Peace and Order/ Public Order and Safety

The constitution mandates the government to promote the peoples quality of life. Section
16 of the Local Government Code of 1991 or the Republic Act No. 7160 provides that the local
government units shall, within their territorial jurisdiction, promote health and safety, improve
public morals, maintain peace and order, and preserve the comfort and convenience of the
inhabitants.
The barangay, as the front line of the government, has a role of maintaining public order
and safety and respond immediately especially during emergency situations. Aside from
education, health, environment among others, one critical service of the barangay is to ensure
that its residents feel safe and secure in the community. As public safety and order encompasses
the notion of the rights to life, liberty and property, the barangay plays a significant role in
ensuring and securing it.
It is essential to strengthen the internal structure of the barangay and balance the external
environment by recognizing the wisdom of the constituents. Encouraging them to play an active
role in the preservation of public order and safety in the barangay and enjoining them to come up
with different strategies and measures to solve the problems faced by the barangay. Educating the
community and heightening the awareness of the impending calamities and disaster that may
occur would make the barangay prepared of any disaster that may occur and minimize the
impacts by brought by it. This would lead to the establishment of an orderly and safe barangay.

Description

In pursuant of the Executive


order No. 366 dated September
5, 1996 which requires all
barangays to organize the
Barangay Peace and Order
Committee (BPOC).
The primary function of the
BPOC is to initiate, coordinate
and monitor the implementation
of peace and order programs
and projects at the barangay
level.
Recently, a number of cases of
crimes such as robbery and car
napping (Akyat-Bahay and
Riding in Tandem) occurred in
barangay.
