STATEMENT BY GOVERNOR ALFRED N.

MUTUA WHILE PRESENTING


LIFESTYLE AUDIT INFORMATION TO EACC-NOVEMBER 16TH, 2015
I have today, voluntarily, handed to the Ethics and Anti-Corruption Commission (EACC) details of my assets
and permission for them to investigate my bank accounts, for a lifestyle audit.
I have also brought and given to EACC lifestyle audit information of my key staff in the Government of
Machakos. The information includes names, assets list, Names and assets of spouses, children, bank details,
etc. This is based on a letter by EACC in reply to my request for a lifestyle audit of Machakos Government staff.
After we received the letter from EACC, we immediately communicated to all concerned officers and gave a
deadline of last week Friday, November 13th, 2015. All of my CECs (Ministers), chief officers, Directors, and
Assistant Directors submitted their details for hand over to EACC. The only person who has not handed over
his information is Machakos Deputy Governor Bernard Kiala. We wonder what he is hiding.
The fight against corruption has to be fought with action and not just proclamations.
It has become common for Government officials to enrich themselves through corruption as our people wallow
in poverty.
The Maendeleo Chap Chap movement is based on the premise that the only way to effect speedy development
is through zero corruption and value of money through procurement.
The money in Government is not personal property. We, leaders and Government officials are servants and
custodians of public resources. We should therefore, be accountable and strive to save money.
Our country is poorer than it should be because of corruption-at all levels-in actual fact; the challenge of
terrorism is exacerbated by corruption. Government officers are either cutting deals, inflating prices, taking
bribes, grabbing land or conniving how to steal money from the people of Kenya. Doing business in Kenya is a
nightmare because of bribery.
I commend President Uhuru Kenyatta for appointing a taskforce to come up with strategies to combat
corruption in our country.
I urge the team to consider reducing bureaucracy in procurement and focus on value for money and not just
procedures that justify theft.
I call upon other leaders in both the National Government and County Government from Governors, Judges,
Cabinet Secretaries, Senators, MPs, Principal Secretaries, CEOs, Directors etc., to also voluntarily open
themselves up for audit. Let us lead from the front.
As a proponent of Transparency, Accountability and value for Money, I have nothing to hide. In actual fact, I
have filled necessary forms and it's clear, I am poorer today than I was before I became Governor.
This is because I have been busy making Machakos the Place to be, protecting people's money and squeezing
the shilling through value for money procurement.
Corruption has permeated into our lives such that Kenyans-ordinary Wananchi- do not feel they can receive fair
services.
A person in court works whether a judgement will be fair or the magistrate or judge has been compromised.
A businessman knows that unless they bribe, a tender will not be forthcoming.
A visit to a police station or investigative body does not yield anything unless one buys tea.
Even a watchman and security officers laugh and look the other way if one is generous.

This is the reality. Day to day life is full of corruption activities. We have to work on this and not only on senior
Government officials.
I am confident that we can win this difficult war. We just have to decide to act and to actually do so.
We need Chap Chap action against corruption.
