"H" is shorthand for hypnotic, hypnotized, or hypnotism in these documents: "These issues have
clearly demonstrated that they can pass from a fully awake state to power of the mind book a deep H
controlled state ... by telephone, by receiving written matter, or by the usage of code, sign, or words
and that control of those hypnotized can be passed from one person to another without great
difficulty. It's also been shown by experimentation with these girls they can act as unwilling couriers
for information purposes." BB 32
After the ending of World War II, German scientists were being held in a variety of detainment
camps by the allies. They were considered so crucial to the "Cold War" attempt, that they would be
brought into the US and Canada. Many of these pros participated at concentration camps in
murderous medical experiments on human subjects.
As stated by the Central Intelligence Agency's Fact Book, [6] the NSC (National Security Council)
and the CIA were established under the provisions of the National Security Act of 1947. In
December 1947, its first assembly was held by the NSC. James Forrestal, the Secretary of Defense,
pushed for the CIA to begin a 'secret war' against the Soviets. Forrestal's initiative led to the
performance of psychological warfare operations (psy ops) in Europe. CIA personnel were not
opposed to working with Nazi doctors who'd proven to be expert in breaking the head and rebuilding
it. In some cases military bases were used to conceal these covert actions. It was determined the
communist danger was an issue that took priority over constitutional rights.
The notion of running a secret 'black' project was no longer new. In 1941, Roosevelt had decided,
without consulting Congress, that the US should carry on together with the greatest secrecy to come
up with an atomic bomb. [7] The endeavor meant that by 1947, the US Government had gained vast
experience in the initiation of secret operations. The existence of 'black projects' funded by 'black
budgets' was withheld for reasons of national security from the public, but additionally from

A declassified CIA document [8] "Hypnotic Experiment and Research, 10 February 1954" describes a
simulation of relevance to the creation of unsuspecting assassins: "Miss [deleted] was instructed
(having previously expressed a fear of firearms in any manner) that she would use every method at
her disposal to awaken Miss [deleted] (now in a deep hypnotic sleep) and failing this, she would get
a pistol nearby and fire it at Miss [deleted]. She was instructed that her rage would be so great that
she would not hesitate to "kill" [deleted] for failing to awaken. Miss [deleted] carried out these ideas
to the letter including firing the (unloaded) gun at [deleted] and then proceeding to fall into a deep
sleep. Complete amnesia for the entire sequence was awakened and expressed. Miss [deleted] was
again handed the gun, which she refused (in an awakened state) to pick up or accept from the
operator. She expressed absolute denial that the foregoing sequence had occurred."
One of the areas was mind control. Under the protection of 'national security,' many other divisions
of the government also took part in the study of this area. The CIA originated its first program in
1950 under the name BLUEBIRD, which in 1951, after Britain and Canada had been contained, was
changed to ARTICHOKE. MKULTRA officially commenced in 1953. Some of its programs remained
active under MKSEARCH into the 1970s, although it was closed in 1964. In 1973 CIA Director
Richard Helms ordered the destruction of any MKULTRA records. [9] MC 10, 17
Diligent usage of the Freedom of Information Act (FOIA) helps to project light on the advances
which have been made in controlling the way people think and act. In 1977, through a FOIA request,
16,000 pages of files were found, held as part of the Agency the. of 's financial That's how much of
this information was pieced together. The FOIA permits the most humble citizen to demand the
disclosure of documents, although inevitably some will be not released or heavily censored

Necessarily, nevertheless, it's an incomplete picture. Most of the significant details were
conveniently destroyed under orders of CIA Director Helms to conceal wrongdoing. [10] What the
mind accountants are doing and were may be just hinted at in a memo footnote or in the memoirs of
a retired researcher. However, there's more than enough here to demonstrate that secret new
techniques are being manipulated that are no longer in the domain of science fiction. We must all be
conscious of this threat, so that individuals who want to take liberties with our freedom to think, and

The CIA Mind Control Projects.
Project BLUEBIRD was accepted by the director of the CIA on April 20, 1950. In a 1951 memo, [11]
Bluebird states that practical research was to be conducted to include these specific problems:
Can we create by post-H [hypnotic] control an activity contrary to an individual's fundamental moral
principles?
Can we in a matter of an hour, two hours, one day, etc., induce an H state in an unwilling subject to
such an extent that he will perform an act for our benefit?
Can we by SI and H [sleep inducing] techniques compel a subject to travel long distances, commit
specified acts and return to us or bring files or materials?
Can we ensure total amnesia under any and all states?
Can we "change" a man's character?

Can we formulate a system for making reluctant subjects into willing agents and transfer that
control to untrained bureau agents in the field by use of codes or identifying signs?
How can sodium A or P or any other sleep inducing agent be best concealed in a normal item, like
sweets, cigarettes, coffee, tea, beer, medications? [12] BB 23, NB 13, 14
Officially, MKULTRA was established on 13 April 1953, at Richard Helms' suggestion as "ultra
sensitive" work. [13] The operational wing of MKULTRA had as its mission to discover the best way
to use chemical and biological weapon ingredients to transform the human mind. Originally
established as a supplementary financing mechanism to the ARTICHOKE job, MKULTRA rapidly
grew into a huge undertaking that outflanked earlier mind control initiatives. MC 69, NB 28
