Introduction
Background
For several years, standard Company Welding Procedure Qualification Records (PQRs) have
been compiled on an ongoing basis by PDO Material and Corrosion Group, covering both
on-plot and off-plot fabrication requirements, including emergency repair and hot-tap
operations. These are intended to minimise duplication of welding qualifications by
Contractors for the many similar combinations of joint designs, base materials and
consumables in common use throughout the PDO production areas. In this way, a uniform
standard of integrity can be better maintained along with a reduction of both project costs
and completion time.
1.2
Purpose
This document describes the scope and the procedures to be followed for issue, application
and control of the Companys standard welding procedure qualification records specific to
the fabrication of on-plot piping. This document was originally issued as ERD 43-08 in
February 1996.

Distribution/Target Audience
This document is to be used by those Contractors, Manufacturers and Suppliers registered
by the Company, as the basis for preparation of Welding Procedure Specifications required
to carry out field fabrication services or to manufacture fabricated equipment for the
Company.

2.1
Scope
The PQRs listed in this procedure were qualified in accordance with ASME Section IX and
SP-1173, in order to provide verified data for the development of WPSs. Their use is
confined to Company-registered Contractors and Manufacturers/Suppliers for applicable
work carried out within the Sultanate of Oman. Applicable work is defined as the field and
shop welding of on-plot piping and associated equipment for PDO service where the
controlling design code is ASME B31.3. The PQRs should be used preferentially for such
work wherever the essential material, process and dimensional ranges permit.
At the direction of the Company Material & Corrosion CFDH (UER), the PQRs may be
applied in special circumstances to designs based on other codes or specifications, provided
the qualification parameters are fully compatible. However, they shall not be used for the
welding of Class 1 and Class 2 pipelines (flowlines)* or in general for any work designated
off-plot, for which the design is to ASME B31.4 or ASME B31.8, or for welding on to
pressurised lines and other equipment, whether on-plot or off-plot. The PQRs are not
intended for pressure vessels.
Available Company standard procedures for Class 2 pipelines and for welding on to
pressurised lines (hot tapping) are covered under separate documents, PR-1274 and PR1276 respectively.
* Pipeline classes are defined in SP-1210, Pipeline Operations and Maintenance. Almost all flowlines are categorised as
Class 2 pipelines.

Procedure Description

The Material & Corrosion CFDH (UER) or Technical Authority (TA 2) nominated by the
CFDH shall produce verified copies of the requested PQRs and append them to a copy of
this Procedure for issue to the Contractor.
2.2.1.3
The Material & Corrosion CFDH (UER) or nominated TA 2, shall maintain an issue register
recording the PQRs issued, as specified in Section 2.5 of this Procedure. The register
format shall be completed and signed by the Contractors corporate management.
2.2.2
Document Control
2.2.2.1
The Contractor, upon receipt of the PQR package, shall incorporate the PQRs into an
approved Quality Assurance system, using the systems document control procedure. The
PQRs shall be referenced within the appropriate sections of the Contractors Quality Plans
for relevant contracts or purchase orders, using the document reference assigned by the
document control procedure.

1173. The WPS parameters shall be within the validity limits defined by Section 328.2.1 of
these documents.

The Contractor shall submit the following documents for review and approval to the
Company Welding TA-2 nominated for the project:
Project specific WPSs
Verified copies of the PQRs
Verified copy of the PQR register

PQRs issued to the Contractor shall be recorded in a PQR Register as shown in Appendix B
of this procedure. A copy of the Contractors request letter shall be filed with the Register.
