ROAD MAP FOR IDENTIFICATION AND SELECTION OF THE TDA JOINT PRESIDENTIAL CANDIDATE
AND TDA JOINT CANDIDATES FOR PARLIAMENTARY, MUNICIPALITY AND LOCAL COUNCIL
ELECTIONS

PRESS RELEASE

The Democratic Alliance (TDA) is an alliance of democracy seeking political parties,


pressure groups and citizens, working together to build a Uganda where there is equal
opportunity and shared prosperity for all citizens. The goal of TDA is to win power and
form government. Upon winning power, the Alliance will establish Transitional
Government of National Unity (TGNU) committed to implementing the Alliances Agenda,
including constitutional and electoral reforms as demanded by the citizens.
The Democratic Alliance is comprised of the following political parties and pressure
groups:
i)

Conservative Party (CP)

ii)

Democratic Party (DP)

iii)

Forum for Democratic Change (FDC)

iv)

Justice Forum (JEEMA)

v)

Peoples Progressive Party (PPP)

vi)

Pressure for National Unity (PNU)

vii)

Uganda Federal Alliance (UFA)

viii)

Uganda Peoples Congress (UPC)

A. Fielding of TDA joint candidates


The Democratic Alliance is committed to field joint candidates for all electoral positions in
the country. The selection of all joint candidates is guided by criteria adopted by the TDA
Summit. The overall mandate of selecting the joint candidates of the Alliance is vested in
the National Candidates Committee (NCC) established under Article VII of the TDA
Protocol.
The NCC is comprised of the following categories of members:
i)

Secretaries for mobilization from TDA member parties and pressure groups.

ii)

Eminent Ugandan women and men approved by the TDA Summit.

iii)

Representatives of the youth approved by the Summit.

To facilitate the process of achieving consensus, TDA Candidates Committees will be


established as follows:
1) TDA Sub-County Candidates Committee a TDA Sub-County Candidates
Committee will be established at every sub-county or its equivalent for every
urban centre. The TDA-SCC is comprised of the following:
a) At least 2 representatives of each member of TDA in the respective subcounties.
b) At least not more than 10 elders approved by the National Candidates
Committee in consultation with the representatives of the TDA members in
the sub-county.
c) At least not more than 6 youth representatives approved by the National
Candidates Committee in consultation with the TDA members within the Subcounty.
d) The Committee shall make its decision by consensus or any other modalities
they deem appropriate provided such modalities do not undermine the
cohesion of the Alliance.
e) The quorum for meetings of the TDA-SCC shall be one third of all the
members approved to constitute the Committee.
f)

The mandate of the Sub-county Candidates Committee is to:


i)

Coordinate the selection of TDA joint candidates for all electoral


positions from Local Council I to local council III;

ii)

Recommend to the National Candidates Committee persons who


shall be the joint flag bearers of the Alliance.

iii)

Work with the TDA mobilizers within the respective sub-county to


ensure that the TDA joint flag bearer wins every electoral position in
the sub-county.

g) The National Candidates Committee shall designate a Chairperson and


deputy chairperson for every committee provided that persons seeking
electoral positions under TDA shall not be eligible to hold such position. The
National Candidates Committee may, in exceptional circumstances vary this
requirement.

2) TDA District Candidates Committee (TDA-DCC) a TDA- DCC will be


established for each district. Operating under the guidance of the National
Candidates Committee, the DCC will be responsible for coordinating the
candidates selection in each district.
The TDA-DCC is comprised as follows:

a) All district chairpersons of the TDA members wherever they are in existence.
b) All secretaries for mobilization of TDA members where they are in existence.
c) At least 10 elders from the District selected with the assistance of the
National Candidates Committee.
d) At least 6 youth from the district selected with the assistance of the National
Candidates Committee.
e) The TDA-DCC shall make its decision by consensus or any other modalities
they deem appropriate provided such modalities do not undermine the
cohesion of the Alliance.
f)

The quorum for meetings of the TDA-DCC shall be one third of all the
members approved to constitute the Committee.

g)

Operating under the guidance of the NCC, the TDA-DCC shall have the
following functions:
i)

Coordinate the selection of TDA joint candidates for all electoral


positions within the district;

ii)

Popularize the TDA candidates selection process;

iii)

Identify candidates for all electoral positions in the district;

iv)

Issue and receive nomination forms on behalf of NCC;

v)

Build and negotiate consensus on the TDA joint flag bearers.

vi)

Work with the TDA District Campaign Strategy and Coordination


Committee to ensure that TDA joint flag bearers win every electoral
position in the respective region.

h) The National Candidates Committee shall designate a Chairperson and


deputy chairperson for every committee provided that persons seeking
electoral positions under TDA shall not be eligible to hold such position. The
National Candidates Committee may, in exceptional circumstances vary this
requirement.

3) TDA Regional Candidates Committee (TDA-RCC) the TDA-RCC shall be


established for each region approved by the National Candidates Committee.
The TDA-RCC shall be comprised as follows:
a) Chairpersons of the District Candidates Committees
b) At least 6 elders selected from the region and approved by the National
Candidates Committee.
c) At least 4 youth leaders selected from the region and approved by the
National Candidates Committee.

i)

The TDA-RCC shall make its decision by consensus or any other modalities
they deem appropriate provided such modalities do not undermine the
cohesion of the Alliance.

j)

The quorum for meetings of the TDA-RCC shall be one third of all the
members approved to constitute the Committee.

d)

Operating under the guidance of the NCC, the TDA-DCC shall have the
following functions:
i)

Coordinate the selection of TDA joint candidates for all electoral


positions within the respective region.

ii)

Popularizing the candidates selection process.

iii)

Assist in harmonization of candidates selection within the region

iv)

Act as a source of peer pressure towards achieving consensus on


joint candidates.

v)

Work with the TDA Regional Campaign Strategy and Coordination


Committee to ensure that TDA joint flag bearers win every electoral
position in the respective region.

e) The National Candidates Committee shall designate a Chairperson and


deputy chairperson for every committee provided that persons seeking
electoral positions under TDA shall not be eligible to hold such position. The
National Candidates Committee may, in exceptional circumstances vary this
requirement.
B. Road map for selection of TDA Joint Presidential Candidate (JPC)
This road map outlines process, key timelines for the nomination and selection of TDA
Joint Presidential Candidate. Based on the Criteria for Selection of Joint Presidential
Candidate approved by the Summit, the National Candidates Committee shall be
responsible for managing the process of nomination the candidates and TDA Summit will
select the Joint Candidate by consensus and approve a TDA Campaign TEam.
August 25:

Issue and publish a call for expression of interest

August 25-Sept. 5:

Receive nomination forms from interested TDA members

September 5:

Close receipt of nominations for the Joint Presidential Candidate

September 6-8:

Retreat of the National Candidates Committee to process


nomination for JPC and prepare report for the Summit

September 10-13:

TDA Summit retreat to decide on the Joint Presidential Candidate


and the Campaign Team of the Alliance

September 14:

TDA Summit announces the JPC & Campaign Team of the


Alliance

C. Road Map for the selection of TDA Joint Candidates for Parliamentary,
Mayors and Local Council Positions
The selection of joint candidates for parliamentary, mayors and local council positions
shall be coordinated by the Candidates Selection Committees at the respective levels.
The committees will operate under the direct guidance of the National Candidates
Committee.
The following road map shall apply in the selection of the joint flag bearers for the
respective electoral positions:
August 25:

Issue and publish call for expressions of interest

Aug 25 Sept. 21:

Receive nominations for MPs, mayors and LC contestants

September 21:

Receive nominations for MPs and LC candidates

Sept. 21-Oct. 15:

National Candidates Committee process nomination papers and


prepare report to Summit

October 20:

National Candidates Committee submits report to Summit

October 25:

Summit announces TDA flag bearers for parliamentary & LC


positions.
