Dear Mr. Allen:

I have been contacted by the group that have, for the last 3 years, put on the haunted
house for the purpose of raising money for certain charities. The committee was notified by you
on September 11, 2015 that since the occupancy has changed from education to entertainment,
there must be the installation of an automatic fire sprinkler system. The purpose of this letter is
to ask that you consider the occupancy as education and/or waive that provision.
Last year, the group used the old PNJ building that did not have working sprinklers. The
two years before that the haunted house was at the building across the street from Seville Quarter
and there were no sprinklers.
There has been considerable work done at the Hallmark Elementary School and all of it
has been done by volunteers. The charities include cheerleaders and little league baseball. I
think it could easily be said that this is for education purposes.
There are 200 little girls out selling tickets at this time and I know that you have had
complaints about this event and that has apparently caused you to send this letter. I do need to
point out that all of the fire alarms in the building are now working and that during each of the
haunted house nights, there will be an EMT present, a fireman present, two City Police officers,
one Sheriff's Deputy and a doctor. All of these people are volunteers.
The bottom line is that there is more protection against a fire during the haunted house
evenings that is available in any entertainment facility in the area.

This is probably one of the most ridiculous examples of the use of regulations. I would
appreciate hearing from you. Also, I do want you to point out to the complainers that the only
owner of this building is BLAB TV, Inc.
