STATEMENT
OF
THE
BASIC
SERVICES
OF
THE
MECHANICAL
AND
ELECTRICAL
ENGINEERING
CONSULTANT
1. The
ENGINEER
shall
coordinate
with
the
OWNER
to
establish
the
projects
design
criteria
regarding
mechanical
and
electrical
engineering
systems.
Refer
to
Sinarmas
Land
(SML)
Standard
Design
Guidelines.
2. The
basic
services
of
the
ENGINEER
shall
consist
of
design
services
that
are
described
within
the
PROJECT
BRIEF.
This
shall
include
services
that
are
within
reasonable
scope
and
local
industry
standards.
The
coverage
of
design
services
includes
the
following:

3. Prior
to
the
start
of
design
work,
the
ENGINEER
shall
perform
site
inspection
and
explore
the
locality
where
the
PROJECT
is
to
be
located.
The
ENGINEER
is
expected
to
gain
a
working
knowledge
of
statutory
codes,
ordinances,
regulations,
restrictions
and
requirements
of
government
and
quasi-government
authorities,
utility
companies,
fire
authorities,
public
authorities
and
other
agencies
and
organizations
having
jurisdiction
over
the
PROJECT.
4. The
ENGINEER
shall
coordinate
with
the
ARCHITECT
to
come
up
with
a
Design
Process
Schedule
(bar
chart
format)
identifying
each
phase
of
design
activity,
including
OWNER
review
and
approval
periods,
and
any
other
activity
that
could
have
an
impact
on
the
overall
schedule
of
the
design
process.
The
Design
Process
Schedule
shall
be
aligned
with
the
timetable
specified
in
the
Design
Brief.
The
ENGINEER
shall
regularly
update
the
OWNER
on
the
progress
of
work
with
regards
to
the
schedule.
5. The
ENGINEER
shall
prepare
and
furnish
to
the
OWNER
design
documents
and
information
on
design
criteria,
computations
of
capacities
of
equipment,
sizing
of
M&E
rooms,
and
types
of
systems
to
support
the
OWNERS
feasibility
studies.
6. As
needed,
the
ENGINEER,
together
with
the
OWNER,
shall
present
to
the
local
planning
authorities
for
approval
(for
TPIB
or
DAMKAR).
7. The
ENGINEER
shall
work
with
the
ARCHITECT
to
produce
designs
that
are
compatible
with
the
design
brief
and
approved
concept
design.
The
PTG
meeting
shall
be
the
main
venue
to
coordinate
with
the
OWNER
and
all
DESIGN
CONSULTANTS
and
to
resolve
issues
in
design.
The
ENGINEER
is
expected
to
attend
the
regular
PTG
meetings.
8. The
ENGINEER
has
professional
liability
for
all
designs,
documents
and
output
submitted
to
the
OWNER
and
Government
Authorities.
It
is
understood
that
the
ENGINEERs
designs
comply
with
the
applicable
building
and
statutory
codes
of
the
PROJECT.
The
OWNERs
review
does
not
relieve
the
ENGINEER
of
professional
liability.
9. The
ENGINEER
shall
be
responsible
for
establishing
and
specifying
the
necessary
quality
testing
standards,
procedures
and
certificates
to
ensure
the
performance
of
all
engineering
building
components
and
systems
for
the
PROJECT.
The
ENGINEER
shall
witness
the
tests
with
the
ONWER
as
needed.
10. Using
the
design
documents
produced
by
the
ENGINEER,
the
OWNER
shall
be
able
to
tender
and
construct
the
PROJECT
described.
These
design
documents
shall
be
aligned
with
the
Project
Brief
and
within
cost
and
schedule
parameters
set
forth
by
the
OWNER
prior
to
the
start
of
the
design
process.
11. The
OWNER
reserves
the
right
to
request
the
ENGINEER
to
replace
any
member
of
the
ENGINEERs
team
during
the
course
of
the
CONTRACT
due
to
poor
performance
or
misconduct.
12. The
OWNER
reserves
the
right
to
have
a
third
party
PEER
REVIEW
of
the
WORK
of
the
ENGINEER
to
ensure
that
the
WORK
is
aligned
with
the
parameters
and
quality
levels
expected
by
the
OWNER.
The
PEER
REVIEW
is
conducted
without
undue
prejudice
to
the
WORK
of
the
ENGINEER.
The
third
party
review
is
NOT
a
checking
service
for
the
WORK
of
the
ENGINEER.
It
is
understood
that
the
ENGINEER
shall
have
its
own
review
team
as
part
of
the
quality
check.
B.
a. Establish
contact
with
the
OWNER
to
understand
and
confirm
the
PROJECT
requirements.
Coordinate
with
the
designated
Project
Lead
and
other
DESIGN
CONSULTANTS
for
the
purpose
of
establishing
the
technical
requirements
of
the
PROJECT.
Refer
to
Sinarmas
Land
(SML)
Standard
Design
Guidelines.
b. Conduct
a
site
visit
to
investigate
utility
and
drainage
tapping
points
and
available
capacities
that
could
influence
the
design.
Advise
the
OWNER
on
other
special
surveys,
investigation
or
studies
that
may
be
needed.
Submit
to
the
OWNER
a
Project
Site
Inspection
Report.
c. Investigate
and
research
on
the
information
and
data
needed
for
Project
Utilities
Planning
that
includes,
but
are
not
limited
to,
site
restrictions,
prevailing
statutory
codes,
permit
requirements,
etc.
d. Prepare
and
present
case
studies
of
M&E
design
principles
of
successful
projects
and
the
applicability
of
these
principles
on
the
proposed
project.
Design
principles
may
be
related
to
space
planning,
technology,
green
buildings,
design
and
commercial
trends,
etc.
B.2
DESIGN
PROCESS
SCHEDULE
AND
LIST
OF
DELIVERABLES
a. Together
with
the
ARCHITECT,
the
ENGINEER
shall
come
up
with
a
Design
Process
Schedule
and
indicate
key
milestone
dates
for
the
conduct
and
completion
of
Schematic
Design,
Design
Development/Detailed
Engineering
Design
(DED)
and
Construction
Documentation
for
approval
by
the
OWNER.
Thereafter,
submit
monthly
progress
reports
showing
the
percentage
of
WORK
completed
in
relation
to
each
key
milestone
date.
The
schedule
of
design
WORKS
of
the
ARCHITECT
and
ENGINEERS
shall
be
incorporated
into
the
Master
Project
Schedule
by
the
OWNER.
b. The
ENGINEER
shall
submit
to
the
OWNER
a
List
of
Deliverables
and
Drawings
Register
for
every
design
stage.
f.
Water
and
Storm
Drainage
System
Sizing,
Traffic
Analysis
for
Vertical
Lift
System,
Short
Circuit/Load
Analysis,
Illumination
Calculations,
and
Voltage
Drop
Calculation.
Upon
approval
of
the
Schematic
Design
by
the
OWNER,
the
ENGINEER
shall
prepare
permit
documents
to
assist
the
OWNER
in
securing
permits
and
clearances
from
the
Government
and
regulatory
agencies
having
jurisdiction
over
the
PROJECT.
These
documents
include
the
design
of
all
M&E
systems
(e.g.
TPIB,
DAMKAR,
etc.).
Together
with
the
OWNER,
present
to
Government
Authorities
as
required.
g. Together
with
the
OWNER,
conduct
value
engineering
reviews
and
recommendations,
including
cost
considerations,
on
the
design
and
construction
of
the
PROJECT.
h. Assist
the
OWNER
and
QS
with
the
preparation
of
a
budgetary
cost
estimate
or
ball
park
figures
based
on
unit
costing
(linear,
area
and
volume)
and
prevailing
costs
from
previous
similar
projects.
Upon
formal
approval
by
the
OWNER,
this
budgetary
cost
estimate
shall
be
the
basis
for
the
design
development.
B.5
DESIGN
DEVELOPMENT
STAGE
a. Based
on
the
approved
Schematic
Design,
the
ENGINEER
together
with
the
ARCHITECT
shall
develop
the
mechanical
and
electrical
systems
in
greater
detail
to
produce
Design
Development
Documents.
These
documents
illustrate
the
correct
dimensions
and
arrangements
of
the
architecture,
structure
and
building
systems.
b. Develop
detailed
design
on
identified
green
building
features.
c. Align
the
M&E
design
with
the
output
of
Specialty
Consultants,
e.g.
interior
design,
landscape,
signage,
lighting,
etc.
d. Prepare
brief
descriptions
and
calculations
of
all
proposed
M&E
systems.
Submit
engineering
calculations
as
the
basis
of
final
equipment/system
sizes
which
includes;
Heat
Load
Calculations
for
A/C
System,
Hydraulic
Calculation
for
Fire
Fighting
System,
Water/Waste
Water
and
Storm
Drainage
System
Sizing,
Traffic
Analysis
for
Vertical
Lift
System,
Short
Circuit/Load
Analysis,
Illumination
Calculations,
and
Voltage
Drop
Calculation.
e. Produce
Blow-Up
Details
of
plant
rooms
as
well
as
crucial
and
typical
sections
of
the
distribution
system.
f.
Develop
composite
drawings
of
all
M&E
systems
per
typical
floor/area
including
all
penetrations
through
floors,
walls
and
roof.
Ensure
zero
spatial
conflicts
with
structure
and
architecture
elements.
Special
attention
to
be
provided
for
gravity
systems
such
as
drainage
and
sewer
pipes
within
the
building
and
on
the
site
plan.
g. Prepare
Outline
Performance
Specifications
based
on
the
Construction
Specifications
Institute
(CSI)
format
(Division
01
to
16).
h. Design
Development
Technical
Review:
The
ENGINEER
and
ARCHITECT
shall
present
and
submit
to
the
OWNER
all
the
Design
Development
Documents
to
be
subjected
to
a
thorough
review.
The
engineering
and
architecture
drawings
shall
be
tested
for
consistency
and
correctness.
This
i.
process
is
critical
as
the
approved
Design
Development
documents
shall
form
part
of
the
Contract/Tender
Documents.
Design
Development
Cost
Review:
Assist
the
OWNER
and
QS
in
preparing
and
submitting
detailed
budgetary
estimates,
based
on
the
approved
Design
Development
documents.
If
needed,
the
ENGINEERS
and
ARCHITECT
shall
assist
the
OWNER
in
conducting
Value
Engineering
Reviews
and
provide
recommendations
in
association
with
the
QS
for
all
building
systems,
and
materials,
report
and
recommend
on
the
most
cost
effective
systems
and
materials,
while
maintaining
the
design
intent
and
function,
for
the
OWNERS
approval.
j.
Prepare
Final
Design
Development
Documents
based
on
the
technical
review
and
cost
reviews.
The
OWNER
shall
sign-off
on
the
final
Design
Development
Documents.

THE
DOCUMENTS
ISSUED
FOR
TENDERING
OR
BIDDING
AND
THOSE
FOR
CONSTRUCTION.
THE
TENDER
AND
CONSTRUCTION
FLOOR
PLANS
AND
FINISHES/MATERIALS
SPECIFICATION
SHALL
BE
THE
SAME
WITH
THOSE
USED
BY
OWNER
IN
MARKETING
PURPOSES
SUCH
AS
BROCHURES,
SITE
DEVELOPMENT
AND
BUILDING
PLANS/ELEVATIONS/ETC.
a. The
ENGINEER
shall
obtain
from
the
OWNER,
through
PSS-PM,
the
approved
Contract
Packaging
Program.
This
shall
be
the
basis
of
the
preparation
and
arrangement
of
Tender
Documents
by
the
ENGINEER.
b. Discuss
and
agree
with
the
OWNER,
CM
and
QS
on
the
procurement
packages
(owner
supplied,
supply
and
install
packages,
general
contractor
scope).
The
ENGINEER
shall
assist
the
OWNER
to
ensure
zero
gaps
and
redundancies
in
the
scope
of
works.
c. Collaborate
with
the
OWNER
and
QS
in
producing
the
PROJECT
Definitive
Office
Estimates
(DOE
or
RAB)
based
on
Contract
Document
drawings.
Ensure
that
the
engineering
drawings
and
specifications
are
fully
coordinated
and
consistent
in
all
its
contents,
aspects
and
intentions.
If
any
discrepancy
is
detected,
the
ENGINEER
shall
immediately
update
his/her
documents
and
issue
the
latest
version
to
the
OWNER,
ARCHITECT
and
the
PTG.
The
other
CONSULTANTS
shall
update
their
design
documents
based
on
the
latest
version
issued
by
the
ENGINEER.
d. Make
available
complete
sets
of
Tender/Construction
drawings,
specifications,
and
other
documents
such
as
Fire
and
Safety
Analysis
and
government
environmental
requirements
as
required
by
the
OWNER
and
CMT
for
purposes
of
getting
clearances
from
the
Government
and
utility
companies;
bidding;
securing
construction
permits;
and
other
government
approval(s).
The
bidders
shall
pay
for
the
sets
required
for
bidding
purposes
from
the
ENGINEER
in
coordination
with
the
CMT.
The
winning
bidder
shall
purchase
the
document
sets
required
for
securing
construction
permits
and
for
construction
purposes
from
the
ENGINEER
in
coordination
also
with
the
CMT.
e. As
needed,
assist
the
OWNER
in
filing
the
required
documents
to
secure
approval
of
government
authorities
having
jurisdiction
over
the
design
and
construction
of
the
Project.
B.7
TENDERING
STAGE
a. Participate
in
the
pre-bid
conferences
among
CONTRACTORS,
sub-contractors,
VENDORS,
manufacturers
and
suppliers
of
materials
and
equipment.
Provide
formal
clarifications
to
any
queries
raised
by
concerned
parties
regarding
the
designs,
drawings,
specifications
and
related
tender
documents.
These
clarifications
shall
be
in
the
form
of
bid
bulletins
which
shall
be
prepared
by
the
CMT
with
the
support
of
the
QS
and
ENGINEER.
Bid
bulletin
information
provided
by
the
QS
and
ENGINEER
shall
be
submitted
to
the
CM
for
review
prior
to
issuance
to
the
bidders.
b. Assist
the
OWNER
and
CM
in
issuing
bid
documents,
receiving,
evaluation
and
presentation
to
SML
Tender
Committee
and
awarding
bid
packages
and
completing
the
final
CONTRACT
DOCUMENTS
of
the
winning
bidder.
c. The
ENGINEER
shall
be
responsible
for
the
technical
evaluation
of
the
bids
and
based
thereon,
the
ENGINEER
shall
make
recommendations
to
the
OWNER
and
the
CM
as
necessary.
The
ENGINEER
shall
assist
the
OWNER,
CM
and
the
QS
in
the
final
evaluation
of
the
bids.
d. Assist
the
QS
with
the
preparation
of
the
Definitive
Office
Estimate
(DOE
or
RAB)
for
the
PROJECT.
Each
bid
package
which
is
bided
or
negotiated
shall
have
a
DOE
prior
to
bidding
and
negotiation
discussions.
B.8
CONSTRUCTION
PHASE
a. Attend
regular
technical
and
construction
meetings
as
required
(with
minimum
2
(two)
times
per
month),
to
clarify
interpretations
of
designs,
plans
and
specifications
and
to
help
solve
potential
construction
problems.
b. As
needed,
ENGINEER
shall
issue
Construction
Bulletins
and
revision
drawing(s)
to
serve
as
supplemental
updates
to
the
Construction
Drawings.
c. Review
and
approve
shop
drawings
that
will
entail
major
deviations
from
the
design
intent
indicated
on
tender
drawings.
d. Review
and
approve
technical
submittals
and
material
sample
submittals
together
with
the
ARCHITECT
and
OWNER.
e. Assist
the
OWNER,
Construction
Management
Team
(CMT)
and
QS
in
the
resolution
of
any
PROJECT
conflicts
on
cost
and
technical
problems
caused
by
unforeseen
conditions
or
situations.
f. Conduct
regular
PROJECT
SITE
inspections,
and
report
findings
to
the
CMT.
Schedule
inspections
usually
after
the
weekly
technical
and
construction
meetings.
The
ENGINEER
shall
keep
the
OWNER
informed
of
the
quality
and
progress
of
the
WORKS.
The
ENGINEER
shall
guard
the
OWNER
against
defects
and
deficiencies
found
in
the
WORKS
of
the
CONTRACTORS,
VENDORS,
suppliers,
and
report
accordingly.
g. Assist
the
OWNER
and
CMT
during
the
Testing
and
Commissioning
Stage.
Witness
performance
testing
of
M&E
systems
as
stated
in
the
specifications
and
performance
parameters.
Attest
on
the
results
and
recommend
adjustments
as
necessary.

The
works
shall
be
designed
and
constructed
all
in
accordance
with
the

D. DEFINITION
OF
TERMS

shall
mean
the
primary
authorized
representative
of
the
Strategic
Business
Unit
(SBU)
representing
the
OWNER.
The
PL
takes
lead
during
the
Project
Conceptualization
and
Schematic
Design
Stage.
b. PSS-UTP
REPRESENTATIVE
(PSS-UTP)
shall
mean
the
primary
authorized
representative
of
the
Project
Support
Services
(PSS)
representing
the
OWNER
as
lead
of
the
Project
Technical
Group
(PTG)
during
Design
Development
and
Contract
Documentation
Stage.
c. PSS
PROJECT
MANAGER
(PSS-PM)
shall
mean
the
primary
authorized
representative
of
the
Project
Support
Services
(PSS)
representing
the
OWNER
as
lead
of
the
Project
Technical
Group
(PTG)
during
Construction
Stage.
The
PSS-PM
is
the
authorized
leader
of
the
Construction
Management
Team
(CMT)
and
point
of
contact
of
all
project
communication
during
Construction
Stage.
2. QUANTITY
SURVEYOR
(QS)
shall
mean
the
individual(s)
/
company
responsible
for
the
PROJECTs
commercial
aspects;
scope
of
work,
bills
of
items,
bills
of
quantities,
cost
estimates;
cash
flow
projections,
tender
terms
and
conditions;
tender
package
preparation;
and
works
with
the
CM
in
construction
and/or
supply
CONTRACT(S)
documents
preparation
and
administration.
3. CONSTRUCTION
MANAGEMENT
TEAM
(CMT)
shall
mean
the
construction
management
consultant
engaged
by
the
OWNER
to
be
responsible
for
the
day-to-day
management
and
execution
of
the
construction
CONTRACTS.
4. ENGINEER/
ENGINEERURAL
CONSULTANT
shall
mean
the
individual
professional/firm
who
has
primary
responsibility
in
coordinating
the
design
process
and
in
reviewing
the
consistency
and
compatibility
of
designs
produced
by
the
engineers
and
specialty
consultants.
The
ENGINEER
acts
as
the
reviewer
and
integrator
of
all
design
work.
5. ENGINEER/
ENGINEERING
CONSULTANTS
shall
mean
the
professional
individual/firm
primarily
responsible
for
the
engineering
aspects
of
the
PROJECT.
The
main
engineering
consultants
are
the
Structural
Engineer
and
the
Mechanical
and
Electrical
(M&E)
Engineers.
6. SPECIALTY
CONSULTANTS
(SC)
shall
mean
the
professionals
other
than
the
ENGINEER
and
ENGINEERS
hired
by
the
OWNER
for
the
PROJECT.
Specialty
consultants
typically
engaged
by
the
Owner
are
responsible
for
Interior
Design,
Landscape
Design,
Lighting,
Acoustics,
Signage
and
Way
Finding,
etc.
Term
of
Reference
Architectural
Services
7. DESIGN
CONSULTANTS
is
the
collective
term
used
to
refer
to
consultants
who
are
responsible
for
the
design
aspect
of
the
project.
Design
Consultants
comprise
of
the
ENGINEER,
Structural
Engineer,
Mechanical
and
Electrical
Engineers
and
Specialty
Consultants.
8. PROJECT
TECHNICAL
GROUP
(PTG)
is
composed
of
the
OWNERS
Design
Consultants
and
Construction
Management
Group
which
includes
the
ENGINEER,
Engineers,
Specialty
Consultants,
QS,
and
CMT.
The
Owners
authorized
representatives
in
the
PTG
are
the
Project
Lead,
PSS-UTP
Representative
and
the
PSS-PM.
9. CONTRACT
shall
mean
the
written
agreement
entered
into
between
the
OWNER,
the
CONSULTANT/CONTRACTOR/VENDOR,
and
individuals
or
companies,
for
the
purpose
of
planning,
designing
and/or
constructing
the
PROJECT.
10. CONTRACTOR
shall
mean
the
person
or
entity
engaged
by
the
Owner
in
constructing
the
PROJECT.
11. CONTRACT
DOCUMENTS
refer
to
items
designated
in
the
Contract
Agreement
and
which
together
comprise
the
Contract.
These
consists
of
the
Contract
Agreement,
Purchase
Order,
Bid
Bulletins,
General
Conditions
of
Contract,
Bid
Technical
Specifications,
Bid
Drawings,
Contractors
Final
Proposal,
Contractors
Approved
Work
Schedule
and
other
Bid
Documents.
12. PROJECT
or
WORK
shall
mean
all
the
works/activities
and/or
scope
of
works
to
be
performed
and
completed
under
the
CONTRACT
as
well
as
any
revisions,
alterations,
deletions
and
additions
to
the
scope
of
work
ordered
to
be
implemented
by
the
OWNER
during
the
course
of
the
CONTRACT.
13. PROJECT
SITE
shall
mean
the
place
or
area
where
the
WORK
is
to
be
carried
out.
14. VENDOR
shall
mean
the
person(s),
firm,
or
company
entering
into
an
agreement
with
the
OWNER
for
the
supply
of
services,
materials,
equipment,
labor
and
all
other
items
necessary
to
complete
the
WORK.
The
VENDOR
is
responsible
to
the
OWNER.
15. SUB-CONTRACTOR
and/or
SUPPLIER
shall
mean
the
person(s),
firm,
or
company
entering
into
an
agreement
with
the
CONTRACTOR
for
the
performance
of
a
portion
of
the
CONTRACTOR(S)
obligation
to
the
OWNER.
The
SUB-CONTRACTOR
is
responsible
to
the
CONTRACTOR.
16. PEER
REVIEW
shall
mean
the
review/checking
of
drawings,
specifications
and
other
documents
prepared
by
the
CONSULTANTS
by
person(s)
or
third
party
who
are
not
directly
involved
in
the
design
of
the
PROJECT.
The
PEER
REVIEW
is
an
optional
activity
by
the
OWNER
as
a
measure
to
validate
critical
life
safety
aspects
of
the
project
such
as
structural
systems,
fire
safety
systems,
and
other
mechanical
and
electrical
systems.
