accompanying rate tariffs. The proposed
rate tariffs provide for wholesale sale of
capacity, energy and ancillary services
at market-based rates. Merchant and
Delivery also requested waiver of
various Commission regulations. In
particular, Merchant and Delivery
requested that the Commission grant
blanket approval under 18 CFR part 34
of all future issuances of securities and
assumptions of liability by Merchant
and Delivery.
On March 8, 2006, the Commission
granted the request for blanket approval
under part 34, subject to the following:

Old Lane Commodities, L.P. (Old
Lane) filed an application for market-
based rate authority, with an
