Randall T. (Randy) Black, P. Eng.

Mr. Black is a practicing project manager, currently working
for Stantec Consulting Ltd. in Edmonton, Alberta. As a senior
program manager, he leads a team of project management
staff in a major program for an electrical energy client. In his
38-year career he has worked in a variety of industries
including telecommunications, IT consulting, e-learning
development and consulting, project management training
and consulting, and PMO management. As a project
management consultant and trainer he has taught project
management courses as part of executive education training
offered through Alberta-based colleges and the University of
Alberta.
Mr. Black has been a volunteer for most of his life. As a young man, he volunteered with the YMCA and with
his local church. He has held office in such diverse organizations as his Church Servers Guild (head server), the
University of Waterloo Alumni Association (vice president-events; chapter president) and the PMI Northern
Alberta Chapter (vice president-education, president, past president). Within his 10 years of PMI volunteering,
he was also a Region 1 Mentor and currently serves on the Chapter Member Advisory Group (CMAG).
A vibrant and colorful speaker, he has presented at PMI Leadership Institute Meetings, global conferences,
regional meetings, and chapter meetings as well as international technical conferences on topics such as
strategy, leadership, strategic telecommunications operations, process re-engineering, people and personality,
and, of course, project management.
A graduate of the University of Waterloo (B.A Sc. - Civil Engineering), Mr. Black also holds certificates in
Engineering Economics (Duke University) and Insights Personal Discovery evaluation. Mr. Black holds a
Professional Engineering (P. Eng.) designation registered in the Province of Alberta, and has held his PMP
designation since 2004.
Mr. Black is happily married to Lana with three wonderful grown daughters. His interests are wine, travel,
hockey, golf and physical fitness.

Mark Dickson, MBA, FAICD, PMP

Mark Dickson is an active volunteer with PMI and has been a
Director on the PMI Board since 2013. Since joining the Board,
he has served on the Audit and Performance Oversight
Committee (APOC) and, for 2015, Mr. Dickson was elected to
the position of PMI secretary/treasurer and chair of APOC. He
also is a member of the Board Governance Committee and is
currently responsible for the Board professional development
program. Previous volunteer experience includes participation
in Role Delineation Studies, Fellows Award Member Advisory
Group and the Certification Governance Council; a PMI Board
Support Committee where Mr. Dickson held the positions of
chair, vice chair and chair of the Strategic Planning Committee.
Mr. Dickson is a Fellow of the Australian Institute of Company Directors, a professional credential that
indicates knowledge, experience and competency as a director of a board. He is experienced in working in
leadership positions with not-for-profit boards.
Mr. Dickson is an experienced leader of multi-disciplinary program teams and is adept at delivering multibillion dollar programs in a global context. Mr. Dicksons global experience covers a broad range of endeavors
including program and project management, business management and advisory services for the public and
private sectors. He has been employed as a project and program director by a Fortune 500 Global Professional
Services Firm delivering programs and services in the infrastructure, defense, resources, urban development,
information systems, transport and building industries.
Mr. Dickson enjoys the multicultural team environment, having lived and worked in Australia, the United
States, Namibia, the United Arab Emirates, Iraq, Qatar and Saudi Arabia and worked on projects in Asia Pacific
and Europe.
A PMP credential holder since 1998, Mr. Dickson also holds an honors degree in engineering and a Master of
Business Administration (MBA). He is a past Fellow of the Institution of Engineers Australia and a graduate of
the Royal Military College of Australia.

Deena Gordon Parla, PMP

Deena Gordon Parla has extensive leadership experience in
strategy development, business transformation, and
project/program/portfolio management, primarily in the ICT,
pharmaceutical, R&D, energy and defense industries. This
includes delivery of projects for global multinational
corporations, governmental and not-for-profit organizations
in North America and EMEA that are seeking to close the gap
between strategy and execution. She is currently engaged
with C-level clientele for delivery of program assurance
services to organizations undertaking strategic
mergers/acquisitions. She also teaches project management
at the Middle Eastern Technical University in Turkey.
For the non-profit sector, Ms. Gordon Parla established an organizational relationship between PMI and the
American Red Cross to more rapidly progress its project management maturity. She led a global team of
project and program management practitioners and disaster subject matter experts developing a PMIEFsponsored program management methodology applicable across the disaster life cycle. Previously at Booz &
Co., she worked with C-level clientele to transform e-business strategies into e-solutions that delivered
operational savings and increased market share. She has also served as secretary, board of directors, for the
bi-national Turkish American Association-Ankara.
Ms. Gordon Parla has served PMI as a volunteer leader since 2004. Since joining the PMI Board, she has been a
member of and is currently the Chair of the Strategy Development and Oversight Committee (SDOC),
responsible for guiding the PMI Boards strategic dialogue and planning. She has also worked on strategic
initiatives for chapters worldwide, including improved chapter governance processes, reporting, and rollout of
the chapter conflict resolution framework.
Ms. Gordon Parla has been a speaker at PM conferences and PMI Leadership Institute Meetings globally. She
graduated from the PMI Leadership Institute Master Class in 2007.

Antonio Nieto-Rodriguez, PMP, MBA

Antonio Nieto-Rodriguez, the current vice chair of PMIs
Board of Directors, was one of the founding members of the
PMI EMEA Corporate Networking Group in 2005. In 2013, he
was elected as a PMI director and in 2014, he chaired the
Strategy Development Oversight Committee (SDOC).
Mr. Nieto-Rodriguez is at present director of the program
management office at GlaxoSmithKline Vaccines. Previously,
he was head of portfolio management at BNP Paribas Fortis,
where he implemented a companywide project selection and
prioritization process, reporting directly to the banks
executive committee.
Prior to that, he was head of post-merger integration at Fortis
Bank, leading the largest takeover in the financial industry: the acquisition of ABN AMRO. He also worked for
10 years at PricewaterhouseCoopers as a senior manager, becoming the global lead practitioner for project
management.
Since 2005 Mr. Nieto-Rodriguez has been a professor at some of the worlds leading business schools,
including Duke CE, Instituto de Empresa and Tonji. He has taught senior executives of more than 30
multinational companies how to improve their strategy execution and project management capabilities.
He is a seasoned keynote speaker at international strategy events. Last year, he shared the stage with thought
leaders such as Bob Kaplan, Rita McGrath and the president of the EU. He recently achieved one of his dreams
of speaking at a TEDx talk.
Mr. Nieto-Rodriguez is the author of The Focused Organization and has written articles for several business
magazines, including Strategy Business Review, Singapore Institute of Management, Project Management
Journal and PM Network.
Born in Madrid, Spain, he undertook undergraduate studies in Germany, Mexico, Italy and the United States.
Mr. Nieto-Rodriguez has a university degree in economics and an MBA from London Business School. He is
currently studying to obtain a PhD in strategy implementation. He speaks Spanish, English, French, Dutch,
Italian and German.

Kathleen Romero, MBA, PMP, CSM, and SAFePM/PO

Kathleen Romero has over 20 years of experience in project,
program and portfolio management. She currently leads Capital
One Commercial Bank technology delivery teams. She
previously worked as a management consultant leading teams
to deliver complex projects/programs, systems, and processes
in the banking/finance, government, healthcare, insurance,
retail and nonprofit industries.
As an active PMI leader for 15 years, Ms. Romero is a member
of the PMI Central Virginia Chapter where she held leadership
roles (special projects, internet communications, vice
president, president) from 1999-2003. Ms. Romero was a Retail
Specific Interest Group (SIG) founder and held leadership roles 2000-2004 (secretary, chair, past
chair/finance). Ms. Romero served on the PMI Board of Directors from 2005 to 2010 and served as its
secretary/treasurer and chair of the Performing Oversight Committee (POC) in 2009. She served on the PMI
Nominating Committee in 2011, and as 2012 chair. On the PMI Ethics Review Committee (ERC) since 2010, she
served as 2013 vice chair and 2014 chair. She is currently ERC past chair and Technology Improvements Task
Team lead. Ms. Romero has spoken on project management and strategic planning at Virginia colleges and
PMI Regional meetings, and contributed to numerous PMI Leadership Institute Meetings in EMEA and North
and South America.
She holds an MBA from The College of William and Mary, a Bachelor of Science degree in Psychology and
Bachelor of Arts degree in English from Virginia Commonwealth University. She holds certifications including
the PMP since 2001, and a Project Management masters certificate from George Washington University. She
is a Certified Scrum Master (CSM), Certified Business Process Manager, certified in the Information Technology
Infrastructure Library (ITIL) and Scaled Agile Framework (SAFe) Product Manager/Product Owner. She holds an
International Business Certificate, and received a Spanish Language/Culture certificate from the University of
Salamanca.
Ms. Romero lives in Richmond, Virginia, USA, and enjoys her family, travel, music, LEGO building, skiing and
helping others through volunteerism.

Zbigniew J. Traczyk, MSc, MBA, PMP

Zbigniew J. Traczyk served on the 2012-2014 PMI Board of
Directors and was a member of the Governance Committee
from 2013-2014 as the PMI secretary/treasurer and chair of
the Performance Oversight Committee (POC).
Mr. Traczyk is an IBM Services Delivery Executive and certified
senior PM professional with over 25 years of experience in
project, program and portfolio management. He is currently
managing and providing leadership to a portfolio of projects
leading services delivery at IBM in 15 countries.
Mr. Traczyk has managed many complex international projects
in the financial, telecommunications and public sectors. He
holds a masters degree in electronics engineering, MBA from Henley Business School (U.K.) and a master
certificate in project management from the George Washington University.
A PMI volunteer leader for the past 12 years, Mr. Traczyk served as a PMI mentor in the EMEA region from
2007-2010. In 2005-2006, he was a member of PMI Ethics Standard Development Team, contributing to the
PMI Code of Ethics and Professional Conduct and graduated from the PMI Leadership Institute Masters Class
in 2008.
Mr. Traczyk provided leadership on the PMI Community Transformation Project in 2005-2006. He took a
leadership role in strategic alignment scorecard development and contributed to the chapter-with-branches
model, leading the first pilot implementation. He was a founder of the PMI Warsaw Poland Chapter and
served as the chapter president from 2003-2006. During his term, the chapter was recognized in 2005 with
PMI awards for chapter of the year and collaboration. He is also a member of the New York City and South
Florida Chapters. He contributed to numerous PMI Leadership Institute Meetings in EMEA and North America
and in 2008 supported the PMI Research Conference.
Mr. Traczyk has a wife, son and daughter and enjoys family life and traveling.

Cecil White, EdD, MBA, PMP

Cecil White is the CEO of the University Hospital of the West
Indies, a government-owned, 555-bed multi-specialty teaching
and research hospital. Reporting to the board of directors, he
is responsible for leading the strategic development of the
hospital, and for directing strategy formulation and
implementation using the balanced scorecard methodology.
He represents the hospital on the boards of three related
companies: a biomedical engineering company, a health
insurance provider and a 55-bed private health facility.
Dr. White also has over 12 years management experience as a
senior vice president at a government-owned healthcare
administration and pharmaceutical distribution company. Additionally, he has worked with multi-national
organizations such as Alcan Aluminum Ltd. in the aluminum extrusion business, and Caterpillar Inc. as a heavy
equipment sales and service dealer. He speaks frequently at conferences in the Caribbean and Latin America
on a variety of topics in healthcare financing and administration.
Dr. White has been a volunteer leader for PMI since 2004, and has served on advisory groups at the global
level, providing support to the Global Operations Center Community Development Department. He also
served on the board of the PMI Doctor Bird Chapter (Jamaica) in a number of leadership roles, including
chapter president. He is a graduate of the PMI Leadership Institute Master Class of 2012, and has held the
PMP credential since 2006. He speaks regularly at PMI Leadership Institute Meetings on chapter governance,
conflict resolution and chapter leadership development.
Dr. White earned a Doctor of Education from Nova Southeastern University and an MBA from Barry University.
He teaches project and portfolio management at the University of the West Indies, is a member of the
American Society of Quality and a Lean Six Sigma Black Belt.
He has a special interest in professional development and a passion for helping others to succeed.
