SMALL HYDRO POWER DEVELOPMENT


Achievements of SHP Division
1. SHP Development for local self government bodies
Acted as the implementation coordinator for Idukki District
Panchayath for Revamping & Grid interfacing of 50kW Kallar
Micro Hydro Electric Project.
Kallar Micro Hydel project (50kW) was conceived by Idukki District
Panchayath during the year 2001 to harness the Micro Hydel potential of
Kallar River at a point close to NH 49 Cochin Madurai highway 15 Km from
Adimaly towards Munnar. The project has water availability throughout the
year and is capable of generating more than 1000kWh/day, 30000 units per
month.

The Micro hydel station has been idle for the last 9 Years. All

though main Equipments were installed and commissioned, the Project


could not be put to use owing to various technical problems related to
synchronizing to the LT grid like lack of mechanical governing system,
frequent interruptions and voltage fluctuations in the LT line.

EMC persuaded the Panchayath to revive the project since a lot of money
has been pumped in by the Panchayath in the project. EMC conducted a
detailed study for the revival and grid interfacing of the plan and gave and
submitted a report to the Panchayath. Panchayath accepted our report and
subsequently gave us on deposit work basis the task of Revamping & Grid
interfacing of 50kW Kallar Micro Hydro Electric Project. The work has been
completed and since we could not get the line from KSEB grid since the
earlier grid interface was dismantled by KSEB in connection with their
project of Sengulam augmentation works for which the tunnel entry point is
just opposite bank of the Kallar MHP site. The power generated from the
project is now synchronised to the LT grid.

Acted as the facilitator for the preparation of PPA and its


approval by KSERC for Mankulam 110 kW Micro hydel prioject

Revamping & Grid interfacing of 2x55kW Mankulam MHP was completed


and connected to the grid by EMC as a deposit work from Mankulam Grama
Panchayath during year 2011-2012.
In the current financial year we are supporting the Panchayath for getting
the PPA approved by the KSERC. Once this PPA is signed this will become
the first local body in Kerala to generate and supply power to KSEB thru a
PPA. The revenue thus generated will be utilized by the panchayth for their
development activities. The PPA is now in purview of KSERC and a decision
from KSERC regarding the rates for power to be supplied to KSEB.
We have trained some local boys selected by the Panchayath for O & M of the
project, thus generating and employment opportunity for local people and
assuring sustainability of the project.

2. Green Building construction works for EMC office cum Energy


Management Institute
EMC

has

completed

tender

process

during

this

period

and

Government of Kerala, vide GO (Rt) No. 114/2013/PD dtd 17.04.2013


accorded a revised administrative sanction for an amount of 12.46
Crores for the construction of the Green building for Energy
Management Centre and Energy Management Institute with the cost
of civil works fixed as Rs. 10,90,46,770/Subsequent to the administrative sanction the tender for the civil
construction works of the building was finalised and the work order
issued to the L1 bidder Heather Constructions for Rs. 10,90,46,770/-

The Mobilization of the construction team started from June 2013 and
the site was handed over to the contractor on 9th July 2014.
The 65th Executive committee of EMC held on 24 July 2013 has
decided that the Electrical contract for the construction of the Energy
Management Institute cum EMC office building shall be split up in
two parts of which one part will be for the LT electrification and the
other part is for the Electrical fixtures.
Subsequently, vide Tender notice No. EMC/ EMI/EW/TND/LT1 dtd
18.10.2013,

quotations

were

invited

for

Tender

No.

EMC/EMI/EW/TND/LT1/2013 dated 18.10.2013 for LT electrical


works for the Green building.
4 firms had given RFP for the Electrical LT works viz., a. M/s
Cynosure electric company Pvt Ltd., Trivandrum, b. M/s
Associates Electrical Engineers & Contractors, Trivandrum,

c. M/s

Power Systems Engineers & Contractors, Changanassery, & d. M/s


Sivaram Electricals, Trivandrum.
Subsequently, the L1 bidder M/s M/s Power Systems Engineers &
Contractors, Changanassery, was issued the work order and the
works started during December 2013.
The construction works are being carried out in a fast track mode with
schedule date of completion of civil works fixed as 31 Oct 2014. The
current expenditures incurred for the project is 3.23 Crores for the
civil works and Rs. 25 lakhs on the Architectural and project
management consultancy.

3. Small Hydro Power project development through Private Sector


Participation
In pursuance of the policy of the Government of India (GoI)
regarding participation of the private sector in development of
renewable energy projects, the Government of Kerala (GoK) has

proposed to encourage and facilitate the development of small/


mini hydro projects as captive and independent power projects
(CPPs and IPPs) to exploit the hydel potential and develop low
cost generation sources within the State. SHP cell in EMC had
prepared the RFQ documents and prequalification tenders were
invited.
The first stage of the two stage tendering process, the Request
for Qualification (RFQ) was issued by SHPC vide tender
No.SHP/RFQ/1/13. A pre bid meeting was conducted on
21.3.2013 & bid closing date was extended up to 30.4.2013 on
request from the bidders. 35 RFQ bids were received under
IPP/CPP category. The bids were evaluated and the SHP
Committee in its sitting held on 24.07.2013 approved 34
qualified bidders for RFP stage including their bidding limits
(CPP/IPP or Both) based on their financial strength. 52 tenders
were received within the stipulated time. After all the proposals
were opened on 26th November 2013, 26 projects were chosen
by the qualified bidders during the RFP stage for bidding. The
finalization and allocation of the following 25 SHP schemes to
qualified bidders is expected during the next financial year.

4. Pico hydel Development through Central financial Assistance


The Ministry of New & Renewable energy (MNRE) Government of
India has announced Central Financial Assistance (CFA) for Pico
hydro electric power plants of up to 5 kW capacity, installed in
Kerala State. Kerala in general and Idukki, Wayanad Districts in
particular have been identified as highly potential areas for
installing pico hydro electric power plants. Considering the
potential, the Ministry of New & Renewable Energy (MNRE) has
sanctioned Central Financial Assistance at the rate of One Lakh
and ten thousand Rupees (Rs. 1,10,000/- ) per project and fifty
(50) pico hydro eclectic plants in Kerala during the year 2012-

13. The financial assistance can be availed from the office of the
Energy Management Centre (EMC). MNRE has released funds
for giving Central Financial Assistance for 25 pico hydel
installations of the total 50 earmarked for Kerala. EMC had
inspected and issued CFA for all the 25 such schemes and 9
more pico schemes were completed and is waiting for release of
CFA from MNRE

PICO HYDRO ELECTRIC TURBINE INSTALLATION AT CORE


AREA OF
SILENT VALLEY NATIONAL PARK, KERALA

Silent Valley at Mannarkad in Kerala


is one of the Old Heritage Sites in
the Western Ghats with a beautiful
landscape and biodiversity rich
forest.
This area is richer in herbals and
undisturbed area.
Its totally plastic free and the
environment is protected without
outside
disturbance.
Many
researchers, students and nature
lovers from all over the world are
visiting and staying in the forest rest
house to do their research work at
Nature
Interpretation
Centre
established there which was having
many still and working models which
explain
the
forest
and
its
importance.
The
Nature
Interpretation Centre and the rest
house for forest staff are not
electrified and electricity is also not
provided to keep the forest area
undisturbed. The forest watchers
and forest guards are staying in
night time at the rest house. The
researchers and forest staff staying
there find it very difficult to stay at
night time without lights. But
providing
electricity
without
disturbing the environment is a
difficult
task
for
the
Forest
Department, that too in a virgin
forest.
Since there is a perennial water source nearby,
the Forest Department decided to install a
Watermill to provide electricity without
disturbing the environment much.
The Forest Department came to know that
there is a subsidy scheme with Energy
Management Centre, Trivandrum under
Ministry of New & Renewable Energy
(MNRE) for providing watermill to generate
electricity in remote areas like this. With the
help of Energy Management Centre, Forest
Department installed a watermill at Silent

Valley near Nature Interpretation Centre.


The water source and the watermill
installation site is 500 meter away
from the centre. So the power
generated is transmitted by using
underground cable to the centre and
the rest house. The UG cable is laid
because the cable should not be a
disturbance to the moving animals.
The power generated by the
watermill is used to provide lighting
to the Nature Interpretation Centre
and rest house.
The Watermill equipment supplied is
with very simple mechanism for
operation and maintenance which
even forest watchers and guards are
able
to
operate.
The
power
generated by the watermill is
constant and also with quality at par
with the power provided by the grid.
Now, the watermill is working very
satisfactorily and provides electricity
to the centre and the rest house
throughout the day. The researchers
and forest staff staying there are
very much benefitted by this

PICO HYDRO ELECTRIC INSTALLATION - STORY OF JOY PETER,


CARDAMOM CULTIVATOR, IDUKKI DISTRICT, KERALA

Mr. Joy Peter, Panikulangara House,


Kallar, Vattiar PO, Idukki, Kerala
owns a small Cardamom Estate
which is located inside a forest
away from motorable road where
there
is
no
electric
grid
connectivity.
He finds it very
difficult to provide electricity to the
labour quarters for lighting. Only if
he provides lighting he can retain
the labour force inside the estate
and also if power is available he
can use it for drying Cardamom. If
the Cardamom is dried with the
help of electrified drier the quality
and colour of the Cardamom is
uniform which is easily marketable
and will fetch good price. Moreover
in export market those estates
using renewable energy source for
processing cardamom gets priority
among foreign customers.
Previously he was using the diesel
generator for providing lighting for
labour quarters and for drying
cardamom. The cost of diesel is
very high which makes his product
costly and also transporting diesel
and avoiding pilferage is a great
task in addition to the pollution
thus created.
Now, by installing watermill he has
overcome the above problems.
With this electricity now he can
provide lighting to his labour
quarters including facility for
watching TV which makes them
very happy and also he is using the
electricity thus generated for
drying Cardamom. He says The

quality and colour of my cardamom


is now very uniform thus I am
getting good price in the market.
The watermill supplied under CFA
programme of MNRE through
Energy
Management
Centre,
Kerala, is very much user friendly,
with
simple
operational
mechanism. Even the unskilled
persons in my estate can operate it
daily. Now the watermill installed
gives me continuous and quality
power at my estate. I thank you
very much for providing the
subsidy for the installation of
Watermill Scheme from MNRE,
Delhi.
Further, EMC has observed that the
cardamom season starts from June
to November where in Kerala there
are two monsoon seasons in
between. Even in some of the
cardamom estates with electric
grid connectivity, they find it
difficult to get electricity during
rainy season due to frequent grid
failures due to post/tree falling on
grid lines etc due to high winds.
The repairs also take undue delay
due to difficulties in reaching the
site during rainy season. The
cardamom cultivation is very
labour intensive and retaining the
labour is an added advantage.
Hence both isolated and grid
connected cardamom cultivators
are benefitted by pico hydro
electric turbine installations
.
