UGTs proposal to face the crisis.

We are experiencing a difficult situation. We are coping with political and economic
difficulties. An environmental catastrophe is added to that. Mariana. A health emergency.
The outbreak of microcephaly in the northeast region. When the crises seemed to be led
to an appeasement, the arrestment of a congressman and a banker takes place,
deepening the economic and political crises. A perfect disaster.
Due to this situation, it is extremely hard to be optimist. But UGT
remains optimist. It still believes in solutions for Brazil. With this
spirit that UGTs Institute of Higher Studies launches Exportar para
empregar: uma proposta para a crise (Export to employ: a proposal
for the crisis).
What we propose is an alliance to overcome the crisis. Due to the
economic crisis, businessmen and workers must establish tactical
alliances to overcome it. If it succeeds, it might be extended to long
term strategic alliances with wider coverage.
The first proposal for this alliance is a major effort for exports. Export of commodities
supported imports and growth itself during the last years. With a generalized lowering of
commodities prices in the international market, their exports lost the supporting or
motivating role in the growth of economy. There is still the alternative of exports of
industrialized products. The increase of income of exports can promote the boosting of the
national economy.
The issue of employment is becoming essential for Brazil. Companies are using downsizing
to adjust to the crisis. They are also trying to decrease the wages of their workers. All of
that entails a cyclical movement towards a decrease in demand, leading to more
unemployment and wage decrease. A mean cycle.
The increase of wages (especially the minimum) and the decline of unemployment were
the facts that mainly stimulated economy in recent years. This process must continue.
When people talk about postponing the validity of raising the minimum wage next year,
they are going against the economy recovery.
It is necessary to invest in a productive Brazil, not in a speculative Brazil. According to the
last bulletin of fiscal policies of the Central Bank, from September 2014 to August 2015,
the expenses with interest payment reached R$ 484 billion! This is intolerable.
It is not a coincidence that wage negotiations are very hard this year. According to
Dieese, the results of negotiations in the first semester were the worse ones of the historic
series since 2004.

Export to employ: a
proposal for the
crisis

There are many obstacles to the improvement of economy, and the main one is the
political crisis. Surely that the economic crisis and the mistakes made by the federal
administration highly contributed to the current situation. But few people are in doubt that
the political crisis was an important cause for the deepening of the situation and its
permanence hinders finding a solution for it.
We must go back to a virtuous circle, as our proposal preaches. More production, more
employment, more wages. And again: more consumption, more production, ...

Black women in the fight


March of black women marks fight against racism and violence
Fighting against racism and gender violence was the
main ideal of 10 thousand women estimates of the
Police, who, on November 18 marched towards the
Congress in Brasilia.
Women from all over Brazil came to the march to
tackle violence, discrimination and racism, among

What is happening today is not a 2015 protest, it is a historical protest, demanding
equality of gender and race. Using data from several research institutes, we know that
black women are put in an inferior position, Tais Teles, 28 years old, geography student,
affirmed. She came in a caravan that brought several womens collectives from the West
of So Paulo State.
Data from the last Census (2010) point out that black women are 25.5% of the Brazilian
population (48.6 million people) and are the major victims of violent crimes. From 2003 to
2013, murder among black women grew 54.2%, according to the Violence Map of 2015:
Homicides of Women in Brazil. Over the same period, the index of murder of white women
retreated 9.8%, according to a study made by the Latin American College of Social
Sciences (Flacso), at the request of UN Women.

Dieese points out decline in salaries in 2015


A research of Dieese points out to a decline in salaries in 2015. New formal workers
earned, in October, on average, 87,7% of wages paid to workers who were dismissed,
accorded to data complied for the newspaper Folha de S. Paulo.
Wage decline is a strong feature in the Brazilian job market,
said Jos Silvestre Prado de Oliveira, coordinator of Dieeses
trade union department (in the picture).
The difference, calculated based on information from October

Unemployed People) from the Ministry of Employment, is the
highest of the last ten years, surpassing the one 0f 2009,
year in which the economy suffered from the effects of the
crisis.

The average wage paid to those hired in October 2015 was R$ 1,274.85; while those who
were fired earned R$ 1,453.09. That is, the average hiring remuneration is worth 87.7%
of the dismissal. Last October this difference was smaller and represented 90.4%. If the
effects of inflation are disregarded, the wage of those entering the job market was
1,307.86 while that of those leaving it was 1,446.53.
In periods of recession, the job market worsens, there is an increase in unemployment, a
decrease in demand for labor and, at the same time, there is an increase of job offer, with
a reduction of the negotiation power of trade unions, therefore, salaries and jobs, or
workers, are the major victims, the coordinator affirmed.
From January to October 2015, Brazil cut 687.8 jobs related to the range of 1.51 to 3
minimum wages, while 189.6 jobs of up until 1.5 minimum wages were cut.
We are managing to create jobs with annual income around R$ 15 thousand and
accelerating the destruction of jobs in the highest ranges, the more qualified ones, said
Marcio Pochmann, economist and professor of the Institute of Economy and researcher at
Cesit (Center of Trade Union and Labor Economy Studies, both from Unicamp).
In the first ten months of the year, Brazil cut 177.6 job positions with salaries in the range
above five minimum wages.

UGT holds 3rd Plenary of Commerce Workers


UGTs 3rd National Plenary Session of Trade Union Officers of the Commerce took place in
Fortaleza, Ceara, and was attended by officers from all over Brazil and Latin America, with
the goal of discussing the socioeconomic moment and draw guidelines and strategies in
defense of this class, which is one of the most affected by the current situation.

On the opportunity, Jos Cloves Rodrigues, UGTs National secretary of the Commerce
Department, drew the attention of the trade union officers for the seriousness of the
moment and the need to join forces and efforts in defense of commerce workers of all
regions of Brazil, especially because this is the class that suffers from the consequences of
an unstable economy the most.
The officers made a protest, showing unanimity of thought in the concern of searching for
the adoption of urgent measures that might protect employment and the income of
commerce workers.
To Ricardo Patah, national president of UGT, measures such as the search of a data base
and of a national wage floor for commerce workers are a few of the essential requests of
the class, especially to prevent the wage distortions that are practiced, especially by
multinational groups that act in several parts of Brazil.
The plenary session of Fortaleza fulfilled its goal of mobilizing the class in search of
solutions and alternatives that aim to protect commerce workers, preventing them from
being the major damaged people when the working class is called to pay the bill of
uncontrolled public spending and lack of an economic policy that enable growth and
economic development of Brazil.

UGT hosts II Seminar on Social Welfare


On November 27, the head office of UGT hosted the II Seminar on Social Welfare Benefits
Getting to know rights and duties. This event is a result of a partnership of the Board of
Directors of Social Assistance/Welfare of the Trade Union of Commerce Workers of So
Paulo with INSS (National Institute of Social Security), through the Executive Agency of
So Paulo/Program on Social Welfare Education.
Throughout this day, INSS technicians were
discussing on retirement per age, per time of
contribution and special retirement, as well as
sick leave, accident at work and death pension.
In a situation in which social security rules are
constantly changing, nothing better than a
lecture with qualified technicians to clear out
doubts and create new multipliers of this
information, Cleonice Caetano Souza, UGTs
secretary of Health, emphasized.
Edson Ramos, secretary general of the Commerce Workers of So Paulo, who was
representing the president Ricardo Patah, highlighted the importance of the seminar, so
that workers may be aware to the details of each legislation, in order to acquire knowledge
of where the money that they help contribute is destined.
Natal Lo, president of Sindiapi UGT (UGTs Trade Union of Retired Workers),
recalled that trade union organizations need to develop informative booklets and bulletins,
with guidelines to pre-retired workers of their institutions.

WSM Meeting in Santo Domingo, Dominican Republic


World Solidarity WSM and Confdration des syndicats
chrtiens CSC from Belgium, which financed some
projects of UGT, invited Paulo Roberto (Ipros) and
Roberto Nolasco (UGTs Institute), members of the
trade union centers technical staff, to participate in the
development of the work plan 2017-2021.
In this program, we are including the issues of gender,
youth and climate change, thus integrating our
departments, Nolasco informed.
We were also invited to join the pilotage of programs in countries in which these
institutions act in Latin America, which is a recognition of our project management,
Nolasco added.

UGT and CONTEC for the end of violence against women

On November 25, the female bench of the Congress started the 16-day campaign of
activism for the end of violence against women. UGT was represented on the occasion by
Rumiko Tanaka, finance director of CONTEC and director of UGTs board of executives,
attended the solemnity that launched the campaign at the Senate. The goal is increasing
and discussing measures to fight against female violence.
On
this
day,
the
creation
of
the
blog
mulheresnocongresso.com, by the Mixed Commission
of Elimination of Violence Against Women was made
official, which will publicize all the work of the
collegiate. Senator Simone Tebet (PMDB party-Mato
Grosso do Sul State), president of the commission,
affirmed that there are many battles and they include
tackling racial discrimination, since, according to her,
66% of women who were murdered were black.
The 16-day campaign of activism started on November 25, International Day for the
Elimination of Violence Against Women, and it will continue until December 10, data in
which we celebrate the Human Rights Day.

Chinese unionists from Hubei Federation at UGT


On November 26, a delegation of officers from Hubei Federation of Trade Union, which
represents trade unions of workers in China, visited the national head office of UGT.
Chinese unionists were received by Wagner Jos
de Souza, 1st assistant secretary of International
Affairs, by Marcos Afonso de Oliveira, press
secretary and by Isaias Guedes Guimares.
This meeting was an important step to increase
the international actions of UGT.
To Souza, this exchange of knowledge and
experiences is essential for the strengthening of
the labor world.
