HSSE Policies and Mandatory Rules COP 1


1.0

Introduction and Scope


This procedure is part of a suite of procedures that underpins the OKIOC
Operations Health, Safety, Security and Environmental Management System
(HSSE-MS).
This procedure covers the requirements, application and techniques used by
OKIOC in the process of HSSE Policies and Mandatory Rules.
Where appropriate this procedure cross-references other OKIOC procedures or
the EP 95 series of Shell HSSE Documents.

2.0

HSSE Policy

2.1

The OKIOC Health Safety and Environment Policy is in Section 2.1 of the
OKIOC HSSE MS manual and is reproduced in Appendix A of this COP.
The HSSE Policies quoted in the HSSE MS are the highest level of the HSSE
Management System, providing an overview of how the Company is managed to
achieve its HSSE objectives.
Bilingual posters of the Corporate HSSE Policy, signed by the Chief Executive,
are placed on notice boards. Copies of the Corporate HSSE Policy form part of
contract documents, including contracts of employment. (Appendix A)
No activities will be started until the risks have been evaluated and controls put in
place. (COP 3) If the risks change due to, for instance, a change in the
nature/schedule of work activities, the risks will be re-evaluated and, if necessary,
work stopped.
Personnel working for OKIOC will be made aware of the six HSSE
Commitments and Targets as set out in the HSSE Policy. (Section 2.1 HSSE
MS)

3.0

Mandatory Rules

3.1

Mandatory Rules are established within the OKIOC HSSE MS and form part of
all contracts, including contracts of employment, and will be given to employees
during induction as part of their OKIOC passport. They are also reproduced in
Appendix A of this COP.
Guidance on Mandatory Rules is given in the form of OKIOC Operations
Instruction 0.01, OKIOC Mandatory Rules With Explanatory Notes For
Operations.
The procedure and authorisation for deviation control is described in detail in
COP 7.

A1 OKIOC Health, Safety and Environment Policy


Success in our business requires planned and systematic identification, elimination and reduction of all
risks at all levels.
The control of health, safety and environment risks is as important as any other business control.
Activities will not be started until the risks have been evaluated and controls put in place.
Equally if risks change they must be re-evaluated and, if necessary, work stopped.
All injuries and occupational diseases can and should be prevented. Spills should be prevented and
environmental impacts kept as low as reasonably practicable.

The policy is implemented through the following commitments:


All activities will comply with legal and regulatory health, safety and environmental requirements, as a
minimum.
Health, safety and environmental protection are the responsibility of the line manager and supervisor in
charge of the work.
Everyone will know and comply with the mandatory rules, including stopping unsafe work.

HSSE performance will be publicly reported and discussed.


Everyone will search for continual improvement in health, safety and environmental protection.
Contractors will follow the same principles as OKIOC in support of the shared targets.

A2 HSSE Target
Employees and contractors combine to match the best company HSSE performance in the international oil
industry, with:

No serious injuries, pollution or occupational health problems.

Residual negative impacts on health, safety and environment are analyzed and systematically reduced.

A3 Secondary HSSE Policies


A3.1 Travel Policy
General Application
The policy applies to employees of OKIOC. Contractors' employees will travel at times on Contractor's
business and at times on OKIOC business. When on OKIOC business, Contractor's employees will comply
with this policy, when on Contractor's business they should follow Contractor's travel policy, which should
be consistent with OKIOC's.
Safety
Travel accidents are the cause of most fatalities in E&P operations, and most of the inherent hazards are
outside the Company's control. It is therefore important that risk and exposure are minimized by
eliminating unnecessary travel, by selecting the most suitable type of transport and by selecting the safest
equipment of that type.
Air travel by scheduled jet is the safest (per kilometer) form of travel, followed by train travel. Bus, car and
helicopter transport should only be used where scheduled jets or trains are not practical. [Though this policy
is based on UK statistics, the relative risks of the different forms of travel in the FSU will be much the
same, even if the absolute risks differ.]
Health
Travel is also a major source of stress and it is in both the Company's and employee's interests to minimize
this stress in order to be effective at the destination. All OKIOC employees on Company business,
including rotators on crew change, are entitled to travel in Business Class on air transport and First Class on
surface transport. If the most suitable flight does not have available seats in Business Class, employees are
entitled to
travel First Class where this is available on the same flight.
Stress is lower when travelling for annual leave and training courses so fixed-date Economy Class is
standard as the ability to change dates is not required.
If the total journey involves more than four time zones, employees are strongly encouraged to schedule
their programme to allow a day of rest before starting work at the destination. Supervisors will endorse
reasonable stopover arrangements that provide this.

Weekend travel should only be justified if the schedule at the destination cannot be changed to
accommodate weekday travel.
Specific Requirements:
Fixed Wing Aircraft
OKIOC follows the aviation policy of Shell Neft in Moscow as expressed by their Aviation Manager
(AM),intended to restrict travel to the most reliable aircraft types, operated and maintained to verified
international standards:
Where a destination in the Former Soviet Union (FSU) is served by an international operator, these flights
are to be preferred.
Within the FSU choice of scheduled flights is to be restricted to World Airways Guide (WAG) flights with
SU(Aeroflot) or UN (Transaero) flight numbers, flying Russian planes designated as TU3, TU5, YK2,
ILW, or
Western planes. Approval has also been given to charter flights operated by Bristow, Clintondale, or
Malev. Other charter operators may be used subject to satisfactory audit (contact AM).
Train
Where most of an internal journey can be made by train, this should be preferred to bus, car or helicopter
travel. While not mandatory, employees should not travel alone and one of the party should be capable of
simple factual communication in Russian. If available a complete compartment is to be booked.
Water Transport
In Summer, if available, approved scheduled water transport should be used in preference to car, bus or
helicopter transport where practical. Weather limitations must be explicit for open sea transfers, and such
transfers are voluntary under all weather conditions. Travel on deck is only permitted when wearing a lifejacket.
Bus and Car
Buses are marginally safer than cars, and for larger groups one bus is considerably safer than a number of
cars (at least for third parties).
All the risks which are under the Company's control should be minimized though this still leaves the half of
the risk due to other drivers. In addition to the mandatory rules (see plasticised card) on journey
management, alcohol, speed limit, seat belts, off-road use and driving at night, professional drivers are to
be preferred for long journeys (over one hour) and continuous driving without a break should be limited to
two hours at a spell. The
passengers must be able to communicate with the driver, via an interpreter travelling as a passenger if
necessary.
No OKIOC employee or contractor may travel in a land vehicle on ice over the Caspian Sea. Main ice
roads inland, built to State standards, may be used by OKIOC vehicles providing either the vehicle carries
communications capable of reaching office/base or it is accompanied by another vehicle. The ice road
section must be travelled in daylight if it is not lit. Minor ice roads should be treated the same as off-road
driving and also travel permitted only in daylight.
Helicopter
Helicopter transport is only to be used when there is no other practical means of transport. Employees and
contractors may not travel in single engine helicopters.

OKIOC follows Shell Neft aviation policy on helicopter use. Helicopters must have sufficient reserve
power to cope with an engine failure on take-off. The only FSU helicopter that meets these requirements
for passenger service over land is the Mil Mi 17 (also known as Mi 8 MTV/AMT), and then only with
limitations on the passengers and freight that can be carried, the removal of the internal extra fuel tank and
specific requirements for the particular machine (e.g. nominated tail numbers) to be used, and pilot
experience. The contractor
operating the helicopter must also be approved by SAL for OKIOC use. The Mi-17 is not approved for
routine flights that would require landing on water in an emergency. It can be used for medevacs over water
if the case is urgent and cannot be handled by an approved helicopter.
Medevacs at night or in bad weather must be authorized by the Emergency Response Coordinator.

A3.2 Drugs and Alcohol Policy


The Company will in principle give the same consideration to employees and contractors with
dependencies on alcohol or drugs as it does to those suffering from any other disease, and it will not intrude
into their home lives. The Company will assist in procuring effective treatment and conscientiously
undergoing such treatment will not jeopardise return to employment. Pre-employment medical tests will
include tests for drugs and alcohol
dependency.
All legal drugs obtained by legitimate prescription must be declared to the Company Medic when brought
onto Company premises, no other drugs are allowed.
Drugs or alcohol at work sites, including offices, will not be tolerated. Employees under the influence of
drugs or alcohol will be considered unfit to perform their duties, including standby duties, and barred from
transport to the workplace or removed from the workplace. Employees in critical positions, or those who
have had abuse problems, will be subjected to random or regular testing for the presence of drugs or
alcohol, and testing may
also be required of anyone involved in an incident. All company premises will be subject to random search
for drugs and alcohol. Personal baggage may be searched before boarding transport to the workplace and
any contraband found will be confiscated. Disciplinary action up to and including dismissal will be taken if
the rules
are breached.
In Company accommodation local rules will be posted and enforced. No alcohol will be provided at
Company functions except those which are:
held out of working hours,
away from Company work premises, and
with transport provided by the Company.

A3.3 Smoking Policy


In principle, no one should be exposed to others smoke in their place of work or in common areas without
their express consent. Smoking is not permitted in meetings, in Company transport or common areas.
Individuals may smoke in their own office only if they have the consent of all other occupiers of that office,
whether these others are present or not. Even where they have the consent of the other occupiers, they still
require the consent of visitors present. One room will be provided in which smoking is permitted, for those
who can not get consent to smoke elsewhere.
The Company will actively encourage smokers to give up, tobacco will not be provided by the Company
nor will it be available for sale on Company premises.

A3.4 AIDS Policy


The Company does not discriminate on grounds of health between employees who are HIV positive and
those who are not. However the Kazakh authorities require HIV testing of applicants for multiple entry
visas and residents.
General screening for AIDS will not be required. Patients who are HIV positive will be treated as any other
patient, and their fitness for work will be decided by the Company medical officer in the normal way.
Medical procedures will be followed at all times to prevent the transmission of AIDS, whether or not AIDS
is present. Refusal to work with an AIDS carrier will be dealt with as any other refusal to work.

A4 Mandatory Rules
A small number of rules that must be followed by employees and contractors at all times:
Deviation requires written permission from senior OKIOC Supervisor with a copy to GM
Everyone is authorised to stop any activity that is in breach of mandatory rules

1 General
No fighting or horseplay, at work or in camp
No personal weapons permitted on Company property
No hunting or fishing by employees or contractors from company facilities

2 Drugs and Alcohol


No smoking except in areas designated as smoking areas
No alcohol during working hours, including travel and breaks, and duty-roster periods, with random
breath-testing
No alcohol brought on to work sites
Declare drugs or medication with doctors prescription for prescription drugs.

3 Vehicles
Company vehicles driven only by drivers qualified (by Co.) for that vehicle
No driving permitted in the field between 22:00 and 06:00.
No vehicles on production facilities without a hot work permit
Seat belts worn at all times in all vehicles by all passengers and the driver
Road tanker speed limit 50 km/hr
All vehicles speed limit 80 km/hr

4 Journey Management
All vehicle journeys to be logged before departure with route, report time and place, except within
Almaty and Atyrau city limits.
Travel in the field requires two persons with mobile radio

5 Access
Each working group in the field to have two trained first-aiders and communications with base.
No one will work on his or her own in the field outside of normal working hours

Safety harness to be worn when working more than 2 meters above ground unless on a platform equipped
with hand rails and toe boards
All working offshore to have passed a swim test.
Life jackets to be worn at all times over water except in the cabin of a passenger craft.

6 Operation
Clean up of every spill to be initiated by department involved on the day of the spill
No equipment may be used outside its design envelope
All changes, apart from like-for-like, require the managers authorization.
Permit to Work required for all but routine operations (not requiring tools or opening up pressured
equipment) and conditions to be followed
Hot work permit required for all hot work and fires, wherever.
Electrical equipment to be maintained only by registered Competent Electrical Persons

7 Defences

Safety hat, glasses and boots to be worn at all work sites outside accommodation and offices
Full flame retardant clothing to be worn on hydrocarbon facilities and drilling rigs
Hearing protection to be worn in all designated high noise areas
No work when work site temperature (with wind chill) is below -40 o C

8 Lifting

Lifting equipment to be used only by registered operators


Only registered lifting equipment marked as in-date to be used
Cranes to be used with a banksman unless the operator is located at the point of lift.
Mobile cranes (exc. side boom) not to travel with loads on hook.

9 Hazardous Materials

All hazardous material containers to be marked


Ionising sources to be handled only by registered persons unless shielded for transport
Explosives containers clearly marked and segregated
Detonators transported and stored apart from explosives

10 Incident Reporting

All incidents with potential consequences to be reported and investigated to prevent recurrence.
All spills, damage or injury, however slight, to be reported to the OKIOC site supervisor the same shift
Incidents which cause, or have the potential to cause, fatalities, major equipment damage or a major
spill will be investigated by a team led by the acting line manager responsible for the people involved.
