The approach of the project will be to organize the works into the above
interventions in order to achieve the stated project duration. For the detail
sequence of the works refer to the works program attached. Nevertheless,
this approach is not fix but can change during construction depending on
ground conditions, gain in knowledge or instructions from the client.

4.1
Temporary facilities
A temporary water supply will be connected for use with the approval and
upon payment of fees from Ghana Water Company Ltd. Water from other
approved source will also be used for the works.
4.3
Electricity Supply
The electricity line in the community will be connected to the site offices and
compound upon the approval of Electricity Company of Ghana and Volta river
authority.

5.1
Site Clearance
Before the works start, motor grader will be used to clear, remove, and
dispose all vegetation within the roadways as may be directed by the
engineer.
5.2
Pothole Patching
Scarification
The existing worn road surface will be scarified to a depth of 75mm using
140H Grader with scarifies. Only half the road width will be scarify at one
time. Every effort will be made to avoid disturbing any material below the
minimum depth of 75mm depth. However, for the longer roads (say one
kilometer plus) two (2) number Graders will be used.

Scarify the remaining 75mm thick base course, blind with suitable base
course material and spread and shape. This layer will be thoroughly
compacted with suitable and adequate compaction equipment as specified in
the contract document or will be directed by the engineer. The base course
layer will be compacted to at least 95% of maximum dry density, as
determined by AASHTO T180.

Bitumen Works
6.1
Quality of Works
The works will be executed in accordance with the conditions of the contract,
the specification, the directions of the Engineer, and various regulations of
quality management established on site to meet the requirements of the
specification.
All labor and staff will be trained on the quality of works to improve their
sense of quality on the basis of expectations and characteristics of works.
The site supervisors will be organized to study the specification extensively
All occupational health and safety measures will comply with Standard Applicable Government
of Ghana regulations and international good practice. Macksams Ltd will ensure as far as
practicable that the health, safety and welfare of employees and all other persons on site are
secured and are protected from hazards created by the Project. Such precautions include those
that, in the opinion of the Engineer, are reasonably to prevent unauthorized entry upon the site
and to protect members of the public from any activities under the control of the contractor.
Macksams will prepare and implement a Health and Safety Plan (HSP), which shall be approved
by the Project manager. The HSP will address, but is not limited to, the following:
7.1 General
Policy
Statement
It is the policy of Macksams Ltd to execute the project with the highest emphasis on Health and
safety and care for everyone involved in the project.
This policy is set by the Management of the Company to support the following:
Health and safety considerations shall be given the highest priority and shall take precedence
over matters of design, method of construction or the choice of plant, tools or any other decision
related to financial consideration or matters of convenience.
The Company will implement and maintain a Health and Safety Management
System in accordance with the conditions of the contract as well as the
BS8800. One of the principle goals of the Health and Safety Management
System shall be to provide a Health and safe working environment and avoid the occurrence of
accidents by actively assessing Health and Safety risks and removing Health and Safety hazards
whenever they occur. The Company is committed to adopt all necessary measures to reduce the
Health and Safety risk to all involved in the project construction.
Macksams Ltd recognizes that safety consciousness starts with an attitude towards safety.
Consequently all staff are required as a condition of employment, to comply with and actively
work in accordance with the contents of the Safety Plan and follow the general policy on safety
and health.
This policy shall also cover the public, pedestrians, ferry passengers or those who use the public
pier located within the site boundary, and/or other who might be affected in one way or another
by the Companys activities.
The Companys Safety Management System has been developed based on the guidelines of BS
8800 Guide to Occupational Health and Safety Management
System as well as the guideline issued by the Ghana Government Environmental Department.

Management
A Health and Safety Management Committee, consisting of the General
Manager, the Health and Safety Manager, Health and Safety Officers and representatives from
the site engineer will be responsible for the effective implementation and operation of the Health
and Safety Management System.
All Staff are to follow the rules set by this committee and heed notifications and/or instructions
on all matters of Health and Safety issued by the Health and Safety Management Committee
with the same respect and importance as if being issued by the Company itself.
Accordingly, representation of the Health and Safety Management Committee shall be
empowered with the following authorities:
- To report directly to the Company Top Management Committee shall be and Safety,
- To issue stop work instructions on the spot to any project staff if so required in the interest of
providing a safe working environment,
Health
Responsibilities, Authority
- General
Health and Safety is everyones concern. It is a matter that the Company doesnt take lightly.
Consequently everyone will be involved in it and held responsible for certain areas of its
implementation.
The following people will play a key role in the implementation and successful execution of the
Project Health and Safety Plan.
- The Project Manager (Macksams Ltd-Contractor)
The Project Manager will be the overall responsible person. He delegates certain authorities and
responsibilities to people below him. He reports on all matters relating to the Health and Safety
Policy and Health and Safety Management System. He is responsible to appoint a Health and
Safety Officer and provide him with sufficient authority and resources to carry out his
responsibility to operate and maintain the Health and Safety Management System.
The Project Manager chairs the Health and Safety Management System Review Meetings.
He is responsible to appoint a Health and Safety Officer and provide him with sufficient
authority and resources to carry out his responsibility to operate and maintain the Health and
Safety Management System.
The Project Manager chairs the Health and Safety Management System
Review Meetings. He appoints members to the Health and Safety Management Committee from
a cross-section of Section Managers and supervisory staff.
- Health and Safety Officer
The Health and Safety Officer shall be registered officers only. They report directly to the Health
and Safety Managers and Supervisory staff. Their duties include the following:
- Ensure that you are wearing the correct personal protective equipment before you handle
chemicals.
- Eye fountain, emergency shower and breathing apparatus would be available in the vicinity of
the workplace.
- Safety instructions for handling emergency situations would be displayed prominently at both
the storage and use locations.
i) Emergency Preparation
- Establish an Emergency preparation unit and make sure number of personnel involved.
- Train the personnel to deal with emergency regularly and make sure the emergency reaction
program carried is out smoothly.
- The equipment for emergency shall be available at site; checked and tested regularly.
- Train the workers to prevent and protect themselves in case of emergency.
ii) Reaction of Emergency
- In case of emergency, the witness shall report to the key person at the safety protection unit
immediately, and take the necessary steps to prevent the accident from becoming even worse
or/and call police for help, if necessary.
- In case of accident, the emergency unit shall make every effort to rescue the person out of risk,
and assist in investigating the cause of the accident.
- In case of leakage valves shall be closed or the leakage areas repaired immediately, or take
other useful precautions if necessary.

ii) The Project Manager (Contractor) shall be responsible for the information linkages to the
Project Manager and the Employer. Emergency situations and the reactive measures instituted by
the Company shall be recorded and reported immediately (within 24 hours of occurrence) to the
Employer under the Incident Notification procedures.
- Medical services and First Aid:i) The Contractor shall maintain at all active sites completely equipped and clean first aid kits
accessible to all works at all times and to the Project Manager and all staff.
ii) The content of first aid kits shall be well labelled in language readable and comprehensible to
the users.
iii) The Company officer in charge of Environmental issues in particular, and the staff on site
general, shall be instructed on the proper usage of the first aid kits, emergency telephone
numbers and emergency procedures.
iv) Minor injuries shall be treated with the first aid kits and major injuries to the Government
hospital.
v) Ambulances, medical doctors or rescue squads shall be summoned from outside to be
contacted by the Company are as follows;
- Evacuation plans:-
- Macksams Ltd will provide and maintain suitably equipped and staffed first aid stations
throughout the extent of the works. The Contractor will be responsible for all work and campsite
welfare arrangements and requirements to the satisfaction of the Project Manager
- Injuries might occur during the construction period. It is therefore pertinent to provide first aid
facilities for all the construction workers. At construction camps and at all workplaces, which
may be far away from regular hospitals, an indoor health unit having one bed facility every 250
workers will be provided.
- Adequate ambulance transport facilities for moving the injured persons to the nearest hospital
will also be provided in readiness at strategic locations to move at the call of emergency.
- The first-aid units apart from an adequate supply of sterilized dressing material would contain
other necessary appliances as per the factory rules.
- We will provide Fire Safety Equipments to be installed at places of inflammable materials,
camp sites, explosive magazines and garages and portable units kept handy at work places,
welding shops, repair units to douse any accidental fire that may occur at any time and at any
place.
- The notice boards at camps, site office, depot, work places will have the telephone numbers of
the nearest police station, police out post, head quarters hospitals, fire stations and ambulance
supply units for immediate contact in case of emergency.
- Construction work sites and quarries are full of dust particles, sand, splinter, harmful gases,
bright light and welding arc lights which are injurious for the eyes. Therefore work areas are to
be adequately lighted without straining the eyes.
- All workers, supervisors and inspection officers and dignitaries coming over for study of works
should be compelled to wear sun glasses or goggles snugly fitting to the eye sockets to prevent
damage due to dust and other particles.
iii) Head Protection
- Hard hat conditions are compulsory for all workers, supervisors, advisors and seniors while
inspecting any work sites for the safety of all.
- In case of overheated and heavy objects special goods, gloves, air filters, fire extinguishers and
equipments are to be provided to work force.
iv) Hearing Protection
- Provide ear-plugs or ear muffs as required. Use re-usable earplugs when the reduction required
(15-25 dBA) is not excessive. Use earmuffs where a large attenuation of up to 40 dBA is
demanded.
- Do not use dry cotton wool for hearing protection because it cannot provide any.
- Provide re-usable ear plugs for those who need to work continuously for a long period in a high
noise area.
- Use ear muffs with replaceable ear cushions because they deteriorate with age or may be
damaged in use.
- Avoid wearing spectacles with ear muffs.
- Use soap and water or the recommended solvent for cleaning ear muffs.
- Provide ear muffs for those who may need to get in and out of a high noise area frequently.
v) Respiratory (Protective) Equipment
- Wear suitable respirators for protection when there is a potential for small particles entering the
lungs, e.g. emptying of cement bags.
- Ensure that the respirators can provide adequate protection.
- Provide training to all persons using the respirators for their correct fitting, use, limitations and
symptoms of exposure.
- Clean and inspect all respirators before and after use.
Workers shall point out all possible risk areas or important work steps according
to the site condition and work procedure of the project.
Safety inspection will include the following items:
- Workers understanding of the safety work procedures
- The safety work program
- Site equipment and machinery
- Safety work training
- Operation activities (e.g. Welding Safety Program):
o All the welders are required to be trained before taking up the work. Every Welder must wear
the safety protection clothes (including uniform, helmet, and gloves) during the work. The
welding gloves shall be kept dry all the time. The shirt is not allowed to be tucked into Waist of
trousers in order to avoid the welding scrapes flying into the cloth.
o Only qualified electricians will be allowed to connect power to welding machine or other
equipment. The earthling and other protections shall be tested before actual use.
o Protection glasses must be worn during the grinding.
o The hand held electrical tools should be installed with automatic switches that can shut off
automatically in case of any wrong connections.
o In case of light off, the entire switch shall be shut off.
o Clear the welding area about 15m from inflammable or explosive products.
o Make sure the earthling connections are near at welding area and nearest connection shall be
strong enough. The earthling cable shall near where welders is working.
o Do not touch the electric when it is in weld holder unless wearing protection gloves. Do not
round the weld cable on body or any part of body. Do not take the welding holder under the arm.
o The work permit procedure shall be followed.
- Labour Protections - The labour protection provisions shall meet site safety requirements. On
entering the site the workers are required to wear safety boot, helmet and other protections.
Special workers are required to wear safety gear and equipment. For example, where the eyes
may be hurt; safety glasses shall be available. Where work is to be carried out at great height,
safety belt is required.
- Good House Keeping Practices
- The hot work shall comply with the application and request procedure so as to ensure the
safety.
- The work site shall be clean and neat. Machinery and material must be parked at proper
location and place. The height of material as not allow to over two meter.
- Regular inspection for house-keeping shall be made.
- Unauthorized person shall not be allowed in site.
- Requirements for Subcontractors Safety Plans. Subcontractors will be supplied with copies of
the HSP and provisions will be incorporated into all sub-contracts. All subcontractors will be
required to appoint a safety representative who shall be available on the Site throughout the
operational period of the respective sub-contract unless the Engineers approval to the country is
given in writing.
(g) Give all reasonable cooperation to the National HIV/AIDS Authority if it exercises its right to
audit the provision by the Approved Service Provider of the HIV Awareness Program.
(i) Either place and maintain HIV/AIDS awareness posters of size of not less than A1 in areas
which are highly trafficked by construction workers, or provide construction workers with a
pamphlet, in languages largely understood by construction workers, which reinforce the
outcomes of the HIV Awareness Program stated in (a) above;
(j) Encourage voluntary HIV/STD testing and
(k) Provide information on services concerning support and care of those that are or might be
infected.
The Contractor shall not be required to undertake or pay for treatment or medication for
personnel found to be suffering from HIV/AIDS. Such personnel shall not be discriminated
against however.
The exposure to such HIV Awareness Program shall, as a minimum, result in personnel being
able to:
- communicate the existence of Problems of HIV and be able to outline the consequences of
transmission of HIV to or from the local community;
- Recall and communicate the mode of HIV transmission and preventative measures including
the proper use of the condom.
- Be aware of the advantages of abstinence/avoidance
7.16 Reporting
- Macksams Ltd shall prepare and attach to his claims for payment a brief report which outlines
how the actions taken by Macksams Ltd in the period for which payment is claimed satisfy the
requirements and a schedule which lists the names, identity numbers, trade / occupation and
name of Employer of all construction workers exposed to the program.
- The Project Manager shall certify the report described in (vii)(a) wherever a claim for payment
is issued to the Employer.
- Where a clinic is provided on behalf of Macksams Ltd on site, we will ensure that such clinic
provides to our personnel, on request and without charge:
8.0 MONITORING
There shall be monitoring to ensure compliance with all the environmental, health and safety
specifications and requirements and the effectiveness of the mitigation measures. Parameters to
be monitored include tree planting, overall construction and environmental and health mitigation
and management (dust, traffic, water pollution, community impacts etc). Responsibilities for
such monitoring activities are shared among various stakeholders. These include the EPA, Ghana
Police, Department of Parks and Gardens, the district Engineer etc.
The Environmental Engineer/ Officer shall collaborate with such stakeholders to ensure effective
monitoring.
In the event of a dispute, difference of opinion, etc. between any parties in regard to or arising
out of interpretation of the conditions of the EMP and
HSP disagreement regarding the implementation or method of implementation of conditions of
the EMP and HSP, etc. any party shall be entitled to require that the issue be referred to
specialists for determination.
The PIU and / or, the Project Manager shall at all times have the right to stop work and/or
certain activities on site in the case of non-compliance or failure to implement remediation
measures.
