INVITATION TO BID
Purchase of 35 Units Laptop
In accordance with the Government of the Philippines (GOP) General Appropriations Act
(GAA) of 2015, the UP Open University (UPOU) through the Bids and Awards Committee
(UPOU-BAC), intends to apply the sum of Two Million Five Hundred Fifteen Thousand
Pesos (PhP 2,515,000.00) only, this being the Approved Budget for the Contract (ABC) for
Purchase of 35 Units Laptop (Reference No. ITB No. 15-10-002). Bids received in excess of
the approved budget for the contract (ABC) shall be automatically rejected at bid opening.
The UPOU now invites all interested PhilGEPS registered suppliers, manufacturer, dealers,
and authorized franchised dealers to submit bids for Purchase of 35 Units Laptop. Delivery of
goods is required thirty (30) calendar days after receipt of the Purchase Order. Bidders should
have completed, within the last three (3) years from the date of submission and receipt of
bids, a contract similar to the project and equivalent to fifty percent (50%) of the approved
budget for this contact. The description of an eligible bidder is contained in the bidding
documents, particularly in Section II. Instructions to Bidders. Bidding is restricted to Filipino
citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%)
interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or
organizations of a country the laws or regulations of which grant similar rights or privileges
to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.
Bidding will be conducted through an open competitive bidding procedure using a nondiscretionary pass/fail criterion as specified in the Implementing Rules and Regulations
(IRR) of Republic Act (RA) 9184, otherwise known as the Government Procurement
Reform Act.
A complete set of bidding documents may be purchased from the address below and upon
payment of a non-refundable fee for the bidding documents in the amount of Five Thousand
Pesos (PhP5,000.00) only. It may also be downloaded from the website of the Philippine
Government Electronic Procurement System (PhilGEPS) provided that Bidders shall pay the
non-refundable fee for the bidding documents not later than the submission of their bids.
A pre-bid conference will be held on 15 October 2015, 11:00 AM at UPOU Headquarters, Los
Baos, Laguna. Only those who have purchased the bidding documents shall be allowed to
attend and participate in the pre-bid conference.
Bid opening shall be on 27 October 2015, 4:00 PM at UPOU Headquarters, Los Baos,
Laguna. Bids must be delivered to the address below. All bids must be accompanied by a bid
security in the form and amount stated in ITB Clause 18. Late bids shall not be accepted.
UPOU reserves the right to accept or reject any bid, to annul the bidding process, and to
reject all bids at any time prior to contract award, without thereby incurring any liability to
the affected bidder or bidders.

Interested bidders may obtain further information from the BAC Secretariat and inspect the
bidding documents from 8:00 AM to 5:00 PM Monday to Friday at the Supply and Property
Management Office (SPMO), UPOU Headquarters, Los Baos, Laguna.
