Legitimate announcement by the Comunidad

Campesina (Rural Community) of Ollachea 001-2015

Community Board and general comuneros of the Rural Community of
Ollachea, duly supported by their authorities, address National and
International Public Opinion, Minera IRL Ltd Company and its
subsidiaries, with the aim of informing the following:

First.- The General Assembly strongly rejects all recent publications,

announcements, letters, press releases and other similar documents
which have been issued under the name of the Rural Community of
Ollaechea.

Through a letter dated November 10, 2015, issued by Minera IRL Ltd,
wherein we were surprised to find copies of 2 simple copies of the
letters dated August 10 and 16, 2015, that were signed by Mr. Juan
Luis Valeriano Guiterrez, President of the Rural Community of
Ollaechea, purportedly supported by a Communal Assembly dated
July, 07, 2015. The mentioned letters have been signed without the
knowledge and behind the back of the community; that is, without the
knowledge, much less approval, of the General Assembly of the Rural
Community of Ollachea. These letters clearly favor Mr. Diego
Benavides. The larger Community has no knowledge and rejects all
that is contained in these letters, since at no time had the community
agreed to those facts. These letters have created concern and
indignation regarding the content of the mentioned letters.
To the contrary we, as comuneros owners of our lands and existing
wealth in our community, have absolute liberty to enter into a
dialogue with the person that is the legitimate representative of the
Company Minera IRL Limited, without the existence of the slightest
difference of nationality, sex, race, religion or political consideration of
the representative of this mining company. With the only condition
that, as comuneros, we demand the fulfillment of all that has been
agreed to with and committed by the Mining Company, otherwise
whoever comes as representative of the mining company will not be
welcome into our community for as long as it does not commit to the
previous Agreements.

Second.- The Community in general has been again surprised with

a meeting on Monday, November 11, 2015 at 6:00 pm, with the
purpose of receiving a report of a unplanned trip of the President, his
Vice-President and two comuneros to the city of Lima, with the
exclusive purpose, according to them, the publishing in the press an
Announcement dated November 11, 2015, in the name of the RURAL

COMMUNITY OF OLLACHEA, where again it can be seen that the

announcement clearly favors Mr. Diego Benavides which is unknown
to us. We reject this wrongful intentional attitude. Additionally, neither
the announcement nor the trip were authorized by our Communal
Assembly.
The Rural Community of Ollachea was made aware, by means of this
presentation by the purported delegation headed by the President of
the Community, and the content of the presentation. The Comuneros
present at this presentation, in their great majority, categorically
reject these types of favoritisms to determined individuals. This event
was convened through the commission (which travelled to Lima),
without the consent of the Community. This act has been considered
as treason by the Community, suggesting over this event, as a
corrective measure and exemplary measure to those comuneros
involved and other individuals responsible in accordance to the
general Law on Communities and the By-Laws of the Rural
Community of Ollaechea, that we sign bellow the present letter.
