The San Marcos Accord

This agreement, signed and bound by mutual Authority, creates among the Kindred of the Camarilla
and those who are members of the Anarch Movement a mutual agreement, defined in the following terms.

I.
The Camarilla hereby cedes all claims to the geographical territory located within the municipal
border of the City of San Marcos. This territory is recognized as sovereign domain of the Anarch Movement, in
which is established the Free City of San Marcos.
All Kindred recognized as either Acknowledged within the Camarilla or Committed to the Anarch
Movement are bound by the decree of their respective Authority to the terms of the defunct Convention of
Thorns, which is considered restored within the Domain of Austin and the Free City of San Marcos. They shall
be bound to its terms and its provisions to end the waging of war upon one another.

II.
All Kindred recognized as either Acknowledged within the Camarilla or Committed to the Anarch
Movement shall abide by the Second Tradition only as embodied, without exception, by the Authority of the
territory in which that Kindred currently exists.
All Kindred recognized as Acknowledged within the Camarilla or Committed to the Anarch
Movement agree to allow the process of Accounting to be conducted as the sire sees fit and without
interruption, provided actions from neither the childe nor the sire causes violation of the terms of this Accord.
All Kindred recognized as either Acknowledged within the Camarilla or Committed to the Anarch
Movement agree to restrict the use of mortal influence in a manner which is construed as disruptive by a
recognized Authority, unless such actions were sanctioned by said Authority.

III.
Citizens of the Free City of San Marcos, while within the borders of the Domain of Austin, shall abide
by the Traditions of the Camarilla with the following proviso:
By the Authority of the Prince of Austin, Kindred recognized as Committed to the Anarch Movement,
when within the borders of the Domain of Austin, shall be exempt from the calling for their Destruction unless
said Kindred refuses to depart the Domain after being commanded to do so under the Tradition of Hospitality.

IV.
The Free City of San Marcos agrees that any Kindred recognized as both Acknowledged by the
Camarilla and a Defender, Enforcer, or Commander shall be given free access of movement within the city
provided the following criteria are met:
1.

The agent acts in the interest of carrying out an active and known Blood Hunt enacted or supported by
the Authority of Austin.
a.

Responsibility for maintaining an accurate and updated list of Blood Hunted Kindred falls
with the Domain of Austin.

2.

The agent shall be accompanied by a Kindred recognized as Committed to the Anarch Movement to
be provided by the Authority, or a Commander, of the Free City.
a.

A good faith effort shall be made to provide accompaniment for the Agent as immediately as
possible.

3.

The Authority of the Domain of Austin has notified the Authority of the Free City of San Marcos that
an agent must enter their borders in pursuit of an active and known Blood Hunted individual.

4.

Personal Havens belonging to any Kindred recognized as Committed to the Anarch Movement shall
be exempted at all times from physical search and seizure. Citizens of the Free City shall be
responsible for maintaining that their Havens are not used to harbor Kindred known to be under a
Blood Hunt.

Any Kindred found within the Free City of San Marcos that does not meet the above criteria are
subject only and fully to the laws and justice of the Free City and its citizens.

V.
Only a violation of this agreement on either side may be taken by a recognized signatory as dissolution
of the entire agreement, which is then considered void in its entirety by the Authority of those invested.
