SCOPE
This specification covers the minimum technical general requirements to be met
by the Bidder for the design, construction, testing and transportation of
lowvoltage assemblies and control equipments assemblies as detailed in IEC
4391 for use in oil refineries, gas plants, chemical plants, exploration and
production facilities and supply/marketing installations owned by PDVSA.
This specification covers a range of equipments for operation at voltages up to
1000 V a.c. or 1500 V d.c. for onshore and offshore installations. From Section
8 thereafter, numbers in parenthesis () are referred to clauses or subclauses on
IEC 4391. It may be comments, amendments or addition to what is mentioned
in these clauses. IEC 4391 has been extended and the subject of certain clauses
may not be included in this specification. The additional requirements specified
herein are required in order to:
a.

Make selections from the options given in the IEC 4391,

b.

Specify additional and more stringent requirements, as necessary, to


operate and maintain the assemblies.

This specification shall be read in conjunction with a purchase order and the
attached Data Sheets.
The word shall must be considered mandatory.

A reference invokes the latest published issue or amendment unless stated
otherwise.
These referenced standards may be replaced by equivalent ones provided they
meet or exceed their requirements.

EXCEPTIONS
3.1

Supplier shall state in his tender that the equipment offered complies with the
requirements of this specification without exception, or shall detail in the Appendix
C its exceptions, indicating the clause numbers of this specification, giving a
clear explanation and proposed options.

3.2

If permitted on the requisition, the Bidder may offer alternate proposals for price
or technical advantage, but such proposals shall form a supplement to the main
Offer.

INFORMATION TO BE PROVIDED WITH THE OFFER


Supplier shall submit the information requested in Appendix C under Delivery
with Bid column to consider the tender valid.

SPARE PARTS
The Bidder shall quote separately as part of the tender, a list of recommended
spare parts for commissioning and 2 years operation, including quantities and unit
prices for each item (see Appendix D).
The Owner reserves the right to determine the final items and quantities to be
purchased.

Spare parts for the assembly shall be guaranteed for 10 years.

FUNCTION

Diagrams symbology and device function numbers shall be according to the last
edition of the following standards.
ANSI/IEEE C37.2 Electrical Power System Device Function Number .
ANSI/IEEE 315 GraphIc Symbols for Electrical and Electronics Diagrams
(including reference designation class letters).
Equipment internal drawings are acceptable in IEC symbology unless otherwise
specified in the Data Sheet. In the latter case, a legend shall be included in each
drawing or in a separate symbology drawing.

SPECIAL REQUIREMENTS
Any special requirements such as automatic transfer system, load shedding
scheme, power factor correction, etc., will be indicated on the Data Sheet.
Operational philosophy and particular technical specifications will be supplied as
an additional Appendix on this specification.

AMENDMENTS AND SUPPLEMENTS TO IEC 4391


The following clauses are amendments, supplements or additions to IEC 4391.
Clauses that are not mentioned herein shall remain applicable as written.
Paragraph numbers in parentheses () refer to those used in IEC 4391.

(3) CLASSIFICATION OF ASSEMBLIES


Assemblies shall be multicubicle type according to Fig. C.4, (see Appendix E)
for indoor or outdoor installation as specified in the Data Sheet. It shall be
tropicalized and protected against fungus.
Assemblies shall have form 3b (see 13.6) according to Fig. D.4 (see Appendix
E).
Incoming and bustie unit circuit breakers shall be of the withdrawable type. If
disconnect switches are used, they shall be of the fixed type.
Motor starters up to 110 kW (150 hp) and outgoing feeders up to 800 A shall be
of the fully withdrawable type, unless otherwise specified in the Data Sheet.
All higher rated units shall be housed as one unit per vertical section and shall be
of the fixed type. The remaining space, available in this vertical section, can be
used by the smallest rated units.

10 (4) ELECTRICAL CHARACTERISTICS OF ASSEMBLIES


Add to this clause:
The minimum nominal switchgear ratings shall be as specified in the Data Sheet.

10.1

(4.1) Rated Voltages


Add to this subclause:
The assembly shall be designed with insulation values in accordance with IEC
6641, and shall be type tested accordingly.

10.2

(4.2) Rated Current


Add to this subclause:
The main busbars shall be rated for the nominal current over the entire length of
the assembly and shall not be rated lower than the incoming and bustie units.
Rating shall not be dependent on the use of cooling fans.
Add to this subclause:
For temperature rise test or temperature rise calculations, spare circuits and non
equipped compartments shall be considered as being loaded to 90% of their rated
current.

10.3

(4.8) Rated Frequency

The rated frequency shall be 60 Hz.

Add new subclause:


11.1.1

(5.1.1) Circuit Identification


Labels shall be made using phenolic materials (black letters on a white
background).
Each incoming and outgoing circuits shall be provided with the following
information:
a.

Tag in accordance with the Data Sheets, installed on the front of the fixed
and the removable part of the unit.

b.

Identification number of connected equipment or destination as per the Data


Sheet.

(5.1.2) Instruction Plates


When the operating sequence or procedure of equipments in the assembly is not
evident, instruction plates shall be provided. They shall be fixed on the equipment.
Instructions shall be given as far as possible in a graphical manner.

(5.1.3) Warning Plates, Caution Notices


Warning plate(s) or caution notice(s) shall be installed identifying where
hazardous may be present. The warning plates may be located in a compartment
and/or on the outside of the assembly.

11.2

(5.2) Markings

Terminal markings shall comply with IEC 445.

11.3

(5.3) Instructions for Installation, Operation and Maintenance


Add to this subclause:
Manufacturer shall supply the drawings/documents in the quantities and at the
times stated in Appendix D.
Documents shall show the purchase order number and the item manufacturers
references, and they shall be distributed as specified in the purchasing
documents.
When assemblies are supplied in separate units, these units shall be clearly
marked to facilitate the assembly in the field.
Instructions and any special tools required for erection and maintenance shall
form an integral part of the purchase order and shall be packed with the assembly.

12 (6) SERVICE CONDITIONS


12.1

(6.1) Normal Service Conditions


Add to this subclause:
The actual service conditions shall be specified in the Data Sheet.

12.1.1

(6.1.2.3) Pollution degree


Add to this subclause:
The assembly and its components shall be suitable for use in a pollution degree
4 environment. Pollutants shall be indicated in the Data Sheet.

12.2

(6.2) Special Service Conditions


Add to this subclause:
Any special service condition that the assembly may be required to withstand in
its operational location shall be specified in the Data Sheet.
Unless otherwise specified, the assembly shall be suitable for installation in a
nonhazardous area as defined in IEC 7910.

12.3

(6.3) Conditions During Transport, Storage and Erection


Add to this subclause:
Any special conditions that may be present, e.g. shock, vibration and/or extreme
temperatures shall be specified in the Data Sheet.

13 (7) DESIGN AND CONSTRUCTION


13.1
13.1.1

(7.1) Mechanical Design


(7.1.1) General
Add to this subclause:
The assemblies shall be designed for a service life of at least 20 years in the
environment and for the duty specified in the Data Sheet and for continuous
operation at full load for at least five (5) years without maintenance, which would
require the main busbars and the distribution busbars to be desenergized.
All structural work shall be adequately protected against corrosion. Frame and
partitions may be of galvanized steel. When specified in the Data Sheet, further
paint coating shall be provided. Those parts/covers requiring painting shall be
properly pretreated before the final coat(s) of oil resistant finishing paint is (are)
applied. Color finish shall be light grey for the external surface (RAL 7042).

Spare non equipped compartments shall be included in each assembly. The


number of non equipped compartments shall be 10% of each size of outgoing
units unless otherwise mentioned in the Data Sheet. Their location shall be
divided over the assembly sections in accordance with the actual load distribution.
The non equipped compartments shall be so finished that completion can take
place safely without the need to desenergize the assembly or any other panel.
The general construction shall be sufficiently rigid to accept the weight of a man
(nominally 100 kg) on the top without harmful distortion. The assembly shall be
modular type system with structural steel sheet frame work, not less than 12
gauge (2.75 mm), floor mounting, self supporting.
The assemblies shall be provided with hinged frontdoors for at least 120 degrees
opening per functional unit (i.e. compartment). Front doors with electrical
apparatus attached to them shall be connected via a flexible bonding conductor
to the assembly frame.
Withdrawable units and the cubicles containing these units shall be built to ensure
mechanical and electrical interchangeability of equipment of identical ratings.
These units shall be equipped with a stop to limit the withdrawal distance.
The design and construction of the assemblies shall permit the erection in site of
extension cubicles at either end without the need for metal cutting or drilling
busbars. Isolating of the assembly shall be required only to connect the busbars
together.
13.1.2

(7.1.3) Terminals for External Conductors


Add to this subclause:
Stationary terminals shall be suitable for copper conductors. For power circuit
cabling, it is strongly preferred the use of stationary terminals allowing the
conductors to be connected without cable lugs of any type. They shall guarantee
sufficient contact pressure without damaging the cable conductors.
For outgoing control wiring, individual stationary terminals shall be provided for
each conductor. These terminals shall be suitable for insulated ring type
compression terminals or of the nonloosening, wedge or cage type construction,
suitable for insulated pin type compression terminals. In the latter case, they shall
be constructed in such a way that direct contact between pin and screw, bolt or
nut is avoided.
For CT circuits, terminal blocks with shorting bars shall be provided. They shall
be suitable for ring type compression terminals.
Assemblies shall have provisions for bottom entry of cables unless otherwise
specified in the Data Sheet. Cable entries, support facilities for clamping external
cables, and earthing facilities shall be provided suitable for the type, size and
number of cables as specified.

Undrilled gland plates shall be provided. Cable glands should only be included if
specified in the Data Sheet. If the Data Sheet specify the use of wirearmored
cable without special earthing wires in/or under the armoring, metal gland plates
and, if specified, compression type cable glands shall be provided for earth
continuity.
For single core cables, gland plates and glands shall be of nonmagnetic material.
In the case of single core cables with armour, and/or lead sheathing, the
requirement for special glands which allow for insulation between armour/lead
sheath and the gland plate shall be specified in the Data Sheet.
All withdrawable units shall be so designed, that disconnection of any terminated
main or auxiliary wiring cables is not necessary.

13.2

(7.2) Enclosure and Degree of Protection


Add to this subclause:
Assemblies shall be designed as a completely enclosed unit. The site floor shall
not be considered as being part of it.
The design should include captive bolts and nuts (bolts or nuts shall be retained
in place when unscrewed).
Doors shall be provided with non absorbent, non sticking gaskets. The insulation
material shall be flame retardant.
The degree of protection according to IEC 529 for any assembly shall be:
IP42 for indoor use (in enclosed buildings)
IP65 for outdoor use
Outdoor assemblies shall always be provided with a rain/sun canopy to make
access possible under adverse weather conditions and eliminate condensation.
If specified, walkin type construction shall be provided.

13.2.1

(7.2.2) Measures to Take Account of Atmospheric Humidity


Add to this section:
The requirement for anticondensation heating shall be specified in the Data
Sheet. If it is required, power shall be supplied from an auxiliary service. The
heating system of each section shall be separately protected and switched by
means of circuit breakers. When the heating system is on, it shall be indicated by
means of a red light. The heating system shall be designed in such a way that the
heat is adequately distributed over all functional units and temperature is set using
a thermostat.

13.3

(7.4) Protection Against Electric Shock


Add to this subclause:
Components that require maintenance in wall or backtoback mounted
assemblies shall be easily accessible from the front.
Parts inside the assemblies which have to be accessible during normal operation,
maintenance or equipping of spare compartments, shall either not be energized
in the opened position or shall be protected to a degree of at least IP20.
Terminals of the incoming and bustie devices shall always be protected to a
degree of at least IP40 taking into account that they can be energized when the
device is in the OFF position.
Fuses and associated fuse holders shall only be accessible when they are fully
isolated or when they offer a degree of protection of at least IP20 when the fuses
are inserted, withdrawn or during withdrawal.
Terminals of equipment installed on doors and which can be energized when they
are opened, shall be shrouded to a degree of protection of at least IP20.

13.3.1

(7.4.2.) Protection against direct contact


a.

(7.4.2.2) Add to this subclause:

Compartment doors or covers shall be interlocked with the isolating switch to


prevent opening when it is in the ON position. Interlock systems shall be of a
mechanical lever type and shall not rely on the operation of springs or gravity. The
isolating device shall only be operable when the door is fully closed and when the
withdrawable unit is in the fully inserted position. Withdrawable units can not be
withdrawn if the isolating switch is in the ON position.
When a withdrawable unit has been removed from the assembly, the live parts
inside the fixed compartment shall be protected against accidental contact, with
a degree of protection of at least IP20.

When shutters are used, they shall be mechanically operated by the movement
of the withdrawable unit. Each set of shutters shall be capable of being individually
operated and padlockable in the closed position. Shutters shall be marked as
follows:
BARRAS on shutters covering busbars
ENTRADA on shutters covering incoming feeder cables
SALIDA on shutters covering outgoing feeder cables
If means are provided for securing the shutters in the OPEN position, such
means shall be cancelled automatically and the automatic operation of the
shutters restored, upon reinsertion of the circuitbreaker or withdrawable unit.
The degree of protection for the TEST position shall be at least IP20.

13.4

(7.5) Shortcircuit Protection and Shortcircuit Withstand Strength

13.4.1

(7.5.1) General
Add to this subclause:
Arc faults caused by external reasons shall be positively confined to the
originating functional unit or distribution busbars and shall not spread to other
parts of the assembly.

13.4.2

(7.5.4) Coordination of short circuit protective devices


Add to this subclause:
In motor starter units, the coordination between starter and protective device shall
be type 2 as specified in IEC 94741. (Subclause 7.2.5.1: The contactor or
starter shall cause no danger to persons or installations and shall be suitable for
further use).
Type test reports shall be accessible on request.

Due to the utilization characteristics, this clause shall be mandatory.

13.4.3

(7.5.5) Circuits within an Assembly

Phase and neutral bars in the busbar system (main and distribution) shall
be fully insulated.
Busbars, included earth bar, shall be of hard or medium hard drawn, high
conductivity copper.
Neutral busbar shall be installed if specified in the Data Sheet.

(7.6.1) Selection of Switching Devices and Components
Add to this subclause:
Components within an assembly shall be standardized as far as practical.
The connections of the auxiliary circuits of withdrawable units shall be
automatically operated by the unit using plugandsocket type connectors.

(7.6.1.1) Busbars System


The earth bar shall be located in all cable compartments of the assemblies
and shall be easily accessible.
The insulation of the busbar joints and branching points shall be of equal
quality to that of the main bars and shall be removable for inspection.
Main busbars shall be of the same current rating in all their length. In any
case, it shall not be less than the maximum capacity of the circuit breakers
or fuses installed. Any distribution busbar shall have a minimum rating not
less than the sum of the maximum full load ratings of the outgoing circuits
connected to that busbar.
The neutral busbar shall be sized according to the load mentioned in the
Data Sheet. When variable speed drives are used, the neutral shall be
sized, at least at 100 % of phase busbar capacity, unless otherwise specified
in the Data Sheet.
No wiring shall be run within busbar compartments.
Busbar joints and connections shall be silverplated, unless otherwise
specified in the Data Sheet, and secured to prevent loosening.
All covers providing access to busbars shall have a warning sign.

(7.6.1.2) Incoming and BusTie Units


Incoming and bustie units shall be mounted in separate vertical cubicles
and provided with independent electrically and/or manually operated circuit
breakers as mentioned in the Data Sheet. When specified, air break
switches shall be provided. The utilization category for circuit breakers as
per IEC 9472, subclause 4.4, Table IV, shall be category B, unless
otherwise specified. The utilization category for the manually operated
switches as per IEC 9473 shall be at least AC 22 for switching devices.
Switching devices shall switch all phases or poles.

Switching devices shall have padlock facilities in the OFF position. When
required, key interlock systems between incoming and bustie units will be
specified.
Electrical operating mechanisms for power circuit breakers shall:
i. Include an antipumping device
ii. Incorporate a local manual trip facility fitted with a guard to preclude
inadvertent operation.
iii. Give positive indication of circuit breaker position.
Tripping mechanisms shall be provided with a mechanical tripping device
and a shunt trip coil as indicated in the Data Sheet.
Motorized operating mechanism with stored energy feature shall also be
provided with a handle for manual charging.
Each circuit breaker shall be connected to the busbars and feeder circuits
through selfaligning plug and socket type isolating devices.
It shall be possible to operate each circuit breaker in the isolated position,
with all auxiliary circuits operational (TEST position).
When specified, incoming circuit breaker protection and tripping circuits
shall be provided with facilities for 2way intertrip with sending end
circuitbreaker via appropriate master trip/intertrip relays wired to outgoing
terminals.

(7.6.1.3). Outgoing Units


(7.6.1.3.1) Circuit breakers
Circuit breakers shall comply with IEC 9472 (Table IV) and shall have
utilization category A. Circuit breakers feeding subdistribution assemblies
shall have utilization category B. Circuit breakers shall have a rated
shortcircuit making and breaking capacity in conformity with the
shortcircuit current as specified in the Data Sheet.

(7.6.1.3.2) Fuses
High breaking capacity (HBC) type general purpose fuse links with blade
contacts, utilization category gG in accordance with IEC 2691 shall be
used. The breaking capacity shall be equal to the short circuit rating of the
busbar system with a minimum of 80 kA.

Motor starters and contactors shall conform to the requirements of both


continuous duty and intermittent duty, at least, class 12 (12 operating cycles
per hour) or higher if specified in the Data Sheet, at rated operational current
according to IEC 94741.
The utilization category shall be AC3 with five (5) million operating cycles,
as a minimum.
Note: NEMA type contactors are acceptable.
For special loads (transformers, capacitors, lighting, etc.) a suitable current
rating and utilization category shall be stated by the Manufacturer.
The indication lights (ONOFF position) shall be red (ON) and green (OFF)
low power consumption type (LED or neon). Unless otherwise specified in
the Data Sheet, each starter shall be supplied with at least two normally
close and two normally open auxiliary contacts, wired to the auxiliary
terminal block of the compartment.

(7.6.1.3.4) Motor Overload Protection Relays
Overload protection relays shall be, either thermal or solid state, of the
temperature compensated type installed in all phases and shall include
protection against single phasing. They shall be of class 10 A in accordance
with IEC 94741. The relays shall be equipped with manually reset
facilities on the front of the compartment (resettable without opening the
assembly) and a visible trip indicator. An inadvertent reset action shall not
trip a circuit.
Unless otherwise specified in the Data Sheet, for thermal relays, direct
heating elements shall be provided up to 37 kW (50 hp). For motors above
75 kW (100 hp), nominal 5 A relays shall be used in combination with current
transformers. Motors between 37 kW (50 hp) and 75 kW (100 hp) either
direct heating elements or 5 A elements connected via current transformers
shall be used.
Motors with starting time in excess of 5 seconds, shall used saturable current
transformers in combination with nominal 5 A relays. Electronic relays shall
be self powered.
For motors with operating conditions beyond those covered by overload
relays, where the installation of thermistor temperature sensors in the motor
windings is required, its relay shall be installed in the assembly.

(7.6.1.3.5) Motor Earth Fault Protection
Core balance earth leakage protection relays shall be provided for
motors of 37 kW (50 hp) and above, and for smaller motors when their
phase shortcircuit protections do not coordinate with upstream earth fault
protective devices. Relays shall be manually resettable after opening of the
compartment cover. The sensitivity of the relays shall not exceed 3% of the
rated nominal motor current or 6 A, whichever is the greater. The relays shall
be equipped with a clear trip indication.
When solid state overload relays are used, it is permitted to include the earth
fault function in them.
Add new subclause:
(7.6.1.3.6) Motor Restarting Facilities
If specified in the Data Sheet, each motor starter shall be equipped and wired
with a base for an electronic restart relay. Restart relays shall be included
only for those motors as indicated in the MCC schedule.

(7.6.1.3.7) Current Transformers
Current transformers shall be in accordance with IEC 185.
In general, current transformers for measuring purposes shall be of
accuracy class 3 except when class 1 is specified for billing purposes. The
secondary current rating shall be 5A for meters mounted on the assembly
and 1A for remote meters, if they are required.

In general, protective current transformers shall be of accuracy class 5P or


class 10P is specified as adequate by the relay manufacturer. The
shortcircuit rating shall be at least 1 second if applied for shortcircuit

CTs for thermal overload relays shall be as specified by the relay
manufacturer (7.6.1.3.4.).
One lead of secondary circuits in all current transformers shall be earthed.

(7.6.1.3.8) Voltage Transformers
If voltage transformers are required, they shall be in accordance with IEC
186 and shall be of class 3 (class 1 for measuring supplies from or to third
parties).
One lead of secondary circuits in voltage transformers shall be earthed.
Add new subclause:
(7.6.1.3.9) Measuring Instruments
Digital or analog type instruments shall be provided according to the Data
Sheet.
All instruments shall be of the flush mounting type and shall have an
enclosure with a degree of protection of at least IP52 for indoor and IP55 for
outdoor applications.
If analog meters, are specified, they shall be of the square pattern type 72
x 72 or 96 x 96 mm, and mounted at a suitable height for easy reading from
the front. Scales shall be in actual values.
Meters shall be installed in the associated functional units. Recording
instruments, if required, may be mounted in any other accessible location
or common panel provided that the equipment is properly labelled.
Ammeters and voltmeters shall be accuracy class 1.5. Watthour meters
shall be accuracy class 2.5 (accuracy class 1 for measuring supplies from
or to third parties). See IEC 51 and IEC 521.
Ammeters for motor duty (if required) shall have a compressed overload
scale and shall be suitable to withstand the motor starting current.
Watthour and maximum demand meters shall have 5A elements and
cyclometric type registers. All Watthour integrating meters shall be fitted
with a pulse transmitter for input to a remote supervisory system or a
metering summation scheme.
The number of elements shall be suitable for the system to be measured.
Watthour meters in motor circuits, if specified, may be of the single element,
balanced load type.
Outgoing feeders to subassemblies with current ratings in excess of 300
A shall be provided with an ammeter.
If required, motor starter units for 30 kW and above shall be equipped with
a current transformer for a remote ammeter.
A 420mA output transducer complying with IEC 688 shall be provided for
each analog signal to a remote supervisory system (e.g., DCS). Detailed
requirements shall be specified in the Data Sheet.

All internal wiring shall be PVC insulated, copper conductors, 105C.


All internal wiring shall be suitably sized in accordance with the applicable
standards and/or manufacturers instructions for the components used, with a
minimum of 14 AWG (1.63 sq.mm.).
Wiring for current transformers shall be at least 12 AWG (2.05 sq.mm.)
Space shall be left in all wiring corridors, so that 30% additional wiring can be
pulled in safely. There shall also be 20% spare terminals in each terminal block
for additional wiring.
It shall be possible to safely carry out any work on the main (and auxiliary) wiring
of a unit, when isolated, with all other units energized.
If a different approach to internal wiring and marking is used, the specific
arrangements should be agreed with the Owner.

(7.8.3.3) Add to this subclause:


Insulated conductors shall not be attached directly to metal. They shall be
kept in position by means of insulated channels, plastic strips or any other
insulated devices.
Main and auxiliary wiring shall be identified at both ends by means of ferrules
of insulating material or printed numbers and/or letters, and shall be in
accordance with the related wiring diagrams. Paper ferrules are not
acceptable.

(7.8.3.7) Add to this subclause:


All internal wiring shall be connected to the same side of the terminal block,
the other side shall only be used for external wiring.

Conductor ends shall be fitted with an insulated ring type compression

Type tests shall be carried out provided that additional requirements specified in
(4.7) and (7.6.1.1) are taken into consideration. Certificates shall be available at
the quotation stage. Certificates issued by independent testing laboratories are
preferred.
Components installed within the assembly shall be type tested in accordance with
the applicable IEC publications. Certificates, shall be submitted upon request.
Full type test in accordance with Type Test assemblies requirements are
preferred. Assemblies tested in accordance with Partially Type Tested
Assemblies requirements may also be acceptable if they are fully supported by
the following:
i. Type test certificates for similar equipments
ii. Details of changes between type test arrangement and that of equipment
offered
iii. Supporting calculations

(8.2.2.1) Add to this subclause:


Verification of dielectric properties for each individual unit shall be made.

14.3

(8.3) Routine Tests


Add to this subclause:
The Manufacturer shall carry out the routine tests on the total unit or parts thereof
at the factory when delivered with time intervals, and the results shall be recorded
in a test report which shall be given to the Owner.
Transportable units may be wired together instead of completing busbar joints.
The Owner reserves the right to witness the final routine tests, for which the Owner
shall be notified at least two weeks in advance.
As a minimum, the following checks and tests shall be carried out.
The assembly shall be visually inspected for technical execution and conformity
with the latest issue of the approved drawing and data sheets. Spot checks shall
be made to verify:
The degree of protection of the enclosure and within the compartments.
The effectiveness and reliability of safety shutters, partitions, shrouds,
operating mechanisms, locks and interlock systems.
The insulation of the busbar system, the creepage distances and clearances.
The proper mounting of components.
The correct wiring of main and auxiliary circuits.
The completeness of the data on the nameplate and correct labelling of
functional units.

Before the dielectric leakage test, an insulation resistance test shall be performed
between each phase and neutral to earth, with the remaining phases and neutral
earthed. The insulation resistance test shall be carried out with all circuit breaker
and switches in the closed position and all main fuses installed. The insulation
resistance measured shall be at least 5 M. The voltage applied shall be at least
500 V d.c.
