A child with a disability is a child who "has difficulties in development and is not able to achieve or
maintain a satisfactory level of health and development or whose health and development can
significantly worsen without additional support or special services in the field of health care,
rehabilitation, education , social welfare or other forms of support. "

CHILDREN WITH SPECIAL NEEDS

Inclusive education can be viewed as a two-way process, which on the one hand the increase in
participation and learning, and on the other, to identify and reduce or eliminate barriers to participation
and learning.
Obstacles or barriers that make it difficult or impossible inclusive process and the inclusion of children
with disabilities in educational institutions and unhindered movement of the city, can be divided into 3
groups.
1. Psychosocial barriers
For children with disabilities are sometimes associated negative attitudes and prejudices that arise as a
result of lack of information and ignorance. There are also intolerance, ignorance and social
detachment. Usually present misconception is that children with disabilities are always sick, slow, boring
and that other children do not like to socialize and learn together with them.
Negative attitudes towards children with disabilities are the biggest obstacle to children's access to
mainstream education and benefits from it. On them we find all levels: parents, community members,
schools and teachers, government officials, and even among the children with disabilities.
Consequently, children with disabilities and their parents, often develop low self-esteem, hiding away
and shunning social interaction, which can lead directly to their exclusion from education and social life.
The best way to change the present negative attitudes is to increase contact with children with
disabilities and persons with disabilities, with information and education about their rights, needs and
possibilities.

2. Physical barriers
Environmental barriers may prevent or hinder access to buildings and services, cause a feeling of
inferiority, confusion or even cause injury. Inability to use public transport, maladjustment of housing
conditions, lack of audible signals and tactile paths on our uluc, insufficiently wide sidewalks with high
shoulders, lack of ramps and inclined track for free movement of persons in wheelchairs, maladjusted
access to information, unadapted premises, only are part of the physical barriers to be removed or
adjusted to no longer be.
Barriers to access are present in the physical environment due to limited views on issues of disability,

when the needs of children with disabilities and persons with disabilities are not taken into
consideration, or once adopted incorrect assumptions about their requirements.
All the buildings in which they are stored institutions (health care, cultural, educational ...) should be
accessible to everyone, which can best be achieved through the use of inclusive design principles, which
is based on respecting the needs that are common to all, and then to adapt them or facilitating designs
among other suit specific requirements such as the needs of people with disabilities.

3. Institutional barriers
Institutional barriers illustrate the way in which social institutions contribute to isolation or exclusion
from various forms of social life, individuals or groups because of their disability, social deprivation,
ethnicity or gender. This type of barrier is rooted in intolerance to difference and the abuse of power in
order to create and maintain inequality.
In all societies there is a need to raise awareness about the fact that children with disabilities have the
same rights and needs as other children. Overcoming the psycho-social, institutional and physical
barriers presents an enormous challenge, but it is key to ensuring inclusive education.
But to overcome these barriers requires immediate additional financial assistance to be provided by the
local government:
Customization and procurement of textbooks and teaching materials (eg. In Braille, pictures, drawings,
photography, computers, custom tatsature, the touch screen - touch screen, adapted mice, special
software, timers and clocks, recorders, etc.);
The involvement of teaching assistants in education - educational work as needed (during the whole
