Abstract As in many other areas, the computer applications in electrical power systems
have grown tremendously over the last several decades penetrating apparently all aspects of
electrical power systems, including operational planning, energy management, load forecast,
power quality, automated generation, transmission, and distribution, protective relaying, studying
power system reliability, power system training, etc. A system used to monitor and control
equipment and processes is called SCADA where the acronym stands for Supervisory Control
And Data Acquisition. SCADA consists of a central host (master terminal unit, MTU); field data
gathering and control units (remote terminal units, RTUs); communication system, and a
software application to monitor and control RTUs. SCADA systems may implement open or
closed-loop control in conjunction with long or short distance communications.
SCADA is implemented today in many different industries such as energy, oil and gas
refining, water and waste control, transportation, telecommunications, etc. This presentation will
focus on SCADA applications for Utility Power Distribution Systems. The evolution of
automation equipment will be discussed, highlighting the software, hardware and communication
infrastructure needed to monitor power system activity, and to control substation and other
remote distribution system equipment. Since Internet-based SCADA systems and multimedia
network RTUs are becoming part of our reality, the session will conclude with an overview of
industry trends toward next generation Utility SCADA.
Michael Leslie has twenty years of experience working in various engineering positions at
several Municipal Electric Utilities in Ontario. He was Distribution Engineer at Toronto Hydro,
Engineering Supervisor at Belleville Utilities, and Manager of Operations, Maintenance and
Planning at Veridian Connections. Currently Manager of Operations within Network Planning
and Operations at Hydro Ottawa, he is responsible for the Control Room and Dispatch functions
that manage the real-time operation of the electric distribution system. Throughout his career, he
has been actively involved in SCADA specification, implementation, operation, and
maintenance.
Mr. Leslie is a graduate of University of Toronto with B.A.Sc. in Electrical Engineering.
He is a Registered Professional Engineer in the Province of Ontario.
