Chapter 1: Introduction
1.1 Origin of the Report
This report has been prepared to make a study on the CSR Activity of Government Bank
in Bangladesh as a part of the fulfillment of thesis program required for the completion of
the BBA program of the Accounting Faculty of Business Administration of East West
University. The report was prepared under the supervision of Tanjila Hossain, Lecturer of
Business Administration of the East West University. I am very much thankful to her for
assigning me such a topic for my course work.

1.2 Background of the Report


Now a days CSR is an important issue for the business sector and corporate world. Business
organization goals are driven by the society. So Business organization has some
responsibilities for society that deals with economical and environmental issue. In
Bangladesh banking sector CSR is started form few years back. Government banks are also
involved with corporate social responsibility that monitor by Bangladesh bank. This project
report is prepared for course BUS-498 which is required for the completion of the BBA
program, and prepared under the supervision of the course instructor. The report was prepared
under the supervision of Tanjila Hossain,, Lecturer of Business Administration of the East
West University. The thesis supervisor authorized me to submit the report on CSR activity
of Government Banks in Bangladesh

1.3 Objective of the Report


The main objectives of the study are to learn about corporate social responsibility and see
whether Bangladeshi bank are doing different CSR activity and theories of corporate social
responsibility In broader sense the objectives to be covered under the study are:

To find out about what is corporate social responsibility


To find out about the different areas covered in corporate social responsibility
To find out about what parts of corporate social responsibility are used by the banks in
Bangladesh

1.4 Scope of the Report


The scope of this study was strictly confined to the annual report & personal contact with the
employees of Bangladeshi banks. To collect the information I took interviews of employees
working for these banks. All other data related to the corporate social responsibility was
collected from web sites of those companies annual reports, different journals, Investigative
study method is used in writing this report. This study method was significant for me because
before this study I have not enough understanding to proceed with such type of project work
also on this topic. This study is characterized by flexibility and resourcefulness with respect
to the methods, formal research method employed by investigating various financial
institutions, bank in Bangladesh and obtaining information by asking question to qualified
personnel. The study involves taking interviews based on a questionnaire and asking further
questions to obtain more information based on the answers given by the respondents. Finally
the purpose of this study is to determine to which areas are covered by the government bank
of Bangladesh according to the circular of Bangladesh Bank.

1.5 Methodology
For smooth and accurate study everyone have to follow some rules & regulation. The study
impute were collected from two sources:

secondary sources of information are article reports, websites and different manuals. Some
text books, journals, newspapers etc. have been consulted in order to build up the framework
of the study.

approach in general has been used throughout the study.

1.6 Limitations of the Report


On the way of my study, I have faced some problems that termed as the limitations of the
study. In all respect following limitation and weakness remain which I failed to overcome by
any means. These are follows:
1) Budgeted time limitation
It was one of the main constraints that hindered to cover all aspects of the study.
2) Confidentiality of data
Because of some divisional and confidential problem, I could not get enough information.
Every organization has their own secrecy that is not revealed to others. While collecting data
some company personnel did not disclose enough information for the sake of confidentiality
of the organization.
3) Data Insufficiency

Especially there is a lack of information about the amount of expenditure for individuals
company and some banks do not mention the areas where the donated the money for doing
their CSR activity. There also have some difficulties that are insufficient books, publications;
fact and figure. These constrains narrowed the scope of accurate analysis. If these limitations
had not been there, the report would have been more useful and attractive.

2.1 Definition of CSR
Corporate Social Responsibility is a management concept whereby companies integrate
social and environmental concerns in their business operations and interactions with their
stakeholders. CSR is generally understood as being the way through which a company
achieves a balance of economic, environmental and social imperatives while at the same time
addressing the expectations of shareholders and stakeholders. According to the World
Business Council For Sustainability Development Corporate Social Responsibility is the
continuing commitment by business to behave ethically and contribute to economic
development while improving the quality of life of the workforce and their families as well as
of the local community and society at large. CSR is a corporate culture where businesses or
companies decide voluntarily to contribute to a better society and a cleaner environment.
Corporate Social Responsibility is equals to Responsibility of Business towards the Society.

2.2 Importance of CSR in organization


Business is all about making profit. There is no business which can run without business, but
the continuous of running a business depends on a lot more factors than just making profit.
CSR is about creating long term value, and maintaining it. It is about understanding the way
your business impacts the wider society and considering how you can use that impact to grow
your business. It is a known fact that many businesses struggle to survive after a year or two.
Many small businesses fold over after three years because of competition, inability to access
financial support or technical support. There are many factors threatening the continued
sustainability of small businesses. CSR is one practical initiative which can grow your

business both in the short run and in the long run. This is because CSR is all about creating
long lasting value. It is more than a compliance requirement. It is about adopting a
responsible attitude, which ordinarily goes beyond legal compliance or tick the box attitude.
CSR affects every aspect of your business, and to that extent, it can develop into a corporate
culture. If the focus of all firms is to ensure sustainability of business, then CSR is what every
firm needs to grow that business, just by using what they have to get what they want. Every
business can begin to play an important role in shaping the CSR conversation at local,
national and even international levels.

2.3 Evolution of CSR


The history of CSR is not very much old. It is a product of the 20th century, especially the
past 50 years. Mostly CSR path or working ways are shown by the develop country specially
formal writings have been found in the United States
2.3.1 Social responsibility in 1950s
Before 1950s, Corporate Social Responsibility known as Social Responsibility The
publication by Howard R. Bowen of his landmark book Social Responsibilities of the
Businessman is argued to mark the beginnings of the modern period of literature on this
subject. Bowens work proceeded from the belief that the several hundred largest businesses
were vital centers of power and decision making and that the actions of these firms touched
the lives of citizens at many points. Bowen also quoted Fortune magazines survey that
published on 1946, wherein the magazine manager means that businessmen were responsible
for the consequences of their actions in a sphere somewhat wider than that covered by their
profit-and-loss statements. On the other hand 93.5% business person argued with this
statement. Bowen argued that social responsibility is no panacea, but that it contains an
important truth that must guide business in the future. Bowens book and definition
represented the most notable literature from the 1950s. For further evidence of the extent to
which business people were adopting and practicing CSR during this time and earlier,
2.3.2 Social responsibility in 1960s
After 1950s, CSR definition and literatures are expands. On that time one of the first and
most prominent writers in that period to define CSR was Keith Davis, who later wrote
extensively about the topic in his business and society textbook, later revisions, and articles.

Davis set forth his definition of social responsibility in an article by arguing that it refers to
businessmens decisions and actions taken for reasons at least partially beyond the firms
direct economic or technical interest. Davis argued that social responsibility is a vague idea
but should be seen in a managerial context. Furthermore, he asserted that some socially
responsible business decisions can be justified by a long, complicated process of reasoning as
having a good chance of bringing long-run economic gain to the firm, thus paying it back for
its socially responsible outlook. This is rather interesting inasmuch as this view became
commonly accepted in the late 1970s and 1980s. Davis became well known for his views on
the relation between social responsibility and business power. He set forth his now-famous
Iron Law of Responsibility, which held that social responsibilities of businessmen need to
be commensurate with their social power. He further took the position that if social
responsibility and power were to be relatively equal, then the avoidance of social
responsibility leads to gradual erosion of social power on the part of businesses. In the first
edition of their Business and its Environment textbook by Keith Davis and Robert
Blomstrom, on his book he revisited the concept of CSR in 1967, when he required to
understand the social responsibility puzzle and he added to his earlier definition. He asserted,
The substance of social responsibility arises from concern for the ethical consequences of
ones acts as they might affect the interests of others .He suggests how social responsibility
gets one beyond the limited application of person-to-person contacts: Social responsibility
moves one large step further by emphasizing institutional actions and their effect on the
whole social system. Social responsibility, therefore, broadens a persons view to the total
social system.
2.3.3 Social responsibility in 1970s
In 1970s a book written by book written by Morrell Heald. The book was titled The Social
Responsibilities of Business: Company and Community, 1900-1960.In this book Heald does
not argued any researcher and writer of CSR before 1960s. He added that the meaning of the
concept of social responsibility for businessmen must finally be sought in the actual policies
with which they were associated. He then described, in a historical fashion, communityoriented programs, policies, and views of business executives. His descriptions suggest that
business people during that period were significantly preoccupied with corporate
philanthropy and community relations. Another prominent writer Harold Johnson share four
view of CSR in his book Business in Contemporary Society: Framework and Issues.

Harold 1st view was multiplicity of interests. That described organization should achieve
organizational goal considered with social norms. Johnson presented a 2 nd view of CSR:
Social responsibility states that businesses carry out social programs to add profits to their
organization In this view, social responsibility is perceived as long-run profit maximization.
Johnson presented a 3rd view of social responsibility, which he calls utility maximization. In
this view, he asserted, The third approach of social responsibility assumes that the prime
motivation of the business firm is utility maximization; the enterprise seeks multiple goals
rather than only maximum profits. Johnsons 4 th view, which indicated that profit-motivated
firms should engage in socially responsible behavior.
2.3.4 Social responsibility in 1980s
In 1980, CSR began with its core concepts. In 1980 Thomas M. Jones listed down the various
argument of CSR. Jones tries to develop some appropriate concepts and remove vague
concepts. In 1981 Frank Tuzzolino and Barry Armandi sought to develop a better mechanism
for assessing CSR by proposing a need-hierarchy framework pattern. In 1982, Dalton and
Cosier presented a model depicting a 2 X 2 matrix, with illegal and legal on one axis and
irresponsible and responsible on the other axis. They then posited that there were four
faces of
Social responsibility depicted by the four cells. Not surprisingly, they concluded that the
legal/responsible cell was the appropriate CSR strategy for firms to follow. It may be
inferred from this that they think a firm is socially responsible if it is operating legally and
responsibly, although this may be difficult to define.

In 1987, Edwin M. Epstein provided a definition of CSR in his quest to relate social
responsibility, responsiveness, and business ethics. He pointed out that these three concepts
dealt with closely related, even overlapping,
Themes and concerns, defined CSR as the following: Corporate social responsibility relates
primarily to achieving outcomes from organizational decisions concerning specific issues or
problems which have beneficial rather than adverse effects on pertinent corporate
stakeholders. The normative correctness of the products of corporate action has been the main
focus of corporate social responsibility. In addition to defining CSR, Epstein defined
corporate social responsiveness and business ethics and then brought them together into and
called the corporate social policy process.
2.3.5 Social responsibility in 1990s
During the 1990s, one of the earliest and major contributions to the treatment of CSR came in
1991 when Donna J. Wood revisited the CSP model. Under the model First she stated the
principle of CSR that took four domains that was economic, legal, ethical, and discretionary
and identified how they related to the CSR principles of social legitimacy in institutional
level, public responsibility in organizational level and managerial discretion in individual
level. Second, she identified the processes of corporate social responsiveness, which went
beyond articulation of responsiveness categories with in reactive, defensive, accommodative
and proactive she also highlighted such processes as environmental assessment, stakeholder
management, and issues management.

There were no proper CSR policies in Bangladesh before 2008. In 2008, Bangladesh Bank
took initiatives for formalizing CSR in the banking sector of Bangladesh and issued an
elaborate directive titled Mainstreaming Corporate Social Responsibility (CSR) in banks and
financial institutions in Bangladesh. The directive states the strategic objective for CSR
engagement, priority areas to promote CSR in client businesses, and first-ever CSR program
indicating some likely action plans.
Bangladesh Bank provides a sense of direction to the CSR agenda of the banking sector by
suggesting that, those banks will be considered as more compliant of CSR who are taking
measures for rehabilitating agriculture, fisheries, livestock, and protecting environment,
besides providing relief to the people affected in natural calamities like 'Sidr' and 'Aila'.
Bangladesh Bank has been monitoring CSR adoption and CSR performance of banks and
financial institutions as an additional dimension of their management performance and asked
commercial banks to submit a half yearly statement of CSR initiatives as per enclosed format
The statement should report on organizations own internal operations, market environment,
financial inclusion, social projects and community investment. The report should also provide
a short description of sectors, amount of investment and expenditure and number of
beneficiaries. Bangladesh Bank has advised all the commercial banks to include the CSR
programs in their mainstream banking activities instead of short-term social works like
providing grants, aids and donations. The BB circulars asked the banks to formulate their
own CSR policy with the annual outlay for CSR programs. Referring to the Global Reporting
Initiatives (GRI), BB said that the CSR annual report should include the banks' performance
in economic, environment and social sectors with special focus on both qualitative and
quantitative operations.

Bangladesh Bank has been encouraging private commercial banks as well as government
banks of the country to undertake online banking activities. Banks have been brought under
the purview of e commerce with a view to providing the customers with online-banking
facilities covering payments of utility bills, money transfer and transactions in local currency
through internet as well.
The recent comprehensive circular of BB on Policy Guidelines for Green Banking is a
remarkable step on the way to develop green banking practices in the banking sector of
Bangladesh. The circular requires commercial banks to adopt a comprehensive green banking
policy by December, 2013. Besides introducing internal environment management, the banks
are expected to introduce environment friendly financing to address the environmental
challenges of the country. The policy is segregated into three phases.
Phase-I:
In phase-I, the banks are to develop green banking policies and show general commitment on
environment through in-house performances by December 31, 2011. Banks are required to
create a green banking unit; make a high-powered committee to review the banks'
environmental policies, strategies and programs; allocate sufficient fund in their annual
budget for green banking; and introduce a green office guide for practicing internal
environment management. The banks should take measures to save electricity, water and
paper consumption as per the requirement. Instead of relying on printed documents, online
communication should be extensively used for office management. Banks are also to create a
climate risk fund to finance the economic activities of the flood, cyclone and drought prone
areas at the regular interest rate without charging additional risk premium.
Phase-II:
In phase-II, that would not exceed December 31, 2012, banks have to formulate specific
policies for different environmentally sensitive sectors14 and will have to determine a set of
achievable targets and strategies, and disclose these in their annual reports and websites. They
are expected to set up green branches and should increasingly rely on virtual meeting through
video conferencing. Banks are to develop and follow environmental risk management manual
in their assessment and monitoring of project and working capital loans under phase-II.
Phase-III:

Phase-III, which is to be attained by December 31, 2013, requires banks to publish


independent Green Annual Report following internationally accepted format like GRI with
the arrangement of external verification. The circular on policy guidelines for green banking
requires reporting to BB on quarterly basis first of which was due on July 15, 2011.

Under the SRO No. 270-Ain/2010, issued 01.07.2010 from the Government of Bangladesh,
has specified 22 areas of CSR activities for enjoying 10% tax rebate. The areas includes

expansion of the consciousness of the independence war and the act of honorable
living of the freedom fighters.
13. Donations to organizations engaged in health some situation in Chittagong Hill
Tracts, char areas and areas surrounding breaking up of bank of river.

and specialized for developing the quality of treatment, such as cancer, liver, kidney,

products with a view to solving the population problem and to conduct camps for
voluntary sterilization.

providing technical and vocational education for meritorious poor students.

information technology and in establishing infrastructure or in purchasing
educational materials for implementing English education in public /private
educational institutions (under Monthly Pay Order or MPO).

4.1 Background Agrani Bank Limited
Agrani Bank is a state-owned commercial bank of Bangladesh following the Bangladesh
Banks Order 1972 and the President's Order No. 26 of 1972. Its headquarters is situated at
Motijheel in Dhaka, the capital city of Bangladesh. A Board of Directors consisting of 12
members headed by a Chairman governs Agrani Bank Limited. The Bank is headed by the
Managing Director & Chief Executive Officer; Deputy Managing Directors and General
Managers assist Managing Director. The bank has 11 Circle offices, 34 Divisions in head
office, 62 zonal offices and 921 branches including 27 corporate and 40 authorized dealer
branches.
It started functioning as nationalized commercial bank taking over assets and liabilities of the
erstwhile Habib Bank ltd and commerce Bank ltd. Was functioned in the East Pakistan. It has
been corporatized on 15 November 2007 and emerged as Agrani Bank Limited (ABL) taking
over assets, liability and goodwill of Agrani Bank. The authorized capital of the Bank is Tk
8 billion. There present Authorized Capital Tk. 2,500.00 Crore, Paid up Capital Tk. 2,072.29
Crore, Operating Profit Tk. 1,063.93 Crore,

ensure setting up ETP before installation of industries to keep environment safe and
proactive and foresighted for green office and green economy.

4.1.1 Corporate Social Responsibility of Agrani Bank Limited


The role of business, in worldwide and especially in the developing countries, has evolved
over the last few decades from classical profit maximizing approach to a social

responsible approach. There are many reasons for shifting the role of business from classical
concept to a social responsible approach. Enterprises create wealth and job opportunities for
the society and on the other hand, they pollute and destroy environment and ecology with the
devastating impact on human health and bio-diversity worldwide. The concept of social
responsibility of a company is recent phenomenon but many observers agree that the
globalization has spurred its growth and prominence. Primarily Corporate Social
Responsibility starts with the consideration of social implications by any corporate body
which is ultimately reflected through its initiatives towards betterment of the disadvantaged
peoples of a society.
Environment
Corporate social responsibility contributes generously to the development of Green Banking.
The policies with regard to environmental management are being observed in our lending
practices. We propose financing trade and business having potentially harmful impacts on
environment. Our lending policies are supportive and nourishing the environment.
Business Partners
We always try to maintain a good business relationship with our business friends for our
mutual growth. Our relationship is based on mutual trust and respect. We transact with them
in a fair and transparent way.
Education:
Education plays a great role in everyones life by building personality, improving knowledge
and skill and providing feeling of well being of a person. So ABL has donated a good amount
to various educational institutions. In the year 2013, the Bank donated Tk. 143.31 lac to 66
beneficiaries. They were giving stipend to the poor meritorious students; sponsoring various
seminars, conferences, convocations, alumni, anniversaries, drama festivals, competitions,
training programs; observing important national days etc. The Bank donated Tk. 10 lakh for
the student of Gopalgonj District as scholarship stipend for achievement of GPA-5 in SSC
Exam. It also donated Tk. 1 lakh for treatment of cancer of renowned song-star Mohd. Abdul
Jabbar. The Bank also made contribution Tk. 10 lakh for construction of academic &
administrative building of Daudkandi-Gouripur Subal Aftab High School.in 2012, the bank
donated Tk. 281.18 lac to 68 beneficiaries. These helps were extended for
renovation/construction of building/class rooms of different schools, colleges, universities,

Health:
Access to healthcare facilities is one of the fundamental rights of every human being.
However, most of people, especially the underprivileged group has little or no access to
health care facilities. However, ABL is committed to assist those poor people, who have no
way to secure basic treatment. During the year 2013, the Bank has given financial assistance
from its CSR fund a sum of Tk. 154.04 lac to 139 beneficiaries to ease their miseries. In
2012, ABL provide 85.32 where the number of Beneficiaries was 127 and 2011 the amount of
donation to health sector 40.00 lac to 19 hospitals or health care.

Disaster Relief:
ABLs lending policies with regard to environmental management are responsive to
emergency support needs of population groups affected by natural and manmade disasters.
Most of the year, ABL donate blankets to the cold stricken poor people of the country.
During the year 2013, the Bank has spent Tk. 262.15 lac for the donation of 25,364 blankets,
During the year 2012, the bank has spent Tk. 14.19 lac for the donation of 12,191 blankets to
the cold stricken poor people of the country in the districts of Rangpur, Dinajpur,
Thakurgaon, Gaibandha, Kurrigram, Panchagarh, Mymenshingh, Pabna, Sylhet and in the
Dhaka city as well.In 2011 , The Bank contributed Tk. 25 lakh to Prime Ministers relief fund
for the devastating and damaging fire affected people of Nimtali, Dhaka.

Environment:
In the year 2013, the Bank contributed 3.00 lac to Make Rajshahi Green Project; 10.00 lac
to Hatirjheel Project, 60.00 lac for distribution of seedlings and 5.50 lac for tree plantation &
exhibition. Total value was 80.50 lac against 5 beneficiaries. In the year 2012, the bank
contributed 2.00 lac to Make Rajshahi Green Project and Tk. 5.00 lac to BAPA (Bangladesh
Paribesh Andolon) for International Conference on Environment in South Asia. Today our
planet is exposed to a severe environmental catastrophe than ever before. ABLs corporate
social responsibility contributes generously to the development of Green Banking. Protection
and thus nourishing the environment is part of ABLs investment principle. Environmental
issues are taken into account while the Bank is assessing credit proposal for the industrial
projects. As a humble effort to reduce environmental pollution, the Bank is financing CNG

refueling stations. Besides, most of office vehicles of the Bank have already been converted
to CNG fueling system. In the year 2012, the bank contributed 2.00 lac to Make Rajshahi

Sports
In the year 2013, the Bank has donated TK. 76.90 lac to 6 beneficiaries and In the year 2012,
the Bank has donated Tk. 21.15 lac to 8 beneficiaries of different football and hockey clubs
and tournaments for the promotion of games and sports. ABL has its own football team that
has been participating in the national football league relentlessly since independence. In
several times the team defeated renowned clubs of the country like Mohammedan, Abahone,
Brothers Union etc. The Bank has also a cricket team of its own that has been participating in

the First Division Cricket League since independence. The team frequently succeeds to keep
its ranking position from three to five in the league. A good number of cricketers and
footballers are playing in the national and international levels who were once member of
ABL sports team.

Arts and Culture
Again Bank Limited is always committed to enriching Bengali heritage, art, culture and
literature. During the year 2013, the Bank contributed Tk.39.06 lac to 15 programs and
purposes relating to different cultural affairs. From 2011 onward, ABL is sponsoring children
book fair at the Bangladesh Shishu Academy premises. In the year 2013, seven eminent
writers were awarded Agrani Bank Children Literary Award; a prestigious literary award of
the country introduced by ABL since 1981 and is being offering every year. In 2012, The

Other CSR Activities


Poverty Alleviation
It is globally accepted that the Non-Government Organizations (NGOs) have been
performing a laudable role in poverty alleviation across the world, especially in Bangladesh.
With a view to widening the access to finance to the poor and ultra poor community, ABL has
been financing NGOs since 1997 at privileged rates of interest. ABL financed NGOs are of
various categories and capacities. Such activities also contributed to generation of income
and employment as well.

Promotion of Crop Production


To attain food security of the country, ABL has been in a unique position to providing credit
facilities to the farmers at a lower rate of interest since 1977. A huge amount of foreign
currency is spent in every year to import pulse, oil-seeds, ginger, spices, maize etc. In order to
save foreign currency, the Government of Bangladesh encourages our farmers to boost up the
production of above crops by introducing rebate rate of interest at 4 percent which is
considered as the lowest rate of interest among any credit facilities.
Promotion of Entrepreneurship
The Bank envisaged fostering entrepreneurship amongst the potential, new and small
entrepreneurs and generating employment through financing Small and Medium Enterprises.
Keeping the aim in mind, ABL does not only run after the so called blue chips towards profit
maximize of the Bank. Rather, it always remains stick to the triple bottom line: People, Planet
& Profit and focused to the promotion of SMEs. In this way, a lot of entrepreneurs have
grown with us through which employment opportunities are created for a huge number of
people.
Women Empowerment
As half of our population is woman, a sustainable national progress cant be attained if
women are left aside. Therefore, they should progressively be brought to the mainstream of
our development activities. Considering this reality the bank through its Nari Agrani
program has been mobilizing credit facilities in industry, service and business sector to the
potential women entrepreneurs at a reduced rate of 10 percent interest. ABLs program for the
woman entrepreneurs will gain due momentum in the days to come.
Awareness Building
Generation of awareness is a very useful tool to combat social evils, like drug addiction,
smoking, pollution, terrorism, population etc. For this purpose, the Bank has continued
support to different social organizations who displayed banner, festoon, sticker, display board
and use such other communication channels for discouraging drug, smoking, pollution,

population growth etc. The Bank continued such awareness building activities in the year
2013.
Agrani Bank Limited is always attentive to attain more and more good corporate attributes.
So, apart from the exposures mentioned above, ABLs CSR disclosure includes multi-faceted
social activities. ABL has also been indirectly contributing to CSR activities. In the year
2013, ABL disbursed Tk. 31.45 core in spices loans i.e. pulses, oil seed, ginger, maize etc. at
the rate of 4 percent interest and Tk. 788.89 core in crops loans at the rate of 8 percent
interest. If the two loans were counted at the rate of 10 percent interest, then it is observed
that, the Bank conceded a loss of Tk. 1.89 core and Tk. 17.67 core respectively which may be
treated as CSR otherwise. The bank also spent Tk. 75.69 lac to 64 beneficiaries at various
private, semi government and government bodies and socio cultural organizations.

From the below chart we can see ABL donated different amount in different area. Every year
Agrani Bank focuses different area. In 2011 ABL provide TK. 300 lac to sports, in 2012 Tk.
280 lac to education and in 2013 TK. 262.15 lac to disaster Management. On an average ABL

4.2 Background Janata Bank Limited


After the liberation war of Bangladesh the economy is not in good condition, in order to
rebuild the countrys economy, measures had been taken to merge a number of banks
previously operated in this region and make new banks and this initiatives led to formation of
Janata Bank in 1972 by combining the erstwhile United Bank Limited and Union Bank
Limited under the Banks Presidents Order No. 26 of 1972.
Corporatization
In 15 November, 2007 Janata Bank got registered with the Joint Stock of Registrars and
restructured it as a public limited company with the name Janata Bank Limited.
Roundup
Including 4 overseas branches in United Arab Emirates Janata Bank runs its business with
904 branches across the country having a big family of around 15,500 employees with its
head office located at Janata Bhaban at Motijheel C/A, the heart of the capital city, Dhaka.
At the end of 2013 the Bank held Deposit BDT 4, 73,989 million, Advance BDT 2, 85,747
million with Authorized capital BDT 20,000 million and Paid-up Capital BDT 19,140
million. In 2012, the Bank earned a market share- 7% of operating profit, 8% of deposit, 8%
of advance, 6% of import, 7% of export and 8.63% of foreign remittance in the banking
sector of the country.
Janata Bank Limited, a corporate body trusted over the years, the 2nd largest (in respect of
Deposits/Assets) commercial bank in Bangladesh, has been playing pivotal role in overall

Corporate Social Responsibility (CSR), one of the most sophisticated, radical terms is being
treated as the determinant of corporate outlook towards society with business activities of an
organization. Corporate social responsibility is becoming a key initiative and an essential tool
in the development of third world countries throughout the globe. In recent time CSR has got
more acceptability than profit maximization. It is a concept whereby organizations consider
the interests of society by taking responsibility for the impact of their activities on customers,
employees, shareholders, communities and the environment in all aspects of their operations.
This obligation is seen to extend beyond the statutory obligation to comply with legislation
and organizations see voluntarily taking further steps to improve the standard of life of
employees and their families as well as of the local community and society at large.
View of Janata Bank Limited towards CSR
JBL sees CSR activities as a critical component of continuous improvement, like the overall
effort to be a more socially responsible and sustainable organization.
Being one of the leading state-owned commercial banks in Bangladesh, Janata Bank Limited,
with its 904 branches has also realized its responsibilities to the society and is contributing to
the amelioration of the social life of the destitute people, infra-structure, environment etc. Not
only that, it has stepped forward to introduce interest-free loans to the poor and marginal
farmers in the Aila-Sidr-Monga unit areas.

Policy for CSR activities in JBL:
As per guide lines of DOS Circular no. 01 dtd. 01.06.2008 of Bangladesh Bank, Janata Bank
Ltd introduces its CSR programmes in 2008.
For the convenience of performing CSR activities, it has developed a policy based on the
DOS circular No-02, dated 02.06.2009 and "CSR Evening: Meeting Social Goals" organized
by Management and Resources Development Initiative (MRDI). The policy is as follows:
Sectors of CSR
For bringing dynamism in CSR activities and including the most part of the deprived people,
the total activities have been categorized and sub-categorized in the following ways:
1. Education & Research
Education is the backbone of a nation and it enlightens people and society. So, for an
enlightened Bangladesh, JBL in light with the vision puts immense priority on education. It
extends support to the exceptionally meritorious and intellectual students. Considering the
benediction of education in national progress and development of human resource, the main
allocation of CSR budget has been targeted to the development of education, which gets
lions share as 30% of the total budget in the respective year. The 30% budget for education is
channeled to boost scientific education. In this case, the people of the deprived areas and
issues of freedom fighters get preference and priority is given to the educational institutions

3. Poverty reduction & rehabilitation
Being a socially responsible bank, JBL comes forward for humanitarian cause with passion
and affection. For poverty reduction & rehabilitation Janata Bank Limited individually and in
co operation with other private or volunteer organizations provides financial support. In this
case, priority is given on the following categories:
Freedom Fighters family: The people who were in liberation war or later on became
homeless, helpless & poverty-afflicted and deprived of even fundamental needs are
prioritized to be rehabilitated.

5. A try to bring the marginal agriculturists and the poor out of the grip of loan

The number of population affected by Sidr, Aila and Monga of the northern belt of the
country has been brought under rehabilitation program. In this case, interest of the loans and
other expenses will be adjusted from CSR fund. The quintessence of the scheme is to make
the deprived population free from the high interest charged by the Mohajons and NGOs, with
a view to making them self-depended gradually. Likewise, assistance is provided from the
CSR fund of the bank for the small leather goods producers in a healthy atmosphere for
producing quality products. Not only that, any type of production function having similarity
with the following endeavour will be endowed with the support from the CSR fund. The

education & research almost 58.81%, than 28.14% to health & treatment, 7.39% provided to

34.31 % to education and research and around 17.40 % to poverty reduction. In 2011, Janata
Bank spend 49.82 % on health sector, 28.24 % on education & research.

Health is another basic need of the human life. Most of people lives under poverty line. They
are not able to take costly medical treatment. So those people go to government medical or
hospital. To provide better facility in government hospital, RBL donate money to those. RBL
donate tk. 27.9 lac for oppressed to different medical or hospital. They also provide grant Tk.
5 lac to establish a healthcare in Sylhet. For the poor people RBL provide Tk. 3 lac to
Comrade Farhad Community Hospittal.

According Bangladesh Bureau of Statistics (BBS) , The per capita income in Bangladesh has
risen from $1,190 to $1,314. And according to the Bangladesh government, In 2010 31.5 %
people lives under poverty line and average life expectancy was 69 years. But now the
poverty rate decrease from 31.5% to 24.7% and the average life expectancy increase 69 to
70.1 years. So people can afford their living cost. Thats why, RBL decrease the amount of
donation in rehabilitation sector.

In the year 2013, RBL contributed Tk. 302.36 lac in CSR activities where 35.45 %
of the money is donated to education sector. They also donated 21.45 % of the
money to natural disaster people , around 9 % to Health and art and culture ,
13.79 % to social development , 3.96 % to environment and remaining 1.65 %
to other social activities. In 2012, RBL donated Tk.146.24 lac in CSR
activities.This year they spend 21.76 % money for social economic development,
for Freedom reduction and rehabilitation 19.83% ,17.09% for Natural disaster, 14.87 % for

heallh, 13.65 % for education, around 5% for culture and Environment. On the year 2011 ,

4.4 Background of Sonali Bank Ltd.


Sonali Bank Limited is a state-owned leading commercial bank in Bangladesh. It is the
largest bank of the country.
Sonali Bank was established in 1972 under the Bangladesh Banks Order, through the
amalgamation and nationalization of the branches of National Bank of Pakistan, Bank of
Bhowalpur and Premier Bank branches located in East Pakistan until the 1971 Bangladesh
Liberation War. When it was established, Sonali Bank had a paid up capital of 30 million
taka. In 2001, its authorized and paid up capital were Tk 10 billion and Tk 3.272 billion
respectively. Presently, its authorized and paid up capital is Tk 10 billion and Tk 9 billion
respectively The bank's reserve funds were Tk 60 million in 1979 and Tk 2.050 billion on 30
June 2000.Sonali Bank has a total of 1204 branches. Out of them, 348 are located in urban
areas, 854 in rural areas, and 2 are located overseas. It also operates the Sonali Exchange
Company Inc. in USA and Sonali Bank (UK) Ltd., United Kingdom, to facilitate foreign
exchange remittances. Sonali Bank UK remits up to 14 destinations across Bangladesh
directly, these include Dhaka, Chittagong, Sylhet, Maulvibazar, Beanibazar, Balaganj,
Biswanath, Jagannathpur, Sunamganj, Golapganj, Nabigonj, Habigonj, Kulaura or Tajpur.
There are currently three branches in the UK, one located in Brick Lane, London, another in
Small Heath; Birmingham and in Manchester.

Information Technology:
To grow up Bangladesh SBL work for IT industry. Sonali bank limited undertakes a project
with BASIS (Bangladesh Association of Software and Information Services) to award the
best IT uses by Bangladeshi companies. Sonali Bank donated Tk. 6.25 lak for arranging
events, Computations.
Health
As a part of Corporate Social Responsibility, SONALI BANK LIMITED have been
extending medical facilities and other support to some HIV positive patients. In continuation
of this program, SBL organized a Treatment Card distribution program among the HIV
positive patients on in Hotel Purbani International, Dilkusha, Dhaka. Major General (Rtd.)
Dr. ASM Matiur Rahman, Honorable Advisor, Ministry of Health & Social Welfare, Water
Resources and Religious Affairs, Govt. of the Peoples Republic of Bangladesh was present
as the chief guest and distributed the Treatment Cards to 50 HIV/AIDS positive patients
while Mr. Md. Yeasin Ali, Managing Director of the bank presided over the function.
Professor Nazrul Islam, Head of Virology Department, Bangabandhu Sheikh Mujib Medical
University (BSMMU) and Dr. Md. Shahzahan Biswas, Director General (Health Services),
Health Directorate were present as special guests. Among others, Mr. K. S. Tabrez, Deputy
Managing Director on Administration department, Mr. Ghulam Kabir, Deputy Managing
Director Operation department and Senior Executives of the bank were also present at the
function.
HIV/AIDS is setting its firm foothold in Asian countries, Bangladesh is one of them. In
Bangladesh HIV/AIDS related activities are limited to build up awareness but there is a little
work for affected person. SBLF has taken a program of supporting HIV/AIDS positive
women and children by providing medicines, clinical support, food supplement and other
essentials. Under this program treatment cards were already distributed to 23 HIV/AIDS
positive patients among them 03 are children. Tk.17,25,000.00 (Taka seventeen lac twenty
five thousand) only.
Smile Brighter Program

Cleft-lip is far more a social setback than a health problem. Boys and girls cursed with cleftlips face a lot of problems in everyday life ranging from disruption of formal education,
attending social ceremonies and impediment at the time of getting married. Considering the
gravity of the situation SBLF has taken the initiative to bring back smile on the face of the
boys and girls with cleft-lip through plastic surgery. More than 800 numbers of poor cleftlipped boys & girls have so far been successfully operated across the country. Through
arrangement of special camps of under this smile brighter program in Dhaka, Chittagonj,
Rajshahi, Sylhet, Khulna, Barisal, Bogra, Comilla, Rangpur, Dinajpur etc. As a continuous
process, the cleft-lipped boys & girls are being operated across the country for restoration of
hope and dignity in their lives.
SBLF continues with the plastic surgery program at ifs cost throughout the country for those
cleft-lipped boys and girls age up to 20 years whose parents are unable to afford the cost of
plastic surgery. So far 700 cleft-lips and / or palate surgery were done. Cost of each surgery is
Tk.8, 500.00 (eight thousand and five hundred) only. In this connection SBL already spent
the amount of Tk.59, 50,000.00 (taka fifty nine lac and fifty thousand) only
Support to ACID & Dowry Victims
To create social awareness, SBLF is supporting the acid and dowry victim women of different
parts of Bangladesh by one time donation for their rehabilitation and to maintain small scale
business like poultry rearing, goat farming, fish farming etc. Under this program 400 (four
hundred) helpless dowry victims and 100 acid victims has already received one time donation
of Tk.10,000/- per person which cost totaling Tk.50,00,000.00 only. If the victims can utilize
the money properly then SBL will provide them loan in a reduce interest rate (5%) for their
betterment and proper rehabilitation.
Disaster
SBL helped those people who are victims of landslides following heavy rains in Chittagong
hill tract and its adjacent area. Sonali Bank donated Tk.25 lac for reconstruction their house.
SONALI BANK LIMITED (SBL) donated 130 bundles of GCI sheets worth Tk. 5.60 lac for
rehabilitating the homeless people affected by river-erosion of Ramgoti Upazila under
Noakhali District.

SONALI BANK LIMITED donated 700 bundles of high grade GCI sheets worth of Tk.
29.00 lac for rehabilitating the standard people of the four Upazilas of Gaibandha and
Rangpur districts. Dr. Mozammel Hossain Khan, Co-ordination, SBL is seen handing over
GCI sheets to Mr. Tapan Chandra Mazumdar, Deputy Commissioner of Gaibandha district.
Mr. Md. Yeasin Ali, Managing Director, SONALI BANK LIMITED is seen distributing
blankets among the cold-affected people of Angarpota and Dohogram the enclaves of
Bangladesh. Notably, 4,000 blankets were distributed to cover each of the 4,000 families of
the villages waiting for blankets.

If we consider the Bangladesh Bank criteria where has specified 22 areas of CSR activities.

Sonali Bank Ltd fulfill only 7 criteria. Agrani Bank Ltd 8 , Rupali Bank Ltd has complited
also 8 , Janata Bank Ltd. 9. The CSR activity of Government Bank is not satisfactory. They
should increase the area of CSR activity.

Conclusion
In the last three months I learned about corporate social responsibility and its practice in
social life situation. The project work taught me about a new area of corporate social
responsibility that is not taught in regular HR or other courses in the university. This helped

me gain theoretical knowledge about CSR and how it is implemented in organizations in


Bangladesh. I gave my best effort to achieve the objectives of the project. As we have already
seen from the report the wide impact on an organization. It affects organization, society as
well as country. Bangladesh is a developing country. All demand of the citizen cannot full by
government. So many organization doing social activity. At this point, the government
banks plays a vital role in CSR. But they are not full filling all the criteria of Bangladesh
Bank. According to the view of humanity CSR cannot be done forcefully or cannot be done
by providing circular. CSR does not practice by small organization. So the corporate houses
should involve with this kind of activity.
