Florida is only ONE State in the United States but ALL STATES share the same problem with super bacteria cultures on aerators for
faucets in lavatories as well as kitchen areas. People are ignoring the same issue in homes for some 35 years or more never changing the
thoughts and not being professionals or medical doctors each does not understand BACTERIA/MOLD/FUNGI thinking that the Chlorine
addition of some 2-5 Parts Per Million of Cholorine KILLS EVERYTHING making tap, well, river, lake, stream, sea water SAFE when the
reverse is true.

Home owners on WELLS pay the State Lab perhaps $7.00 to test their water thinking the STATE LAB TESTS FOR EVERYTHING when
in fact the lab only is testing for E COLI BACTERIA in the water. Such is the reason entire communities as well as ALL WELLS suddenly
have sickness with the County or City having to provide water to all of the areas and no one is allowed to use the wells or drink the water.
Sadly my professional experience in Plumbing since 1974 plus licenses and training make me the MESSENGER OF DEATH relative to
bacteria/mold/mildew/fungi issues other elected officials felt were taken into account for years, especially in Hillsborough County, Florida.

Everyone knows renting a home, apartment, room, motel, hotel, cruise ship cabin, mobile home, even aircraft or boat has some hidden
dangers but few realize the SUPER DANGERS of those holding tanks, hot water heaters, cold and hot water lines, faucet aerators and
shower heads full of KILLER bacteria/fungi/mold/mildew which when thought about will and can easily make people sick and kill some. As
stated earlier in a post I ONLY DRINK DISTILLED WATER for a specific reason that it is the only PURE CLEAN WATER one can ingest
being sure no pesticides, trace metals, bacteria, fungi, DRUGS DILLUTED and other chemicals or additions are GONE! Sure it is selfish

but remember how many die each year and how many get sick, even in our schools, day care facilities, hospitals, jails, homes, businesses and
even cruise ships. Such is avoidable and how much is a life worth, even those of elected officials thinking buying bottled water or filtered
water is the answer.

Now comes the question: What is a problem I can do something about quickly ! The answer is remove all faucet aerator internal plastic
components to not give a breeding ground for bacteria/fungi/mold/mildew then make sure all SHOWER HEADS are placed in a solution of
pure bleach keeping in mind that I personally use a 3% solution of 35% food grade hydrogen peroxide sprayed on any item to
decontaminate same. Check with Pharmacist and Hillsborough County Commissioner ROSE FERLITA to see how dangerous using 35%

As a State Certified Plumbing Contractor I am amazed that two County Employees are hired, sent perhaps to UF/TREEO or some coffee
clutch certification on testing backflow assemblies then allowed to REPAIR, INSTALL backflow assemblies without super supervision and
County Chief Plumbing Inspectors intervening and checking all work so that use of GALVANIZED PIPE DIRECT TO BRASS OR USE OF
PVC IS 'ZERO TOLERATED' AND ONLY BRASS OR COPPER IS USED WITH APPROPRIATE WYE STRAINERS PROTECTING
ALL OF THOSE SCHOOLS WITHIN THE CITY OF TAMPA OR HILLSBOROUGH COUNTY AND OTHER CITIES.

I HAVE REPORTED A WEB SITE TO THE FEDERAL BUREAU OF INVESTIGATION NO LESS THAN THREE TIMES WHERE
MR. DAVE BROWN SHOWS CLEARLY HOW TO KILL EVERYONE IN A SCHOOL USING SOME $35.00 WORTH OF PARTS

Check the records at your school and do look for the UPPER RIGHT HAND DATE IT MUST BE TESTED BY PLUS THE NBP AND ID
NUMBER IN THE UPPER LEFT HAND CORNER then realize that RARELY would two of your employees go inside the City of Tampa or
County Properties TESTING EACH AND EVERY ASSEMBLY when 1200 are involved WITHOUT BEING TOLD WHEN TO TEST BY
MR. ROBERT DICECCO WHO IS ON VACATION VIOLATING ALL FLORIDA ADMINISTRATIVE CODES, VIOLATING COUNTY
ORDINANCE 03-6 PLUS ENDANGERING EVERYONE WHO VISITS, LIVES, WORKS OR GOES TO SCHOOL IN HILLSBOROUGH

WHO USE THEM TO SEND FLYERS TO PEOPLE NEEDING TESTING PLUS SAVE THE COUNTY THOUSANDS OF HOURS
INVOLVING PEOPLE WHO LOOSE OR DOG EATS THE NOTICE AND US CONTRACTORS HAVE THE SAME PDF TO PRINT

Mr. Dicecco stated HE WAS ADVISED TO STOP PRINTING THE NAMES OF OWNERS BECAUSE SOME PEOPLE WHO WORKED
IN LAW ENFORCEMENT IN OTHER COUNTIES DIDN'T LIKE RECEIVING MALE ADDRESSED TO THEM..... Odd that the
County Property Appraiser has the names on their home owner records. Mr. Dicecco also stated HE HAD BEEN INFORMED NO
FURTHER TESTING IN HILLSBOROUGH COUNTY FOR BACKFLOW ASSSEMBLIES WOULD BE COMPLETED UNTIL DEP OR
SOME OTHER AGENCY REVISES THEIR FLORIDA ADMINSTRATIVE CODE SECTIONS AND THAT HE HAS BEEN TOLD
EVERY MONTH NOT TO SEND OUT ANY DOCUMENTS INDICATING TESTS ARE DUE FOR THAT SAME REASON.....of course
the NAME of the person stopping mandatory testing is never given !

Do not believe ME folks. Check out Florida Administrative Code Sections 62-555-360, 62-550-200, BOCC Hillsborough County Ordinance
03-6 on file with the Clerk of Court and modified illegally in felony actions by Water Department Employee Robert Dicecco under color of
law or authority committing multiple FELONY ACTS OF UTTERING A FORGED INSTRUMENT/DOCUMENT ON FILE WITH THE
CLERK OF COURT SINCE 2003.

Pull a few AERATOR internal components and have the COUNTY LAB at Kennedy and Nebraska do a PETRI DISH TEST FOR
BACTERIA COLONIES in schools, buildings or jails..... THEN REMOVE THE INTERIOR COMPONENTS leaving the slick chrome

FLORIDA ADMINISTRATIVE CODES AND COUNTY ORDINANCE 03-6 WHICH COULD TAKE THE LIFE OF SOMONE IMMEDIATELY !

Thank you for the kind and prompt reply to this dangerous reported issue on failure to test assemblies for over 20 months next month. You will have
to look at the files and SEE when your different assemblies were notified with expiration months in the upper right hand corner and ID Numbers in
the Upper Left hand Corner for each assembly. I believe you will confirm NO NOTICES WERE SENT by Mr. Dicecco and we are trying to STOP
ANY FURTHER DAMAGE AND CONTAMINATION through our reporting of same PLUS warning about faucet aerators containing bacteria
which need to be removed from all facilities and buildings for obvious and confirmable reasons. Each facility should have a file for backflow
assemblies and the documentation should come from Mr. Dicecco each month for each location previously tested in the same month. It should only
take your staff 120 days to test 1200 assemblies using 10 per day for TWO as a goal…..look at the file documents and see if they are originals sent
from Mr. Dicecco or CATCH-UP BLANK UNITS filled out by your staff and dated accordingly which is usually NOT THE CASE !

Within Hillsborough County, Florida we just came back from a facility where the last test was 06/2008 on the tag of a 6 inch assembly. The
INSPECTION form normally sent out for each facility has NOT been issued from Hillsborough County Water Department since early 2009 and sadly
UNLESS the County SENDS YOU A FORM like other Commercial and Residential Customers NO ONE TESTS ANYTHING. Mr. Robert Dicecco
has NOT mailed out anything for some 20 months to many customers thus they are not tested ANNUALLY under existing F.A.C. and County
Ordinance 03-6 Appendix B. I urge you to notify ALL included on this Cc area as to your findings and request IMMEDIATE DOCUMENTATION
be forwarded to get all tested immediately keeping in mind I can attach the COMMERCIAL files in Microsoft Excel listing each and every unit at all
locations as we do have the full list from 08/2009 including additions which show tests due in 2010.

Now for a REAL FEAR of mine from experience. Anytime a School is shut down for several weeks, children and staff leave but the water lines are
STAGNANT with chlorine leaving the lines within one or maximum two days….you do not desire to know what is there in the water when school
starts again. I tell all to take off ONE AERATOR in the men’s room, one aerator in the ladies room and one aerator in the kitchen then do a PETRI
DISH BACTERIAL CHECK at a lab like the county lab over on Nebraska and Kennedy to see exactly what the children are drinking or washing
onto their hands PLUS one SHOWER HEAD must be removed in either a men or women facility SHOWER ROOM and also tested. I recommend,
as a professional that ALL AERATORS have the internal components removed in sinks, kitchen sinks, wash sinks and then the plastic THROWN
AWAY but the nice shiny stainless or plated metal be placed back on the faucet. Showers with shower heads I recommend a 20 minute dip in a
solution of normal high concentrate BLEACH like in a cup or container someone can push up from underneath allowing 4-5 inches of bleach to sit
around and into the shower head UNLESS the staff are going to remove same and learn to use Teflon Tape to get it back without leaking. Such will
also save lives and sickness at HOME if you think about it and do the same thing.

You need to clearly REVIEW the tags and reports filed with dates involving specific test dates not more than one year apart for testing assemblies.
My information was clearly that Mr. Robert Dicecco had been STOPPED from sending any test forms to anyone thinking there was some type of
MORATORIUM on testing….20 MONTHS is a little weird when the Florida Administrative Code and BOCC Ordinance 03-6 is specific along with
our being the ONLY COUNTY NOT TO BE COMMANDING ANNUAL TESTS OF ALL BACKFLOW ASSEMBLIES. When I sent forth the
information in early 2008 and 2009 I received a list paid for of all assemblies and locations to be tested both belonging to the County, Private
Corporations and Private Residences or buildings. That was stopped I believe in July of 2009 thus those tested in August 2008 NEVER GOT
TESTED THROUGH TODAY because Mr. Dicecco thinks they do not have to be tested when the state indicates otherwise.

A fire line can leak then flow backwards enter potable water lines, even at schools. Closing down the school without anyone DAILY RUNNING
CHLORINATED WATER INSIDE LINES HOT AND COLD IS FRIGHTENING ! The buildup of cooking area faucet aerators or rinse heads let

alone shower heads and sink faucet aerators or even water faucets which are supposed to have chlorinated water protection indicates BACTERIA
levels. Hot water lines with a smell like ROTTEN EGGS is an algae bloom which must be shocked or chlorine shocked perhaps. Outside facilities
NOT USED like sports fields, sports water faucets or drinking fountains are NOT NORMJALLY receiving any attention during breaks which are
longer than a weekend. TWO DAYS Sunday and Saturday are perhaps acceptable but IF personnel are in the school cleaning items it may pass
bacteria tests with the water but the AERATOR or SHOWER HEAD will fail every time. Check with your men who test, repair and work on
painting backflow assemblies….tell them a weird man named Sun City Dave has given clues for most schools on how to kill kids in school using a few
tanks and items purchased at a local hardware store with specific contents pressurized. PUT PLUGS IN ALL TESTCOCKS, PUT ALL
ASSEMBLIES INSIDE CHAIN LINK FENCES WITH LOCKED DOORS TO KEEP PEOPLE FROM DOING ANYTHING WEIRD LIKE
TRYING TO PUSH CHEMICALS INTO POTABLE WATER LINES.

Keep in mind the TWO PERSONS certified to test may not be certified to REPAIR assemblies and quite frankly 1,200 is quite a large task to keep
tested in one year plus repair, paint and keep checked, especially the larger assemblies.

Do pass this on to all in the school system as we are only the MESSENGER…not the enemy. Ruth is 80 years old and I am 70 but we have been
working SOLELY doing backflow assembly testing, repair and installations as licensed Plumbing Contractor since 1986. I NEVER….. NEVER
would use galvanized piping or PVC piping on any backflow assembly and BOCC County Ordinance 03-6 Appendix B forbids PVC regardless of
what Inspectors might say or approve verbally.

Ask the County Commissioners about what was approved in 2003 under Board of County Commissioners County Ordinance 03-6, especially
APPENDIX B which is PAINT SPECIFIC as many assemblies are not with piping painted and protected with BRASS PLUGS OR BRASS CAPS to
keep people from turning on the water at test cock areas. WATER COSTS MONEY !

Hope the information can be CONFIRMED that those 1,200 units IN THE CARE OF TWO MEN DIDN’T RECEIVE MONTHLY REPORTS FOR
EACH UNIT THUS HAVE NOT been tested because Mr. Dicecco has not sent OUT DOCUMENTATION FOR OVER 20 MONTHS commanding
same to be returned to his office with Water Department somewhere on Falkenburg Road. Near the County Jail facility. Not ONE COMMERCIAL
OR RESIDENTIAL CUSTOMER RECEIVED ANY NOTICE TO TEST ANY UNIT ON PROPERTY and we have the Microsoft EXCEL files for all
who are due annual testing and the test command letters have been held up for over 20 MONTHS giving Mr. Dicecco and others in the Water
Department a BREAK ! All dangerous to the people who work, visit or use the facilities involved. THAT WAS REPORTED TO THE COUNTY
ADMINSTRATOR, GOVERNOR AND BOARD OF COUNTY COMMISSIONERS PLUS LEGISLATIVE DELEGATION.

Thank you for you comments and concerns. The administration and staff of the Hillsborough County School District places the health and safety of the staff
and students at the very top of the priority list and to that end safe clean potable water is always a primary concern.

Please be assured that we fully understand and adhere to the regulations concerning the installation and maintenance of Backflow Assemblies.
In the Sites & Utilities Department, we employ two (2), full time, State of Florida certified inspectors whose full time primary job function is to inspect,
maintain and, if necessary, repair or replace the more than 1,200 backflow units that are located at district property throughout the county.

Details: We have asked Governor Charlie Crist to consider using the Florida Department of Law
Enforcement to INVESTIGATE THE UTTERING OF FORGED COUNTY ORDINANCE PAGES MODIFIED DIFFERENTLY
FROM OFFICIAL FILED RECORDS OF THE CLERK OF HILLSBOROUGH COUNTY FLORIDA plus the failure to
follow Florida Administrative Codes, Federal and State Laws plus County Ordinance 03-6 which
mandates ANNUAL TESTING OF EACH AND EVERY BACKFLOW PREVENTION ASSEMBLY WITHIN THIS COUNTY PRIVATE
AND COMMERCIAL, INSTITUTIONAL OR EVEN FEDERAL PROPERTIES which endangers everyone in this county
plus all MILITARY working and living in this County.

You and the County Commission were made aware of the Schools at all levels closing down
facilities for WEEKS involving Vacations with no one running chlorinated water through the water
lines hot and cold allowing truly unbelievable amounts of SUPE BACTERIA to form in hot and cold
water lines then when the children or adults return THEY are victims to the consumption of
bacteria and THEY WASH IN HIGH BACTERIA COUNT WATER PLUS MAKE FOOD WITH THE HIGH BACTERIAL COUNT
WATER which is inexcusable once reported by a Professional and reviewable by the Hillsborough
County Health Department, School Board and more importantly County Commissioners and
Administrator of Hillsborough County, Florida. Review of SHANDS HOSPITAL DEATH FROM
LEGIONNAIRES DISEASE TRACED TO A FAUCET OR DADE COUNTY HOTEL LEGIONNAIRES DISEASE DEATH RECENTLY
TRACED TO ANOTHER FAUCET SHOULD SEND UP RED FLAGS once a professional points out the schools and
Universities are allowing super bacteria to form in unused buildings with stagnant water OR whe
