the rehabilitation of Larap Airport in Jose
Panganiban in Camarines Norte during its
meeting held September 18 at Pineapple Island Resort here.

tualized based on the Naguenos envisioned for Naga City


to be a place where Good

shared development direction crafted, implemented and
continually improved in an inclusive manner and sustained
by a citizenry that assert and
accept their roles and responsibilities in nation-building:

development policies are anchored on quality and accessible services in health, education and other social services,
especially for marginalized
and the vulnerable and enable
the private sector to generate the best value from local
talents, technology and resources and to provide gainful
jobs and entrepreneurial opportunities for the Naguenos,
Bongat pointed out.

Just Asking
In the recent meeting of the Regional Development
Council (RDC) in Daet, Camarines Norte, one of the
agenda was a resolution of the RDC 8 requesting the
Philippine Ports Authority(PPA) and the Maritime
Industry Authority(MARINA) to immediately
devise and implement an effective queuing system
at the Port of Matnog in Sorsogon.
The resolution cited three reasons for the
request: 1. The backlog in boarding and loading
of container and delivery trucks which takes
about a week or two since January this year due
to congestion at the port; 2. The delays cause
concomitant delays in government projects,
escalation of prices of construction materials,
basic goods and commodities, as well as providing
opportunities for corruption among traffic and port
personnel; and 3. Their effect on the already poor
economic performance of the Eastern Visayas
region.
We understand the sentiment of the Eastern
Visayan officials. They had just been through
Yolanda and any delay in the transportation of goods
and services to the region will have its multiplier
effect on the economic lives of their people. That
is why, we join their concern, especially on the
corruption of some personnel at the port whom
truckers have long been complaining about. We
remember a story of a parishioner in Quezon City
who complained that when their group who were
going to Tacloban to help in the post-Haiyan rehab,
they were similarly offered such easy passage by a
PPA personnel if , you know, as he opened one
tier of his drawer in the office, filled with crumpled
peso bills.
What we are also concerned about is, how come
it is the RDC 8 who initiated such resolution? The
locus of the problem is in Matnog, i.e. in Region
V. Why didnt the RDC 5 act on this beforehand?
The writing is on the wall, the RDC 5 is looking
somewhere else. Garo makasupog ini ta garo

Is it because the PPA and MARINA themselves
in Bicol are remiss, negligent or uncaring about
the problem? The passage of the resolution by the
RDC 8 is already an answer to our question. Res
ipsa loquitor. These agencies have been clearly
sitting on their jobs.
Modern technology has made our lives much
easier. For instance, mobile phones could be used
to monitor the schedule or volume of traffic in
the port. Perhaps, trucking companies can have
halfway stations in Sorsogon or Albay where they
could temporarily stay while traffic is starting
to build up. This is certainly what RDC 8 has in
mind when they asked the PPA and MARINA for an
effective queuing system.
Anyway, the people at PPA and MARINA are
paid by our taxes. And so we ask, where is the
matuwid na daan?

Retroactive Tax Issues

CTA RULING: In a recent decision
of the Court of Tax Appeals, it allowed a
refund in favor of a taxpayer by applying
the principle of non-retroactivity of laws.
This principle prohibits the application
of a retrospective law, which in the legal
sense, is one which takes away or impairs
vested rights acquired under existing laws,
or creates a new obligation, and imposes
a new duty, or attaches a new disability, in
respect of transactions or considerations
already past.
With BIRs issuance of RR 02-2010,
the CTA ruled that the regulation cannot
be given retroactive application for being
prejudicial to the rights of the taxpayers. The
Court emphasized the NIRC itself prohibits
retroactive rulings under Section 246 stating
that any revocation, modification or reversal
of any of the regulations shall not be given
retroactive effect, if prejudicial to taxpayers.
This rule, however, is subject to certain (3)
exceptions including if taxpayer error was
deliberate or he is in bad faith.
INCOME TAX: The current popular
call to reduce Philippine income tax rates
(individuals and corporations) has been
endorsed positively by foreign business
groups. They are pressing the government
to pass a bill that aims to reduce income
taxes, saying it will make the country more
competitive with its neighbors. Currently,
Phl has one of the highest I/T rates in the
region (corporate = 30%, and individuals
= 32% highest rate). The proposal is to
align if not better our rates with those of our
neighbors.

In comparison, personal income tax
in Thailand is at 35%t (down from 37% in
2010), Vietnam - 35%, Indonesia- 30%,
Malaysia 26% (to be reduced to 25% in
2016), and Singapore 20%. Corporate I/T
in Indonesia and Malaysia 25%, Vietnam
22%t (down from 35% in 2010), Thailand
20% (from 35% in 2010), and Singapore
17%. Phls income tax rates were set in
1997 with adjustments not made frequently
enough to remedy a growing inequity as
more salaried workers pay the highest tax
bracket.
COMPETITIVE: Contrary to popular
view that reducing corporate and personal
tax rates will decrease
government
revenues and lead to a deficit, international
finance officials believe reducing these
rates will increase investment and trade
with higher revenues generated from lower
corporate and personal income taxes. If
personal income taxes are reduced
workers will have more purchasing power
which will stimulate the economy and
thereby raise the standards of living of the
people.
In complementation to the I/T rate

reduction, the financial experts opine


that the consumption tax of the citizenry
should be increased. This covers ValueAdded Tax and Percentage Tax both of
which are usually passed on to the final
consumers. The experts realize the
raising of consumption taxes in parallel
with reducing income taxes can be
unpopular and difficult to achieve close
to forthcoming national elections. Phil.
VAT at 12% is the highest among the six
ASEAN major economies.
POE-CHIZ: The long-ago firm plan
of the senator-friends has now been

Mar Roxas. The last two were hoping

to Filipino citizenship? Its because she
was being appointed by P-Noy as chair
of MTCRB! In politics this is similar to
turncoatism for personal gain! By the
way- who is Mr. Llamanzares, father
of Graces son? What is their present
citizenship?
WISDOM: Consider criticism of your
siblings. Fraternal correction helps us
grow in self-knowledge and in virtue.

Should we elect a President who renounces her Philippine


citizenship and shifted loyalty to another country?
As I wrote a month ago, the more
candidates for President and Vice
President, the better so that the people
can have a wide number of candidates to
choose from.
So, the announcement of Sen. Grace
Poe that she will run for President is
welcome. While her citizenship and
residence are questionable, to me her
renounciation of her Philippine citizenship
is the most important issue because it
shows a change or a shift of loyalty from
her Motherland to another country. In
Grace Poes case, she shifted her loyalty
to the United States when she renounced
her Philippine citizenship and applied to
be a US citizen which was granted to her.
She lived in the US for thirteen years as a
US citizen until she was offered a position
by President Benigno S. Aquino to be
Chairwoman of the Movie and Television
Classification Board of Review. She applied
to be Philippine citizen again because of
P-Noys job offer and not because of love

For lack of anything worthwhile to do,


Jose wandered into a deserted resting area
for passengers, straining his neck, watching
for approaching motorboats from Guijalo in
Caramoan. But there was not a dot of a boat
in the horizon.
For days, Jose and his fellow laborers
have their eyes glued at the empty sea
which was once their source of livelihood.
They were baggage boys whose job was to
assist disembarking passengers with their
heavy pieces of luggage get to shore.
Things have changed.Where before,
it was like fiesta time at the passengers
shady area especially at noonday, the
passengers come in trickles. In earlier days,
the only lull came when the weather was
stormy and the sea was too dangerous even
for big crafts to sail.
What I have painted is an imaginary scene
in Sabang, the entry point of passengers
coming to the tourist Caramoan town from
the Bicol mainland.

jobless are almost over.When passengers
finally stop coming,they will have nothing to
do but sadly stare at the empty sea.
There is no one to blame.It is progress
for Caramoan peninsula which has brought
about the woes of Sabang.The tourist spots
in the area were largely unseen because
of the woeful absence of good roads. Now
the paved roads are there.

Well-paved roads which connect the


once dead end Caramoan town to the
rest of the country have become a dream
come true with the recent inauguration of
the 94.2 kms highway from Lagonoy to
as far as Garchitorena.
An old Caramoan resident who was
in Legazpi City recently told me that it
takes only about three hours to touch
soil in Caramoan poblacion from Naga
City aboard an air-con bus.No need
to squeeze yourself into a crowded
motorboat with noisy passengers.
Climb into a sleek bus, find yourself a
comfortable seat, close your eyes while
listening to soft music. In no time at all,
you will find yourself staring down at a
hawker in Caramoan proper offering you
cold water to quench your thirst.
The days when rough seas brought
about by inclement weather would grind
travel to a halt is a thing of the past.But for
people finding excitement in the heaving

Barbecue, Anyone?
Thats me. Its been three months or even four since Iast
wrote my pell mell at any rate, here I am, still alive and by
Gods grace, still kicking.
At any rate, I have been keeping watch over my grandsons
small business at home. Supported by their Mom, Y and Z.
19 and 18 years old, respectively put up a Barbequehan, et
al in our garden. So far, it is picking up. They open at three
oclock in the afternoon. While Y is in school pursuing Hotel
and Restaurant Management in the local university, Z runs the
small business full time. He is out of school this semester and
hopes to while his time away and make a little.
Other than barbecue products of all kinds, namely: pure
meat at P10.; chicken head or helmet at P4.00; chicken feet
or adidas at P3.00; isaw or IUD at P3.00; pork taba at P2.00;
hotdog at P3.00., also available are kikiam, and a best seller
among kids are cheese sticks. Piso-piso lang.
Operating a small barbeque business means hard work.
Their Mom has to go to the market with one of the boys daily
to buy the necessary items to be sold. Isaw has to be cooked
well with vinegar and a lot of spices. It is same thing with
chickens head and feet which have to be made into adobo
first before they are barbecued. Now, I understand why they
are delicious and fit for eating. l Achara made of papaya and
a lot of spices as well as hot and sweet sauces have to be
prepared very well.
There are still things to be considered even with just a small
home businessthe stuff: pork, hotdog, kikiam, cheese, lumpia
wrappers, barbecue sticks, soy sauce, vinegar, spices and many
more. Charcoal which is primarily used in doing the barbecue
now commands a high price at the rate of P450 a sack.
Now, I understand how business gets started with many
things to bear in mindtime, effort and capital. Plus the fact
that the food to be served must be very well prepared.
Well, at the end of the day, there is something to count.
My grandsons friends come over to feast on our deliciously
and very sanitarily served food. Btw, we also have ice-cold
black gulaman to make the eating complete. And also good
music courtesy of the internet.

Classroom Management
for Elementary Pupils

Teaching is a tough job. It is undeniably true. It is likewise
very challenging but very fulfilling and meaningful..
The challenges of a teacher is enough to make one lose his
temper. This is not a very good statement but otherwise true.
But the mere fact that a teacher has that great responsibility to
make men out of boys and women out of girls is enough to say
that there is so much good in teaching that may not be in other
professions. Pardon me for this statement. But everyone wants
to be a teacher. The lawyer, the engineer, the doctor and the
accountant would want to be counted as among the teachers
of the world.
I am, however, talking for myself as an elementary grade
teacher where there are challenges I have to cope with.
Personally, I had found effective what I do to keep my day to
day experiences meaningful and fulfilling.
I always begin my class by conditioning my pupils with a
prayer. I had always believed that the Lords guidance is very
important. I supplement the prayer with some practical words
of wisdom. I even ask the pupils if there is anything they would
want to share themselves.
Dealing with children of in the elementary grades can pose
a lot of patience, perseverance, understanding and above all,
respect.
Children need to be respected.it is said that respect begets
respect.
Teachers should tell their pupils what they want to accomplish
in their subjects. They should expect their pupils to raise
questions and sometimes, objections. Teachers should know
how to listen. Teachers should use positive language instead
of negative especially when the children are misbehaving.
Children tend to use the same language their teachers use.
Confrontations must not be done in front of all the pupils. This
could a pupil to shame and his experience he can carry the rest
of his life making it detrimental.
Follow the children on their own pace. Some children need
to be given more attention than others so that nobody seems
to be left behind.
Teacher should have set of logical rules and their consequences
and must be outlined during the first days of classes.
Praise pupils efforts and achievements. That should make
them feel good and they will do better .
Classes can be conducted in a friendly environment and
every pupil must be given the chance to participate. The shy
ones must be encouraged to join in the activities.
Connecting with the parents of the children can be considered

We need a President who will protect the Philippines and

Similarly with Sec. Mar Roxas. He has to present his platform
in detail for the people to know specifically what he intends to do
by saying Daang Matuwid. What is that?
VP Jejomar Binay had already been saying he will do
what he has done for Makati, throughout the country, like free
education, free hospitalization and medicines, benefits to senior
citizens,quality infrastructures, assistance to OFWs, housing
assistance, etc.
Lets also wait for the other candidates like former Sen.
Panfilo Lacson and Mayor Rodrigo Duterted, the Dirty Harry of
Davao City.

Love of Wisdom
The etymology of the word philosophy is based on two Greek
words phylos and sophie, which mean to love and wisdom,
respectively. Hence, philosophy literally means the love of
wisdom. As an intellectual and academic discipline, philosophy
can be divided into five main branches:
1.) Metaphysics - study of existence. It seeks to answer the
question of what is out there.
2.) Epistemology - study of knowledge. Logic and all natural
sciences belong to this category. It seeks to answer the questions
of how do we know about things, what are the things that are
knowable and how can we know the validity of our knowledge.
3.) Ethics - the study of human actions in relation to individuals
and society. It is both normative and descriptive in its approach
when it comes to seeking answers to questions of morals or the
concept of good and bad actions.
4.) Politics literally means the study of the polis or city. It
seeks to understand the relationship dynamics and exercise of
influence or power of individuals or groups on society.
5.) Esthetics study of beauty and art. It seeks to answer the
question of what can be considered beautiful.
I think the beauty of philosophy is its open invitation for us to go
out of the comfort zones of our fundamental and most cherished
beliefs, not necessarily with the intention of abandoning these
beliefs (although it could happen) but to try to reexamine them
under the light of critical thinking and reason. In the process,
we could enrich our beliefs, faith or ideology and become less
susceptible to cognitive inconsistencies, bigotry, narrow-minded
views and intellectual insecurities. Philosophy attempts to
address the deepest and most fundamental questions about
every possible issues in the universe of ideas.
Philosophical inquiries are mainly about trying to probe the
truth values of ideas or propositions. It is a process of discovery
that oftentimes involves the clash of opposing ideas. In classic
Socratic Method, philosophy is a dialectical process of asking
questions and comparing theses with their anti-theses with the
hope of creating new and better ideas or syntheses.
Unfortunately, some syntheses are the results of literal
violent clashes. For example, the historical origin of the idea of
secularism evolved from the bloody religious wars, particularly
the wars among the Catholic and Protestant monarchial states
in Europe during the Reformation. Another example of a violent

As expected, President Noynoy Aquino endorsed Local


Govt Secretary Mar Roxas as the standard bearer of the Administration Party (Liberal Party) in the 2016 Presidential election. In his acceptance speech, Roxas thanked PNoy. Teary
eyed, Roxas said that he was overwhelmed by the endorsement of the president saying: I am ready to face the big challenge ahead that is to continue the daang matuwid.
Filipinos on the other hand expect Roxas to fix the problem of the MRT (Maaberyang Riles at Tren) and the Palaging
Nagkakaaberayang Riles (PNR) left behind by DOTC Secretary Aberya (read: Abaya) na nag-Abaya (read: Pabaya) sa
trabaho.
Speaking of PNR, some people in the Bicol region were
elated with the news regarding the bidding for P171-billion
South Line of the North-South Railways System. However,
this writer is not at all impressed by the news.
I still vividly remember in 2010 presidential election, during
the campaign sortie of Aquino-Roxas tandem in Libmanan, a
railroad town in the province of Camarines Sur, where both
Pinoy & Roxas promised not only to improve the PNR but will
expand its services from Manila to as far as Sorsogon.
Unfortunately, however, not only they did not fulfill what
they promised. The PNR services to Bicol was totally stopped.
Thus, the result of the PNR stoppage of services in the Bicol
deprived the region to be part of the national govt countryside
development program.
The 653-kilometer rail line of Bicol-Manila trip of the PNR,
more popularly known as the Bicol Express is considered
as the oldest rail system in Southeast Asia. If revived and improved it will surely boost the countrywide development not
only of Bicol but also of the entire Southern Luzon.
Now that another election is coming, we now hear again of
the so-called revival of the Bicol Express. Oh, common! Tell it
to the marines! I believe that for as long Sec. Abaya is the head
of DOTC, the recently announced bidding for the P171 billion
South Line of the North-South Railways System will start and
end in the bidding.
It is high time that Bicolanos should be united in pushing for
the revival of the PNRs Bicol Express. Bicolanos dont want
press releases on PNR re-activation. Bicolanos want PNR
back to life. If Abaya really loves his country and respects his
president (PNoy) he must vacate the DOTC post at once. On
the other hand, PNoy still has 11 months to prove not only to
the Bicolanos but to the entire Filipinos his legacy on mass
transport system.

CARD MRI extends CHD in Tacurong City


CARD Mutually Reinforcing Institutions (CARD MRI), a
social development organization with about three million
members nationwide, recently conducted a community
health day (CHD) in Purok 7, Poblacion, Tacurong City in
the province of Sultan Kudarat. The free services offered
were dental extraction, medical check-up, eye check-up, and

circumcision. Eight hundred thirty seven residents of the said


city composed mostly of Christians and Muslims benefitted
from the said services. CARD MRI through its Community
Development Group conducts CHDs all over the country. In
Mindanao alone, CARD MRI conducted eight CHDs to 4, 870
local residents.

Channel in a frail sailboat with relatives to visit Uncle Santos.
Sometimes, the trip would take l2 hours.There were no fast motor
crafts in those days.
Once, the ruddle broke while Uncle Pedio and I were in the
middle of a foamy sea, miles from shore. It was late afternoon.Our
tiny boat sailed in circles as the waves battered the sides.While
he fixed the ruddle, I held the sail tightly to keep it steady.
After an eternity, the wayward ruddle was in place to our relief.
In Legazpi City where I live with my retired teacher wife, my
two sons are out of the country,I rarely travel to Caramoan or to
my wifes hometown in Catanduanes. I have enough of my days
on the go, when nothing could hold me back from wandering.
The completion of the highway to Caramoan has awakened my
desire to visit the hometown by land. What are the sights to feast
my eyes on along the way? What would I find in my birthplace?
Would I find my childhood?
But no doubt, this will be an excellent time to reminisce.
Perhaps, the memories of my childhood will come rushing back,
who knows.

De Quiros stated in an interview that such delays and
other minor problems that the
commuters have encountered
and might encounter is part of
the adjustment phase after the
train operation stopped for a
number of years.
We are currently operating
on a limited scale, so we are
anticipating minor problems
but these are all under control
and are properly checked to
ensure the safety of our commuters. We have also provided
rail police on board the train
to assist our passengers and
provide security to them until
they reach their destination.
With two coaches, the
PNR commercial train can accommodate 200 passengers,
yet can squeeze in at least 300
riders during crash loading.

City, said that normally the


train can traverse the NagaLegazpi route in 2 and
hours but currently they cannot promise this to their passengers due to some technical
adjustments.
There are some engine adjustments, especially in navigating upward terrains thats
why we have some delays.
We dont want to compromise
the safety of the passengers
just because we want to beat
the time. We have also experienced minor wheel slippage
during the first run due to the
moisture in the rail from the
fog, Florece added.

born out of fear. Some of our best hopes and aspirations for the
future are the result of our epiphany when we are pushed at the
edge of despair.
Philosophy is not merely a sanitized and indifferent intellectual
or academic pursuit. It is a force that shapes human history.
The love of wisdom is not something that is confined in an ivory
tower but rather it is something that needs to be sowed in the
muddy fields.

NAGA CITY --- An answer to Bicolano commuters prayer for an alternative


and much cheaper means
of transportation just came
true after the first commercial run of the Philippine
National Railways (PNR)
commuter train materialized
yesterday, covering the Naga
to Legazpi route.
This after no less than 3rd

inauguration and blessings
of the six new train stations
located at Iriga, Polanqui,
Ligao, Travesia, Daraga and
Legazpi on Friday.
The commuter train will
serve the commuters coming
from the southern part of the
Bicol region and will serve as
an alternative preference for

students, residents and other


regular passengers plying the
aforementioned destinations.
The fare, with a minimum of
P10.00 and with the rate of
P1.00 per kilometer is perfectly inexpensive for daily
trippers.
Although there is a delay
of almost an hour, the journey
went smooth with the passengers just simply enjoying
the ride, the fresh air and the

SM City Naga won First place again during the recently concluded Peafrancia Festival in
Naga City last September 17, 2015. With this year's theme: Debosyon ki Ina, kayamanan nin
mga dukha, the float showcases a vessel used to transport the image of the Our Lady of
Peafrancia, patroness of Bicol called Ina during Fluvial procession and a dome similar to
what was constructed at the churches of Cathedral and Basilica which manifests centuries of
devotion. On the float are children which depict the devotees of "Ina". It was also adorned by
colorful flowers carefully selected to showcase the vibrant festivities of Peafrancia.
