Dear Sir,
We are submitting this proposal for the above mentioned project based on your
email request dated 23rd November 2013. The proposal details are as follows;
I. GENERAL
1.

Terms Of Reference
1.1. The Client, LDS which is one of the biggest churches in Tonga, will
require topographic site survey and soil investigation for the proposed
LDS church in Fanagloto area.
1.2. The land for survey work will require for the following;

Locate boundary pegs.


Locate existing buildings and key site features.
Set up a temporary benchmark.
Take site levels at a grid of no less than 10 m to show general
site contour.
1.2.5. Contour plan to have increments of no greater than 0.5 m
1.2.6. Locate all fences trees, power poles, and any other services
found on site.
1.2.7. Establish floor levels of existing adjacent roads.
1.3. The geotechnical data will include the following;
1.3.1. Carry out 20 Dynamic Cone Penetrometer (DCP) tests around the
proposed site and at the preferred location for the building to
determine sub-soil conditions and estimate soil bearing capacities.
1.3.2. Excavate 2 bores and conduct overnight percolation test to
determine the rate in which soil absorbs a known volume of water.
1.3.3. Excavate 2 test pit to a depth of 2.0 m. to establish:
1.3.3.1. Profile the sub-soil ground conditions and help determine the
soils classification in accordance with NZS 1547:2000.
1.3.3.2. Determine if current groundwater levels will influence the
existing and proposed disposal system.

1.3.3.3. Confirm sub-soil properties estimated with the DCP.


1.4. Prepare a report showing discussion of results. The report should
provide recommendations on allowable bearing capacities.
2.

Site Observations
2.1. Fangaloto area which is similar to the northeast side of Nukualofa is
generally flat with developed housing structures.
2.2. Water table is expected at 0.8 to 1.5 meters. Actual depth of water
table varies throughout the year.
2.3. All Tongatapu rests on coral limestone having top soil in organic form.

II. TECHNICAL AND FINANCIAL PROPOSAL


1.

Preliminary and Setting up the Works


1.1.

Site Visit. To be able to survey the property, a known point


nearest to the site will be determined. This will be the reference
point for the relocation of survey stakes of the property. The Lands
and Survey, which is a government agency in Kingdom of Tonga
will provide known points of locations nearest to the site.

1.2.

Relocation of Survey Marks. The surveyor shall conduct traverse


to determine the boundaries of the land property. Stakes shall be
placed if necessary to define the boundaries.

1.3.

Topographical Field Survey. After all the boundaries had been


delineated, we shall conduct survey for spot elevations at intervals
to determine its coordinates and elevations. These data points shall
be used to process contours at 500mm required intervals. Scale of
topographical map will depend on size and paper size requirement.

1.4.

Orientation. The survey shall reflect the true north and orientation
of boundaries.

1.5.

Levels and Details. The unit of measurement shall be metric. All


existing structures shall have spot elevations. i.e. roads, fences,
electric power poles, roads, culvert, manholes and selected
elevations within the land property. The levels are based on an
arbitrary datum, taken on one of the boundary pegs.

1.6.

Survey of Possible Ground Obstructions. All ground elements


that may affect the layout of the building shall be included.
Elements like trees (width and spread of leaves), fences, bush,
power poles and cable runs shall be reflected on plans.

1.7.

Survey of Utilities. All commercial utilities such as Sewer and


drainage pipes, Manholes, and Water Distribution Pipes shall be
included on plans. Different line types as reflected on legends shall
be used for identifying type of utility. Flow direction of existing
storm water drainage will be shown as well.

1.8.

Processing of Contours. After all Field data have been gathered,


these points shall be processed by a software tool from TOPCON.

1.9.

Preparation of Drawings. All survey data shall be drawn on a


scale of 1:500. The following outputs are as follows;
1.9.1. Topographical Map of the Site with corresponding data in
Items 1.6 and Items 1.7
1.9.2. Longitudinal Profile in the North-South direction.
1.9.3. Cross Sections in the East-West direction.

1.10. Surveying and Soil Test Equipment: All surveying equipment,


soil testing and software required for works will be provided by ITS
Pacific Ltd either thru their own inventories or hiring.
2.

Scope of Works
2.1.

General Site Survey. General Site Survey will consist of, but not
limited to the following;

2.2.

Locating boundaries of land.


Locating existing buildings (if any) and key site features.
Establish Benchmarks
Take site levels at a grid of no less than 10-meters to show
general site contour.
During processing of data, contour interval of no less than
0.5 meters.
Locate all fences, trees, power poles, roads and any other
services.
Establish floor levels of existing buildings (if any) and of
adjacent roads.

Geotechnical Survey. General Geotechnical Survey will consist of,


but not limited to the following;
2.2.1. Carry out 20 Scala Penetrometer (DCP) tests around the
proposed buildings locations, tests will be concentrated in
that area to determine sub-soil conditions and estimate soil
bearing capacities.
2.2.2. Excavate 2 bores and conduct overnight percolation testing to
determine the rate in which soil absorbs a known volume of
water.
2.2.3. Excavate 2 test pits to a depth of 2.0 m. to establish:
2.2.3.1. Profile the sub-soil ground conditions and help determine
the soils classification in accordance with NZS 1547:2000.

Soil profile may only be determined if above waterline.


ITS Pacific Ltd. does not possess an equipment to
determine soil profile below the water table.
2.2.3.2. Determine if current groundwater levels will influence the
existing and proposed disposal system.
2.2.3.3. Confirm sub-soil properties estimated with the DCP
2.2.3.4. Prepare geotechnical investigation report.
Flood Mapping
3.1. Determine
a catchment size and area which site is within,
determine contours, runoff coefficients and rain fall intensities,
model the runoff on different storm intensity, map extend of
flooding within the catchment, determine if site is inundated and
recommend floor levels
Deliverables
4.1. One set of check print to Architecture Vavau on draft drawing
Submission.
4.2. One set of Final Draft Drawing to be submitted to Architecture
Vavau.
4.3. 6 Sets of Approved Survey. The drawings shall be printed on A3
size white medium.
4.4. 3 sets of Geotechnical Report
4.5. One CD in electronic form (.dwg File) compiled in a CD.

5.

We maintain a level of professionalism and a degree of confidentiality
toward our work engagement to preserve steadiness, trust and
confidence to our clients. All the technical planning, survey and detailed
engineering designs and documentations made in ITS COMPANY LTD
have insurance. We take in effect insurance policies under Federal Pacific
Insurance a Public Liability (PL) Insurance of TOP $ 1,000,000.00 and
Professional Indemnity (PI) Insurance of TOP $ 1,000,000.00. These are
policy insurance plans that apply to all ITS Designs, Construction Plans
and documents made for public use. We are giving assurance of our
work in all honesty and integrity. We are proud to give you reliable and
efficient structures.

6.

Project Duration
6.1. For Items 1.1 to 1.9 of the Technical and Financial Proposal, the
duration shall commence upon signing of this agreement. Our
estimated working period shall be a total of Twenty (20)
CALENDAR DAYS.
6.2. The duration shall not include client/owner review.

7.

Professional Fees
Our Professional Fee for rendering detail surveying work for shall be the
amount of Sixteen Thousand and Five Hundred and Ninety Four
Paanga and Fifty Seniti (TOP$ 16,594.50) inclusive of tax. Refer on
the table below for detailed costing.

8.

Payment Schedule

III.

100% Payment upon completion of each task proposed.


All cash and checks shall be payable to ITS Pacific Ltd.

STANDARD PROVISION OF THIS AGREEMENT

1. Clients Responsibilities
The Client is referred to as the Owner of the building while ITS Pacific
Ltd. is referred to as the Consultant. The owner has to make the
payments to the consultant an amount according to the payment
schedule.
2. Payment Conditions
Payments will be made within 30 days of the work stages being
completed, accepted and following the approval of the invoice by the
Architect. The Architect will approve or redirect the invoice within 7 days
of receipt.
Should you be amenable to the foregoing terms and conditions, kindly
signify your approval on the space provided hereunder.
