600 4,200 b.h.p. available. Compulsory for vessels over 1,000 g.t. and ships
with dangerous cargo on board. Tugs join vessels in the approaches to the

LOCATION: Well protected port at inner end of Bourgas Bay, with good

APPROACHES: Vessels approach the port via a Traffic Separation
Scheme to the anchorage areas. Buoyed channels with depth of 11.5 m. lead
from the anchorage areas to Port East and another channel, depth 12.60 m.,
to Port West.
PILOTAGE: Compulsory in inner roads for vessels greater than 100 g.r.t.
Application for Inner Roads Pilot must be made to Agent at least 2 hours
prior to arrival (if incorrect ETA given, pilotage fee is doubled). Pilot station
listens on VHF Channel 14.
Outer roads pilotage not compulsory. Vessels requiring outer roads pilotage
must advise Agent at least 8 hours prior to required time and give position
of boarding point.
Applications for Pilot should include vessels nationality and call sign; gross
tonnage; date (two figures); time (four figures) when Pilot required; draft in
metres (four figures) and LOA.
ANCHORAGES: Five anchorage areas available. See charts for details.
PRATIQUE: Medical/sanitary/veterinary officers are included in the State
Commission (authorities) who are entitled to grant free pratique on arrival.
VHF: Bourgas Radio listens on Channel 16 and works on Channel 28.
Port Control listens on Channel 16 and works on Channel 11.
Pilots listen on Channel 11 and work on Channel 14.
VTS/RADAR: Radar surveillance is available from the control tower of the
marine administration in Port East.

BULK CARGO FACILITIES:


Old Bulk Port: Operator: Port Authority. Tel: +359 (56) 822400, 822401.

Facilities: There are five berths in the Old Bulk Port and four in the New Bulk
Terminal 2A with total length 750 m.
The Bulk Port handles coal, coke, ores and concentrates. The facility
comprises several portal cranes, one grab gantry unloader, 118 ton
Siwertell screw-type unloader handling coal at 1,500 t.p.h. and one Cheretti
Tanfani grab unloader. The transfer of coal is carried out by conveyor belts,
stackers and reclaimers. There are rail sidings.
The adjacent warehouse No. 22 is often used for storage and loading of
grain. A special facility for handling of oils, chemicals and ethanol is installed
at Berth No. 20A. A pipeline connects the site with the tank farm, near the
West Port. There is also a filling station for tanker rail cars and ethanol storage
tanks adjacent to the quay.
Storage: Total open storage 49,000 sq.m. and 5,000 sq.m. of warehousing.
New Bulk Terminal: Berths No. 31 and 32 each have 11,200 t.p.h. grab
gantry unloader; 4 portal cranes; 14 conveyor belts; 6 front loaders; 4 small
front loaders; 1 reclaimer; 2 stackers; 1 stacker/reclaimer; 1 wagon loading
station (2600 t.p.h. lines); 1 weighbridge.
Allowable freeboard at Berth No. 30: 18.0 m.; at Berths No. 31 and 32:
32.0 m.

Facilities: The container terminal is situated at Port West and includes two
berths, Berths No. 23 and 24 with max. draft 11.0 m. The terminal has
240 ton multi-purpose cranes using semi-automatic spreaders, 241 ton
and 145 ton reachstackers, 60 reefer points and dedicated area of
approximately 60,000 sq.m. with 1,500 ground slots with three-high
arrangement.

SPECIALISED CARGO FACILITIES: Cold Storage: Capacity of
10,000 tons, divided into seven halls. It is designed to handle all kinds of
deep frozen and chilled goods, requiring temperature range of 26 to +17C.
The facility is linked directly to the container and Ro-Ro terminals, which are
situated in close vicinity. The cargo is handled through 21 truck loading bays.
The cold store has usable area totalling 5,280 sq.m. and cooling volume of
52,800 cu.m. The maximum allowable height of goods is 6.80 m.

Terminal Facilities: Situated in the Bay of Bourgas, about 3 miles SE of
Bourgas East Lighthouse. It consists of three piers with respective quay
facilities for berthing of tankers:

Arrival in Port: The preparation of the tanker must be carried out in
accordance with the requirements of the International Safety Guide for Oil
Tankers and Terminals, local regulations and good seamanship.
All ships should be fully equipped with the necessary shipping and cargo
documents, as well as a professional crew with the required relative IMO
Certificates.
On entering the territorial waters of the Republic of Bulgaria, the Master
is obliged to close and seal all bilge and sewage water discharge valves and
to record it in the ships Log Book.
Vessels must advise the Harbour Master via Agent of estimated and/or
actual arrival times at Bourgas Oil Port. ETA should be forwarded 72 hours,
48 hours and 24 hours prior to arrival. Master should declare technical name
of the cargo, its IMDG code number and crude oil washing (COW) capabilities,
if applicable. If the steaming time from the last port of call prevents such
notice, the Master should send the possible primary information through the
Agent, and this should be further specified and confirmed immediately after
departure from the previous port.
The Masters of approaching vessels should contact Control Station
Bourgas on Channels 16 and 11 when abeam of St. Ivan Island, and prepare
the following information for the Duty Inspector:
a) name of vessel
b) flag
c) last port of call
d) LOA
e) maximum draft on arrival
f) ETA
g) Agent
h) tanks inerted or not
i) crude oil washing will be carried out or not
j) any defects that may reflect upon the seaworthiness of the tanker
and/or the safety during cargo operations and the danger of
environmental pollution.

East Port:

Facilities: The East Port has 14 berths, total wharf length 1,965 m., open
storage 50,000 sq.m. and 44,500 sq.m. of covered warehousing.

West Port:

West Port.
Facilities: The West Port has six berths, total quay length 890 m., open
storage 191,000 sq.m., 11,000 sq.m. of warehousing and 7,000 sq.m. of cold
storage. There is a bulk grain extractor located on the quay. The port handles
grain, metals of all kind, Ro-Ro and container traffic. A modern cold storage
facility is built in the port area.

WASTE DISPOSAL: Compulsory for vessels staying in port for more

SLOPS DISPOSAL: Bilge water can be discharged to treatment plant
located in the port.
MEDICAL: All facilities available.
FRESH WATER: Available through hose hydrants or ex-barge. 24 hours
notice required.
FUEL: Available by tank truck upon request via Agent.
SERVICES: Tank cleaning and removal of sludge.
NEAREST DRY DOCK: Floating dock with capacity 3,000 d.w.t.
REPAIRS: Two ship repair yards available. Floating dock of 3,000 d.w.t.
and dry lifting facilities for up to 20,000 d.w.t.
SURVEYORS: Available locally.
FIRE PRECAUTIONS: Constant day and night duty, and direct
telephone connection with port fire service.
GANGWAY/DECK WATCHMEN: Vessels in roads are not permitted
to lower gangways. Vessels alongside quay with a lowered gangway must
have manropes, safety net, life-buoys with rope of at least 30 m. length
attached, a crew member on duty at the gangway, which must be lit at night.
Gangway: It is Masters responsibility to arrange crew on watch at gangway,
according to international practice.

REGULATIONS:
1. Embarking on board by persons without permanent or occasional
permission issued by the Immigration Authorities is forbidden.
2. It is the Immigration Authorities right to control and check that the
Immigration regulations are being complied with at any time
round-the-clock.
3. Those who violate the Immigration regulations of Bourgas will be
sanctioned according to the laws of Bulgaria.

LOCAL HOLIDAYS: 1 January (New Years Day); 3 March (Liberation
Day); Easter Sunday (Orthodox); 1 May (Labour Day); 6 May (Day of
Bulgarian Army and Bravery); 24 May (Day of Slavonic Language and
Culture); 6 September (Day of Bulgarian Unity); 22 September (National
Independence Day); 24 26 December (Christmas Days).
DELAYS: Possible while waiting for Pilot owing to bad weather or waiting
turn for berth.

NEAREST AIRPORT: Bourgas International Airport, 9 km.
CUSTOMS ALLOWANCES: Two packets cigarettes per crew member
per day and one opened bottle.
SHORE LEAVE: Allowed.
1. The crew of foreign vessels are allowed to stay overnight in town from
0900 0400 hrs. the next day.
2. On going downtown and back to the ship, the crew must pass by the
Immigration Duty Office for receiving and returning the shore passes.
3. Visits to other popular areas in the country besides Bourgas are
prohibited.
4. Permission for spending the night at a hotel is granted by the
Immigration Authorities, and the crew members address should be
registered at the hotel.
Customs: Crew members of vessels arriving at the port of Bourgas must
be acquainted with the following:
1. If they have received Bulgarian Leva from the Master through the
Agent of the vessel, a list of the seamen and the amounts received
must be presented at the Customs.
2. If they exchange currency at the Exchange Bureaux in town, they
must request and keep the slip for the exchanged currency. Illegal
exchange of currency is strictly forbidden and is subject to confiscation
in accordance with the Customs Law.
3. If they purchase goods at the shops, they are obliged to present a
shop invoice with the value of the goods and a document for exchange
currency, obeying the prohibitions for export of foodstuffs and
non-edible goods, in accordance with the Appendix (see below).
Prohibitions are void if executed by official ship chandler.
4. Eligible to accomplish ship chandler activities are VTO Transimplex
firms and private traders, in the area of the Port of Bourgas, registered
at the Court and at the Customs. The suppliers issue an official
document (invoice), signed and stamped by themselves, the Customs
and the Master of the vessel.
5. Purchases at the two duty free shops in the port are made after
certifying of the invoice by the Customs Officer on duty.
The Customs reserve the right to carry out checks for the availability
of newly bought goods on board the vessel.
6. The import and export of Bulgarian Leva is strictly prohibited.
7. Actions of the crew during their stay at the Port of Bourgas and liability
against the Customs are borne by the Master of the ship.
REPATRIATION: Can be fulfilled if necessary. Replacement of crew by
Bulgarian nationals is possible.

Pilotage: Not compulsory for approaching the anchorage, but Port Control
should be informed by VHF Channel 16 and thereafter Channel 11.
Anchorage: There are several safe and well protected anchorages with
good holding ground just off the harbour and south of the fairway channel.
Berthing: This vessel was loaded with 10,000 tonnes of wheat in bulk, and
berthed at No. 22 (West Port) with a max. draft of 8.0 m.
The cargo was discharged by shore cranes with grabs into hoppers and
trucks. Rate of discharge was low (about 1,000 tonnes/day), because cargo
was direct delivery and had to be taken some several hundreds of kilometres
before trucks returned to be loaded again.
Density: Between 1006 and 1010, because of narrow small river outlet close
to the berth.
Fresh Water: Fresh water can be obtained by barge in the roads at a cost
of US$ 6.00/ton, or by shore line at a cost of US$ 5.00/ton at a rate of
10 ton/hr.
Shore Leave: Shore passes, filled out on arrival, are being issued and
seamen are asked to pass Immigration to hand in the shore passes, and to
keep passports on the way out, and to collect same when returning into the
port again. Shore leave is granted from 0900 0400 hrs. the following day.
Heavy penalties may be imposed by Immigration authorities if regulations
not complied with.
Garbage: Garbage removal is compulsory for ships which stay longer than
three days in port. Costs per garbage drum of about 200 ltr. is US$ 32.90,
plus hire of barge US$ 31.00.

OVERVIEW: A multi-purpose port handling containers, general cargo,


liquid and dry bulk and chemicals. The port consists of Varna East, Varna
West and Balchik. The port is linked to national road network via Asparuhov
Bridge, close to Varna East. All berths linked to railway.
LOCATION: Well-protected port at inner end of Varna Bay, on east coast
of Bulgaria, 470 km. from Sofia.

RESTRICTIONS: There are specific conditions for access to Varna West.
The port is located on the west shore of Varna water basin comprising the
lakes of Varna and Beloslav together with the linking canals. Ships can
navigate these canals in one direction only with limited speed of 6 knots.
Ships can pass each other only in Varna Lake where anchorage for waiting
is provided, max. speed in lake 10 knots. There is also a limitation on the
air draft of vessels as Canal No. 1 goes under Asparuhov Bridge.
Charges for navigation in canals are collected by Ports National Company.

Transit time 1.5 hours, max. draft 10.60 m.
Vessels over LOA 200 m., beam 26.0 m. and 20,000 g.r.t. pass through
canal in daytime only.

BRIDGES: When proceeding to and from Varna Lake, vessels pass under
the new Asparuhov Bridge. Max. airdraft 41.72 m.
ARRIVAL: Port Balchik is a subordinate port of Varna. Ships are
considered to be arrived at the port of Balchik when they are at anchor on
Balchik Roadstead or when they are berthed on arrival.
APPROACHES: Canal No. 1: Length 2 n.m., max. draft 11.50 m.
Canal No. 2: Length 5 n.m., max. draft 10.60 m.
PILOTAGE: Compulsory for vessels over 100 g.t. 24 hours notice
required. All vessels notify the port operator through Agent by means of a
final Notice of Arrival, which should include the following:

Pilot comes from port of Varna. If bad weather prevents the pilot boat from
reaching the outer roads, the vessel will be so informed by Agent or pilot
station.
Pilot boat has yellow funnel and letter P on a blue strip and carries
international recognition signals by day and night.
Pilot boarding positions are at the shipping lane intersection in positions
Lat. 42 39.8' N, Long. 27 57.0' E and Lat. 43 19.8' N, Long. 28 29.0' E.
Port of Balchik pilot boarding position 1 n.m. south of lighthouse.
DEEP SEA PILOTAGE: On request only. There are pilot services from
Nos Kaliakra to port of Varna, from Nos Emine to port of Varna or between
Varna and Bourgas. 24 hours and 12 hours notice required.
ANCHORAGES: There are two anchorage areas.
Summer: Compulsory for all types of ships through the summer, and for
tankers all year round. Situated south of Cape Galata, not less than 6 cables
offshore.
Winter: Situated 3.2 km. east of Varna Lighthouse and north of the
Separation Zone, not less than 1.6 km. offshore.
PRATIQUE: Normal procedures. Vessels arriving from Bourgas receive
automatic pratique.
PRE-ARRIVAL INFORMATION: ISPS: Security information Reports
F and Q (not reproduced) to be sent to the PFSO at least 48 hours prior to
arrival at Varna Pilot Station. Updates to be notified 24 hours and 12 hours
prior to arrival to the PFSO. Each message shall be dated and shall bear
the name of the sender.

Procedure: Vessels inbound to port of Balchik must report to Varna Traffic
Control via the Agent 24 hours prior to arrival at Area A1. Call Varna Traffic
Control or Varna Traffic, 1 hour prior to arrival on VHF Channels 16, 11 or
DSC.
Departure: All vessels leaving Area A1 are obliged to report to VTS-Varna
using VHF Channels 11, 16 or DSC call, reporting time of leaving the Area A1.

Regulations: All vessels are obliged to follow advices and instructions of
Varna Traffic Control. The Master remains responsible for all actions taken.
Vessels will receive or may ask all necessary information, concerning
safety manoeuvring before anchoring or entering in ports (including navy
trials, restricted areas, yacht competitions, dredging and cable operations,
conditions of navigation signs and lights, other vessels manoeuvring, hydro
meteorological warnings, etc.).
Vessels are obliged to report VTS-Varna in the following cases:
crossing traffic separation scheme
dropping/heaving anchor
berthing or shifting in ports
all emergency events concerning safety at sea and ports.
Vessels leaving Area A are obliged to report to VTS-Varna the following:

TUGS: 17 tugs of 440 1,600 kW and launches available. Compulsory for
vessels over 1,000 g.t., vessels carrying dangerous cargoes and tankers in
ballast without gas-free certification. Ships and tugs lines used.
BERTHING: Port of Varna has nine specialised terminals: three in Varna
East and six in Varna West. Every terminal has adequate equipment and
storage facility, and all berths except those dedicated to particular types of
liquid or bulk cargoes are multi-purpose and used for handling of general
cargo and other goods (kaolin, quartz sand, sugar, etc.).

Port Balchik: Situated 18 n.m. north of port of Varna, for ships of max. draft
7.30 m. Two berths with a total length of 164 m. for cereals, vegetable oils
and live animals available. Vessels require a Pilot when entering and leaving
the port.
Lesport (Port Topolly): Port for breakbulk, dry bulks and live animals,
situated on the northern bank of Lake Varna, 8 n.m. from port of Varna East.
Three berths of a total length of 450 m. with max. depth of 4.40 m. and 8.20 m.
available.
Berth Marine Antipollution Enterprise JSC: Mainly for steel products,
situated on the north coast of Canal No. 1, with length of 160 m. and depth
of 6.20 m.
BULK CARGO FACILITIES: Grain: Port of Varna is the main gate
for Bulgarian grain exports, mainly of wheat, maize, sunflower and barley.
Most of this export goes via Varna East, and minor quantities are exported
through Balchik. Grain is stored in warehouses adjacent to the berth, and
one in the storage base located approximately 5 km. from Varna East.
There are six berths total length 981 m., max. depth 11.00 m. with
15 cranes handling bulk grain at Varna East.
Berth No. 7 in Varna East is the most frequently used berth for large vessels
up to 50,000 g.t.
During the active export season (August to November), five additional
berths are utilised: Berths No. 4, 6, 8, 9 and 10.
Loading /discharging is carried out mainly by grabs, and also by one
shiploader jointly operated by port of Varna and the private company GIFTA.
Coal and Clinker: Three berths in Varna West handle coal, coke,
petro-coke and clinker. Loading/discharging is carried out by grabs. Cargoes
are stored in piles up to 30,000 tons.
The three berths have a quay length of 430 m., max. depth 10.60 m. and
616 32 ton cranes.
Thermo-Electrical Power Station Varna: Dedicated coal port on the northern
bank of Lake Varna, 8.5 n.m. from port of Varna East. Three berths of a total
length of 530 m., with max. depths of 8.00 m., 8.00 m. and 11.50 m. available.
Cement: Most of the cement is exported in bulk via Berth No. 10 in Varna
West. Shipment and loading are carried out by specialised cement trucks
which are discharged directly into the ship. Capacity of cement trucks is
30 tons each.
There are two berths, quay length 339 m., max. depth 10.60 m. and
210 ton cranes.
Soda: Soda (light or heavy) in bulk, bags or big bags form a considerable
share of cargo traffic. Berth No. 7 at Varna West is linked with the factory by
conveyor belt with length 1.5 km. to load the bulk soda directly into the ship.
There are two shiploaders in this system, with productivity of 400 t.p.h.
Bagged soda is loaded by grabs at Berths No. 8, 9, 10, 14 and 15 in Varna
West.
Fertilisers: The raw materials are discharged at Berth No. 1 by a portal
crane and a belt conveyor system. Bulk fertilisers are loaded at Berths
No. 8 and 15 by means of specialised berth loaders.
Bagged fertilisers are loaded by grabs at Berths No. 9, 10, 14 and 15.

CRUISE FACILITIES: The passenger terminal is located at the entrance


of Varna East and protected by a breakwater. It has a modern lounge, two
berths for cruise ships and a small marina operated by Port of Varna Marina
Club, 53,000 g.r.t., max. LOA 240 m.
Two berths total berth length 354 m. and depth 7.80 m.
Ferry Complex: Situated in the west part of Lake Varna, 13 n.m. west of
port of Varna East, just before port of Varna West.
Varna West has the only rail-ferry terminal in the Black Sea where it is
possible to change the bogies of rail wagons from European to Russian
standard. Two dedicated berths for ferries of max. depth 9.40 m. available.
Varna Ferry complex is operated by the national operators Navibulgar and
Bulgarian Railways. Regular liner service is provided to Ukraine and Georgia
by four ferry vessels with capacity of 108 wagons or 920 trucks each.

Marina: The marina provides the following services: maintenance, repairs,
docking, power supply, fresh water, etc.

TANKER FACILITIES: Three berths with depths of 7.20 m., 8.10 m. and
5.80 m. Berth No. 3 only currently operational.
Sulphuric Acid Terminal: Located near Berth No. 2 in Varna West. It has
modern rail unloading station (capacity 2,000 tons/day), shiploading facility
and three tanks for storage of sulphuric acid, liquid fertilisers and other
hazardous goods.
Quay length 200 m., max. depth 10.60 m.
Shiploading equipment: 600 t.p.h.
Three tanks with total capacity 18,000 cu.m.
Liquid Fertilisers and other Hazardous Goods: Handled at Berth
No. 1 by means of specialised facilities and a pipe steam operated jointly
with the chemical enterprises.
Oil Terminal:
Berth No. 1: Length 220 m., depth 7.2 m.
Berth No. 2: Length 180 m., depth 8.1 m.
Berth No. 3: Length 100 m., depth 5.8 m.

The necessary specialised loading and discharging equipment is available.
CARGO HANDLING FACILITIES: Regional transport system with
two shiploaders for soda and fertiliser; one rubber belt conveyor; one quay
shiploader for bulk chemicals and one for grain; loading facility for liquid
chemicals and sulphuric acid; unloading facility for bulk molasses.
Mobile handling and transportation equipment: 36 bucket loaders,
693 42 ton forklifts; 13 container tractors; 80 trucks and tractors;
1105 40 tons trailer platforms and transport trailers; 8 pneumatic machines
and dumpers.
Cargo Handling Rates: Varna West:
Soda Ash Terminal 3,000 tons/24 hours.
Bulk fertiliser loading 3,500 tons/24 hours.
Bulk cement loading 3,900 tons/24 hours.
Sulphuric acid and liquid urea (UAN) loading 300 t.p.h.

STEVEDORES: Compulsory use of stevedores and tallymen.


BALLAST: Ships in ballast arriving from outside the Mediterranean Sea
shall exchange the ballast in the Mediterranean Sea. Discharge of ballast for
all ships in the region under the jurisdiction of Maritime Administration, except
for segregated ballast, is forbidden.
Discharge of segregated ballast by tankers and bulk carriers, etc. in the
region of the Maritime Administration Directorate is allowed after clearing
inwards and producing a Ballast Water Reporting Form, in accordance with
Appendix 1 of Res. 868(20), attached to the Masters Declaration.
POLLUTION:
1.

Polluting the environment in the exclusive economical zone, territorial


and internal waters, that can damage the interests of the State as well
as discharging, spilling and dumping from ships, platforms or other
artificial structures of any type of solid and liquid waste and substances
harmful to the health of the people or the living resources in the sea,
exceeding the admissible international norms and standards adopted by
the Republic of Bulgaria, is forbidden.
2. Crew members of all ships and shore operators shall observe the
regulations of IMO conventions and the local rules concerning the
pollution prevention. In case of violation of the rules penalties shall be
imposed according to the Bulgarian legislation.

On entering the territorial waters of the Republic of Bulgaria, the Master


of the ship is obliged to ensure closing and sealing of all overboard
valves of bilge and sewage waters and make a relevant record in the
Log Book that is produced for inspection on request by the competent
authorities. The Master of the arriving ship is obliged to inform the Head
of the Maritime Administration Directorate- Varna (The Harbour Master)
for all damage onboard that can cause environmental pollution.
It is forbidden to discharge oil and oily mixtures, noxious liquid
substances or mixtures containing such substances, harmful substances
carried by sea in packaged form or freight containers, portable tanks or
road or rail, sewage, garbage in the region under the jurisdiction of
Maritime Administration Directorate, Varna, except the following cases:
a) the discharge into the sea for the purpose of securing the safety of
a ship or saving life at sea
b) the discharge into the sea resulting from damage to a ship or its
equipment, provided that all reasonable precautions have been
taken after the occurrence of the damage or discovery of the
pollution for the purpose of preventing or minimizing the discharge
c) the discharge into the sea for the purpose of combatting certain
cases of pollution in order to minimize its effects subject to the
Maritime Administrations approval.
The following activities are forbidden in the region of the Maritime
Administration Directorate:
a) blasting, chipping of rust and scaling paint from the overboard
surfaces of the ship when afloat
b) painting, cleaning with thinners and detergent substances of the
sides and the superstructures at the level or almost at level of the
sides (painting shall be allowed in the water areas of the shipbuilding
and ship repair yards if carried out with a brush or a roller and if
there is a raft preventing dripping of paint in the water. Other suitable
technologies can also be approved by the Head of the Maritime
Administration Directorate)
c) blowing through of boilers with steam or air
d) polluting of the quays with oil and other harmful substances as well
as solid wastes- domestic and technological
e) using the port quays for repair works of ships which do not have
the required statute.

WASTE DISPOSAL: All wastes, liquid and solid, shall be delivered to


the reception facilities operating in the port area. Master during clearing
inwards shall complete a form containing information of all types of refuse
accumulated on board. The form shall be attached to the Masters
Declaration. The disposal of waste is verified only with duly completed
document issued by the receiving organisation. This document shall be kept
by the ships administration.
Waste collection is mandatory.
Oily Water Mixtures: When the remaining free space in the bilge water
tanks would ensure the ships operation in her present state for less than
two weeks and on the ships request.
Harmful Substances: Collected by a specialised collector. In case of lack
of such collector, the consignee is obliged to deliver of the waste to the shore.
Sewage: On request of the ship when the collecting tanks and receptacles
have been filled.
Garbage shall be collected separately on arrival of the ship at the roadstead
or at the quay upon obtaining free pratique. Waste from ships medical chests
shall be delivered together with oily rags. Ashes from burnt plastics in ships
incinerator containing toxic compounds and heavy metals.
SLOPS DISPOSAL: See Waste Disposal.
MEDICAL: All facilities available.
FRESH WATER: Available through shore hydrants or ex-barge. 24 hours
notice required.
FUEL: No restrictions. 24 hours notice required, through Agent.

GANGWAY/DECK WATCHMEN: Compulsory watch at the gangway.
Upon Masters request additional watchmen may be provided.
Gangway: Gangway should be equipped with manropes, a lifebuoy with a
rope of at least 30 m. and a safety net. It must be well lit at night.
STOWAWAYS: Stowaways found on board the ship shall not leave the
vessel and the Master shall guarantee their non-admission in the Republic
of Bulgaria. Stowaways may be repatriated to their native or to a third country
only in case of availability of a document for travelling abroad (or a document
used as a substitute), as well as visa for the transition, if necessary.

CUSTOMS ALLOWANCES: For personal consumption of passengers
and crew members 200 cigarettes or 50 cigars and 1 litre of spirits.
Spirits, cigarettes, coffee and other bonded goods for consumption on
board can be supplied by duty-free shops at Masters request through ships
Agent. The goods are stored in sealed warehouses until the vessel sails.
SHORE LEAVE: Upon inwards clearance completion, crew members can
visit the port and the city during the stay of the ship, without issue of shore
passes by the border authorities and without any time restriction.
REPATRIATION: Repatriation possible where necessary in compliance
with visa regulations for the Republic of Bulgaria.
IDENTIFICATION CARDS: Not required.
DEVELOPMENTS: Development plan includes building of three new
dedicated terminals for grain, containers and Ro-Ro.
The grain terminal will have capacity to handle 1.8 million tons per year
and will be constructed on the north shore of Varna Lake, close to the ports
storage base.
Container and Ro-Ro terminals will be built in the west end of the island
between the old channel and Canal No. 1.
In addition, terminals for soda ash, coal, sulphuric acid, ores, cement and
clinker, will be established on the existing infrastructure in Varna West port.
A terminal for liquid chemicals has been constructed in Varna West and
is now in operation.
