With this further definition of our proposal, we intent to reaffirm the main aspect of
our project: to redefine the limit between the Park and the city.
Our belief is that the space of the Park must indeed be regarded as a precious
space for the inhabitants, a space that must remain prevented from any urban
colonization, whether organized or not. On the other side, we must assess the
urgent need for new urban infrastructures and public buildings. Rather than to
combine those two requirements in a soft and potentially moving transition, we
would like to reaffirm a strong limit. This limit is designed in relation with local
singularities, allowing a clear territorial distinction between the city and the Park.
Since it would be impossible and probably too authoritarian to build this limit at a
single time, we propose to design it in separate stages. The second phase of this
competition gives us the possibility to clarify this chronological fragmentation, and
specify in detail its first moment. All the phases presented here must be
understood as produced by the same process though individually autonomous.
PHASE A
The first phase of the project is the construction of the Public Service Center. The
city extends at the northern edge of the Park in order to integrate a new building
for the public administration. This extension taking place in a portion of the former
area of the Republican Guard, is limited by a new street that defines a clear border
for the Park. The Public Service Center, a building of 12500m (+400 parking
spaces), is defined by its ability to manage a certain ambiguity between its form
and its function, between its capacity as a structure and its versatility as a potential
of uses. It is conceived as a public monument, as a constructed environment
which does not seek to produce a sign in advance but may ultimately become one.
In other words, a realistic building detached from any rhetorical effect.
Along the new street we create a few facilities by constructing new devices
(Chopin Square) and renovating existing buildings (Information booth, House of
the Park). These facilities are designed for the citizens in order to humbly signify
the end of the city and the beginning of the Park.
PHASE B
The second phase of the project will be the redefinition of the border between the
new Public Service Center area and the dike along the lake. This phase will
include an extension of the Park (in the remaining area of the former Republican
Guard) and the renovation of the actual sport field.
NEXT PHASES
The project will continue to extend its logic of redefinition of the border all along
the Park by focusing on understanding the specificity of each urban and landscape
situation.
