PEER TEAM REPORT ON

THE INSTITUTIONAL ACCREDITATION OF

D.A.V. VELANKAR COLLEGE OF COMMERCE, SOLAPUR ,


MAHARASHTRA

SECTION : 1 : PREFACE

The D.A.V. Velankar College of Commerce, Solapur (Maharashtra) was


established in the year 1952 with the objective of translation of latest
knowledge related to commercial and economic affairs to students, to
motivate and encourage research in commerce and related areas and to
develop skill of the students to participate in business related activities.
This is an aided college affiliated to Shivaji University, Kolhapur. It was
recognised under 2f in the year 1957. The college is situated in an area of
63 acres of land shared by other six sister institutions and it is located in
urban surroundings of Solapur.

The College offers one Undergraduate and two Postgraduate


Programmes. Total strength of permanent teachers is 12 of which 2 are
Ph.D. Degree holders, 3 are M.Phil. Degree holders and 7 are
Postgraduates, with 1 temporary teachers and 7 part-time teachers. There
are 20 Non-teaching staff members.

The College has a strength of 1094 in B.Com. of which 370 are girls and
rest are boys, 219 in Postgraduate Programme of which 77 are girls and

rest are boys. The College follows Annual system of examination for
B.Com. and Semester system for M.B.A.

The Institution is volunteered to be assessed by NAAC, Bangalore and


submitted its Self Study Report during March 2003. Peer Team was
constituted by NAAC to visit the Institution and validate the Self Study
Report. The Peer Team consisting of Prof. A.M. Pathan, Vice-Chancellor,
Maulana Azad National Urdu University, Hyderabad as the Chairperson,
Shri K. Thankachan J., Principal, Shri G.H. Gosrani Commerce and Shri
D.D. Nagda B.B.A. College, Jamnagar, Gujarat as Member-Coordinator
and Dr. U.C. Jain, Principal, Mahakaushal Arts and Commerce College,
Jabalpur, Madhyapradesh as a Member. The team visited the college on
22nd and 23rd July 2004.

The Peer Team examined in detail the performance of the Institution, its
infrastructure, curricular and co-curricular activities and other relevant
aspects of its functioning. It held interactions with different sections of the
college community during the two days visit and an in-depth analysis of the
performance was made.

The team also examined documentary evidences related to the academic


governances and administration. It also interacted with the Management,
Principal, the Teaching and Non-teaching staff, students, parents and
alumni of the Institution. In addition, the Team analysed the Self Study
Report submitted by the College.

Based on the above exercise and keeping in mind the seven criteria
identified by the NAAC, the Peer Team assessed the Institution which is
presented in the following pages.

SECTION: 2 CRITERION-WISE ANALYSIS

Criterion I – Curricular Aspects

The college offers One Under Graduate B.Com. programme under Grant-
in-aid status and two self-financing P.G. programmes M.Com. and M.B.A
under the faculty of commerce. For B.Com. the college offers The optional
subjects Mathematics and Insurance in the first year and Advanced
Accounting and Advanced Banking in the third year. For M.Com. the
specialization areas are Costing & Taxation or Industrial Structure and
Labour Problems and Legislation. For M.B.A., the college provides for
Manufacturing, Marketing, Human Resource, Financial and Computer
Management areas as specialization.

Though the college offers Computer Management as specialisation, it has


so far not established computer lab for this purpose. Most of the courses
offered are job oriented which cater the students’ demand for knowledge
as well as skill to help them enter in to the competitive job market directly.

The flexibility in course options offered at M.B.A. level ensures acquisition


of knowledge and skill by the right students in the right way and thus
ensures good academic performance and development of the students. All
the programmes offered by the college are in conformity with its goals and
objectives.

The college follows the syllabus prescribed by the University for all the
programmes as it is affiliated to the Shivaji University, Kolhapur.

The college adopts annual system for both B.Com. and M.Com. and
Semester System for M.B.A.

The college take care of the overall development of the personality of


students by setting up various internal committees in the college for
organizing curricular as well as co-curricular activities and extra curricular
activities like debate, quiz competition, group discussion, cultural
programmes etc.

Social Awareness and Social Commitment among the students are


inculcated by various social and educational activities of NCC and NSS.

Criterion II – Teaching, Learning and Evaluation

The college follows a transparent admission procedure and the students


are admitted to various courses on the basis of their academic records.
The students for M.B.A. program are admitted on the basis of the Common
Entrance Test conducted by the Director of Technical Education,
Maharashtra State.

Though the college claims the overall performance of the students of


B.Com. and M.Com. are monitored through term end examinations but the
team was not in position to ascertain its validity either from the from the
students or the faculty. For the M.B.A students Industrial visits, guest

lectures, project works, work shops are arranged to supplement the class
room lecture in order to increase their practical knowledge on the subjects.

The teaching process is based on a unitised syllabus for which a teaching


plan is prepared at the beginning of the year. Follow-up of the teaching
plan is done by the respective department heads through discussions
periodically. The students are informed about the evaluation methods at
the beginning of the year. Thus teachers ensure systematic and effective
implementation of the syllabus. The college makes use of Audio-Visuals,
group discussions, debates to supplement the class room teaching for
M.B.A.

The college has a standard statutory mechanism for evaluating the


performance of the teachers. The teachers collect feedback on their
teaching informally from the students and make necessary corrections in
their teaching. Experts appointed by the University scrutinize the Self
Appraisal Forms of the faculty members.

The college also put in its efforts to improve the quality of faculty and
hence they are encouraged to participate in refresher courses, orientation
courses, seminars, workshops, national and international conferences.

The college has also conducted State and University level seminars.
Teachers of this college are participating in various committees and bodies
of the University. The college is blessed with well experienced and
learned professors who are the members of various state as well as
national level committees. The college has higher percentage of passing
at M.B.A. level.

The recruitment of the faculty is carried out by a duly constituted selection


committee and by following standard selection procedure. Candidates with
proper qualification are appointed as per the guidelines of the university.

The college does not has a full fledged regular Principal, Librarian and few
teachers which hinders the proper functioning and hence the growth of the
college.

Emphasis is given in the imparting value based education as per the


mission of the parent body. The college honours outstanding students in
academic and non-academic fields by giving away awards in a common
platform in order to give a moral boost to the excellence.

Criterion III – Research, Consultancy and Extension

The teachers of this college are actively engaged in the research and
publishing research articles in commercial dailies and periodicals. The
Management students of this college have to submit project report based
on their study on various functional management areas as a part of the
curriculum.

Although the teachers have potential for research which is reflected in their
publication of their articles but it is not fully utilised. No teachers seems to
have made any efforts to get outside financial assistance from funding
agencies like AICTE and UGC for the purpose of research and
improvement of infrastructure.

The college has appointed a designated person in charge of extension


activities other than N.S.S and N.C.C. officers. The achievements made
by N.S.S. and N.C.C. are beneficial to the society which inculcates a
social feeling and help make the students socially responsible.

Few outstanding achievements of N.C.C. cadets which is reflected in their


receiving 8 Gold Medals and their regular representation in Republic Day
Parade.

The college carries out extension activities in the areas of community


development, social work, blood donation camps, AIDS awareness
campaigns, environment awareness programmes, Medical Camps etc. in
order to develop civic consciousness among the students and fulfil their
responsibility towards society. The college gives enough incentives to the
staff members for their active participation in the extension activities.

Criterion IV – Infrastructure and Learning Resources

The college is situated in an area of 63 acres with an urban setting with


different buildings, all are shared by other six sister institutions. The class
rooms and other infrastructure facilities are also shared by the sister
concerns. The college has minimum infrastructure facilities to run the
educational programmes and administrative work. The students of the
college are provided with the hostel, canteen and Gymkhana facilities on a
shared basis by the parent organization. The College has got a play
ground on shared basis for different outdoor games. It has also a facility for
indoor games. Students are provided with vehicle parking area on payment
basis.

The College has a partially computerised central library having about


23504 books with a major proportion of reference books and 38
periodicals. The library has an internet linkage with DELNET. The library
works daily from 9 am to 5 pm in normal course and from 8 am to 10 pm

during examinations. The library is equipped with Computers, Audio and


Video Cassettes and internet facility. Separate reading rooms are made
available for both boys and girls.

The entire infrastructure facility is utilized to the maximum by the college


by providing the use of infrastructure to various Government Departments
and social organizations for conducting examinations and general
meetings, Cultural functions etc.

The administrative office of the college is computerised.

The college has mechanisms for maintaining the infrastructure. Experts on


the basis of Annual Maintenance Contracts maintain the computers and
other equipments of the college.

By giving special emphasis, the college generate a spirit in the field of


sports and games. The college encourages the students to participate in
Local, University and National sports meets and the winning talents are
recognized by giving away awards. Some of the students of this college
brought laurels to the college by participating in state, regional, national the
international levels. All these show the spirit generated by the college in
the field of sports and games.

Criterion V – Students Support and Progression

The college has sufficient support services which are shared by other six
sister institutions also. The college provides financial aid in the form of

scholarships from Central Govt., State Govt., other external Institutions to


the deserved category of students.

The college makes the admission procedure transparent by publishing a


prospects annually which contains information about the college, parent
Institution, admission procedure, structure of fees, structure of the courses,
facilities provided to the students, students’ welfare schemes, co-curricular
and extra-curricular activities, rules of discipline etc.

The college has an Alumni Association which is recently formed and yet to
be registered.

The College organizes campus interviews by the industries especially for


the M.B.A. students. Even though the college runs professional courses
like M.B.A. and M.Com., it has so far not established placement cell.
However, necessary guidance is given to the students informally by the
teachers for their career enhancement and getting suitable job.

The over all development of the personality of the students is taken care of
by conducting arts, cultural, literary competitions by various clubs and
associations of this college.

The services done by the N.S.S. as well as N.C.C. units of the college is
worth mention here. The N.C.C. cadets regularly participate in the
Republic Day parade , New Delhi.

The literary aptitude of the students is promoted by the Wall Papers


prepared by the students periodically viz. ‘Vanijya Patrika’ and ‘Akshayya

Vani’ and the yearly college magazine ‘Yojak’ published by the M.B.A.
students.

Criterion VI – Organisation and Management

D.A.V. College Managing Committee, New Delhi, runs the college. A Local
Secretary is appointed by the College managing committee to look after
the institutions of that particular locality. A Local Advisory Committee
functions under the Local Secretary in order to provide necessary advice
and guidance as and when required. Besides this, the college has a
statutory Local Management Committee appointed as per the guidelines of
the University Act. However, internal co-ordination and monitoring are
carried out by the committees of teachers and students appointed at the
beginning of each year.

Even though the college has been offering M.B.A. Programme since 1986,
it is yet to constitute governing body for M.B.A. programme as per AICTE
norms and also the faculty position is below the prescribed requirement of
AICTE.

The curricular , co-curricular and extra curricular activities of the college


are carried out by different committees. The Principal monitors the work

efficiency of the non-teaching staff. The college plans all curricular and
co-curricular activities by preparing an Academic Calendar.

The college provides financial assistance to teaching and non-teaching


staff. Apart from General Provident Fund and Gratuity, the staff members

are benefited from Group Insurance Scheme and Employee Co-Operative


Credit Society functioning in the college.

The fee structure of the college is transparent which is communicated to


the students well in advance through the prospectus. Besides this, benefits
of State and Central Govt. Scholarships as well as internal scholarship
schemes are extended to many students of this college.

Criterion VII – Healthy Practices

Following are the few healthy practices of the college..

 The college has a mechanism for internal quality checks in


administrative area.
 The college has established industrial linkages for the benefit of M.B.A.
 The college has constituted a committee for prevention of sexual
harassment.
 The college encourages outstanding sports persons by awarding cash
prizes.
 The Principal enjoys full administrative autonomy.

 The college is inculcating a sense of social responsibility and civic


sense among its students through NSS activities and other community
orientation programmes.
 The college gives enough participation to the staff members in the
routine decision making process.
 Annual Magazine and Wall Papers published in the college develop the
literary talent of the student.

 Through its various committees and associations the college is


promoting a work culture which enables the students to work
independently as well as in team.

SECTION: 3 OVERALL ANALYSIS

The Peer Team carefully perused and analysed the Self Study Report
submitted by the Institution. During the Institutional visit, the Team went
through the entire relevant documents, visited the Departments and
facilities and interacted with the various constituents of the Institution. The
College to some extent has been successful in fulfilling its aims and
objectives of providing higher education. The College has provided
academic and support facilities in cultivating a healthy environment.

Commendations

The Peer Team records the following commendable features of the college

 Winning of Gold Medal by a disabled student in Swimming Competition.

 N.C.C. girl cadet won Gold Medals in cultural events.


 Two of the students participated in International Swimming
Competitions held at Colombo.
 Two students represented at National Level in Khokho and Athletics.
 N.C.C. cadets represent regularly Republic Day Parade.
 College has set up rain water harvesting system.

Recommendations

The Peer Team, in two days visit and interaction with the Staff, students,
parents and Alumni makes the following recommendations.

 There is a need for the college to opt for autonomy for the institution.
 There is a need to establish a full-fledged computer lab for the
benefit of the students.
 There is a need for establishment of Placement Cell.
 There is a need to fill up the vacant positions of Principal, Librarian
and Teachers.
 There is a need to establish a separate library for P.G. Courses.
 The teachers must be encouraged and motivated to improve their
academic qualifications.
 Teachers must make effort to generate finance form various funding
agencies.
 The college must make effort to introduce UGC sponsored
vocational courses and need based, market friendly diploma and

certificate courses for which the alumni has extended their full
support.
 There is a need to provide sufficient reading material for competitive
examinations as suggested by students.
 There is a need to increase the intake in the second year M.Com. for
50 to 100 students as the admission to first year M.Com. is 100 which
is limited to 50 in the second year M.Com.
 There is a need to improve infrastructure facilities like providing
water purifier and fans.

The Peer Team thanks the Management, Principal and staff for their
cooperation during the visit and wish that the college will benefit from the
recommendations made by the committee.
