Village of Fleischmanns
Board Meeting
May 11, 2015
The Village of Fleischmanns Board of Trustees held their regular monthly meeting on
Monday, May 11, 2015 at the Skene Memorial Library at 6:00 p.m. Present were: Mayor
Donald E. Kearney, Deputy Mayor Harriet L. Grossman, Ben Fenton, Lewis Grocholl
and David Yates.
Sindy Becker/Tennis Courts
Sindy Becker held discussion with the Village Board and the public as to vandalism at the
tennis courts and how it could possibly be resolved. Mrs. Becker also advised that some
supplies were needed for the courts such as wind curtains, fountain, etc., not funded by
FEMA.
Flood Update Milone & MacBroom
Village Board & East Branch Flood Commission
An update of the project presents a number of flood mitigation alternatives and their
benefits in reducing flooding in the Village, and gather feedback on the alternatives.
David Murphy was present from Milone & MacBroom, Inc. (MMI). Present at the
meeting were Mayor Donald E. Kearney, Graydon Dutcher from DCSWCD, members of
the Village Board and flood commission, and members of the public. Mr. Murphy
presented all of the hydrologic and hydraulic flood mitigation alternatives and provided
the BCA findings.
Discussion included the following topics:
1. An attendee asked whether the individual flood mitigation projects can be pursued
separately, or would they all be better accomplished together. Mr. Murphy
explained that one of the unique things about Fleischmanns flood profile is that
the projects can be pursued separately and each will have its own localized
benefits. There are pros and cons, for example it would be nice if they all acted
together and the sum of the parts was more beneficial than individual projects.
However, as this is not the case, each can be un-tethered from the others.
2. Attendees inquired about funding sources for implementation. Mr. Dutcher
described the various funding programs and the Catskill Watershed Corporation
(CWC) application process.
3. Mr. Murphy asked attendees to comment on the groups of alternatives that were
presented. Is there consensus for any? Mayor Donald E. Kearney indicated that
he favors the combination of 8B+1C+1D+4A, which would have benefits without
disrupting residential properties. Mr. Dutcher noted that all of the combinations
(such as 5C and 6E) need to be LFA recommendations. There may be support in
the future, or after floods.
4. Mayor Kearney explained that debris such as large trees was still a major concern.
He inquired about whether a model ordinance was available to incorporate into
the Villages code. Mr. Dutcher agreed and reminded attendees that a minor
amount of debris management is allowed without permits. Mr. Dutcher also
explained that Lake Switzerland was a possible area of channel and floodplain
projects that could catch debris.
5. Anchoring floatable and tanks is something of concern in the Village and should
addressed in the LFA.
6. As mentioned at the February meeting, early warning precipitation gauges are
desired in the Emory and Vly watersheds. These would provide warning time
before clouds, as opposed to the downstream stream gauges which are not helpful.
The warning system needs to be fully automated and able to provide as little
advance warning as an hour.
7. Mr. Murphy asked about the consensus about projects in the LFA that pertain to
individual properties. The Public Works and Fire Department buildings are good

examples. CWC can fund relocations of these facilities. A short discussion
proceeded about how to determine locations for critical facilities that are
relocated. Mr. Dutcher described some tools, for example using the flood maps as
the first cut. CWC can fund feasibility studies for relocations.
8. The owner of the house at 45 Bridge Street would like to include elevation in the
LFA. Mr. Murphy said that was a good project to include as FEMA may be able
to fund this, although CWC would not be able to fund it unless there were benefits
to other properties. Another attendee asked how a building could be flood
proofed.
9. The project schedule was discussed. This LFA cannot submit projects to the June
2015 CWC deadline, but the December deadline should be a goal. The Mayor
was provided with a list of businesses to approach about revenue figures. The
schedule is to wrap up the report in June/July, provided that the revenue figures
are available by then.

Upon motion made by David Yates and seconded by Donald E. Kearney, the following
resolution was duly adopted:
Whereas, the Mark Project Inc. desires to apply for up to $500,000 in financial assistance
through the 2015 Consolidated Funding Application (CFA) under the NY Main Street
Program; and
Whereas, the application proposes funding to assist property owners to complete
building renovations to downtown main street buildings on Main Streets in the Towns
of Andes, Middletown, Roxbury, Shandaken and the Villages of Margaretville and
Fleischmanns
Whereas, the proposed funding will contribute to ongoing community revitalization
efforts; and
Whereas, the grant application requires that the applicant obtain the approval and
endorsement of the governing body of the municipality in which the project will be
located.
Now, Therefore, Be It Resolved, that the Village of Fleischmanns approves and endorses
the 2015 NY Main Street application for assistance prepared and to be submitted by the
Mark Project Inc.

Accounting Report/Mayor Kearney
Mayor Kearney distributed copies of his monthly Budget Report dated April 30, 2015 to
the Village Board of Trustees.
Delaware Operations/Sewer Department & Water Department
Monthly Report/April, 2015
At this time the WWTP is running through most of the month at a reduced rate of flow
and discharges effluent flow from the facility every day of the week. Operators continue
to monitor the pump station and the collection system on a daily basis.
Purchase Orders
Motion made by Harriet L. Grossman to pay the following vouchers for the WWTP May,
2015: Slack Chemical, 60% magnesium hydroxide, 55 gal. drums, 220 gal. @ $4.20/gal.,
total cost of request $924.00, reason for purchase: treat plant flow for alkalinity and pH;
Slack Chemical, chlorine bleach, 55 gal. drums, 55 gal. @ $2.66/gal., total cost of
request: $146.00, reason for purchase: chemicals used in the treatment process; Slack
Chemical, bulk coagulant (PAC), gal., 300 gal. @ $2.85/gal, total cost of request:
$855.00, reason for purchase: chemicals used in the treatment process; and to pay the

Motion made by Ben Fenton to accept the price from John Blish of Mountain Valley, Inc.

time; with an average of 3 times per season totaling $840.00, clearing of area along road
and tower and up to springs area, cut brush, clean up @$1600.00. Motion seconded by

187 Ellsworth Avenue/Vorisek
Motion made by Harriet L. Grossman to issue a credit to water account # 000212 in the

which was used by his neighbor. This was due to a frost freeze up. Motion seconded by

Workshop/May 19, 2015
The Mayor and Village Board of Trustees decided to hold a Workshop meeting on May
19, 2015 at the Skene Memorial Library at 4:00 p.m. on the proposed LL # 1 of 2015 to
amend the law on water rates.
Harriet L. Grossman/Signs
Deputy Mayor Harriet L. Grossman addressed the issue of needed signs at Breezy Hill
Road by the site of the old Fire Hall reading: Stop Ahead. Another sign is also needed for
No Parking or Standing in front of buildings on the north side of Main Street, located
near or in front of 1033 Main Street, next to the Skene Memorial Library. People are
parking cars or leaving cars standing & unattended.
Mayor Kearney discussed having Wayne Reynolds of the Delaware County DPW doing
an assessment on all the signs in the Village.
Fleischmanns Business Group/Kiosk
The Fleischmanns Business Group has requested permission to put up a double-sided
informational kiosk. It was envisioned by the Business Group for downtown to
provide a place for visitors to the Village to access local business brochures as well as
historical information about Fleischmanns. The location is to be approximately in front
of the Skene Memorial Library where there was a community bulletin board. Attorney
Carey Wagner will research & get back to the Board. The issue of consulting with the
Library Board was also addressed.
Coalition of Watershed Towns
No nominations were made by the Village Board of Trustees for the Executive
Committee of the Coalition of Watershed Towns.

Fred Woller/Complaint
A letter dated May 5, 2015 from Fred Woller was discussed as to removing the picnic
tables from the Village parking lot next to LaCabana as they invite late night drinking
parties. Last year the Board was kind enough to remove the tables and end the partying.
He would appreciate it if the Board works with the authorities to cut down on the revving
of engines and the leaving of rubber in the parking lot and street.
Discussion was held as to possibly speaking with the owner at LaCabana to see if they
could assist in quieting things down.
I & Z PC World, Inc.
Motion made by David Yates to sell the Casio cell phone which was purchased by the
Village of Fleischmanns for former Mayor David Morell to I & Z PC World, Inc. for
$50.00. Motion seconded by Harriet L. Grossman. David Yates-Aye. Harriet L.

Village Trees
Motion made by Harriet L. Grossman to put out an RFP to have an expert come into the
