analysis, non-destructive testing and inspection, failure investigation, paint and coating examination, polymer
and plastic, rubber and wood testing, asbestos identification and geotechnical investigation. Fully equipped
oil analysis laboratories offer services in lubrication, fuel, hydraulic, insulating oil and other fluid analysis.
Fully qualified personnel are available to design and implement inspection /testing programs tailored to
client's individual investigative requirements. These include complete QC and compliance testing schemes
backed by an extensive data processing facility.
The Al Khobar and specialist laboratories, located in a purpose-built head-office and laboratory complex in
the Thuqbah district of Al Khobar, were awarded the first National Laboratory Accreditation Certificate by
the Saudi Arabian Standards Organization (S.A.S.O.) in July 1988; accreditation by SASO has been on-going
ever since then. Al Hoty-Stanger Ltd. Co. is also operated to the ISO 9001:2008, registered by

AL HOTY STANGER LABORATORIES (UAE)

AI Hoty-Stanger Laboratories (AHSL) in the UAE started in 1986 with a laboratory in Dubai
serving the town and Jebel Ali Free Trade Zone.
As in Saudi Arabia our UAE operation is dedicated to quality of service and has maintained ISO
9001 certification by the British Standards Institution (BSI) since 1998. The company's quality
awareness has been further recognized by the recent enhancement of its Dubai Municipality
accreditations (for construction materials and environmental testing) to the more stringent
standards of ISO 17025.
These awards are the culmination of nearly thirty years' provision of premier quality testing
services to AHSL clients in the Gulf where the company is the largest independent testing
agency of its kind.
The Saudi-British partnership founded in 1975 by A.S. AI Hoty and D.H. Stanger, now operates
from six regional centers in Saudi Arabia and five in UAE. - Dubai, Abu Dhabi, Jebel Ali, Sharjah
and Ras Al Khaima - mobilizing to other Emirates, Gulf states and overseas as required. The
UAE operation has grown in the scale of services provided and extended our reputation for
quality.
Historically, the company has always been at the forefront of promoting quality. The parent
British company, Stanger UK, founded in 1874 was the first independent testing laboratory to be
awarded NAMAS (now UKAS) accreditation, whilst the Saudi Arabian operation, equally,
achieved SASO (Saudi Arabian Standards Organization) accreditation before any other
laboratory.
David Stanger, O.B.E., the British Partner, is widely recognized for his contributions to the
development of international accreditation and certification schemes and standards.
Materials Testing
AHSL provide testing services for construction and other materials to a wide range of local and
international standards including BS, ASTM, AASHTO, DIN, SASO and others. Test disciplines
include soils, aggregate, concrete and reinforcing steel as well as pre-cast and other factory
manufactured products.

47

Calibration Services
Calibration services are offered for a wide range of equipment. Mechanical capabilities include
mass, force, pressure, torque, density and hardness. Electrical resistance, AC/DC voltage and
current as well as humidity and temperature measuring devices are within AHSL's scope of
activities. All calibrating instrumentation is traceable to national standards, (NPL, NISR, SASO
or similar). All calibration certificates issued record this traceability.
Environmental Testing
Analysis of water and wastewater in Dubai and microbiological testing of food, water and other
commodities in Abu Dhabi have been established for some years. Recent diversification allows
the provision of services for flue gas analysis of chimneystacks and environmental noise
assessment.
Inspection Centre
AHSL is the approved Middle East inspection body for Underwriters Laboratories Inc. (UL) of
the United States, providing inspection of manufacturing processes and products for
specification conformance and safety. The UAE operation is approved by SASO for testing of
products destined for re-export from UAE to Saudi Arabia.
The company employs over 400 qualified personnel and retains the services of a number of
consultants to expand its specialist consulting capabilities. This includes the evaluation of
structures using core testing and non-destructive techniques. Sophisticated pile integrity test
equipment based on impedance profiling methods provides significant technical benefits to this
activity.
AHSL provides technical manpower for field inspection, sampling and testing and men and
equipment for staffing and operating site construction materials laboratories.

The Oil Analysis Laboratory is located in the head-office laboratory complex (See location map in
Section 1).
The laboratory offers a comprehensive range of tests on petroleum products to IF, ASTM and other
relevant specifications. Products tested include crude oil, lubricating oils, fuels, gear oils, hydraulic fluids
and insulating oils. Tests, generally tailored to individual requirements, may be conducted on either new
or used petroleum products.
Unused products such as diesel or turbine fuel are normally tested for conformance to physical and
chemical criteria specified in relation to a particular engine model. Relevant properties include sulfur
content, flash point, gravity and heating value.
Used petroleum products, sampled from an operating system, are tested as a diagnostic technique, not
only for the oil itself (contamination, oxidation) but also to identify wear and tear on the mechanical
system, which may often be intense in the Middle Eastern environment.
The testing of used lubricating oil as a preventive maintenance tool is used by the armed forces, airlines,
merchant fleet operators, oil companies and many other heavy equipment users throughout the Gulf.
Properties assessed may be physical fuel dilution, total solids, water contamination, viscosity and total
acid or base number. Spectrochemicals tests determine the extent of dissolved wear metals in the oil.

57

The Oil Analysis Department is fully equipped with sophisticated analytical equipment including a
computerized Atomic Emission Spectrometer and Infrared Spectrophotometer, in addition to dielectric,
distillation, and calorimeter and viscosity equipment.
The recent installation of a Gas Chromatograph equipped with both thermal conductivity and flame
ionization detectors enables the laboratory to test gaseous fuels for composition, test environmental
samples and breathing air for contaminates and determines the dissolved gas content in insulating oil.
