Criteria

The procedure and criteria for the empanelment of Structural

Engineers is as under :1

QUALIFAICTIONS

STRUCTURAL The minimum qualifications for a Structural Engineer

shall be graduate in Civil Engineering of recognized
ENGINEER
Indian or foreign university, or Corporate Member of
Civil Engineering Division of Institution of Engineers
(India), and with minimum 3 years experience in
structural engineering practice with designing and field
work.
Note : The 3 years experience shall be relaxed to 2 years in the

case of post-graduate degree of recognized Indian or foreign

university in the branch of Structural Engineering. In case of
doctorate in Structural Engineering, the experience required would
be one year.

SCOPE OF WORK

STRUCTURAL Registered Structural Engineer shall be competent to

prepare the structural design, calculations and details
ENGINEER
for all buildings and supervision.
PENAL
ACTION:

In case of structural failure, the sole responsibility lies

on the part of Structural Engineer and penal action
against defaulting can be taken as per the provisions of
Building Bye Laws for the Union Territory of Delhi,
1983 and other applicability as per law.

Engineers working in any Government / Semigovernment Department need not to apply for registration and
they are exempted from registration for grant of licence for the
purpose of issuing structural stability certificate for their
Departments where they are working provided they possesses
requisite qualification as prescribed in National Building Code
of India.

DURATION OF LICENCE

A licence shall not be issued for shorter term i.e. for less than one
month and shall not be issued for a period longer than one year, shall be
issued for maximum one year and each licence shall terminate on 31 st
December of every year. No certificate shall be issued after the expiry of
the validity of the licence.

TO WHOM APPLY
Application for empanelment shall be made in the office of Executive
Engineer (Building)HQ, 8th floor Shayma Prasad Mukherjee Civic Centre,
Jawahar Lal Nehru Marg New Delhi, in the prescribed application form
annexed A.

DOCUMENTS

Attested copies of
High school Pass certificate.

12th Pass Certificate.

Mark sheet & degree (Bachelor of Engineering / Master of

Engineering or equivalent).

Photocopy of the 3 years experience certificate in case of structural

engineer.

3 photographs duly attested by competent authority.

Photocopy of proof of address

Photo I.D. proof.

Security (refundable)

Annual Fee

Declaration of nominee

Affidavit as per the prescribed language.

The application so received shall be scrutinized and necessary fee

& security shall be got deposited in Municipal Account, after
approval from the Chief Engineer.

The applications alongwith the documents of the Structural

Engineer shall be kept in individual file. A register shall also be
maintained in alphabetic order with details.

After approval from the competent authority, the License for

specific period / validity shall be issued to the Structural
Engineer, as the case may be, under the signatures of EE(B)HQ,
entitling him/her to issue structural safety certificate for building
plan application, regularization and issue of the completion
certificate under the jurisdiction of MCD.

The empanelment would only be applicable in the jurisdiction of

MCD.
