TIMOTHY RASMUSSEN (hereinafter RASMUSSEN) swore an Oath of Attorney on


February 22, 2002, and thereafter received a Washington State BAR Association
number,#32105.
RASMUSSENs sworn and subscribed Oath of Attorney contains the following
statements: 1. I am fully subject to the laws of the State of Washington and the
lawsoftheUnitedStatesandwillabidebythesame.2.Iwillsupporttheconstitution
oftheStateofWashingtonandtheconstitutionoftheUnitedStates.
RASMUSSENsworehewasfullysubjecttothelawsoftheStateofWashington;he
hasignoredcertainstatelawswithimpunity.i.e.RCW65.04.030(3);RCW36.16.040;
RCW 65.04.015(2), (3) and (4); RCW 40.16.030; RCW 42.20.030; RCW 29A.60.140;
andRCW29A.84.720,atminimum.
RASMUSSENsworehewasfullysubjecttothelawsoftheUnitedStatesyethe
hasignoredcertainfederallawswithimpunity.i.e.18USC241;18USC242;18U.S.C.
ch.96as18U.S.C.19611968RICO;atminimum.
TherehasbeenanongoingeffortbythePeopletoascertainadulyqualifiedstatus
for RASMUSSEN. RASMUSSEN cannot produce evidence, and remains non
responsive (in default), that his alleged OATH OF OFFICE is fully compliant with
statelaw.MAXIM:Whatdoesnotappeardoesnotexist.
ThePeoplehavedemandedRASMUSSENprovehisauthoritywhichhecannotso
hearrogantlyactslikethelawdoesnotapplytohimandhasremainedsilentonthat
issue,butheisquicktoberatethePeoplepubliclyinthelocalnewspapers.
RASMUSSENparticipatedinoneormoreelectionfraudschemeswherenoneofthe
delegates he, and others, appointed to serve on the STEVENS COUNTY Elections
CanvassingBoardcompliedwithstatelaw(RCW29A.60.140)byfilingtherequired
oaths of office before assuming the duties of the elections canvassing board that
coversbothstateandfederalelectioncandidates.
NICHOLASFORCE,allegeddeputyprosecutorappointedbyRASMUSSENandJACKIE
NOBLE, alleged deputy auditor appointed by TIM GRAY, both to serve on the
STEVENSCOUNTYElectionsCanvassingBoard,wererequired,butfailed,totakean
Oath of Office similar to that taken by county auditors and deputy auditors in the
performance of their duties, per RCW 29A.60.140. (See GRAYs reply to a public
recordsrequestwherehestatedIhavenorecordofa(sic)OathofOfficeforthe
three Stevens County Elections Canvassing Board members for the 2010, 2012 or
2014electioncycles.)

ThepenaltyforaviolationofelectionslawsisprescribedwithintheElectionsTitle
29A specifically under "Canvassing, Officers Violations generally" in RCW
29A.84.720 1 .
RASMUSSENwasdulyelectedinNovemberof2014tothepublicofficeofSTEVENS
COUNTYPROSECUTORbutfailedtodulyqualifytoholdright 2 tooccupythatoffice
afterneglectingtodulyqualifyasrequiredbystatelaw.
RASMUSSENfailedtopaytheLegislaturesmandatedFILINGFEE,RCW65.04.030(3),
to empower the COUNTY AUDITOR to incorporate his Oath of Office (and all such
other papersrequired by law to be filed) into the official public records BEFORE
assumingthedutiesoftheoffice;aviolationofRCW36.16.040.
RASMUSSENkneworshouldhaveknownthatallfilingfeesaremandatoryandare
tobepaidinadvance.SeeRCW65.04.130;StatevNelson;Statev.Connersquoted
undertheRelevantLawReliedUponhereinbelow;ignoranceofthelawdoesnot
excuse.
RASMUSSENsallegedOathofOfficeisdeficientlyvoidoftherequiredAuditorFile
Number,amountofFilingFeepaid,whorequestedthefilingoftheinstrument,nor
isitarchivedinthestatearchives(seeRCW65.04.015(2),(3)and(4))andtherefore
RASMUSSEN is cannot claim the requisite dulyqualified status to hold office as
STEVENS COUNTY PROSECUTOR because Washington Attorney General Opinion
AGO6364,no.17statesEligibilitytopublicofficeisofacontinuingnature,and
mustsubsistatthecommencementoftheterm,andduringtheoccupancyofthe
office..
RASMUSSEN has been knowingly and willfully (criminally) impersonating a public
officerandusurpingapublicofficeinSTEVENSCOUNTYsince2006.
DuringRASMUSSENstenureofcriminallyimpersonatingaCOUNTYPROSECUTOR
and the criminal usurpation of the office of STEVENS COUNTY PROSECUTOR,
RASMUSSEN has conducted thousands of illegal prosecutions by fraud and
deceptive practices, filing false instruments, and passing off a simulated legal
process as legitimate legal process. This resulted in the deprivation of peoples
property(throughunauthorizedfines)andtheirlives(throughillegalimprisonments)

RCW29A.84.720OfficersViolationsgenerally,readsasfollows:Everypersonchargedwiththeperformance
ofanydutyundertheprovisionsofanylawofthisstaterelatingtoelections,includingprimaries,ortheprovisions
ofanycharterorordinanceofanycityortownofthisstaterelatingtoelectionswhowillfullyneglectsorrefusesto
perform such duty, or who, in the performance of such duty, or in his or her official capacity, knowingly or
fraudulently violates any of the provisions of law relating to such duty, is guilty of a class C felony punishable
underRCW9A.20.021andshallforfeithisorheroffice.

Prosecutor, District Court Clerk and Judges and Superior Court Clerk and Judges
while other actors in the Board of County Commissioners, the Sheriff, Auditor,
Treasurer,Assessor,andCoronerdonothingbutturnablindeye.

Also, during RASMUSSENs tenure of criminally impersonating a COUNTY


PROSECUTOR and the criminal usurpation of the office of STEVENS COUNTY
PROSECUTOR, RASMUSSEN has, without authority, appointed numerous deputy
prosecutors. Aware or unaware of RASMUSSENs illegal usurpation and lack of
authority to make such an appointment those appointees have blindly carried
out the illegal orders of RASMUSSEN and conducted thousands of illegal
prosecutions by fraud and deception, filing false instruments, and passing off a
simulated legal process as legitimate legal process. This has resulted in the illegal
deprivations of peoples property (through unauthorized fines), and their rights to
lifeandliberty(throughillegalconfinementinpenalinstitutions).

RASMUSSEN illegally foisted a simulated legal process against Complainant Connie


LaRue, in STEVENS COUNTY DISTRICT COURT, Case No. 5Z0133878 and Case No.
5Z0133879 using a false report 3 from a criminal actor impersonating a CITY OF
CHEWELAHpoliceofficernamedJOHNATHANLLOYDBOWERSwhostoppedand
ticketed LaRue outside the jurisdiction of the CITY OF CHEWELAH. That filing of
falseinstrumentsbyBOWERSandRASMUSSENresultedinacasedismissal.

JOHNATHANLLOYDBOWERScannotproveheisabonafide,dulyqualifiedofficer
fullycompliantwithstatelawintheCITYOFCHEWELAHpoliceforce.

BOWERSadmittedhewasoutsidethejurisdictionoftheCITYOFCHEWELAH,color
oflawviolation18USC242.

BOWERSdidnotwitnessLaRuecommittingacrimethatwouldwarranthimacting
outsidehisperceivedjurisdiction.

BOWERS created the incident where LaRue, for her own safety, felt compelled to
continuetraveling,becauseofarashofpolicerapesinSTEVENSCOUNTY,untilshe
reachedthefirstwelllitparkingarea.

BOWERSthenfiledafalseandmisleadinginstrument(complaintallegingcriminality
byLaRue)foroneormorecrime(s)hecommittedagainstLaRue.

Fruit of the Poisonous Tree. An extension of the exclusionary rule established in Silverthorne Lumber Co. v.
United States, 251 U.S. 385 (1920). This doctrine holds that evidence gathered with the assistance of illegally
obtained information must be excluded from trial. BOWERS cannot prove his authority to conduct himself as a
dulyqualifiedpoliceofficerinfullcompliancewithstatelaw.

BOWERS, his summoned backup officer(s), and all others who thereafter
participatedinthearrest,jailing,prosecution,theftofpersonalproperty,extortion
andothercrimesaresubjecttoprosecutionunder18USC241and18USC242.

Adulyqualifiedprosecutorwouldrecognizeittobehisdutytovetthejurisdictional
issues, to check the veracity of the officers complaint for legitimacy and insure
thattheofficerdidnotengageinillegalconductthatwouldgetthecasedismissed
forlackofjurisdiction;Rasmussendidnoneoftheseandthecasewasdismissed.

RASMUSSENsfilingoffalseinstruments(RCW40.16.030)resultedinadismissalof
the criminal charges against LaRue when he knew or should have known the
charginginstrumentsaswrittenwerefalse;thatBowerswasoutsideanyperceived
jurisdiction;thusRASMUSSENdidnothaveauthorityorjurisdictiontobringcriminal
chargesinthenameoftheCITYOFCHEWELAHortheSTATEOFWASHINGTON.

From LaRues experiences during election campaigning (a former candidate for


STEVENS COUNTY CORONER in the 2014 election cycle) she has been targeted for
harassment through an illegal traffic stop which resulted in the false arrest, false
imprisonmentinthecountyjail,theftofpersonalproperty(fingerprints/photograph)
andothersuchillegalactsbyimpersonatorsinpublicoffice,forexercisingherright
totraveltoasafeandwelllightedareabecauseSTEVENSCOUNTYisrenownforits
recentrashofrapistcops/officersofthelaw.
To confirm the facts in the preceding statement, RASMUSSEN, while criminally
impersonating a county prosecutor, filed another false instrument using the illegal
and false BOWERS police report to recharge LaRue, now naming the STATE OF
WASHINGTONasthePlaintiff(STEVENSCOUNTYDISTRICTCOURTNo.P7944)which
has resulted in LaRue remaining under threat, duress and coercion, with the
continuingdeprivationofLaRuestime,energyandmeagerfinances.
In order for justice to be served, STEVENS COUNTY would be required to make
restitution to LaRue for the illegal conduct committed by those representing
STEVENS COUNTY; instead the STEVENS COUNTY officials, in collusion with
RASMUSSEN have participated in a RICO scheme to deprive LaRue of her
constitutionallyprotectedunalienablerightstolife,libertyandpropertyinSTEVENS
COUNTY DISTRICT COURT No. P7944 through the filing of false instruments,
implementingajudgmentwithoutdueprocessorhearing,andtheft/extortionof
LaRuestime,energyandfinances.
LaRuefiledanApplicationforWritofProhibition,InjunctionandShowCauseOrder
with the WASHINGTON SUPREME COURT which was rejected because a state
officerwasnotapartytothecomplaint.

LaRue refiled the same Application for Writ of Prohibition, Injunction and Show
Cause Order with different heading to the STEVENS COUNTY SUPERIOR COURT
demanding a dulyqualified SUPERIOR COURT JUDGE hear the case and giving the
ClerkofCourt20daystofindandassignadulyqualifiedjudge.
Morethan20dayshavepassedandLaRueseffortsinSTEVENSCOUNTYSUPERIOR
COURT have been stifled (obstructed) by EVELYN BELL, SUPERIOR COURT
ADMINISTRATORwhoischargedwithlocatingandassigningadulyqualifiedjudge,
andALLENC.NIELSON,whoisanonqualifiedsuperiorcourtjudgeholdingupthe
process of approving LaRues application to proceed without costs (in forma
pauperis).
AlthoughLaRuehasbeenunabletoobtainjusticeintheSTEVENSCOUNTYDISTRICT
COURT and STEVENS COUNTY SUPERIOR COURT, the WASHINGTON DEPARTMENT
OFLICENSINGhascontinuedtomoveforwardbyissuingaNOTICEOFSUSPENSION
ofLaRueslicense,anillegalthreatoffurtherpunishmentthatcouldresultinLaRue
being stopped, assaulted, kidnapped and falsely imprisoned again, in spite of the
factthatLaRuehasnotbeenfoundguiltyofanything.
RASMUSSEN has illegally usurped and criminally impersonated a public officer and
hisillegalconducthasbeenprotectedbyoneormorepersonsinSTEVENSCOUNTY
thatmayormaynothavedulyqualifiedthemselvestooccupycertainpublicoffices.
AnhonestauditofSTEVENSCOUNTYwouldexposethatthousandsofCitizenshave
beendeprivedoftheirunalienablerightsoflife,libertyandpropertythroughillegal
finesand/orincarceration.ThisSTEVENSCOUNTYRICO 4 enterprisehasinfectedthis
County with invalid elections, illegal assaults (and assaults with a deadly weapon),
falsearrests,kidnapping,falseimprisonment,extortionandothercrimesagainstthe
people.
RASMUSSEN has repeatedly violated Washington State law, federal law, the
Washington Constitution and the Constitution for the United States of America
alongwithhisOATHOFATTORNEYandanynonfiledOathofOfficeinwhichhehas
swornheisfullysubjecttoandwillabidebythesame.
Upon further federal investigation, parties believed to have had either direct or
indirect participation with RASMUSSENs illegal acts and/or conduct, given aid, or
failedtoreportRASMUSSENscriminalactsand/orconducttostateandfederallaw
enforcementauthoritiesare:TIMGRAY,NICHOLASFORCE,JESSICATAYLOR(REEVES),

TheRacketeerInfluencedandCorruptOrganizationsAct,commonlyreferredtoastheRICOActorsimplyRICO,is
a United States federal law that provides for extended criminal penalties and a civil cause of action for acts
performedaspartofanongoingcriminalorganization.
