Constitution of Bangladesh Club in Stavanger

(BCS)

1. Name
The name of this organization shall be the Bangladesh Club in Stavanger, here after called BCS.

2. Address

3. Type
BCS shall be a cultural organization characterized as non-profitable, non-political and democratic.

4. Objective
BCS shall promote cultural activities and establish friendship with Norway and other nations
through cultural interactions. BCS shall represent Bangladesh in the cultural arena of Norway and
Stavanger.

5. Activities
The BCS shall perform the following activities:
a. Arranging and participating in cultural and social programs.
b. Co-operating with other national and international organizations aimed at related objectives.
c. Observing important national holidays and promoting awareness.
d. Contributing to the society with welfare works in various forms within the ability and the scope of
BCS.
e. Maintaining a healthy and friendly relationship among the members through timely gathering,
fruitful discussions, cultural rehearsals, mutual co-operations and assistance to newcomers.
f. Arranging and taking part in different sports activities such as badminton, football, cricket and so forth.
g. Arranging workshops for creating interest in different sector such as cooking, music, art and so forth.
h. Arranging trips to visit different interesting places.

6. Membership
a.

Anybody, aged 18 years or more, with a Bangladeshi origin living in Stavanger, temporarily or
permanently, including their family members, shall be eligible for becoming a member of the BCS.
b. Every member of the organization shall exercise equal rights and responsibilities, whereas additional
responsibilities are defined for the members of the Executive Committee as stated in Section 8.
c. Members shall be activated by the members fee and by filling out and signing a BCS Agreement
Form.

Membership can be renewed each year by paying the annual fee.
ii.
A member who will stay in Stavanger for less than six months can pay 50% of the annual
fee.

No one can be compelled for membership and any existing member shall be free to withdraw
his/her membership by submitting a written application to the Executive Committee (EC).
i.
The EC shall approve the withdrawal within a week given that he/she has fulfilled the
requirement of handing over the responsibilities lying on him/her.
ii.
If the concerned member fails to meet that requirement, the EC shall take necessary
decisions in a General Meeting.
iii.
Membership fee will not be reimbursed.
Any member of the organization can be warned or expelled from the organization as a result of
performing harmful activities.
i.
The EC shall issue a show cause notice within a week.
ii.
A General Meeting shall be called by the EC.
iii.
The decision to expel a member will require the consent of at least two-third of the
members present in the General Meeting.
Dependents of a member less than 18 years old shall have free access to all BCS programs but not
in any organizational or decision-making process.

7. General Council (GC)


The supreme body of BCS shall be distinguished as the general council (GC). All BCS members will as
well be the members of the GC. The GC will exercise the power to amend the constitution of the
BCS, elect the Executive Committee (EC) and approve the annual budget and the annual report
submitted by the secretary at the annual general meeting (AGM).

8. Executive Committee (EC)

The Executive Committee shall be the top executive and administrative body of BCS. The EC will
exercise its power and will perform its duties as referred or assigned to it by the general council
and/or by this constitution.
b. The EC of the BCS shall comprise the posts of one President, one General Secretary, one Finance
Secretary, one or two Culture and Welfare Secretary (-ies) and one Entertainment Secretary.
c. Post-specific responsibilities of the EC are as follows:

President: The president shall be the chief executive of BCS. He/she will announce and preside
over the meetings of the organization. He/she will be the spokesperson of BCS.
General Secretary: He/she will co-operate with the president to conduct organizational activities,
keep a record of minutes of the meeting, present the annual report and the budget. He/she will
be responsible to take care of organizational records and assets. In the absence of the president
or the treasurer he/she will act as the president- or the treasurer-in-charge respectively.
Finance Secretary: He/she shall deal with all financial matters of the organization. A bank
account will be maintained, where both the President and Finance Secretary will be authorized
to deposit and withdraw money on behalf of the organization. In the absence of the General
Secretary, he/she will act as the Secretary in charge.
Cultural and Welfare Secretary (-ies): A Culture and Welfare Secretary will be responsible for the
planning and the implementation of cultural programs. He/she will assist new comers from
Bangladesh to get used to the new conditions in Stavanger. He/she will also arrange welfare
works within the scope of BCS.
Entertainment Secretary: He/she will be responsible for planning and implementation of
entertainment programs along with assisting newcomers.

The regular term of the EC will be valid for one year, starting from the 1st of October each year.
The EC may impose any fee for valid and required organizational activities.
Within the EC, all decisions will be taken based on the majority votes of the EC members.

The EC will make necessary arrangements in filling out any vacant post.
Any or all members of the EC can be warned or expelled from Executive post(s) in case of violation of
the constitution or failure to perform duties as referred to or assigned by the GC or by any general
member in a general meeting and supported by at least two-third of the activate members present in
the meeting. If an expulsion of the member is in concern, the procedure described in section 6 shall be
followed.

The annual general meeting will be held in September each year. All members of the general council
must be invited for the AGM.
Extra-ordinary general meetings (EGM) will be held at any time as deemed necessary by the EC. Such
meetings can also be called by the EC on presentation of the petition signed by at least one-third of the
active members.
Half of the GC members shall constitute a quorum both for the AGM and any EGM. If the quorum is not
met, another meeting shall be called within a week. No quorum is necessary to hold the meeting called
at the second time.
An AGM must be announced at least seven days before the meeting. An EGM must be announced at
least two days before the meeting.

Finance

The fund of BCS shall be accumulated in the bank account of the organization through the annual
membership fees, donations from individuals and grants from legitimate sources.
The President and the Finance Secretary shall be authorized to deposit and withdraw money to and from
BCS bank account.

Any bank transaction shall be informed to the EC.
ii.
All expenditures have to be approved by the EC.
iii.
The annual budget has to be approved by the general council during the annual general
meeting.
iv.
In order to cover the running coast, the finance secretary can hold some cash in hand not
exceeding NOK 3000.
All expenditures shall be only against the activities stated in Section 5.

11.

Amendment

Any provision of this constitution can be amended in a general meeting with at least two-third votes of the
total active members of BCS present in the meeting.

12.

Dissolution

In the case of Dissolution, all the fixed and current assets shall be donated to Fretex or to a charity
organization. The decision of Dissolution shall be approved in a general meeting with at least 90% active
members of BCS.
