Authority and AT&T to try to get the
situation resolved.
However, according to Chief Karlin
and Chief Flowers, Weatherfords 911
emergency service still worked for people
whos phones were workingo. This is
because, when the problem was first
realized, Weatherfords 911 service was
redirected to Clinton and the WPD and
WFD were both in constant radio contact
with Clinton dispatchers.

If and when Weatherford residents dialed

911, according to Chief Flowers and Chief
Karlin, the call would be received by
Clintons dispatchers, who would then use
radios to inform Weatherfords dispatchers
and first responders.
Everything has a redundant backup
system, Chief Flowers said, explaining
this is one of many scenarios which first
responders and emergency managers have
specifically planned for.
The two chiefs accredited their working

relationships with other emergency services

in Custer County.
We always work together in Custer
County, Chief Flowers said. We have a
great relationship with the surrounding law
enforcement, fire and ambulance services.
They come when we call, just as we come
when they call. Everybody works together
for a common goal.
Chief Flowers and Chief Karlin said much
of this cooperation between local agencies
is the result of the efforts of the National

Incident Management System (NIMS),

a subdivision of the Federal Emergency
Management Agency (FEMA).
It used to be almost like every man for
himself, but its not like that anymore, Chief
Flowers said, explaining how much NIMS
had helped local emergency management.
According to Chief Flowers, through
NIMS, many city and county officials have
attended conferences and other functions
together, helping to build relationships and
facilitating inter-agency planning.
