TECHNICAL SPECIFICATIONS

7.1

General

The equipment offered shall comply with ITU-T Rec. G.703, G.704, G.711, G.712, G.713,
G.732, G.736, G.821 and G.823. The tenderers shall state the series/model number of the
equipment offered.
The equipment shall be used for distributing channels along the chain of communication links.
It allows adding and dropping of all or any of the time slot channels at each branch point. In
the branching operation, the digital signal shall not be converted to analogue form to minimise
distortion due to multiple conversions.
The equipment shall be able to cross connect at least 8 x 2Mbit/s digital signals. All the
2Mbit/s signals shall be synchronised with one another. The equipment shall also be equipped
with backup synchronisation facility in the event the main synchronising link fails.
Channel interface units for data and voice circuits shall be provided for channel drop and insert
facilities. Time slots of any 2Mbit/s digital signals shall be freely interconnected to any one of
the other 2Mbit/s signals. Channel associated signalling channels shall be transferred together
with its associated time slot.
Programming of the 2Mbit/s streams and channel drop and insert shall be by software through
a PC either locally or remotely. The programmed cross-connected data shall be stored in nonvolatile memory.
Alarms shall be indicated on the equipment and shall be made available on voltage free
normally open contacts for monitoring by the tele-control system and annunciating at State
Dispatch Center (SDC) / Regional Dispatch Center (RDC).
For the new type of multiplexer equipment that has never been used by Syarikat SESCO
Berhad, a trial assessment of the equipment is required. The tenderer must come out with
the testing methodology, including ways of integrating their proposed multiplexer
equipment to our existing multiplexer equipment namely Siemens, STEC, Selta, DataCOM,
RaiseCOM and CCOM network for a trial evaluation for a period of not less than 3 weeks.
All the cost incurred during the trial evaluation testing will be borne by the tenderer.
For any fresh award of multiplexer equipment not use in SESCO network, the tenderer must
provide the 1st installation and commissioning of a pair of their equipment at the actual
site at Bintulu regional office and Kidurong substation together with their server at our
Telecommunication Control Centre (Wisma SESCO). At the same time, tenderer has to
conduct local training to our technical personnel of the preventive maintenance,
troubleshooting flow and operation of the Network Management Systems. All the cost
incurred for the above works will be borne by the tenderer.
SESCO will not proceed with the tender award until the completion of evaluation testing.
Also for any proposed equipment, supplier is to ensure spare parts availability for at least 10
years and the unit rates shall be fixed for the next 3 years after tender award.
This tender was called for the supply and delivery of 10 units of Primary PCM Multiplexer
to replace the obsolete Primary PCM Multiplexers in Bintulu Region. Thus, the
interconnection between the proposed Primary PCM Multiplexer with our existing Primary
PCM multiplexer equipments at site (namely STEC or SELTA) are necessary.

7.2

System Capacity

The system shall be user friendly for future upgrading by the fitting of additional Interface
Module in order to cater for future network expansion.

7.3

Functional Requirements

The equipment must support hot-swap of all interface modules as well as Power supply
and Switching/Cross-connect modules. This allows modification of the configuration while
the equipment is on line and the remainder of the system is in service, without interrupting
or interfering with system operation.

7.4

Environmental Characteristics

The equipment must be able to withstand Malaysia type of climate and operate well under
normal indoor room temperature. Temperature range 0 degree c to 50 degree c and a 20% 95% relative humidity range.

7.5

Test Points

Test points shall be incorporated into the equipment to check essential waveforms and
voltages, and for the injection of test signals. The test points shall be provided to locate
faulty operation in a particular module or group. The test points shall be strategically
located for accessibility from the front of the equipment. The test point locations shall be
kept to a minimum and each shall be labeled for easy identification and designed for easy
attachment of test probes and test equipment.

7.6

Test Facilities

The proposed Primary PCM Multiplexer must come with various analysis tools such as
loops and BERT tests for each interface independently.
Fault indicators shall be provided on a master panel as part of each terminal to locate any
fault to the proper equipment group in which it occurs. Each group of a terminal shall
contain fault indicators to further locate the fault to the modular level or the particular
module. Where two identical or similar modules are used in parallel for redundancy or
other reason, the particular module at fault shall be readily identifiable for replacement by
an indicator lamp.

7.7

Synchronization

The Synchronization sources can be from internal clock, external clock, or incoming digital
signal. The proposed system must be able to automatic fallback to internal clock in case of
lack of regenerated clock.

7.8

Modulation Code and CCITT Recommendation

The multiplex output before modulating the light source shall be changed from HDB3 code
to the 1B2B code or similar. The 1B2B code enables the provision of system requirements
such as signal transparency, adequate timing information, error monitoring, simplicity of
encoding and decoding. Interfaces shall comply with CCITT recommendations such as
G703.

7.9

Primary PCM Multiplexer System Performance and Availability

The Primary PCM Multiplexers communications system shall be designed so that the bit
error rate performance between substations does not exceed 1 in 10 million during the
equipment availability time.
The equipment shall be designed for continuous operations in the environment found in
Borneo Island with maximum reliability and mean time between failures (MTBF). All
equipment shall be of proven design and usage with a minimum design life of 15 years
without refurbishment. The system shall be designed to have an overall availability of
99.99%.

7.10

Equipment Shelf

An equipment shelf must be provided to hold all equipment modules connected to a back
plane for system power and inter-module communications. The shelf must be able to be
mounted to a standard EIA 19-inch rack.
The equipment shall support at least 12 interface modules excluding common control and
power supply modules. The equipment shall also provide hot-swappable plug-in interface
modules. For redundancy (if required), essential parts shall be duplicated in hot standby mode
(automatically switched when fails) with hot swappable capability to ensure smooth and
reliable operations without any disruption to customer services. The duplicated parts shall
include Switching/Cross-connect Unit and Power Supply.

7.11

Power Supplies

Integrated power supply units must be available for operation with nominal primary input
DC voltage of 48V. All our sub-station is equipped with 48V DC system (positively
grounded) backup with batteries. Redundant power supply (if required) to the equipment
shall be possible by adding additional power supply module and must use separate DC
input. Failure of one power supply shall not cause failure of the multiplexer equipment.
Redundant power supply modules shall be hot swappable.

7.12

The specifications at the input / output ports, pulse masks for screened symmetrical pair
connections shall comply with the ITU-T Rec. G.703.
All equipment offered should comply with the latest ITU-T Rec. G.823 with regards to the
specifications on the control of jitter and wander within digital networks which are based on
the 2048kbit/s hierarchy.
The limits shall be met regardless of the length and number of repeaters, provided that they are
not longer than the hypothetical reference digital section (HRDS). Also, the limits shall be met
regardless of the transmitted signal.
The equipment offered shall incorporate scramblers and jitter reducers such that the jitter
contributed by the transmission systems is within the maximum network limits.
7.12.2 2/4 Wires with E&M Interface modules
The 2/4 Wires with E&M signalling module shall support for 2 wire working through an inbuilt 4W/2W hybrid.

The performance characteristics between the voice frequency ports of PCM channels shall
confirm with ITU-T Rec. G.711, G.712 of the Red Book Vol. III.
7.12.3 FXS 2 Wire Interface modules
The 2 wire subscriber side modules shall employ continuous signalling technique in order to
avoid false seizure. The modules shall be suitable for use with DTMF telephone sets.
Subscriber side unit shall be suitable for connection to 2-wire telephone set and shall be
equipped with build-in ringing generator. The unit shall be detect the loop resistance of the

telephone set in the off-hooked position and shall relay the information and other dialling
information to the exchange side unit. The unit shall provide ringing current to the telephone
unit whenever ringing signal is received from the exchange unit. FXS and FXO shall be able to
work within the same Primary PCM Multiplexer.

7.12.4 FXO 2 Wire Interface modules
The 2 wire exchange side modules are connected to the two-wire subscriber line of the
exchange. The unit shall detect ringing current from the exchange and transmit ringing signal
to the remote subscriber unit. The unit will provide current loop for the exchange whenever the
remote subscriber off-hooks the receiver. Dialling tones from the remote unit is relayed
through the unit to the exchange. FXS and FXO shall be able to work within the same Primary
PCM Multiplexer.

7.12.5 V.28/V.24 Data Interface Module
The V.24/V.28 Data interface module shall operate in the full duplex mode at per ITU-T
recommended at speeds between 600 to 19200 bit/s for asynchronous or synchronous data
transmission. The selection of speed and transmission mode shall be software programmable.
Each V.28/V.24 data circuit shall be able to be sub-multiplexed in accordance to X.50
recommendation in order to accommodate several low speed data channel to be transferred
within the same 64kbit/s timeslot.
Data transmission shall be synchronous with the timing signal selectable from either external
or internal source. Selection of mode of operation, timing, parity bit, bit length and stop bit
shall be software programmable. The inputs and outputs shall be electricity isolated and
comply with ITU-T Rec. V.28. The bit error rate per link at the highest speed shall be less than
1 in 106. The equipment shall be equipped with local and remote loop test facilities for easy
maintenance.

The V.24/V.28 channel shall be able to match with existing V.24 channel through the physical
cable namely from proposed Multiplexer to STEC, Selta, DataCom especially for the Point to
multi point application
Each V.28/V.24 Data Interface module shall have a minimum of 4 x V.24/V.28 interfaces.
7.12.6 Synchronous 64kbit/s G.703 Co-Directional Data Interface Module
The Co-directional 64kbit/s data channel units with nominal rate, maximum tolerance, and
specification of output/input port and pulse masks complying with ITU-T Rec. G.703 shall be
supplied. The interface impedance shall be 120ohm for balanced twisted cable connection.
Each G.703 Data Interface Module shall have a minimum of 4 x 64kbit/s G.703 interfaces.

7.12.7 IEEE C37.94 n x 64 kbps direct connection to protection relay


The proposed digital equipment must equip with IEEE C37.94 n x 64 kbit/s interface for
interconnection of tele-protection equipment directly using multi-mode optical fiber.
Each IEEE C37.94 Interface Module shall have a minimum of 4 x IEEE C37.94 (n x
64kbit/s) interfaces.
Please refer to Section 7.15 Part 3 on the quantity of spare parts to be purchased.
7.12.8 Synchronous N x 64kbit/s V.11/V.35 Data Interface Module
The N x 64kbit/s V.11/V.35 data interface unit shall operate between 64kb/s up to 2Mb/s. The
transmission rate shall be incremental in steps of 64kb/s. Synchronous data channel complying
with ITU-T X.21 Rec. shall be supplied. Each data interface port shall be able to transport N x
64kbit/s data rates. Selection of data rates shall be software programmable. Timing for
synchronisation shall be obtained either from internal or external sources. Loop back test
facilities shall be provided for diagnostic purposes.
Each V.11/V.35 Data Interface Module shall have a minimum of 2 x V.11/V.35 interfaces.
7.12.9 LAN Ethernet Interface Module
Ethernet interface module with 10/100 Base T interface ports capable of IP routing and
bridging functions shall be supplied. The interface data port is capable of transporting TDM
and IP on the same carrier with programmable bandwidth for packet and circuit switching.
The Ethernet interface module shall have build in Ethernet switch with a minimum of four
10/100Base-T ports.

7.13

JITTER AND WANDER AT HIERARCHICAL INTERFACES

All equipment offered shall comply with the latest ITU-T Rec. G.823 with regard to the
specifications on the control of jitter and wander within digital networks which are based on
the 2048 kbit/s hierarchy.
The limits shall be met regardless of the length and number of repeaters, provided that they are

not longer than the hypothetical reference digital sections (HRDS). Also, the limits shall be
met regardless of the transmitted signal.
The equipment offered shall incorporate scrambles and jitter reducers such that the jitter
contributed by the transmission systems is within the maximum network limits.

7.14

Network Management System for Primary PCM Multiplexer Equipment

7.14.1 Existing Network Management Systems (NMS)


The following Network Management Systems (NMS) are installed at the SESCO
Communication Control Centre located at 3rd floor, Wisma SESCO.
7.14.1.1
STEC NM-97 NMS
PC based client / server system installed with the latest NM97 network management
software from STEC. The system is currently supervising more than 120 STEC nodes of
various types (SDN-9700, SDN-9709 and DSL-9809). The NM-97 NMS provides overall
network status for all the STEC nodes as well as complete element management
functionality.
7.14.1.2

SELTA Network Management System (SNMS-OV)

PC based client / server system installed with the latest SNMS-OV network management
software from Selta (Latest Version 1.3.12). The system is currently supervising around 10
SAFN-S nodes. SNMS-OV is running on top of HP Openview Network Node Manager
(NNM) release 7.51, which provides a proven SNMP network management framework. The
SNMS-OV NMS provides overall network status of all the SAFN nodes as well as complete
element management functionality. Additionally functions such as Circuit view and
Trunk view which automatically creates a graphical representation of each end to end
circuit created in the NMS for easy identification and troubleshooting is also available.
Proposed Primary PCM Multiplexer equipment manufactured by STEC or Selta is required
to use the existing NMS by STEC or SELTA. If other than STEC or Selta equipment is
proposed, tenderers shall provide a new NMS complete with software and hardware. Should
tenderers decide to make use of the existing STEC or Selta NMS, they are required to fully
integrate the proposed Primary PCM Multiplexer equipment into the existing NMSs by
upgrade the software or hardware. To obtain any information, documentation, source code
etc which is required for the integration of the proposed Primary PCM Multiplexer
equipment with the existing NMSs is solely the responsibility of the Tenderer including all
the cost involved.
7.14.2 Primary PCM Multiplexer Equipment
This specification defines the requirements of a centralized network management system
(NMS) for the proposed Primary PCM Multiplexer equipment.
The Primary PCM Multiplexers NMS management features shall include, but not limited
to, fault and configuration management.
The NMS shall support upgrading of network element software by providing centralized
software download. Downloading of software shall not affect services or traffic in any
circumstances.

7.14.3 NMS Requirements


Tenderers shall propose Element Management Layer (EML) system to manage the proposed
Primary PCM Multiplexer equipment. All elements of the proposed Primary PCM
Multiplexer shall be managed by the NMS.
The NMS offered shall comply with the standard open interface protocols specified by ITUT TMN Recommendations for Northbound interface. Non ITU-T open interface protocols
such as XML, TL1, CORBA that are widely accepted may also be considered.
The system shall consist of the following sub-systems:
EML system to manage all the Primary PCM Multiplexer equipment supplied.
All necessary hardware and license software for the offered systems shall be
provided.
All necessary communications accessories required to setup the NMS at the SESCO
Communication Control Centre shall be provided. Existing network facilities shall
be considered in the design to avoid or reduce duplication.
Site Training for NMS offered in this Tender shall be provided and all cost related to the
training shall be included in the Schedule of Prices.
Tenderers are required to submit detailed NMS configuration drawings, interfacing
requirements and technical particulars of the offered NMS.
Vendors are required to clearly list the materials required for the establishment of the NMS
at the SESCO Communication Control Centre.
7.14.4 Standards
The network management system shall be based on the M.3000 series of ITU-T
recommendations for telecommunication Management Network unless otherwise approved
by the SESCO. Standard open interface features shall be used in compliance with the ITU-T
TMN standards and shall include the following:

Tenderers are required to provide details of alternate standards if the proposed equipment
does not support TMN standards. These standards shall have been widely accepted as
alternative open standards to the TMN.

7.14.5 NMS Features


The NMS shall consist of but not limited to the following features:
Graphical user interface for user friendly operation.
Pull-down menus.
On-line help functions.
Report generator user application.
Scalable to cater for future expansion.
Modular software components for addition of features as and when required.
Integration of modules shall be seamless to form the total package.
Open interface protocols in accordance with ITU-T Recommendations.
Supports file transfer protocol (FTP / TFTP).
7.14.5.1
Configuration Management
The NMS shall consist of configuration management functions that shall be able to perform
Element Layer and Network Layer management such as:
Establish connection to any access multiplexer network element to perform query and
modification of operating parameters.
Display each access multiplexer network element using real time graphical user
interface (GUI).
Display network by region, site and network element
Provide the capability to upload or download configuration data of access multiplexer
equipment to or from operating system database.
Create, modify or delete network elements.
Create, modify or delete network element configurations.
Select the source and priority of synchronization signals.
Select, configure and activate or deactivate channel interfaces.
Create or delete loopbacks for maintenance functions.
7.14.5.2
Fault Management
The NMS shall consist of fault management functions that shall be able to perform Element
Layer management such as:
Monitor and graphically display the network status based on GUI using colored
symbols, blinking indicators and audible alarms.
Perform loop-back test on each tributary and/or line interface.
Show time tagged alarm messages when alarms occur or are cleared from Primary PCM
Multiplexer equipment. Alarm messages should provide sufficient information on the
type of alarm and probable cause of the alarms.
7.14.5.3
Alarm Status Monitoring
Alarm status monitoring shall include but not limited to the following features:
Retrieve alarms from access multiplexer equipment on command.
Receive alarms immediately on occurrence of fault.
Maintain the alarm message in the system until the fault is cleared.
Provide alarm filter features for major and minor alarms.
Provide the capability to retrieve stored alarms based on time, location and type of fault.
Maintain fault history for future retrieval.
Set alarm threshold levels.

7.14.6 NMS Hardware System


If the proposed Primary PCM Multiplexer equipment is not compatible with the existing
NMS systems already operational at the SESCO Tele-Communication Control Centre, the
following hardware configuration shall be provided:

7.14.6.3
Local Craft Terminal
The vendor must supply latest version of portable Notebook/Laptop (3 years full coverage
warranty) with minimum 4GB (2x2GB) NECC Dual Channel DDR3 1333MHz SDRAM
Memory RAM, Intel i5 processor with minimum of 3.20GHz processor or higher, able to
support HT and Turbo Boost together with the installation of 512MB RAM display card,
minimum of 20" Widescreen Monitor come with Y cable, able to support analogue
(VGA) and Digital (DVI) port. 2 units 500GB SATA 3.0 Gbit/s hard disk or higher, 16x or
higher DVD R/W drive, 2 units of 10/100/1000 Gigabit port NIC, wireless LAN,
Blurtooth LAN, mandatory one Serial port, USB Optical Mouse with scroll and USB
keyboard (English), build-in speaker.
It must be installed with Genuine Windows 7 Professional 32-Bit with Downgrade Rights
Service to Windows XP Professsional with SP3 OS, management software and Craft
Terminal software. The portable notebook must come with one backpack with minimum of

3 compartments (example Targus City-Fusion). The Craft Terminal is for accessing the
node locally when conducting commissioning and maintenance work. The cost must include
the software proprietary licensing fee (no yearly renewal).
7.14.7 Software System
The proposed software configuration shall be complied to the followings: -

7.14.7.1
NMS Server
Tenderers shall state and provide details, if existing NMS software will be used to manage
non-STEC or Selta Access multiplexer equipment. Details of interface standards, protocols
and other information regarding inter-working issues shall be provided. If existing NMS
software cannot be used, Tenderers shall propose the following server configuration.

User friendly standard graphical interface software.


NMS software for supporting fault, configuration, performance and security
management and all features as stated in this Section.
Networking software.

7.14.7.2
Communication Interface and Network
The local communication that will provide the necessary local connection (such as LAN)
and transport between the NMS server and the Primary PCM Multiplexer equipment shall
be provided. Communication to network elements not connected physically to the NMS
server shall be via embedded communication channels of the access multiplexer or through
a separate data communication channel (DCN). Details of the proposed DCN shall be
provided in the tender. Tenderers are required to supply, install, test and commission all
communications hardware necessary for establishing the DCN.
The local network terminal or laptop computer shall physically interface with a network
element via F / Q3 / Ethernet interface. All necessary interface cables and connectors shall
be provided and established in accordance to standard local area networking practice to the
satisfaction of the Project Engineer. Tenderers are required to submit details of the
communications interface, local area network, system configuration and other information
relevant in the tender for the establishment of the NMS at the SESCO Communication
Control Centre.
7.14.7.3
Operating Software License
The NMS software license shall be for multiple user access and shall have no annual license
renewal requirements.

7.15

SCOPE OF WORKS

The scope of works covered in this tender is to Supply and Delivery of Ten Units Primary
Pulse Code Modulation (PCM) Multiplexer to replace the obsolete Primary PCM
Multiplexers in Bintulu Region. Thus, the interconnection between the proposed Primary
PCM Multiplexer with our existing Primary PCM multiplexer equipments at site (namely
STEC or SELTA) is necessary.

Part 1
(1.1) Supply and Delivery of ten (10) units Primary PCM Multiplexer complete with
minimum 4x E1, 8 x G.703 64Kbit/s channel, 10 x V.24/V.28 channel, 4 x FXS
channel and redundant power supply module for each node. The proposed
Equipment shall have another minimum 5 interface slot for future usage after
fulfilling above requirement.
(1.2) One unit of portable maintenance/service terminal pre-install craft terminal software
shall be provided with NO renewal licenses fees.
(1.3) Supplier to ensure spare parts is available for at least 10 years.
(1.4) Unit rate to be itemized.

Part 2 (Optional)
(2.1) Supply and delivery of the following recommended spare parts:

2.1.2 2 units of Power Supply (DC) module
2.1.3 2 units of E1 (2Mbit/s, G.703) interface module c/w interface cable

make use of existing SESCO NMS) inclusive of software, hardware and training.
At least 2 numbers of terminal or PC shall be provided as referred to Section
7.14.6.2.
(3.2) One unit of Network Management Systems Server (If the proposed Primary PCM
Multiplexer cannot be monitored by existing NMS i.e. Tellabs 6300NM,
NM2100em, STEC NM-97 NMS, SELTA Network Management System (SNMSOV) with NO renewal licenses fees).
(3.3) Unit rate to be itemized.

Part 4 (Optional)
(4.1) Factory Acceptance Test and Technical training for 2 persons exclude air-ticket and
accommodation.

7.16 Technology Roadmap


The Tenderer shall provide a roadmap indicating its plans relative to a release schedule of
the Primary PCM Multiplexer proposed. The Tenderer shall ensure that Primary PCM
Multiplexer equipment proposed (equipment and components) shall be available for at least
ten (10) years from the date of purchase. The price as indicated in the tender must be valid
for the next two years from the date of submission (with reference to the currency
conversion rate in accordance to the country of origin).

7.17 On site operation and maintenance training


Under the condition of contract the TENDERER shall provide on site training for our
Communication staff that are involve with maintaining and operating the equipment. The
training will be conducted in English language. This will be appropriate during the
commissioning of the equipment at a date deem appropriate by the Project Engineer.

7.18 Warranty and Technical Support


The Tenderer is required to provide warranty and technical support services for all hardware
and software supplied.
Craft terminal Laptop and NMS server must come with at least 3 years hardware, part
and labor next business day full coverage warranty.
For Primary PCM Multiplexer equipment, a minimum 1 year hardware
For the proposed equipment that never been used in SEB/SESCO, tenderer is required to
do the installation, testing and commissioning for this project.

7.19 Documentation
Tenderer shall bind all information, manual, drawing and testing result/report into a booklet
to form a final document. Two copies of this final documentation (hard copy) shall be
provided and one soft copy in PDH format. The following is required:

Documentation of installation, operations, maintenance and administration procedures,


inclusive of system configuration diagrams must be provided;
System manuals for all components of hardware and software components supplied in
both electronic, preferably CD-ROM as well as hardcopy formats.
FAT results if any.

7.20

Optional/Others requirement

Recommended spare parts in itemized pricing. The price as indicated in the tender must
be valid for the next two years from the date of submission (with reference to the

All other available interface modules that can be incorporated with this equipment
clearly stated in itemized pricing.
Prior to award the tender, one month Equipment and NMS on trial shall be setup at
Company premises for the performance evaluation and tenderer shall standby to provide
technical assistance during the one month trial period.
All necessary softwares license number for the offered system shall be provided.
