares rallied yesterday, but
ended the session 2% lower.
The source did not name the partner Noble
was looking at.
Bankers say China Investment Corp (CIC),
Nobles second-largest shareholder which
owns a stake of about 9%, is a likely candidate.
Nobles top shareholder is chairman and
founder Richard Elman, who owns about a fifth
of its shares.
The Chinese sovereign wealth fund had cut
its stake in Noble in September 2014 and has
not made any public comment on the company
since the accounting problems.
CIC was not available for comment.
Rival commodity trader Olam was rescued
by Singapore state investor Temasek Holdings
in late 2012 through a bonds-with-warrants
issue, helping to draw a line under attacks from
short-seller Muddy Waters over its finances.
The source said that Noble was exploring
all options, including the possibility of going
private. Nothing is off the table at this point,
the source said. Another source familiar with
the situation said that Noble had hired former
Citigroup banker Michael Klein to advise it.
Klein had helped broker merger talks between
Glencore and Xstrata. A call to Kleins office was
not returned. The first source said Noble had
been approached by investors to sell part of its
commodity contracts that make up the majority of its balance sheet.
That is definitely one of the options. On
the back of the PwC review, Noble is in a much
stronger negotiating position, the source said.
Given the heightened scrutiny Noble is under, it
is time for Noble to liquidate some of its $2.4bn
inventory balance or $4.1bn contract book in
order to show positive operating cash flow,
CreditSights analysts said in a report on Monday.

Analysts reckon Chinese luxury spending accounts for as much as 45% of the global market
up from effectively zero a decade ago. Chinese

Despite the market reaction, the potential currency effects are mixed for the industry.
Global Blue says as much as 40% of Chinese
tourist purchases abroad are destined to be sold
for a profit back home on the grey market, so a
weaker yuan may just displace some sales back

Luxury sector margins are also generally
higher in Asia, although the currency translation
effects for European-based companies could
cancel out some of that benefit.

said Nomura luxury goods analyst Christopher
Walker, (but) its increasingly hard to monitor ...
All the luxury companies are trying to manage
their pricing and manage the gaps. This just
throws another question mark into the pricing
mix which makes it just difficult to manage a
luxury business at this point.
Either way, the sums involved are huge and
have been growing fast.

Mononucleosis blamed
for Kvitovas struggles
Czech star Petra Kvitovas recent drop in form has been blamed
on the world number four suffering from mononucleosis earlier
this year. Blood tests showed that she had mononucleosis in the
spring, the 25-year-olds spokesman Karel Tejkal said on Monday.
The 2011 and 2014 Wimbledon champion and three-time Fed Cup
winner is competing this week in the WTA tournament in Toronto,
one of several tune-up events for the US Open starting later this
month. Petra can continue her planned programme but under medical supervision, said Tejkal, with the Czech seeded third in Toronto.
Kvitova mysteriously disappeared from the circuit at the end of February citing the need to rest. She returned in April for the semi-finals
of the Fed Cup which the Czech Republic won 3-1 by beating France.
But the defending champion was beaten in the third round of
Wimbledon by Serb Jelena Jankovic. Very probably the mononucleosis was the principle cause of her tiredness, added Tejkal.

Bayerns head coach is about to start the third and nal season of his contract and will reveal his future plans
over the course of the campaign.
Global broadcaster BeIN Sport insists he has already
signed a four-year deal to join Manchester City for the
2016/17 season, while Bayern chairman Karl-Heinz
Rummenigge is eager to extend Peps stay.
Bayerns senior gures regularly claim the Bundesliga
title remains the priority each season, but Guardiola was
brought in to bring Champions League glory to the Bavarians.
Having exited the semi-nals at the hands of Real Madrid, then Barcelona in their two seasons under Guardiola, Bayern bosses hope it will be a case of third-time
lucky this term.
Whatever Guardiola decides, Bayern will have to adjust to life without mideld general Bastian Schweinsteiger, who has quit Bayern after 13 seasons for another
famous red shirt at Manchester United.
Munich are the big favourites to win the German
