SOCIO-ECONOMIC PROFILE
PHYSICAL PROFILE
Boundary:
Paraaque City is bounded by Pasay City on the north, Muntinlupa on the southeast,
Las Pias on the southwest, Taguig in the northeast and Manila Bay on the west.
Location:
Paraaque is located at the geographical coordinates of 12101 longitude (center)
and 1430 latitude (center). It is situated on the southern portion of Metro Manila,
approximately 9.5 kilometers south of Rizal Monument.
Land Area:
The citys total land area of 46.57square kilometer is the third largest in National
Capital Region (NCR). It is subdivided into sixteen (16) barangays with two distinct (2)
districts. Respectively District I and II composes of eight (8) barangays each. The first
district comprises Baclaran, Tambo, Don Galo, Sto. Nio, La Huerta, San Dionisio, Vitalez
and San Isidro while the second district consist of Barangays BF, San Antonio, Marcelo
Green, Sun Valley, Don Bosco, Moonwalk, Merville and San Martin de Porres.
Topography:
The city is relatively flat and situated along the coastline areas of six (6) barangays
namely: Baclaran, Tambo, Don Galo, Sto.Nio, La Huerta and San Dionisio. The other
barangays such as Moonwalk, Vitalez, San Isidro, BF, Don Bosco, Marcelo Green, Merville,
Sun Valley, San Antonio, San Martin de Porres have an elevation ranging from 10 to 35
above water level.
Climate:
Paraaque experiences the same climate weather condition with other cities in Metro
Manila. Two distinct seasons: wet season from July to September and dry season for the
rest of the year. The city enjoys an annual rainfall of 1.822 mm and 34.4Celsius
temperature, a relative humidity of seventy six percent (76%) and a three (3) mile/sec.
speed of southeast wind.
SOIL CLASSIFICATION:
The soil in Paraaque is classified under Guadalupe soil. It is a volcanic eject that
produces a loam to clay loam texture that can hold more water. The soil contains more clay
than silt. It is permeability is low with high swelling capacity.

Zoning:
The City of Paraaque, through the Sangguniang Bayan, then passed Ordinance
No. 07-027 series of 2007, more commonly known as the Comprehensive Land Use Plan
and Zoning of Paraaque. It has adapted this legal tool in implementing its land use goals
and objectives in its all-out support to develop the city.
Under Section 19 of the Zoning Ordinance 07-027, all land development and building
constructions/renovations/alterations of residential, commercial and industrial structures are
required to secure the necessary zoning/locational clearance prior to the implementation of
the project.
The ordinance will guide, control, regulates the future growth and development of
Paraaque City while protecting public health, safety, peace, comfort and convenience of its
constituents.
Developments:
Commercial and Industrial Development
Barangay Baclaran remains the principal central business district while the corridors
of Ninoy Aquino Avenue and Dr. A. Santos (formerly Sucat Rd.) are the sites of the fast
growing business and commercial activities like motor shops and fine dining restaurants.
There is also an emergence of banking and financial rows along Barangay BF, Don Bosco,
San Isidro, San Antonio and Moonwalk. Light industries are concentrated along the South
Superhighway beginning Barangays Sun Valley, Merville and San Martin de Porres.
Bay City Development Project
Part of the Public Estates Authority (PEA) integrated framework plan in the
development of the 1,500 hectares reclamation area known as Bay City Development
Project. The project stretches from Roxas Boulevard in Manila from the Cultural Center of
the Philippines (CCP) all the way to the Coastal Road, Las Pias section covering four cities
and municipality.
These are the cities of Manila, Pasay, Paraaque, Las Pias and
Municipality of Bacoor. The project aims to create a new skyline for the Metropolis and
develop the Manila Bay waterfront to international standards. There are seven (7)
components of the program using the development by island approach. The components
are Mixed Use Development, Green Zone and Sea Front Promenade, Integrated Movement
Networks, adequate Waterways and efficient drainage system, Phase Development District
Urban Design and efficient Environmental Management.
The 183 Marina Properties is divided into four sections: the low density residential
areas of Marina East and South, mixed use high density residential/commercial area and
low rise townhouse development. It is conceived as a prime residential subdivision
complete with a neighborhood shopping center, pocket parks, recreational center, schools,
5-star hotel and financial district.
New Central Business District of Paraaque
Local and foreign consortiums together with the Public Reclamation Authority (PRA)
will spearhead the large-scale development period and transform a 204-hectare area into an
institutional trading center envisioned as the New Central Business District into a tourist
oriented business neighborhood using international standards.
DEMOGRAPHIC PROFILE
Population Structure
The projected population of Paranaque for the year 2013 is 637,434 with 148,925
households. This constitutes for about 4.96% of the total population of the National Capital
Region (NCR) and 0.64% of Philippine population.

The citys population density currently stands at 136.88 persons per hectare. The
most densely populated barangay is Barangay Don Galo with 505.38 pop/ha. Second is
Barangay Baclaran with 362.84 pop/ha. And the least populated is Barangay Merville with
72.60 pop/ ha.

Population Distribution
Among the sixteen (16) barangays of Paraaque, the largest in terms of population
size is Barangay BF with a projected population of 90,459, second is Barangay San Isidro
with population of 74,823 and third is Barangay San Dionisio with population of 66,061.
Barangay Vitalez has the lowest population with a total of 4,897, seconded by
Barangay La Huerta with 9,525 residents and third by Barangay Don Galo with 11,735
residents.

Dependency Population
The household population of the City of Paranaque comprised 27.89 percent young
dependents (age group 0 to 14) with a 177,776 population, 3.53 percent old dependents
(age group 65 and over)with 22,526 population and 68.58 percent working-age population
(15 to 64 years)with 437,132 population. These reflected dependency ratio of 46
dependents (five old dependents and 41 young dependents) for every 100 persons in the
working population.

SENIOR CITIZENS
Senior citizens comprising those aged 60 years old and over, numbered 37,897 in
Paranaque. Males accounted for 43.02 percent or 16,303 of the senior citizens and the rest
57 percent or 21,594 were females. Senior citizens represent 5.95 percent of the total
household population of the city.

LABOR FORCE
The total population of 15 years old and over in Paraaque is estimated at 459,658
persons but only 63.7 % or 292,802 are in the labor force or economically active persons
and those not economically active persons (house-keepers, students, aged and others ) are
36.3 % or 166,856 persons.
Employed and Unemployed Labor Force
Employment rate among the economically active persons is estimated at 89.6% or
262,351 employed persons and the unemployment rate is 10.4 % or 30,451 unemployed
persons.
Characteristics of Employed and Unemployed Labor Force
The employed labor force is composed of 55.1 % or 144,550 male and 44.9 % or
117,796 females. While, unemployed labor force are 44.9% or 13,673males and 55.1% or
16,778 females. Under employment rate is 15.2 % with a total of 39,877 person
underemployed. There are 23,528 males and 16,350 females underemployed.

1. The total income of families in Paranaque for the year 2012 was recorded at Php
53.117 billion, comprising 4.6 percent of the total income for the NCR at PhP1.1
trillion.
2. The total expenditure of families in Paranaque for 2012 reached PhP43.996 billion,
representing 4.3 percent of the total expenditure for the NCR which was estimated at
PhP 979.167 billion.
3. Average income of families in Paranaque in 2012 reached PhP 356,657 thousand
while average expenditure reached Php 295,058 thousand. Average savings of
families in Paranaque was estimated at an average of PhP 61,599 thousand.
4. The families with seven or more members had the highest average annual income,
while those families with only one member had the lowest average annual income.
5. Families with seven or more members also had the highest average annual
expenditure per year. While families with only one member had the lowest yearly
expenses.
6. Families in Paranaque with seven or more members had the highest average
annual savings, estimated at PhP61,599 thousand, while families with only one
member had the lowest with only PhP29 thousand.

Births
The crude birth rate is a measure of the increase of population through birth statistics
of birth population and registered in the Office of the Civil Registrar.
In 2012, the City had recorded 7,777 live births by a crude birth rate of 12.4 per
thousand live births. This figure is lower than the previous year, of which 13.13 per one
thousand live births.
Of these live births, 3,993 (51.34%) were male while 3,784 (48.66%) were female.
In 2012, ninety one (91) percent of deliveries were attended by trained/skilled health
personnel. Of which, 59 % were doctors, 32.08 % were mid-wives, 8.92 % were hilots.
Almost 9 for every10 deliveries were attended by trained health personnel.
Small proportion, 22.91% or 1,782 of deliveries were done at home. 37.38 % or
2,907 deliveries were done in government/private hospitals, 1,679 or 21.59 % in lying in and
1,373 or 17.65 % in clinics.

1.3 Morbidity
A total of 35,640 patients were seen and examined by the different health centers.
Upper Respiratory Tract Infection with a rate of 190.12/ 10, 000 population remains the
leading cause of morbidity in Paranaque.This was followed by wound (45.16 rate) and
Animal Bite (37.20 rate). Other causes of morbidity are Tuberculosis (21.81 rate), Bronchitis,
all forms (17.62 rate), Hypertension (17.28 rate), Urinary Tract Infection(16.35 rate),
Diarrhea (14.92 rate), Dermatosis (10.98 rate) and Tonsillopharyngitis (10.90 rate).
Among children less than 5 years, majority with 55.37% of the cases were seen due to
Upper Respiratory Tract Infection, the leading cause of morbidity followed by Diarrhea,
Bronchitis, and Pneumonia.
1.4
Mortality
Crude Death Rate [CDR] is a measure of one -mortality from all causes which may
result in a decrease population.
A steady increase in CDR was noted from 2008 2011 but a slight decrease in 2012.
There was 0.09 decrease in CDR in 2012 (3.79 deaths/1,000 population) as compared to
the average (3.70) of the previous 5 years.
There were 2,380 deaths from all causes in 2012 with the crude death rate of 3.79
per 1000 population.It was slightly lower compared to the CDR last 2011. Highest number of
deaths was reported in Barangay San Dionisio with 283 deaths, followed by Barangay San
Isidro with 269 deaths and Barangay BF with 268 deaths.
In 2012, highest number of deaths (388) was due to Coronary Artery Diseases, 272
deaths were due to Pneumonia, and 261 deaths due to Cancer. Other causes of deaths
were Diabetes Mellitus, Hypertension, Renal Disease, Tuberculosis, and Bronchial Asthma.

Health Manpower:
The total health manpower compliment was 323 permanent, casual and job order
personnel. This comprises the following: 22 Medical Officers, 23 Dentists, 16 Medical
Technologists, 70 Nurses, 5 Nutritionist-Dietician, 32 Nursing Attendants, 48 midwives, 30
Sanitary Inspectors, 183 Barangay Health Workers and Administrative Support Staff.

Health Budget:
The City Health Office has a total budget of Php 197,488,932.81 in the current year
2013 which is 5.37% of the total city budget. Of this office budget, 92.58% or Php
182,840,784.81 is appropriated for personnel services. About 7.42% or 14,648,148.00 will
be utilized for maintenance and other operating expenses. There is no appropriation for
capital outlay.
NUTRITION
Being underweight, even mild increases the risk of death and inhibits cognitive
development in children. This leads to less fit and productive adults in the future. Moreover,
it perpetuates the problem from one generation to the next through malnourished women
having low birth weight babies.

EDUCATION PROFILE
A .Day Care Centers
One hundred and twenty four (124) Day Care Centers are scattered in sixteen (16)
barangays of Paraaque with one hundred and thirty four (129) Day Care Workers. The
City Government employs one hundred and eleven (104) Day Care Workers and twenty five
(25) Day Care Workers funded by the barangays.
Out of one hundred thirty four (129) Day Care Workers, seventy one (71) are
accredited and sixty three (58) are non accredited Day Care Workers. There are more
female Day Care Workers.
For CY 2013 2014, the total enrolment in all the day care centers grows to 10,420.
With 2 or 3 sessions in each Day Care Center, the average class accommodates 40 pupils
per session.
B. Elementary Schools
Twenty one (21) public elementary schools cater the formal education of children
from six to twelve years old. Three (3) public elementary schools are situated in Barangay
Baclaran, Barangay Tambo and Barangay San Dionisio, while Barangay BF and Barangay
Moonwalk have two (2) public elem. schools each. Other Barangays like Don Galo, Don
Bosco, Sto. Nino, Sun Valley, San Antonio and Vitalez have one (1) elementary school
each in their barangay. The new San Antonio Elem School Silverio Compound Annex in
Barangay San Isidro, while Merville, Marcelo Green and San Martin de Porres have no
elementary school in their barangay.

Sixty six (66) private schools suffice the need of elementary education of children
especially in barangays with no public school. Barangay San Isidro has ten (10) private
schools, Barangay Don Bosco has nine (9), Barangay San Antonio has eight (8), Barangay
Sun Valley and Barangay Moonwalk have both seven (7) private schools.
C. High Schools
The City has ten (10) public high schools. Six (6) public high school are situated in
District I and four (4) are located in District II. Paranaque National High School - Main
remains the highest in enrolment 12,420 for school year 2013- 2014.
Thirty three (33) private high schools are also found in Paranaque. Barangay Don
Bosco has the most number of private high schools, eight (8). While Barangay San Antonio
has five (5) private schools and Barangay San Dionisio and Barangay Sun Valley have both
Four (4) private high schools.
D. Performance Indicators
For School Year 2013 2014, the total enrolment in the citys public elementary
schools is 57,458 pupils. This includes the preschool enrolment of 6,519 and 357 SPED
pupils. From the total enrolment, 33,038 or 57.5% are male and 24,420 or 42.5% are
female. Meanwhile, the total public high schools enrolment is 32,472 students. With this
total enrolment, 16,072 or 49.5 % are male and 16,400 or 50.5 % are female.
This school year, the private schools submitted a total of 6,133 for elementary
enrolment and 5,620 for high school enrolment.
Public Elementary School Completion Rate for SY 2012-2013 is 74.95 % which
means seven (7) out of ten (10) who enrolled in grade I completed grade VI. Females have
higher completion rate, 80. 73 % while the males have 69.84 % completion rate. Drop-out
Rate recorded 0.32 % for school year 2012-2013. Males have higher dropped out rate,
0.44% while the females have 0. 18 % dropped out rate.
Secondary School Completion Rate is 67.28 % which means only six (6) out of ten
who enrolled in first year completed fourth year. Females have higher completion rate,
73.56% while the males have 61.18% completion rate. The average Drop-out Rate was
recorded 0.66 % for School year 2012- 2013. Males have a higher dropped out , 0.75%
while the females have 0.56% dropped out.
Tertiary education is being served by fourteen (14) private schools and one (1) public
college, the Paraaque City College of Science and Technology.

There are approximately three hundred fourty three (343) areas occupying the City of
Paraaque, which are considered Urban Mission Areas. Sixteen (16) areas are considered
Areas for Priority Development (APD) and twelve (12) others are undergoing Community
Mortgage Program (CMP).
Barangay Moonwalk has the most number of informal settlers, thirty five (38) followed by
Barangay San Antonio with thirty three (33), Barangay Don Bosco with twenty two (23) and
Barangay Sto. Nino with twenty two (22) clustered settlements. Household population in
each settlement ranges from 50 to 1,700 families.
The city is home to 25,073 informal settler families, covering an estimated 45.131
hectares land area. Informal settlers in danger areas are approximately 3,320 families, in
government lands are 3,763 families , in areas declared APD are 2,460 families and those
located in private lands are 15,428 families. Majority of informal settler dwellings are made
of light materials; only a few are made of concrete and semi-concrete materials. Monthly
income of these families falls below the minimum wage.

WASTE SEGREGATION
The segregation of wastes shall primarily be conducted at source to include
residential households, industrial, commercial, institutions, and agricultural sources.

The different types of vehicles, ranging from 10- wheeler dump truck to smaller ones
will be utilized depending on the area of collection.
There shall be daily collection of segregated wastes along the main thoroughfares
and markets. A weekly collection shall be instituted for households or residences. For
stationary sources like government offices and other institutional entities, a three times a
week collection shall be provided. Further, for bulky and yard wastes generated within the
barangay, collection shall be upon request. In cases of excessive waste generated because
of social activities or natural calamities, additional dump trucks shall be allocated.
Door to door collection of solid waste shall be utilized on accessible areas.
However, for inaccessible areas, push carts shall be used.
Responsible Office for Collection
The City SWAESO shall handle the collection of residual wastes coming from
households / barangays. The City shall collect from the main thoroughfares and stationary
sources. In residential areas, collection shall be the responsibility of the barangay except for
residual waste.
COLLECTION
Collection of solid waste shall be done in a manner that prevents damage to the
container and spillage or scattering of solid waste within the collection vicinity. For this
purpose, the use of sealed garbage plastic bags and/or special containers is mandatory
before a collector or handler collects such solid wastes.
The collection of segregated recyclable and compostable materials will be the
responsibility of the barangay as mandated by RA 9003. Collection of residuals will be the
responsibility of the city.
The strategy for collection shall involve the constitution and activation of the
Barangay Solid Waste Management Committees that will take charge of the solid waste
management of their respective barangay in coordination with SWAESO. Each barangay
shall then be required to impose segregation at source. The recyclables and compostables
shall be collected by the barangay eco-aides. This is in compliance with Section 6 Rule VI of
the Implementing Rules and Regulations of RA 9003. These collected recyclables and
compostables shall be brought to the MRF for further segregation and composting.
The residuals shall be collected by the City Private Hauler and brought to a sanitary
landfill identified by MMDA.
COLLECTION Service
The City shall maintain the services of a private hauler. As practiced, the barangays
will determine the appropriate time and day for the collection of each type of waste in each
area of jurisdiction in coordination with the private hauler.

Where there are no separate schedules or trucks to be used for different types of
solid wastes, the vehicle to be used for the collection and transport of solid wastes shall
have the appropriate compartments to facilitate efficient storing of sorted waste while in
transit. The waste compartment shall have a cover to ensure the containment of solid waste
while in transit.
Service Areas
Collection schedule for residential areas shall be once a week and daily for main
roads and pick up points. Time of collection is from 8 pm to 11 pm. There are 66 collection
points in major thoroughfares.

The City Fire Station has six (6) units of Fire trucks, one (1) unit EMS Ambulance,
one (1) Circular Saw, one (1) Smoke Extractor, six (6) Breathing Apparatus, one (1)
Spreader/ Cutter.
The operation activities of City Fire Station were generally focused on two (2) vital
aspects of its mandated mission: Fire Supervision and Fire Prevention.
For fire prevention aspect, the tool is on the strict enforcement of the Fire Code.
There were four thousand four hundred seventy nine (4,479) business establishments
inspected and collected a total of eight million four hundred thousand pesos
(Php8,400,000.00) as Fire Code Fees for 2012.
For fire supervision activities, the task is on the increase effectiveness in fire fighting
and to avoid chaos in the fire scene. In addition, achieve cooperative effort and coordination
among constituents and fire personnel and maximize utilization of the limited fire fighting
equipments. Records showed that there were one hundred seven (107) fire incidences in
2012 with Php 25,110,800.00 estimated cost of damages.

ECONOMIC PROFILE
Agriculture Resources
1. Farming
Annual production of vegetables which consists of pechay, mustard, kinchay,
spring onion, lettuce, spinach and camote reached up to 11.05 MT. These urban farming is
in small scale since it only utilized the vacant lots in Barangay BF and Barangay Moonwalk.
Urban farming was slowly introduced to households in mission areas and public elementary
schools to mitigate hunger, ensure food for every family, and reduce malnutrition of children.
The local Agriculture Office provided 10,000 packets of seeds dispersal ( okra, petsay,
mustard, sitaw, eggplant, tomato, kangkong, ampalaya, squash, upo, patola, radish,
kinchay) to 7,237 households in mission areas for them to start receptacle gardening . The
Office conducted 24 trainings / lectures to promote crop production technologies and
disseminate agricultural information to farmers/ mothers thru home visits.
The Agriculture Office participated in the Billion Trees Program thru dispersal of
forest trees (acacia, calumpit, narra, molave, and mahogany) in 16 barangays and planted
3,200 seedlings with the support of Rotarians and barangay constituents.Seedling dispersal
and planting of fruit trees ( mango, santol, camachile, jackfruit, guyabano and lemon ) in 16
barangays was also conducted with a total of 3,740 dispersal planted.
2. Fishing
Municipal fishing is the source of livelihood for five hundred (500) fishermen which
are confined along coastal areas of Manila Bay. In 2012, the municipal fisheries production
of banak, salinyasi, buging, kapak, alimasag, galunggong, dilis, kitang,tanigue, tahong and
hipon reached to 1,103.60 MT. While 58,900 kilos of Bangus and 60,200 kilos of hipon were
harvested by four operators on the fishpond production.
Other fishing activities like safrahan, mussel and oyster culture, and manual hook
and bait (long range) are also available. There are 23 safrahan owners and 15 mussel and
oyster culture owners in our coastal waters. All fish catch in our municipal waters and other
fishes from nearby coastal cities are sold by bulk called banyera in our Paranaque
Fishermans Wharf (Bulungan). It was called bulungan because prices of banyera with fish
are bid in whisper. This would allow the seller to give the banyera to the highest bidder.
There are 180 registered municipal fishing boats that move around the coastal waters
with100 motorized boats and 80 non-motorized boats. Twenty five (25) commercial fishing
vessels are based on the coastal waters of Paraaque. All banca owners are required to
register their banca (tonnage of 3 and below).
The Local Agriculture Office sperheaded the surveillance operations against illegal
fishing guided by the City Ordinance on Fisheries Conservation and Law Enforcement. The
establishment of Bantay Dagat in our coastal waters is a big step towards conservation of
the fishes in our municipal waters. One hundred thirty five (135) surveillance operations
were conducted and 52 persons were apprehended in 2012. The Office also conducted a

business permits and licenses in 2012. Out of 14,830 establishments 12,994 are renewals,
1,836 are new business and 112 closed their establishments. With the registered
businesses 131 are Banking Systems, one hundred and twenty five (125) are commercial
banks; two (2) savings banks; two (2) rural banks; and two (2) other banks. There are also
one hundred and forty nine (149) manufacturers, one hundred fifty three (153) wholesalers ,
two hundred thirteen (213) importers, six hundred thirty six ( 636) services , forty (40) real
estate developers, sixty six (66) distributors, fifty four (54) holding company, twenty eight
( 28) exporters , one hundred fifty three (153) pawnshops, one hundred twenty one (121)
laundry, forty four (44) eatery/ refreshments and 1,169 registered sari-sari stores in the city.

WATERWORKS
Much of the water supply comes from Manila Waterworks and Sewerage System
(Maynilad Water) whereas a number of pumps and artesian wells especially those in the
mission areas were still in used. Water supply is no longer the major problem of the
residents. The City Government of Paraaque has done everything to provide potable and
adequate water supply. It has coordinated closely with MWSS to penetrate the areas
without safe drinking water in subdivisions and mission areas.
On the other hand, the availability of water in District I and II are provided by the
MWSS. At present, the main source of water is far up north (Bulacan). Paraaque is
approximately 27 kms away from Balara Treatment Plant and 32 kms. from La Mesa
Treatment Plant.
POWER SUPPLY
MERALCO supplies the power needs of Paraaque. Power service is distributed to
the following types of consumers: residential, commercial and industrial purposes.
TELECOMMUNICATIONS
The existing telecommunication network of Paraaque is being served by PLDT and
SMART but, PLDT covers the largest cross section of the sixteen barangays.
Expansion and upgrading of then system by way of XC5 Program is completed from
Barangay San Antonio up to the South Superhighway including Moonwalk, Don Bosco, and
Merville. The program also includes Sucat Barangay San Isidro, San Dionisio and La
Huerta.
This includes the completion and expansion of projects in Barangays Baclaran,
Tambo, Don Galo, Sto. Nio, Ninoy Aquino Ave., San Martin de Porres and the Coastal
Marina and Asia World areas.
Four (4) telecommunication companies serves Paraaque namely:
SMART, PLDT, and SUN.
GLOBE,
Paraaque Central Post Office and an annex in the City Hall serve the postal
system.
