FOREWORD

This Manual of Aerodrome Certification Procedures is published under the


authority of the Chairman of the Board and Chief Executive Officer of the Instituto de
Aviao Civil de Moambique (IACM).
This is the third edition of this Manual. The Manual of Aerodrome Certification
Procedures has been modified in order to include an operational procedures.
Consequently the numbering of the following pages has been modified. Therefore, this
edition of the Manual of Aerodrome Certification Procedures is considered as the
third edition of IACM guidance material on the subject of Aerodrome Certification.
This Manual of Aerodrome Certification Procedures is intended for the regulating
authority staff as well as for the aerodrome operators staff.

1. Introduction
1.1. Objective
This guide contains a description of the applicable regulatory framework in the
Republic of Mozambique for the certification of aerodrome. In order to ensure that the
regulatory framework is uniformly implemented, this Guide also contains the
applicable procedures for the processing of the application for certification,
cancellation, transfer or surrender by an aerodrome operator. For completeness, the
Guide also contains procedure to be followed when an aerodrome certificate is to be
suspended or cancelled as part of the enforcement procedure that IACM applies.
The objective of this guide is to make sure that the Aerodrome Certification process
is uniformly understood by all those involved in the process, i.e. Aerodrome operator
staff and the Instituto de Aviao Civil de Moambique staff as well.

1.2. Definition of Aerodrome Certification


The Aerodrome certification is the issuance by the Instituto de Aviao Civil de
Moambique to an Aerodrome operator of a certificate in accordance with the MOZCARS 139.4.1 and MOZ-CATS 139.1.4. An Aerodrome Certificate is issued following
the Aerodrome Operator request to be certified, to its acceptance by the IACM, the
approval of the Aerodrome Manual, including the Safety Management System and the
successful certification inspection visit.

1.3. Requirements for Aerodrome Certification


In order to discharge their overall responsibility under the Civil Aviation Convention
(Convention of Chicago) the Republic of Mozambique has enacted the MOZ-CARS
139, the Primary Law, in which all aerodromes used for international operations shall
be certified. In addition the Republic of Mozamique has developed and published
Aerodrome Standards and Operational Requirements, MOZ-CATS 139, Volume I wich
specifies the standards that an aerodrome shall comply for eligibility for certification.
These are by and large consistent with the provisions in the ICAO Annex 14, Volume
I. The inclusion of a requirement for the certification of aerodromes in the Aerodrome
regulations of the Republic of Mozambique will ensure that Aerodrome operators meet
their obligations in accordance with the terms and conditions of the Aerodrome
certificate. It also vests IACM, the regulatory authority, with the necessary powers to
enforce compliance of the regulations to fulfill its obligation for safety oversight in
accordance with the Chicago Convention on International Civil Aviation.
As safety, regularity and efficiency of air transportation in the Republic of Mozambique
is of paramount importance, the requirement for Aerodrome certification should apply

equally to government departments operating State-owned aerodromes. Similarly,


aerodromes operated by entities such as Aerodrome authorities or corporations
owned totally or partially by a State and aerodromes owned and operated by provincial
governments, cities and municipalities are not exempt from Aerodrome certification
requirements.

2. Aerodrome Certification Law and Regulation Framework


2.1. The International Obligations
2.1.1. International Civil Aviation Convention

Article 15 of the Chicago Convention on International Civil Aviation requires that all
aerodromes open to public use under the jurisdiction of a Contracting State 1 should
provide uniform conditions for the aircraft of all other Contracting States. These
uniform conditions also apply to all aircraft from any contracting States using
Aerodrome installations and services, including radio electric and meteorological
services, set up for public use and for the safety, regularity and efficiency of air
navigation.
Furthermore, Articles 28 and 37 oblige each State to provide, in its territory,
Aerodromes and other air navigation facilities and services in accordance with the
Standards and Recommended Practices (SARPs) developed by ICAO. Volume I of
Annex 14 to the Convention contains SARPs on the subject of Aerodrome design and
operation. Responsibility for ensuring safety, regularity and efficiency of aircraft
operations at aerodromes under their respective jurisdictions rests with individual
States. It is therefore essential that whenever the operation of Aerodromes is
delegated to an operator, the State retain its overseeing responsibility and ensure that
the operator complies with the relevant ICAO SARPs and/or applicable national
regulations.
The most effective and transparent means of achieving these objectives are to:
1) Establish a separate safety oversight entity and a well-defined safety oversight
mechanism, supported by appropriate legislation, to carry out the functions of
certification and safety regulation of aerodromes;
2) Implement an Aerodrome certification procedure whereby a State certifies an
Aerodrome through the approval/acceptance of the Aerodrome Manual
submitted by the Aerodrome operator.

2.1.2. Annex 14, Volume I - Aerodrome Design and Operations

Articles 1.4.1, 1.4.3, 1.4.4, below are from Volume I, Annex 14. They establish the
requirements vis--vis the Aerodrome certification and the establishment of a Safety

Management System (SMS), approved by the State. Annex 19 Safety Management


contains the safety management provisions applicable to certified aerodromes. These
articles are the backbone of The Republic of Mozambique Aerodrome laws and
regulations.

1.4.1 States shall certify aerodromes used for international operations in


accordance with the specifications contained in this Annex as well as other
relevant ICAO specifications through an appropriate regulatory framework.
1.4.2 Recommendation. States should certify aerodromes open to public use
in accordance with these specifications as well as other relevant ICAO
specifications through an appropriate regulatory framework.
1.4.3 The regulatory framework shall include the establishment of criteria and
procedures for the certification of aerodromes.
1.4.4 As part of the certification process, States shall ensure that an Aerodrome
Manual which will include all pertinent information on the Aerodrome site,
facilities, services, equipment, operating procedures, organization and
management including a safety management system, is submitted by the
applicant for approval / acceptance prior to granting the Aerodrome certificate.

3. Aerodrome Certification Procedures


3.1. New Aerodromes vs Existing Aerodromes
The Aerodrome Certification Procedures in the Republic of Mozambique are adapted
from the guidance defined in the ICAO Document 97742 and comprises five (5)
steps, as follows:
1) Dealing with the expression of interest by an intending applicant for the
aerodrome certificate;
2) Assessing the formal application, including evaluation of the aerodrome
manual;
3) Assessing the aerodrome facilities and equipment;
4) Issuing or refusing an aerodrome certificate; and
5) Promulgating the certified status of an aerodrome and the required details in
the AIP.
In most cases, the Aerodromes to be certified are existing Aerodromes which have
been in operation for number of years.
In some rare cases, a new Aerodrome which needs to be certified, will have been built
in a green field. In such rare cases, the procedures may be lengthy and the IACM will
require to be more vigilant to ensure the compliance checklist submitted by the
Aerodrome Operator wishing to be certified strictly applies and is in accordance with
the applicable laws and regulations of the Republic of Mozambique. Such areas may
include the reference to other agencies like the Ministry of Environment for
Environmental Impact Assessment, National Institute of Meteorology for weather
conditions and data, CENACARTA for accuracy of coordinates etc
In other cases, an existing Aerodrome begins to receive international operations and
therefore required to be certified in accordance with the MOZ-CARS 139. In such
cases, the impacts will be much less from an environmental, controlled airspace and
existing instrument procedures point of view. They should however be looked at
carefully.

3.2. Process Summary


The Aerodrome Certification Procedure is divided in five (5) phases, as mentioned
above, each of them divided in a number of steps. The phases and steps shown on
figure 3.1 are summarized below.
3.2.1. Phase 1 : Expression of interest

1. After the Aerodrome Operator has expressed desire to be certified and for the
launching of the certification process, the IACM should call a general meeting
with the Aerodrome Operator during which the certification process
requirements will be explained and some useful information regarding
requirements will be communicated to the applicants.
2. The applicants will then complete the Aerodrome Manual according to the

approved procedures and template. The applicants can then proceed with the
formal application demand by submitting their requests on the appropriate form.
The complete file is to be submitted to the IACM in three (3) hard copies and
three
(3)
electronic
copies.

3.2.2. Phase 2: Assessment of the formal application

1. Upon receipt of the file, the IACM will make administrative checks to make sure
that the file for Aerodrome certification is complete and acceptable.
2. IACM will review the Aerodrome Manual. At this stage the acceptance or
refusal of the Aerodrome Manual will be considered from an administrative point
of
view
only.
3. If the file is complete and accepted, the IACM will inform, in writing, the applicant
and will ask him to be prepared for the inspection certification.
4. Should the file be incomplete, the IACM will inform the applicant what additional
information is required or which areas of the file needs modifications before
proceeding with the process. Upon correction, the file shall be resubmitted to
the IACM in the same conditions as described above.

3.2.3. Phase 3 : Inspection

After having made proper arrangements with the applicant, the IACM will organize and
will proceed with the safety certification inspection at the aerodrome site. Prior to
completion of the safety inspection and departure from site, IACM will call a meeting
with the Aerodrome Operator (or a Representative) to outline the result of the
inspection and to receive comments from the aerodrome operator if any. The IACM
will then produce an inspection report listing, the items that do meet and those that do
not meet the established requirements as per standards. The report is to be sent to
the applicant in three (3) paper copies and an electronic format as well.

Upon receipt of the report, the applicant must submit a Corrective Action Plan (CAP)
outlining a programme for implementation of tasks and activities to correct the
observations and assure compliance of standards. The detailed Corrective Action Plan
shall be submitted to the IACM in three (3) copies (paper and electronic versions), no
later than thirty (30) working days after the reception of the IACM report.
Not later than 14 days of receipt of the CAP and after review and acceptance of the
CAP, the IACM shall communicate in writing to the Aerodrome Operator indicating
intention to monitor implementation of the CAP activities,
Once the corrective measures have been applied, the applicant shall inform the IACM.
The IACM will then decide if another Aerodrome inspection is required. If corrective
actions are found to be inappropriate, the IACM will notify the applicant, in writing,
accordingly.
3.2.4. Phase 4: Issuance or refusal

When all above-mentioned steps have been satisfactorily completed, the IACM will
issue the Aerodrome Certificate to the applicant (certificate holder). IACM may decide
to issue specific conditions under wich the certificate has been issued. If on the other
hand IACM determines that the specific national standards for certification have not
yet been met, the Aerodrome Operator will be informed accordingly giving reasons for
refusal of the certificate.

3.2.5. Phase 5: Publication

IACM will take necessary actions to publish the information about the certified
Aerodrome(s) in the AIP. This will include the exemptions and any special conditions
related to the operation of the Aerodrome.

3.3. Certification Process Detailed Description


This section describes the various steps of the certification process and the tasks to
be accomplished at each level.
3.3.1. The Certification Process Planning

The IACM is responsible to plan for, on an annual basis, all necessary actions for
ensuring Aerodrome certification and the supervision of their operations. To do so,
the IACM shall develop an annual based schedule of all actions to be taken to
supervise adequately the Aerodrome certification in Mozambique. Aerodrome
inspections shall also be programmed according to established frequencies.
Moreover, this schedule is essential to efficiently plan the trips and the organization of
these inspection visits to the aerodromes involved.
3.3.2. Launching of the Certification Process

The IACM Department of Aeronautical Infrastructure (DAI) is responsible to receive,


register and process the requests for Aerodrome certification. Upon launching an
aerodrome certification process, the aerodrome operator shall be informed in writing.

The IACM will decide if a general meeting should be organized. If so, at the meeting,
the Aerodrome operators would be informed about the Aerodrome certification
requirements. The certification guide and other useful information for the preparation
of the certification request would be passed on to the applicants.
3.3.3. The Request for Certification File Preparation

The Aerodrome operator requesting an Aerodrome certificate shall supply the IACM
with detailed elements allowing the IACM to review all safety aspects of the applicants
operations.
The applicants request shall supply the IACM with the following information:
i)

If first time certification:


a) Name and address of the aerodrome.
b) Information on the administrative organization of the aerodrome.
c) The request for certification form to be duly completed (see template form
at Appendix A). The request for certification form shall be supplied in three
(3) paper copy and electronic format.
d) The Aerodrome Manual written according with the specifications of chapter
4 of this guide, titled Aerodrome Manual Contents. The Aerodrome
Manual shall be supplied in three (3) paper copies and electronic format.

e) All documents referred to in the Aerodrome Manual (procedures, protocols,


accords, plans, etc.). These documents shall be supplied in three (3) paper
copies and electronic format.
ii)

For a modification to the Aerodrome Certificate :


a) An update the information mentioned above.

The file for Aerodrome Certification request is signed by the Accountable Executive
(see Appendix A, Section 2) and submitted to the Director Department of Aeronautical
Infrastructure (DAI) for and on behalf of the IACM.
3.3.4. Preliminary Technical (administrative) Checks

Upon reception of the applicants file, the DAI will check if the request for certification
form is properly completed and if the Aerodrome Manual has been completed
according with the regulatory applicable requirements.
The following Chapter 4 does contain information to allow the applicants to complete
the Aerodrome Manual according with the regulatory requirements.
Technical check list which include request for Aerodrome Certification Check list and
Aerodrome Check list:
1. will be estabilished and amended as necessary under the authority of Director of
Air Navigation;
2. Before use, the lead Aerodrome Inspector shall confirm which is the latest
amendment;

3. After use, the lead Aerodrome Inspector shall report to Director of Air Navigation
any proposal for further amendment; and
4. All current checklists shall be available in the office of the Director of Air
Navigation as well as in the Department of Aeronautical Infrastructures.

3.3.5. Request for Aerodrome Certification File - Acceptance

Should the Aerodrome Certification request form or the Aerodrome Manual be


incomplete, the Aerodrome Operator will be requested by DAI in writting to make the
necessary corrections and re-submit. In this case a written request will be sent by the
IACM to the applicant for corrective actions. Once the corrective actions taken, the
applicant will forward the revised request for certification file to the IACM.
In the end, once the preliminary control checks are successfully completed, the DAI
will inform the applicant that the certification process may continue. After consultation,

the DAI will inform, in writing, the applicant of the dates the Aerodrome safety
inspection visit will be done.
3.3.6. Aerodrome Safety Inspection by the DAI

On the date agreed upon, the DAI will proceed to the Aerodrome Certification visit.
Within the Aerodrome certification process framework, the DAI will:
I.

Determine if the Aerodrome services safety level is conforming to regulations


and applicable standards;

II.

Determine if the Aerodrome personnel is competent and can deliver the


appropriate
services;

III.

Approve the Aerodrome Manual if it does exactly describe the Aerodrome


physical characteristics and operational procedures; and

IV.

Provide the Aerodrome operator with the opportunity to improve its overall
operations.

The applicants Aerodrome inspection will be conducted as follows:


I.

Step 1: An opening meeting will be held with the Aerodrome responsible


persons to explain the visit program that will be followed during the inspection,
to identify the persons who will be involved and to settle logistic issues.

II.

Step 2: To proceed with an administrative inspection of the Aerodrome in order


to determine if documents, mainly the Aerodrome Manual, and information
supplied by the applicant are exact and complete. To do this, the DAI will use
the Aerodrome Manual check list that can be found at Form CA139 - 02, part
2, thereafter.

III.

Step 3: Physical check of the Aerodrome installations and services to confirm


the adequacy with the information supplied in the Aerodrome Manual. The DAI
inspectors will use the appropriate check list established by IACM.

IV.

Step 4: Closing meeting with the Aerodrome responsible persons. The


inspection visit will be reviewed, main concerns will be addressed, corrective
measures and the continuation of the certification process will be discussed.
The closing meeting main objective is to make sure that the Aerodrome
responsible persons are well informed of the inspection visit results and
findings. A summary of the inspection visit will be done and the Aerodrome
responsibilities towards the findings will be stated.
Besides the items mentioned above, the following elements will be mentioned
during the meeting:

I.

The report will be submitted with twenty (20) working days 3;

II.

The report will be analyzed by other IACM experts;

III.

The Aerodrome operator shall, within thirty (30) working days after
reception of the report, submit to the IACM a corrective action plan to
include short and long term actions to resolve all finding issues;

IV.

To explain that the Aerodrome may be subject to one or more follow-up


inspection visits once the action plan corrective measures have been
put in place to confirm the efficiency of these corrective measures.

3.3.7. The Inspection Report

Following each Aerodrome inspection a report will be prepared according to the


template shown at Appendix B.
The Lead Aerodrome Inspector, with the support of other aerodrome inspectors, shall
prepare the inspection report that shall summarize the findings and conclusions of the
inspection visit. The following elements shall be included:
I.

Part 1 Introduction: Aerodrome inspections objective and scope. Including


information on:
a) Objective and scope.
b) General information on the aerodrome.
c) General information on the inspection itself (dates, lengths, the
inspection team, the persons who have been met/interviewed).

II.

Part II Narrative Summary: To summarize the course of events.


a) The review of the Aerodrome Manual, ref. the procedure in force at
the aerodrome.
b) The functions, services and installations actually evaluated during
the inspection visit.

III.

Part III Summary of the Inspection Results: To summarize the results of


the
inspection.
a) Summary of the main inspection results, findings and inspectors
recommendations concerning corrective actions.

If any finding could compromise the air safety, the team leader with discuss the issue with the
Aerodrome director so that corrective actions be taken immediately. In such cases, if need be, the team
leader will get direction from the IACM to solve this issue compromising the air safety rapidly.

IV.

Appendix Aerodrome Inspection Findings: Includes the Aerodrome


inspection findings recorded on the Aerodrome findings form.
a) The Aerodrome finding forms, Part I to be completed by the
inspectors.

The report is sent to the Aerodrome operator (the applicant) for the identification of
corrective measures to be recorded on Part II of the Aerodrome Inspection Finding
form that can be found at Appendix C.
3.3.8. Acceptance of the Corrective Actions by the IACM

Once the corrective measures have been applied, the Aerodrome operator shall inform
the DAI in writing who will decide if a follow-up visit on site is required in order to
confirm the efficiency of the measure applied. If so, the DAI will arrange for such a
visit after consultation with the Aerodrome operator. When all deficiencies are
corrected to the satisfaction to its satisfaction, the DAI will complete Part III of the
Aerodrome finding form that can be found at Appendix C.
If the corrective actions taken by the Aerodrome operator are not satisfactory,
additional measures will be identified and shall be applied before Aerodrome
certification is granted.
If, after being informed of the additional measures to be applied to remedy the
deficiencies, the Aerodrome does not comply with the requirements of the regulations,
the DAI shall make a recommendation to Chairman/CEO IACM to refuse to grant the
Aerodrome certificate. The reasons for such a refusal will be communicated in writing
to the applicant.
3.3.9. Issuance of the Aerodrome Certificate

The IACM shall inform the applicant about its decision to issue or not to issue the
Aerodrome certificate. The IACM may, in accordance with the regulations, impose
restrictions on the Aerodrome certificate it is issuing.
The IACMs decision is based on the inspection evaluation report.
If the request for Aerodrome certification is granted, the certificate will be signed and
numbered, with restrictions as the case may be, will be delivered to the aerodrome.
An Aerodrome certificate template can be found at Appendix A of this Manual.

3.4. Overview of the Surrender Process


3.4.1.
Purpose:

Introduction

1. To ensure that aerodrome certificates are surrendered correctly and


consistently using a common legal format nationally by describing the:

a) Process for surrendering aerodrome certificates;

b) Legislation governing their surrender;

c) Staff responsibilities; and

d) Forms used.

2. To ensure that when a certificate is surrendered all action required to maintain


the ongoing safety of aviation operations are taken into account.
Timeframe
The aerodrome certificate should be cancelled on the date nominated by the
aerodrome operator or within 30 days of the receipt of the request.

Purpose: Provide the procedures for processing the receipt of a request for
surrender of an aerodrome certificate.

3.4.3.

Guidelines for Receiving Notification from the Aerodrome Operator

An aerodrome operator may voluntarily choose to surrender an aerodrome certificate.


An aerodrome operator must give IACM at least 60 days written notice of the
cancellation date.
IACM must cancel the certificate, provided the request is made by the aerodrome
operator.
If the aerodrome operator contacts IACM for advice on the cancellation process prior
to sending the formal notification, information should be provided as to the operational
consequences that may result if a surrender is made and the aerodrome certificate
subsequently cancelled as a result.
The surrender or cancellation of an aerodrome certificate may affect:
Certain regular public transport (RPT) operations into the
aerodrome
Continuing general aviation safety
IACM aerodrome surveillance activity.
3.4.4.

Procedures for Receiving Notification from the Aerodrome Operator

3.4.4.1.

1. Assign an LAI with appropriate delegation to deal with the request to surrender
the aerodrome certificate.
3.4.4.2.

Lead Aerodrome Inspector

1. Establish the credentials of the person requesting the cancellation as the


certificate holder.

2. On the notification of the intention to surrender the aerodrome certificate, check


that the aerodrome operator has:

a) Clearly stated he or she is making a request for the cancellation of certificate.

b) Specified when cancellation should become effective. If no date is specified,


the certificate cancellation date is the date 60 days from the date of posting

notification of intention to surrender the certificate, contact the operator and advise
them to supply the necessary details in writing.
4. Determine whether the aerodrome is to continue to operate as an unl-certificated
aerodrome.

3.4.5.

Assessing a Surrender Request

3.4.5.1. Key Elements of the Process of Assessing the Request to Surrender a


Certificate
Purpose:
1) To ensure that a request for surrender of the aerodrome certificate by the
aerodrome operator is properly made.
2) To ensure that aerodrome certificates are consistently surrendered using a
common legal format nationally
3) To ensure that the safety of aviation is not compromised at an aerodrome where
the certificate has been surrended.

Timeframe

The applicant must receive the notification of cancellation prior to the date nominated
by the aerodrome operator

3.4.6.

Guidelines for Assessing the Request to Surrender a Certificate

IACM must cancel an aerodrome certificate when it is properly requested.


3.4.7.

Procedures for Assessing the Request to Surrender a Certificate

3.4.7.1.

b) Check that the operator has provided sufficient information:

i)

Are there regular public transport (RPT) operations at the


aerodrome requiring specific and immediate notification to
the FOI?

ii) Are there any changes to reporting officer details?

iii) If the aerodrome is to be closed to all aircraft, have sufficient

safety measures been taken? For example, will the windsock


and boundary markers be removed?

iv) Will unserviceability markers be displayed for a period?

2) If the request is properly made, prepare a letter to the aerodrome operator:


a) Notifying the cancellation of the certificate
b) Directing him to return the original certificate document to the IACM to
enable cancellation of the certificate.
c) Advising him or her to carry out any actions necessary in the interests of
aviation safety.
3) Sign the letter as the approving delegate and place a copy in the appropriate
aerodrome file.
4) Send the letter of notification to the aerodrome operator before the nominated
surrender date (if specified) see the sample letter of cancellation by
surrender of an aerodrome certificate in Appendex G.
5) When you have the original certificate document:
a) Mark it as cancelled by completing the following actions using ink:
i)

Draw a line through the document.

ii) Write Cancelled and the date of the cancellation on the

document.
iii) Sign the document as approving delegate.

4. Guide for the Preparation of the Aerodrome Manual


4.1. General Overview
According with the MOZ-CATS 139 Volume 1, Art. 139.1.4.4 any applicant for
aerodrome certification shall submit an Aerodrome Manual which will include all
pertinent information on the aerodrome site, facilities, services, equipment, operating
procedures, organization and management including a safety management system for
the aerodrome whose certificate is being requested for approval by IACM.
The issuance of an Aerodrome Certificate, therefore, is conditional to the presentation
of the Aerodrome Manual. The Aerodrome Manual constitutes the principle reference
document where the Aerodrome Operator describes the installations, the operational
procedures, the services and the equipment used for the safe operation of the
aerodrome in accordance with national laws, regulations and applicable international
standards and industry best practices.
The Aerodrome Manual is also a reference document not only for aerodrome safety
inspection leading to the issuance of the Aerodrome Certificate but also for safety
assurance and compliance by the aerodrome operation staff. The Aerodrome Manual
and the attached reference documents shall be used to determine level of compliance
to the regulations in force. The Aerodrome Manual must be approved by the IACM
once the certification inspection visit has been conducted successfully.
It is a requirement that the holder of the Aerodrome certificate must keep the
Aerodrome Manual up-to-date. The Aerodrome Manual is an essential tool for the
supervision of Aerodrome safety. It shall be written carefully and according with the
structure described in this chapter.

4.2. Aerodrome Manual: Writing, Presentation and Administration


In order to facilitate the production, utilization and updating of the Aerodrome Manual
the writing rules hereinafter defined must be followed.
4.2.1. Writing

Operator or an appropriate Representative. The Aerodrome Manual must be
produced in paper and electronic versions and be available to the IACM in these
two formats.

If the Aerodrome Operator chooses to publish separately some documents

information updated whenever updates and/or changes are made to those
referenced documents. In any case, the DAI should have up to date copies at
all times.

4.3. Content of the Aerodrome Manual
PART 1 OF THE AERODROME MANUAL: GENERAL REMARKS

This section shall contain the general information such as:

Object and scope of the Aerodrome Manual


The text should indicate that the Aerodrome Manual is written and kept up-todate as a requirement of the national regulations and is an essential condition
for the issuance of an Aerodrome Certificate.

II.

The Aerodrome Certificate and the Aerodrome Manual are legislative and
regulatory requirements, as per Mozambique laws and regulations.
Specify the law and the national regulations governing the Aerodrome
Certification.

III.

Conditions applicable to the use of the aerodrome.


The text should indicate that the aerodrome, when usable for the take-off and
the landing of aircraft, shall be usable by all aircraft operators under the same
conditions. The text should also indicate any other conditions that are
applicable
at
the
particular
aerodrome.

IV.

Aeronautical Information System and publishing procedures.

1.1

Definitions

The following definitions shall be included in the Aerodrome Manual:


Aerodrome certificate. A certificate issued by IACM under applicable regulations for
the operation of an aerodrome.
Aerodrome Manual. Manual which is part of the Aerodrome certification request and
part of the Aerodrome certificate.
Aerodrome operator. Concerning a certified aerodrome, means the holder of the
Aerodrome Certificate.
Apron. A defined area, on a land aerodrome, intended to accommodate aircraft for
purposes of loading or unloading passengers, mail or cargo, fuelling, parking or
maintenance.
Certified Aerodrome. An Aerodrome whose operator has been granted an
Aerodrome certificate.
Installations and Aerodrome equipment. Installations and equipment, inside or
outside Aerodrome boundaries, which have been erected or installed and maintained
for the take-off and landing of aircraft and their surface movements.
Maneuvering area. That part of an Aerodrome to be used for the take-off, landing and
taxiing of aircraft, excluding aprons.
Marker. An object displayed above ground level in order to indicate an obstacle or
delineate a boundary.

Marking. A symbol or group of symbols displayed on the surface of the movement


area in order to convey aeronautical information.
Movement area. That part of an Aerodrome to be used for the take-off, landing and
taxiing of aircraft, consisting of the maneuvering area and the apron(s).
Obstacle. All fixed (whether temporary or permanent) and mobile objects, or parts
thereof, that:
a. Are located on an area intended for the surface movement of aircraft; or
b. Extend above a defined surface intended to protect aircraft in flight; or
c. Stand outside those defined surfaces and that have been assessed as
being a hazard to air navigation.
Obstacle Free Zone (OFZ). The airspace above the inner approach surface, inner
transitional surfaces, and balked landing surface and that portion of the strip bounded
by these surfaces, which is not penetrated by any fixed obstacle other than a lowmass and frangibly mounted one required for air navigation purposes.
Obstacle limitation surface. Various surfaces which define the volume of air space
to be kept free of obstacles at an Aerodrome and in its vicinity in order to permit aircraft
safe movements.
Runway strip. A defined area including the runway and stopway, if provided,
intended:
i)

To reduce the risk of damage to aircraft running off a runway ; and

ii)

To protect aircraft flying over it during take-off or landing operations.

Safety Management System (SMS). A systemic approach to managing safety


including the necessary organizational structure, accountabilities, policies and
procedures.
Standards and Practices: Any references to standards and recommended practices
in this document is about the standards and recommended practices (SARPs) of ICAO
Annex 14, volume 1, Civil Aviation Convention and to national regulations and
practices as may be amended from time to time.

Taxiway strip. An area including a taxiway intended to protect an aircraft operating


on the taxiway and to reduce the risk of damage to an aircraft accidentally running off
the taxiway.

Unusable Area. Part of the movement area not available for aircraft movement.
Work Area. Part of an Aerodrome where maintenance or construction works are

Part 2 of the Aerodrome Manual: Particulars of the Aerodrome Site

equipment outside the boundaries of the aerodrome; and

particulars of the title of the aerodrome site. If the boundaries of the


aerodrome are not defined in the title documents particulars of the title to,
or interest in, the property on which the aerodrome is located and a plan
showing
the
boundaries
and
position
of
the
aerodrome.
These plans serves two objectives:

a) To allow the Aerodrome Manual reader to visualize the Aerodrome


as a whole, to identify and to locate the aerodromes infrastructures,
installations and equipment; and
b)
To allow the IACM inspectors to conduct efficiently the Aerodrome
certification inspection.
It is appropriate to mention that the information appearing on the plans will be verified
on-site. The level of details shall be such as to allow these verifications. As a
minimum, the plans shall show the various areas of the aerodrome, including the
delimitation between the aprons and the maneuvering area, the cargo area, the
terminal building, the navigational aids and the meteorological installations.
a) Other plans shall also be supplied:

Plan(s) on scale showing the aprons with aircraft stands marking;

Plan(s) on scale showing the maneuvering area;

Plan(s) showing the runway lighting, the PAPIs, markers and


signs.

A plan showing the distance between the Aerodrome and the closest
neighboring city and, if applicable, the location of Aerodrome installation or
equipment located outside the Aerodrome perimeter.

III.

Information on the Aerodrome ownership.

Plans may be included as appendices to the Aerodrome Manual in a paper


format and if possible under electronic support.

This section of the Aerodrome Manual contains general information about the
aerodrome. This information is about physical characteristics, dimensions and
geographical location of various Aerodrome components or equipment.
3.1

General Information

The Aerodrome operator shall supply the following information:


I.

Name of the aerodrome;

II.

Location of the aerodrome;

III.

Reference point geographical coordinates (1984 WGS-84);

IV.

Elevation of the aerodrome. Elevation of the highest point of the landing area;

V.

Elevation of each threshold, each runway end, any significant high and low
points along the runway(s) and the highest point in the touchdown zone area
for precision approach runway;

VI.

Reference temperature of the aerodrome;

VII.

Details on the Aerodrome non-directional beacon; and

VIII.

Name and contact details of the Aerodrome Operator

3.2

Information on the Physical Characteristics of the Aerodrome

The details included in this section must be measured with precision as they are
essential for the safety of aircraft operations. Information requiring studies and/or
engineering competences shall be measured by competent personnel in accordance
with the applicable laws and regulations in the Republic of Mozambique. It is not
sufficient, therefore, for the Aerodrome Operator to merely refer to the Aeronautical
Publications.
The following information shall be included :
I.

Runway true bearing, designation number, length, width, location of the


displaced threshold, slope, type of surface, runway type and, for precision
approach runway, existence of an obstacle free zone (OFZ);

II.

Length, width and type of surface of runway strip, runway end safety area
(RESA) and stopway;

III.

Taxiway - length, width and type of surface;

IV.

Apron type of surface and aircraft stands;

I.

Clearway length and ground profile; Visual aids for approach procedures,
i.e.: approach lighting type and visual approach slope indicator system
(PAPI/APAPI and T-VASIS/AT-VASIS); marking and lighting of runways,
taxiways, and aprons; other visual guidance and control aids on taxiways
(including runway holding positions, intermediate holding positions and stop
bars) and aprons, location and type of visual docking guidance system;
availability of standby power for lighting;

II.

Location and radio frequency for all VOR checkpoints;

III.

Location and designation of standard taxi routes;

IV.

Geographical coordinates of each threshold;

V.

Geographical coordinates of taxiway center line;

VI.

Geographical coordinates of each aircraft stand;

VII.

Geographical coordinates and top elevation of significant obstacles in the


approach and take-off areas, in the circling area and in the vicinity of the
aerodrome. (This information may best be shown in the form of charts such as
those required for the preparation of aeronautical information publications, as
specified in Annexes 4 and 15 of the Convention);

VIII.

Pavement surface type and bearing strength using the Aircraft Classification
Number Pavement Classification Number (ACN-PCN) method;

IX.

One or more pre-flight altimeter check locations established on an apron and


their
elevation;

X.

Declared distances: take-off run available (TORA) take-off distance available


(TODA), accelerate-stop distance available (ASDA), landing distance available
(LDA);

XI.

Disabled aircraft removal plan: the contact details (telephone numbers and email address, etc.) of the Aerodrome coordinator for the removal of a disabled
aircraft on or adjacent to the movement area, information on the capability to
remove a disabled aircraft, expressed in terms of the largest type of aircraft
which the Aerodrome is equipped to remove; and

XII.

Rescue and fire-fighting: the level of protection provided, expressed in terms of


the category of the rescue and fire-fighting services, which should be in
accordance with the longest aeroplane normally using the Aerodrome an the
type and amounts of extinguishing agents normally available at the aerodrome.

Warning: Waivers granted before or after the Aerodrome Certificate was issued shall
be listed in the Aerodrome Manual including those issued to another Aerodrome

Operator. The applicant (present Aerodrome Operator) shall be aware of these


waivers considering their importance for the aerodrome operations. It is to be
remembered that waivers are delivered based on regulations, decrees or orders. An
e-mail, a telephone conversation, a publication in the AIP, etc. shall not be acceptable.
Waivers shall bear the following information:
a) Reference number
b) Issuing authority
c) Date of issuance
d) Date of application
e) Subject and associated procedures;
f) Base regulations, decrees, orders, etc.
Part 4 of the Aerodrome Manual: Information on Operating Procedures and
Aerodrome Safety
In this part of the Aerodrome Manual, the measures (operational procedures) adopted
by the Aerodrome operator to ensure aerodrome safety shall be described.
4.1
Aerodrome Reporting
Particulars of the procedures for reporting any changes to the aerodrome information
set out in the AIP and procedures for requesting the issue of NOTAMs, including the
following:

I.

Arrangements for reporting any changes to the IACM and recording the
reporting of changes during and outside the normal hours of aerodrome
operations;

II.

The names and roles of persons responsible for notifying the changes, and
their telephone numbers during and outside the normal hours of aerodrome
operations; and

III.

The contact details (address and telephone numbers), as provided by the


IACM, of the place where changes are to be reported to the IACM.

Access to the Aerodrome Movement Area


Particulars of the procedures that have been developed and are to be followed in
coordination with the agency responsible for preventing unlawful interference in
civil aviation at the aerodrome and for preventing unauthorized entry of persons,
vehicles, equipment, animals or other things into the movement area, including the
following :
I.

The role of the Aerodrome Operator, the aircraft operator, aerodrome fixedbase operators, the aerodrome security entity, the IACM and other
government departments, as applicable; and;

II.

Control and maintenance of the aerodrome access points;

III.

Control and maintenance of the aerodrome perimeter fences;

IV.

The names and roles of the personnel responsible for controlling access to
the aerodrome, and the telephone numbers for contacting them during and
after working hours;

V.

Coordination with other aerodrome operators, such as apron managed by a


third party, airlines, construction contractors, etc.;

VI.

A plan of the aerodrome fences, showing all access gates shall be attached;

VII.

The type of fences shall be described; the access points shall be identified
and the means of controlling these access points shall be described for each
of them; and

VIII.

Wildlife management as far as fences and drainage facilities are concerned.

4.3

Aerodrome Emergency Plan (AEP)


Particulars of the AEP, including but not limited to the following:
I.

Plans for dealing with emergencies occurring at the aerodrome or in its


vicinity, including the malfunction of aircraft in flight; structural fires;
sabotage, including bomb threats (aircraft or structure); unlawful seizure of
aircraft; and incidents on the aerodrome covering during the emergency
and
after
the
emergency
considerations
;

II.

Details of tests for Aerodrome facilities and equipment to be used in


emergencies, including the frequency of those tests;

III.

Details of exercises to test emergency plans, including the frequency of


those
exercises;

IV.

A list of organizations, agencies and persons of authority, both on- and offaerodrome, for site roles; their telephone and facsimile numbers, e-mail and
SITA addresses and the radio frequencies of their offices;

V.

The establishment of an Aerodrome Emergency Committee to organize


training and other preparations for dealing with emergencies; and

VI.

The appointment of an on-scene commander for the overall emergency


operations;

VII.

The Aerodrome Operator shall identify the service and the person
responsible for managing emergency situation (name of the person(s)) and
his/her (their) telephone number(s) 24h/24h;

VIII.

The Aerodrome Operator shall show evidence that during its development,
the AEP has been coordinated with all responding agencies such as civil
protection, police, military, hospital(s), ambulances, air traffic control
provider, airlines etc.;

IX.

The plan is updated regularly and copies are distributed to participating


agencies.

The AEP shall cover the following situations:


a) Aircraft crash on the aerodrome;
b) Accident crash outside the aerodrome;
c) Illegal acts (hijacking, bomb threat, anonymous calls etc.);.
d) Building fire;
e) Fuel spill;
f) Dangerous goods;
g) Natural catastrophe (earthquake, storm, etc.);
h) Bomb threat in a building;
i) Fire in a building;
j) Public health emergency;
k) Etc..

4.4

Rescue and Fire-Fighting


This section shall include particulars of the facilities, equipment, personnel and
procedures for meeting the rescue and fire-fighting requirements, including the
names and roles of the persons responsible for dealing with the rescue and firefighting services at the aerodrome.
It shall also specify the protection level including of the temporary level changes
and the staff training programmes and plans and facilities provided. If the
Aerodrome is located close to body of water and/or a swampy area, the manual
shall also include specific procedures applicable in such a case.

If applicable, the manual shall include a description of any other tasks


accomplished by the Rescue and Fire-Fighting staff, such as runway
inspection, wildlife control, etc..as the case nay be.

4.5
Inspection of the Aerodrome Movement Area and Obstacle Limitation Surface by
the Aerodrome Operator

Particulars of the procedures for aerodrome inspection including:


I.

Description of the daily movement area inspection procedures;

II.

Number of daily scheduled movement area inspections;

III.

The agreement with third party (ies) if the inspections are not conducted by
the Aerodrome Operator;

IV.

The communication procedures with the ATS when inspecting the


movement area (access to the runway etc.);

V.

The communication facilities (including training on their operation and use)


during these inspections;

VI.

The identity of the persons (by their name) responsible for these inspections
and their telephone number(s) 24h/24h.

VII.

The description of the inspection system, checklist used, recording of


information, the follow-up on corrective actions taken;

4.6

Visual Aids and Aerodrome Electrical Systems

Particulars of the procedures for the inspection and maintenance of aeronautical lights
(including obstacle lighting), signs, markers and aerodrome electrical systems,
including the following:
I.

Arrangements for carrying out inspections during and outside the normal
hours of the aerodrome operation, and the checklist for such inspections;

II.

Arrangements for recording the result of inspections and for taking followup action to correct deficiencies;

III.

Arrangements for carrying out routine maintenance and emergency


maintenance;

IV.

Arrangements for secondary power supplies, if any, and, if applicable, the


particulars of any other method of dealing with partial or total system failure;

and
V.

The names and roles of the persons responsible for the inspection and
maintenance of the lighting, and the telephone numbers for contacting those

4.7

Maintenance of the Movement Area

The Aerodrome Manual shall contain information on movement area maintenance


procedures (bearing strength, runway friction, surface conditions for runway, taxiway
and apron, conditions of the runway strips, drainage, zoning requirements) for
maintenance and preventive maintenance;
I. Arrangements for maintaining the paved areas;
II. Arrangements for maintaining the unpaved runways and taxiways;
III. Arrangements for maintaining the runway and taxiway strips; and
IV. Arrangements for the maintenance of aerodrome drainage.
The manual shall also describe the following items concerning the scheduled and
preventive maintenance:

The frequency of the scheduled maintenance activities such as runway,


taxiway and apron surfaces, rubber removal, grass cutting, drainage
system, etc.

The methods to evaluate the pavement conditions.

Aerodrome Works - Safety

Particulars of the procedures for planning and carrying out construction and
maintenance work safely (including work that may have to be carried out at short
notice) on or in the vicinity of the movement area which may extend above an obstacle
limitation surface, including the following:
I.

Arrangements for communicating with air traffic control during the progress
of such work;

II.

The names, telephone numbers and roles of the persons and organizations
responsible for planning and carrying out the work, and arrangements for
contacting those persons and organizations at all times;

III.

The names and telephone numbers, during and after working hours, of the
aerodrome fixed-base operators, ground handling agents and aircraft
operators who are to be notified of the work;

IV.

A distribution list of work plans, if required.

This section describes the procedures established by the Aerodrome operator to


insure the work safety from the planning stage and including the beginning of work,
the work itself, the fencing around the work area (lighting, marking etc.), cleaning of
the work area and around the work area and inspection of the work area once the work
is completed. Additional guidance is provided in AIC 13-2013.
Procedures related to closure of various areas of the movement area will be
mentioned.
The manual shall also deal with information concerning coordination and information
to be provided to those affected by the work (airlines, ATS, etc.). It is important to note
that the coordination shall be done from the planning stage of the project, it may mean
months if not year in advance.
The control and operational procedures are evaluated on a case by case basis with
the Air Traffic Control, keeping in mind the safety of aircraft.
At all times, the Air Traffic Control will be informed of the work schedule and the nature
of work to be done.
Such work having a significant impact on the level of service on the air safety will be
published in the appropriate aeronautical publication.
For construction work on the air side, a Plan Construction Operation (P.C.O.) will be
prepared for each project. The following items, but not exclusively, shall be included:
I.

An escort service shall be provided by the aerodrome operator. The persons


doing the escort shall be the holder of the required permits such as permit to
operate a vehicle on the airside including the maneuvering area.

II.

Meetings between the Aerodrome Operator, the Air Traffic Control and the
person responsible for the project will take place at the beginning of the work
and regularly thereafter. The main purpose of these meetings being to
coordinate the implementation of the project and to establish operational
procedures to maintain the air safety.

III.

The manual shall include all the details related to the work :
measures, signage, markings, etc.;

IV.

Measures will be taken in order to isolate the work area from the operational
area using lighting, signage, markers etc. These measures could be evaluated
by the IACM Aerodrome safety division if need be.

Apron Management

Particulars of the apron management procedures, including the following:


I.

Arrangements between the air traffic control and the apron management unit ;

Arrangements for initiating engine start and ensuring clearance of aircraft pushback;

IV.

Marshaling service;

V.

Leader (van) service.

The Aerodrome Manual shall provide information concerning the physical means, the
human resources and apron management procedures including, amongst others:
I.

The development of a parking plan;

II.

The identification of support equipment parking area;

III.

For allocating aircraft parking spots (planning, communication to interested


parties, compatibility with each aircraft stand, etc.;

IV.

For aircraft marshaling to the aircraft stand and the use of the aircraft docking
system, if applicable;

4.10

Apron Safety Management

Procedures to ensure apron safety, including:


I.

Protection from jet blasts;

II.

Enforcement of safety precautions during aircraft refueling operations;

III.

Fuel spills;

IV.

Apron sweeping and cleaning;

V.

Arrangements for reporting incidents and accidents on the apron;

VI.

Arrangements for auditing the safety compliance of all personnel working on


the apron

VII.

Arrangements for the inspections of the movement area;

VIII.

Arrangements for the removal of foreign objects;

IX.

The training of airside drivers;

Particulars of the procedure for the control of surface vehicles operating on or in the
vicinity of the movement area, including the following:

enforcing the rules);
Enforcement procedures; and
The method of issuing driving permits for operating vehicles in the movement
area.

The Aerodrome Manual shall also make reference to:

Aerodrome circulation rules to ensure aircraft safety;

Procedures for deliverance of Airside Vehicle Operator Permit (AVOP) ,


radio communication procedures, driving under low visibility conditions,
knowledge of the critical and sensitive areas;

III.

Procedures for communicating with the Air Traffic Control (phraseology,


wording, reporting points etc.);

IV.

Procedures to ensure that vehicles proceeding on the airside are properly


equipped (radio communication for circulation on maneuvering area, vehicle
color, beacon lights, etc.;

V.

Procedures to be followed by third parties working on the airside

4.12

Wildlife Hazard Management

Note: Additional guidance is available in AIC 03/2015.


Particulars of the procedures to deal with the danger posed to aircraft
operations by the presence of birds or mammals in the aerodrome flight pattern or on
movement area, including the following:
I.

Arrangements for assessing wildlife hazards;

II.

Arrangements for implementing wildlife control programs; and

III.

The names and roles of the persons responsible for dealing with wildlife
hazards, and their telephone numbers during and after working hours.

In this section, the Aerodrome Manual should include information on :

4.13

a)

The availability hours of the wildlife control service;

b)

The means available for wildlife control;

c)

If wildlife control is done by a third party, the terms and conditions


of the agreement shall be stated

d)

Local procedures shall be clearly identified (grass cutting, migratory


animals, migratory birds, etc.). The local procedures shall adapt to
changing conditions

Obstacle Control

Note: Additional guidance available in AIC 02/2015.


Particulars setting out the procedures for:
I.

Monitoring the obstacle limitation surfaces and Type A Chart for obstacles
in the take-off surface;

II.

Controlling obstacles within the authority of the aerodrome operator;

III.

Monitoring the height of buildings or structures within the boundaries of the


obstacle limitation surfaces;

IV.

Controlling new developments in the vicinity of the aerodrome;

V.

Notifying the IACM of the nature and location of obstacles and any
subsequent addition or removal of obstacles for action as necessary,
including amendment of the AIS (AIP).

This section shall also describe or include:

Removal of Disabled Aircraft


Particulars of the procedures for removing a disabled aircraft on or adjacent to
the movement area, including the following:
4.14

I.

The roles of the aerodrome operator and the holder of the aircraft certificate
of registration;

II.

Arrangements for notifying the holder of the certificate of registration;

III.

Arrangements for liaising with the air traffic control unit;

IV.

Arrangements for obtaining equipment and personnel to remove the


disabled aircraft; and

V.

The names, role and telephone numbers of persons responsible for


arranging for the removal of disabled aircraft.
When the required equipment is not on the aerodrome and if there is an
agreement with a third party for the supplying of equipment, this
agreement shall be stated in the Aerodrome Manual.
The equipment to be used, on the aerodrome or outside the aerodrome,
shall be listed
The Aerodrome Manual shall also specify that:
a) The site shall be secured;
b) The aircraft shall not be displaced without the authorization of the
appropriate authorities:
c) Appropriate NOTAMs shall be issued:
d) The maneuvering area shall be inspected once the aircraft has been
removed.
The aircraft owner is responsible for:

Supplying the technical data;

Take whatever steps is required to have the aircraft removed; and

Comply with the aerodrome operator directives.

4.15 Handling of Hazardous Materials


Particulars of the procedures for the safe handling and storage of hazardous
materials on the aerodrome, including the following:
I.

Arrangements for special areas on the aerodrome to be set up for the


storage of inflammable liquids (including aviation fuels) and any other
hazardous
materials;
and

II.

The method to be followed for the delivery, storage, dispensing and handling
of hazardous materials.
a. Note: - Hazardous materials include inflammable liquids and solids,
corrosive liquids, compressed gases and magnetized or radioactive
materials. Arrangements for dealing with the accidental spillage of
hazardous materials should be included in the AEP.

III.

In this section, the Aerodrome Manual shall provide procedures for the safe
handling and storage of dangerous goods (excluding aircraft refueling)
including :

IV.

Identification of aircraft parking stands for the safe loading/offloading of


dangerous goods;

V.

Identification of aircraft parking stands for long term parking of aircraft


transporting dangerous goods;

VI.

The procedures for informing the Rescue and Fire-Fighting service


concerning the dangerous goods being on the aerodrome or transiting
through
the
aerodrome;

VII.

Description of the installations used for the storage of dangerous goods;

VIII.

The identification of aerodrome areas where dangerous goods are stored;

IX.

The identification of the roads used for transportation of dangerous goods.

4.16

Low-Visibility Operations
Particulars of procedures to be introduced for low-visibility operations, including
the measurement and reporting of runway visual range as and when required,
and the names and telephone numbers, during and after working hours, of the
persons responsible for measuring the runway visual range.

The Aerodrome Manual shall also contain:


I.

Coordination procedures between the Aerodrome operator and the Air


Traffic Services;

II.

The Aerodrome operator procedures to ensure that the Rescue and FireFighting service is on stand-by and that the runway visual range is
measured and reported;

III.

The Aerodrome operator procedures to inform, in real time, all staff likely
to drive a vehicle on the airside that low visibility procedures are in force;
and

IV.

Restrictions applicable to the circulation of vehicles on the air side.

N.B:

4.17

All matters related to electrical power supply shall be dealt with


at Item 4.6 Visual Aids and Aerodrome Electrical Systems .

Protection of Sites for Radar and Navigational Aids


Particulars of the procedures for the protection of site for radar and radio
navigational aids located on the Aerodrome to ensure that their performance
will not be degraded including the following:
I.

Part 6 of the Aerodrome Manual: Safety Management System (SMS)

This section shall describe the Aerodrome Safety Management System (SMS). This
section shall be based on the Aerodrome Operator Safety Management System
Manuel (SMSM) adapted to the specifics of the aerodrome. Information about the
components and the elements of the SMS will also be included in this section. These
components and elements describe how the aeronautical safety requirements will be
met and how these requirements will improve over time.
The information on the four (4) components and the twelve (12) elements of the SMS
as established by the ICAO framework are described below.
Component 1. Safety Policy and Objectives
Element 1. Management commitment and responsibility
The following information shall be included:
i) Senior management must develop the safety policy of the organization to
be signed by the Accountable Executive and including the following
commitments:
a) Observe all applicable legal requirements and international standards,
and best effective practices;
b) A clear statement about the provision of the necessary resources for the
implementation of the safety policy;
c) A safety reporting procedure;
d) The safety policy shall clearly indicate which types of operational
behaviors are unacceptable;
e) To indicate the conditions under which disciplinary action would not
apply;
f) To communicate the safety policy, with visible endorsement, throughout
the
organization;
g) The development of a formal process to develop a set
objectives;

Element 2. Safety Accountabilities


To supply the following information:
i) Name and title of the Accountable Executive who has final responsibility
in the organization for implementing and maintaining the SMS;
ii) To confirm that the Accountable Executive has full control of the financial
resources required for the operations authorized to be conducted under
the Aerodrome certificate;
iii) To confirm that the Accountable Executive has full control of the human
resources required for the operations authorized to be conducted under
the Aerodrome certificate;
iv) To confirm that the Accountable Executive has direct responsibility for
the conduct of the organizations affairs;
v) To confirm that the Accountable Executive has final responsibility over
operations authorized to be conducted under the Aerodrome certificate;
vi) Description of the accountability of all members of management,
irrespective of other functions, as well as of employees, with respect to
the safety performance of the SMS;
vii) The description of measures taken to ensure that safety responsibilities,
accountabilities and authorities are documented and communicated
throughout the organization; and
viii)The definition of the levels of management with authority to make
decisions regarding safety risk tolerability.

Element 3. Appointment of Key Safety Personnel


i) Name and title of the qualified person appointed to manage and
supervise the SMS on a day-to-day basis;
ii) Job description and responsibilities of the person supervising the SMS
on a day-to-day basis; and
iii) Description of the safety authorities, responsibilities and accountabilities
of personnel at all levels of the organization defined and documented.

Element 4. Coordination of Emergency Response Planning


i) To confirm that an Emergency Response Plan has been developed,
proportionate to the size and complexity of the operations;
ii) To confirm that the organization coordinate its emergency
response/contingency procedures with the emergency/response
contingency procedures of other organizations it must interface with
during the provision of services; and
iii) To describe the process to distribute and communicate the coordination
procedures to the personnel involved in such interaction.

Element 5. SMS Documentation


One explicit feature of an SMS is that all safety management activities are
required to be documented and visible. It follows that documentation is an
essential element of a SMS.
SMS documentation must include and make reference to, as appropriate,
all relevant and applicable national and international regulations. It must
also include SMS-specific records and documentation, such as hazard
reporting forms, lines of accountability, responsibility and authority
regarding the management of operational safety, and the structure of the
safety management organization. It must furthermore document explicit
guidelines for records management, including handling, storage, retrieval
and preservation. But without doubt, the most important piece of
documentation of an SMS is the SMS Manual (SMSM).
The SMSM is a key instrument for communicating the organizations
approach to safety to the whole organization. It documents all aspects of
the SMS, including the safety policy, objectives, procedures and individual
safety accountabilities.
Typical contents of an SMSM include:
i) Scope of the safety management system;
ii) Safety policy and objectives;
iii) Safety accountabilities;
iv) Key safety personnel;
v) Documentation control procedures;

vi) Coordination of emergency response planning;


vii) Hazard identification and risk management schemes;
viii)Safety assurance;

xii) Contracted activities.

The SMSM shall meet the following requirements:


i) To develop and to maintain a safety library for appropriate hazard
documentation and documentation management;
ii) To develop and maintain SMS documentation in paper or electronic
form;
iii) To develop SMS documentation in a manner that describes the SMS
and the consolidated interrelationships between all the SMS
components;
iv) To develop an SMS implementation plan that ensures that the SMS
meets the organizations safety objectives;
v) The SMS implementation plan to be developed by a person or a
planning group which comprises an appropriate experience base;
vi) To specify if the person or planning group received enough resources
(including time for meetings) for the development of the SMS
implementation
plan;
vii) SMS implementation plan to be endorsed by the senior management of
the
organization;
viii)SMS implementation plan to be regularly reviewed by the senior
management of the organization;
ix) The SMS implementation plan to implement SMS in phases;
x) The SMS implementation plan shall explicitly address the coordination
between the Aerodrome operators SMS and the SMS of other
organizations the Aerodrome operator must interface with during the
provision
of
services;

xi) The Aerodrome operator to develop a safety management systems


manual (SMSM) as a key instrument for communicating the
organizations approach to safety to the whole organization;
xii) The SMSM to document all aspects of the SMS including, among
others, the safety policy, objectives, procedures an individual safety
accountabilities;
xiii)The SMSM to clearly articulate the role of safety risk management as
an initial design activity and the role of safety assurance as a continuous
activity;
xiv)
The relevant portions of SMS-related documentation shall be
incorporated into approved documentation, such as company
operations manual, maintenance control/policy manual and Aerodrome
Manual, as applicable;
xv) A records system that ensures the generation and retention of all
records necessary to document and support operational requirements;
xvi)
The Aerodrome operator records system to be in accordance with
applicable regulatory requirements and industry best practices;
xvii)
The Aerodrome operator records system to provide the control
processes necessary to ensure appropriate identification, legibility,
storage, protection, archiving, retrieval, retention time, and disposition
of records.

information relevant to safety and risk management;
iv) The description of training relevant to reactive methods of safety data
collection;
v) The description of communication relevant to reactive methods of safety
data
collection;
vi) The description of the methods used showing that reactive reporting are
simple, accessible and commensurate with the size of the Aerodrome
operators activities;
vii) The description of the procedure showing that reactive reports are
reviewed at the appropriate level of management;
viii)The description of the feedback process to notify contributors that their
reports have been received and to share the results of the analysis;
ix) The description of the proactive processes that actively look for the
identification of safety risks through the analysis of the organizations

they are acceptable (i.e. acceptable level of risk the organization can

iv) Description of safety risks mitigation strategies which include
preventive/corrective action plan to prevent the reoccurrence of these risks
and deficiencies.

of substandard performance of the SMS on operations;
iii) The description of the mechanism established to eliminate or mitigate the
causes of substandard performance of the SMS;
iv) The description of the process for the proactive evaluation of facilities,
equipment, documentation and procedures (through audits and surveys,
etc.);
and
v) The description of the process for the proactive evaluation of an individuals
performance, to verify the fulfillment of that individuals safety
responsibilities.
Component 4. Safety Promotion
Element 1. Training and Education
i) The description of the process to identify training requirements so that
personnel are trained and competent to perform their SMS duties;
ii) The description of the measures put in place to make sure that the training
is appropriate to the individuals involvement in the SMS;
iii) The description of procedures to incorporate safety training into
indoctrination training upon employment;
iv) The description of the emergency response/contingency training for
affected personnel; and
v) The description of the process that measures the effectiveness of training.

organization that permit the SMS to function effectively;

a suitable medium that provides direction regarding relevant SMS
documents.
iv) To describe how safety-critical information is disseminated throughout the
organization and is the effectiveness of safety communication monitored;
and
v) To describe the procedure that explains why particular safety actions are
taken and why safety procedures are introduced or changed.

PART 7: PROTOCOLS, ACCORDS, CONTRACTS


CONCERNING AERODROME OPERATIONS.

AND CONVENTIONS WITH

THIRD PARTIES

The Aerodrome operations protocols, accords, contracts and conventions with third
parties shall be included in the Aerodrome Manual.
When Aerodrome operators tasks are entrusted, in whole or in part, to a third party,
the Aerodrome operator shall describe the conditions he put in place to ensure that
the third party will conform to existing laws and regulations and will adopt adequate
operational procedures.
The Aerodrome operator should identify which service of the third party is
responsible for any specific task.

PART 8: APPENDICES
All the appendices referred to in the Aerodrome Manual shall be included in this
section (plans, charts, etc.).

Appendix 1 Aerodrome Manual Administration


Procedures
1.1

Responsibilities for Updating the Aerodrome Manual

The Aerodrome manager holder of the Aerodrome Certificate, must ensure that the
Aerodrome Manual is checked at least once a year in order to ensure that the
operational procedures applied at the Aerodrome are always properly described in the
Aerodrome Manual.
Following this annual verification process or at any time according to needs, the
Aerodrome Certificate holder will distribute to each Aerodrome Manual holder the
appropriate modifications.

1.2

Responsibilities of the Aerodrome Manual Holders

The Aerodrome Manual holders are identified on the distribution list below They are
responsible for keeping their copy up-to-date by inserting the modifications issued by
the Aerodrome Certificate holder. They are also responsible for recommending to the
Aerodrome Certificate holder the changes concerning themselves, such as address,
telephone numbers, etc.. Which they shall submit in writing.
1.3

List of Pages in Effect Aerodrome Manual

The list of pages in effect is used for controlling the updating of the Aerodrome Manual.
The revision number can be found for each page of the document. For each revision
of the Aerodrome Manual, a new list of pages in effect will be issued.

Revisions to the Aerodrome Manual will be distributed under the authority of the
Aerodrome manager. Modifications will be published on a control sheet. Instructions
will be given as to what sheet shall be removed and what sheets shall be inserted in
the manual. These control sheets will be numbered consecutively and dated. Below
is an example of such a control sheet.

Appendix H - Dealing with Expression of Interest


1. Site Assessment General
The main difference between certifying an existing Aerodrome and a newly constructed or to
be constructed Aerodrome lies with the new Aerodrome site assessment. Once this
assessment is achieved the certification procedures to follow will be most likely the same that
the ones that will be followed for an existing Aerodrome.
This site assessment is to be examined mainly from an environmental and an aeronautical
point of view.
It is assumed that a formal request has been received by the IACM concerning the
construction of a new Aerodrome.
It is also assumed that the construction of the new Aerodrome is compatible with the National
Moambique International Aerodrome implementation strategy. As such, it is approved by
the State, in principle.
Most likely the decision to build a new international Aerodrome will be a State decision. The
implication of the IACM in such a case would be its participation in the site selection for the
new international Aerodrome. It is highly probable that many sites will be under consideration
and will have to be evaluated.

2. Site Assessment Aeronautical Assessment


The IACM must be satisfied that the operation of an aerodrome at the site specified or to be
selected will not endanger the safety of aircraft and will allow continuous operations with as
less operational constraints as possible.
At the request of the Aerodrome Department, the Flying Operations Department will do this
aeronautical assessment. The Flying Operations Inspector will be responsible for ensuring
that a flying operations assessment is conducted. Suitable guidance and information should
be prepared by the aerodrome department for flying operations inspectors who may be called
on to provide these assessments. The flying operations assessment would normally take into
consideration matters such as:
The proximity of the proposed aerodrome to other aerodromes and landing sites;
Obstacles and terrain effects on a proposal;
Whether the site being considered would involve excessive operational restrictions;
Existing restrictions and controlled airspace requirements that would be affected by
the proposal;
Existing

Other local climatic specificities, microclimate.


The flying operations department will produce a formal aeronautical assessment report for
the site(s) under consideration.

3. Site Assessment Environmental Assessment


The environmental impacts shall be evaluated and appropriate authorization(s) shall be
obtained from the competent authority (ies).
From an environmental point of view, the requirements shall be determined by the competent
authority (ies).
It is however expected that the following elements will be required to be examined.
3.1. Elements to be assessed4:

i.

Air quality: would the proposed project result in a net total of direct and indirect
emissions that exceed the threshold level established by the competent authority (ies)?

ii.

Biotic resources: to describe the potential of the proposed project to directly or


indirectly impact plant communities and/or the displacement of wildlife.

iii.

Coastal resources: Would the project occur in a coastal zone, ore affect the use of a
coastal resource?

iv.

Compatibility land use: would the project result in other (besides noise) impacts that
have land use ramifications, such as disruption of communities, relocation of
residences
or
businesses,
or
impact
natural
resource
areas?

v.

Construction impacts: Would construction of the proposed project increase ambient


noise levels due to equipment operation; degrade local air quality due to dust,
equipment exhausts and burning debris; deteriorate water quality when erosion and
pollutant runoff occur; and/or disrupt off-site and local traffic patterns?

vi.

Resources: Would construction of the project have an impact on any publicly owned
land from a public park, recreation area, or wildlife or waterfowl refuge of national,
province, or local significance, or an historic site of national, provincial or local
significance?

vii.

Endangered and threatened species: would the proposed project impact any
national or provincial-listed or proposed, endangered, or threatened species of flora
and fauna, or impact critical habitat? Would the project affect migratory birds?

viii.

Environmental justice: would the proposed project have a disproportionate impact


on minority and/or low-income communities? Human health, social, economic, and

environmental issues shall be considered.


ix.

Farmland: does the project involve the acquisition of farmland, or use of farmland, that
would be converted to non-agricultural use and is protected by the law (national,
provincial, local)?

x.

Floodplains: would the proposed project be located in, or would it encroach upon
floodplains?

xi.

Hazardous materials: would the proposed project involve the use of land that may
contain hazardous materials or cause potential contamination from hazardous
materials?

xii.

Induces socioeconomic impacts: would the proposed project cause induces, or


secondary, socioeconomic impacts to surrounding communities, such as change
business and economic activity in a community; impact public service demands; induce
shifts in population movement and growth, etc.?

xiii.

Light emissions and visual effects: would the proposed project have the potential
for
Aerodrome-related
lighting
impacts
on
nearby
communities?

xiv.

Noise: will the project, when compared to the No Action alternative for the same
timeframe, cause noise sensitive areas located at or above 65 decibels to experience
a noise increase?

xv.

Social impacts: would the proposed project cause an alteration in surface traffic
patterns, or cause a noticeable increase in surface traffic congestion or decrease in
level of service.

xvi.

Solid waste: would the operation and/or construction of the project generate
significant amounts of solid waste? If yes, are local disposal facilities capable of
handling the additional volumes of waste resulting from the project?

xvii.

Water quality: does the proposed project have the potential to impact water quality,
including ground water, surface water bodies, and public water supply system or
national, provincial or tribal water quality standards?

xviii.

Wetlands: does the proposed project involve national or provincial regulated or nonjurisdictional wetlands?

xix.

Wild and scenic rivers: would the proposed project affect a river segment that is listed
in the inventory of the federal or provincial governments as a sensitive area?

xx.

Cumulative impacts: The impacts from past, present, and reasonably foreseeable
future projects both on and off the Aerodrome shall be discussed. Would the proposed
project produce a cumulative effect on any of the environmental impact categories
above? Projects that are connected and may have common timing and/or location
shall be considered.

3.2. Permits
All the required permits for the proposed project shall be listed. What is the expected time
frame of receiving the permit(s)?

3.3. Mitigation
Those mitigation measures to be taken to avoid creation of significant impacts to a particular
resource as a result of the proposed project shall be described. Any impacts that cannot be
mitigated shall also be explained.
3.4. Public involvement
The public review process shall be exposed and comments received shall be discussed.
