SPECIFICATION FOR FLOW COMPUTER
0C000295
1.0 GENERAL SPECIFICATION
1.1 Offered flow computer must have certified for Custody Transfer
application of Natural gas. The certification for custody transfer application
should be at least from one of the mentioned international agencies. NMI,
PTB, Measurement Canada.
1.2 Offered flow computer must be panel mounted and measures gas flow
rate as per latest versions of AGA-9 with AGA-8 for compressibility & AGA-5
for energy calculation.
1.3 a) Flow computer must have the user selectable compressibility factor
computation (AGA-8, Detailed, Gross 1, Gross 2).
b) Offered flow computer must have capability to accept 4-20 mA current
analog inputs from online gas chromatograph for CO2, N2, Specific Gravity &
heating value for compressibility factor computation as per AGA-8.
c) Flow computer should accept 8 configurable analog inputs (4-20mA).
1.4 Offered flow computer must have conformed to the environment
condition.
a) Temperature: 0 degree C to 50 degree C.
b) Relative Humidity: 90% Non condensing
1.5 Offered flow computer must have sufficient automatic online diagnostic
features to ascertain proper and accurate functioning of the flow computer.
a) Facility for easy testing of the accuracy of the flow computer
b) Low & high limit check facility for each input to safeguard against sensor
break or saturation.
1.6 The offered flow computer must have software as well hardware security
provision to prevent any unauthorized data entry.
1.7 Offered flow computer must have high speed processor (Min. 32 bits with
16MB DRAM, 1 MB SRAM (Battery Backed) & 4 MB Flash RAM with battery
data holding capacity for at least 3 months. It must have watch dog relay &
real time clock system.
1.8 INPUTS/OUTPUTS:
a) Analog Inputs: 0 to 5.2 VDC or 0 to 22 mA and Min. 12 nos. & user
configurable.
b) Analog current inputs are to be configured for passive & active inputs.
c) The 4-20 mA current analog inputs to be configured for pressure,
differential pressure, temperature, mole % of CO2, mole % N2, heating value
and specific gravity.
d) Provision for RTD (pt 100) to be directly interfaced with flow computer for
temperature measurement. RTD (4 wire) Inputs minimum 3 nos.
e) Analog Outputs: 0 to 21 mA and total to be minimum 4 nos.

f) Analog outputs are user configurable and in form of 4-20mA.
g) Analog outputs of flow computer to be configured for corrected flow rate,
uncorrected flow rate, cumulative volumes, this 24 hours cumulative volume
etc.
h) The base time and duration is to be user configurable.
i) Analog inputs and analog outputs are required to be calibrated either
through potentiometer or software.
j) Flow computer must show standard display all the calculated and live
parameters on demand via keyboard.
k) The main display must show standard volume flow rate in sm3/hr,
pressure in kg/cm2 (either absolute or gauge), temperature in degree Celsius,
energy in Kcal, frequency in Hz.
l) Digital Inputs: 30 V max. optically isolated and minimum 16 nos.
m) Digital Outputs: Open collector, 36 V max., 100 mA and minimum 12 nos.
n) Dual Pulse Inputs: DC to 10 KHz and minimum 3 nos.
o) Pulse Outputs: Open collector, DC to 10 KHz and minimum 5 nos.
p) Frequency Inputs: DC to 10 KHz, 3 Vp/p and minimum 3 nos.
1.9 The computation time for complete flow calculation must be less than 1
milliseconds.
1.10 Flow computer should accept keypad / default entered value when
transmitter is not in used or failed.
1.11 Flow computer must be able to compute flow rate apart from live inputs
(i.e. differential pressure, pressure, temperature, online gas chromatograph)
using below noted inputs:
Diff. pressure
Base pressure
Base temperature
Local Barometric Pressure
1.12 Digital outputs are to be configured high-low line pressure, high-low line
temperature, high-low flow rate etc.
1.13 A/D conversion error in percentage must be less than 0.001.
1.14 a) The clock and time of flow computer required to be maintained the
time and date even with power failure.
b) The flow computer should resume its operation after restoration of the
power.
c) Flow computer must have audit trail facility for logging various events.
1.15 Accuracy of flow computer must be better than 0.1% with smart
transmitters.
1.16 Flow computer to be powered with 24 VDC.
1.17 Flow computer should have fuse protection for over current protection.
1.18 Flow computer should retain data in case of power failure.

1.20 Flow computer should have external printer port.
1.21 a) Flow computer must be interfaced through serial port with online gas
chromatograph for gas composition data.
b) Flow computer should have communication port with Modican Modbus
RTU/ASCII in 32bit IEEE format for communication with SCADA system.
c) Flow computer must have provision to enter gas composition data via
keypad/SCADA in case of communication failure with online gas
chromatograph.
1.22 Sample calculation sheet to be enclosed for computation verification.
1.23 a) Offered flow computer to be supplied with manuals having complete
details of operation and maintenance and complete configuration details
b) Flow computer manuals should have complete details for establishing
communication with online gas chromatograph.
c) Flow computer should have complete details of all the formula being used
for flow computation purpose.

2.0 INTERFACE SERIAL LINK INTERFACE CAPABILITY:


a) Min 3 nos. RS422/RS485 for connection to a Modbus SCADA Data
Network or DCS Supervisory System.
b) Min 2 nos. RS232 Serial ports for connection to a Printer or RTU.
c) One LAN port for Ethernet 10 BaseT (Twisted Pair) connectivity using
TCP/IP protocol.
3.0 DATA SHEET
3.1 TYPE: Electronic Microprocessor based, data entry key board, online user
configurable Flow Computer
3.2 INPUTS:
a) Dual frequency signals from Ultrasonic/Turbine Flow Transmitter (meter
mounted electronics).
b) 4-20 mA DC (2 Wire) from SMART Pressure transmitters representing line
pressure.
c) 4-wire RTD Input.
b) & c) Shall be a part of intrinsically safe circuits.
Transmitters shall have a load driving capacity of 600 ohm at 24 VDC.
Vendor shall note this while choosing the precision resistor inside the flow
computer for converting 4-20 mA signal to voltage signal. Maximum value of
this resistor shall not exceed 250 ohm.
d) RS 485/422 MODBUS from Ultrasonic/Turbine flow meter electronics for
meter diagnostics and healthiness parameter.
e) RS-485/422/232 MODBUS from Gas Chromatograph.
f) Discrete inputs from Ultrasonic/Turbine Flow meter electronics.
g) Additional 4-20 mA DC (2 Wire) superimposed with digital signal (HART
Protocol) from SMART Pressure Transmitters representing inlet line pressure.

3.3 OUTPUTS:
a) 4 - 20 mA DC analog output for corrected volumetric flow rate, line
pressure, line temperature and energy rate (4 Nos.).
b) Output for corrected totalized volume and uncorrected totalized volume.
c) Contact Alarm outputs for unit malfunctioning, process alarm like low
pressure etc. (3 Nos.).
d) RS 485/232C serial output link for SCADA for all signals as specified in
clause no. 2 of this data sheet.
e) RS232 serial port for laptop connectivity.
f) 4-20 mA analog output for I/P of Flow control valve.
g) Other standard outputs available.
3.4 INTERFACE CAPABILITY:
a) Flow computers shall be interfaced with Gas Chromatographs for feeding
online gas composition to flow computer through RS485/232 MODBUS serial
link.
b) Flow computers shall be interfaced with RTU for flow metering data as well
as temperature and pressure, energy flow rate and total energy, corrected
volumetric flow rate and total flow, yesterday's energy total and volume total,
today's running volumetric total and energy total, volume and energy
integrated at 6 a.m. etc.
3.5 KEYBOARD CAPABILITY:
The data entry keyboard shall have the provision to enter the following:
a) Pressure and Temperature base factor
b) Specific gravity and scaling factor.
c) Mole % or composition of the gas to be metered.
d) Report headings, frequency and timing of reports
e) Selection of parameter to be displayed and on-demand printing of reports.
f) Calorific Value.
g) Flow, Pressure, temperature and density values and give compensated
flow for any external conditions.
h) Gas compressibility.
i) The flow computer shall have provision to enter default values of all inputs
(inclusive of gas chromatograph) low/high alarms for all inputs (inclusive of
gas chromatograph) and shall be user configurable. The flow computer shall
use the default values in case of any input goes beyond low/high limit.
j) Other Standard features available.
3.6 ISOLATIONS:
a) Power supply shall be galvanically isolated.
b) Analog I/Os and Digital I/Os shall be opto-isolated.
3.7 COMPUTATION:
a) Volume Flow rate at standard, normal or operator specified base
conditions (sm3/hr).
b) Integrated corrected volume.
c) Energy flow rate and integrated energy.
d) Linearization of temperature input.
e) Generation of Standard and user defined reports at printer. All reports shall
be user configurable.
f) Co-efficient of deviation from ideal gas law as per AGA-8 on the basis of

compositions for flow computers. Flow computer shall have capability for both
AGA-8 and AGA-Nx-19 with user selectable upon application requirement.
g) Previous day's flow/energy (i.e. yesterday's 6.0 a.m. total volume/energy
to today's 6.00 a.m. total volume/energy) & current running total for the day
(i.e. volume totalizer / integrator value at 6.00 a.m. from first day) to be stored
in a separate location (register) and these shall be user configurable.
h) Today's accumulated flow/energy (running total since morning 6.00 a.m. to
current time) and shall be user configurable.
i) Generation of reports for totalized volume & energy at daily (6 a.m.)
weekly, fortnightly & monthly intervals etc. shall be user configurable.
j) All the above data shall also be made available by vendor in the serial links
to RTU.
3.8 FEATURES:
a) Built in online diagnostics to detect proper functioning.
b) Parameters and programmed constants to stored in EEPROM/non-volatile
memory.
c) Super capacitor capable of storing data for three months without power.
d) A minimum memory to log 240 alarms and 240 events for 15 days.
e) Archival of data for up to 15 history points for 35 days.
f) Built-in Closed loop Controller (PID) functionality.
3.9 DATABASE:
a) Current value of each input and output.
b) Minimum and maximum values of selected variables for a period of two
days.
c) Values of selected variables by minute for last 60 minutes and by hour for
last 30 days.
d) Daily averages or accumulations of selectable variables for each contract
day for up to 30 days.
e) Event log databases for last 240 parameter changes.
f) Alarm log database for minimum 15 days alarms set and cleared.
3.10 CALCULATION STANDARDS:
a) Volume flow rate & Total Flow: AGA Report 9 (Latest)
b) Compressibility: AGA 8 (Latest) and AGA Nx-19
c) Energy Rate & Integrated Energy: AGA 5 (Latest)
3.11 ACCURACY:
Calculation accuracy shall be better than + 0.05 % of full scale including
linearity, hysteresis, repeatability and resolution. Accuracy for analog inputs to
be + 0.005 % of FSD at 23C and Analog O/P accuracy to be + 0.1 % at
23C.
3.12 SCAN PROCESSING TIME:
a) The interval between computer readings of process variables shall not
exceed 1 sec.
b) The interval between each cycle for computation of instantaneous flow rate
and totalized flow shall be less than 1 sec.
c) Algorithm and rounding off error for computation shall be within + 0.001 %

Flow Range: Min. 130 to Max. 2500 AM3/Hr, Operating Pressure: 27 kg/cm2
+/- 2 kg/cm2 (approx.), Line Size: 8" (inch).

INSTALLATION,COMMISSIONING&CONFIGURATION
Installation and Commissioning

Standard Notes: 1.0 Items shall be brand new, unused & of prime quality. Bidders shall warrant (in event of order)
that the items will be free from all defects & fault in material, workmanship and manufacture and
shall be in full conformity with the ordered specification. This clause shall be valid for 18 months
from date of dispatch/shipment or 12 months from the date of successful commissioning,
whichever is earlier. The defective items, if any, rejected by OIL shall be replaced by the supplier
at their own expenses. Bidders must confirm the same in their quotation.
2.0 Validity of the offer should be 75 days from the date of bid opening. Bid with lesser validity
will be rejected.
3.0 Quotation should be submitted in triplicate.
4.0 In the event you authorize your dealer/stockist/channel partner to quote on your behalf, the
dealer/stockist/channel partner while submitting bid should mention on the body of the
envelope that they are submitting bid on your behalf.
In the event the dealer/stockist/channel partner do not mention the name of their
OEM/principal on the body of the envelope, the offer shall be treated as unsolicited offer and will
not be considered for opening.
The dealer/stockist/channel partner should take note of above while submitting bid on behalf
of their OEM/principal.
5.0 Bidders are to quote for Unit Material value, Packing/Forwarding Charges (if any), Taxes &
Duties as applicable, Transportation charges (if extra) upto OIL's warehouse at Thaiyat Hamira,
Jaisalmer District(Rajasthan), Payment Terms, Delivery Period, in their offer.
6.0 In the event of receipt of only a single offer against the tender within B.C. date, OIL reserves
the right to extend the B.C. date as deemed fit by the Company. During the extended period, the
bidders who have submitted the bids on or before the original B.C. date shall not be permitted to
revise their quotation.

8.0 Please consider bid closing time as at 15:00 hrs (IST). You are advised to ignore the timing
of 13:00 hrs (IST), wherever it appears.
9.0 The prices offered will have to be firm through delivery and not subject to variation on any
account. A bid submitted with an adjustable price will be treated as non-responsive and rejected.
10.0 Bids received after the bid closing date and time will be rejected. Similarly, modifications to
bids received after the bid closing date & time will not be considered.
11.0 Original signed offer should be submitted in sealed envelope. No offers should be sent by
Telex, Cable, E-mail or Fax. Such offers will not be accepted.
12.0 Bids containing incorrect statement will be rejected.
13.0 Bids shall have no interlineations, erasures or overwriting except as necessary to correct
the errors made by the bidder, in which case, such corrections shall be initiated by the person(s)
signing the bid. Any bid not meeting this requirement shall be rejected.

Special Notes : 1. Bids from parties other than OEMs, OEM's Joint Ventures, OEM's subsidiaries or OEM's
authorized dealers will be rejected. Valid letter of authorization must be provided along with the
offer; otherwise their offer will be rejected.
2. The material supply should be accompanied with test / calibration and warranty / guarantee
certificates.
3. Quotation should be forwarded in a tabular form, enlisting the compliance and deviations of
the technical specifications for ease in scrutiny.
4. The instrument will be inspected by OIL's Instrument Engineeer at supplier works before
dispatch and supplier has to inform OIL for inspection at least 15 days before the inspection
date.
5. Packing must be adequate to avoid damages during transit.
6. Scope of commissioning work.
6.1 Commissioning job will be carried out in Gas Processing Complex at Dandewala (DND-GPC)
which is about 35 Km away from our Guest House, TVC (Tanot Village Complex) and the

distance from Jaisalmer to TVC is 120 Km.
6.2 Installation and commissioning of Gas Flow Computer will be done on the existing panel in
the Control Room.
6.3 Configuration of Gas Flow Computer has to be done as per the specification at site.
6.4 OIL will inform the party after immediately receive the materials at site and supplier has to
inform OIL for the commissioning at least 15 days before the starting the job accordingly.
6.5 Accommodation, Fooding at TVC and Transportation from TVC to DND-GPC for 1 person
may be provided during commissioning period by OIL.
6.6 Vendor must provide Training to four OIL personnel at site on Operation, Maintenance and
Configuration of Flow Computer at the time Installation and Commissioning.
