2.

SCOPE OF WORKS

2.1.

General

2.1.1.

The Contractor shall, as part of the design development, review and


propose improvement to the concept design as shown in the
Authoritys Drawings.

2.1.2.

The Contractor shall make all submissions of Development Control


and Building Plans to the relevant authorities and to obtain all
necessary approvals. The Contractor shall also provide all necessary
services including co-ordination with other parties, preparation and
submission of as-built electrical and mechanical plans, as-built
architectural plans, as-built structural plans and as-built foundation
records to the Building and Construction Authority to obtain Temporary
Occupation Permit (TOP) and Certificate of Statutory Completion
(CSC). The Contractor together with the QP(Architecture) [QP(A)] /
QP(Design) [QP(D)] shall lead and obtain TOP/CSC.

2.2.

Architectural, Civil & Structural Works

2.2.1.

The scope of works includes design and construction of all


architectural, civil and structural works for the Stabling Building with
provision for future Bus Terminal and general track areas as shown in
the Authoritys Drawings, including but not limited to the items listed
below,
(a)

Earthworks, retaining structures and preparation of site.

(b)

Piling and foundation works.

(c)

Supply and lay subsoil pipe and sub-ballast.

(d)

Buildings indicated in Authoritys Drawings within the Works


boundary.

(e)

Roads, drains, culverts, footways and other infrastructure


within and beyond the Works boundary, including vehicular
bridges onto the structural deck.

(f)

Preliminary design development of Bus Terminal above the


Stabling Building, as stated in Appendix K and make provisions

required for future construction of the Bus Terminal above the


Stabling Building such as drains, utility services and cast in
dowel bars with couplers for future connections of structural/
non-structural elements for the Bus Terminal above the
Stabling Building.
(g)

Supply and install inserts, brackets and supports for building


services.

(h)

Waterproofing works.

(i)

Perimeter fencing, connecting to and removing / realigning of


existing GBD fence, including height gantries and vehicular
barrier if required. Dismantling, removal, relocation and
reinstatement of field end devices (surveillance cameras,
access management card readers, lightings, etc.) resulting
from the construction activities, including those resulting from
the erection of the hoardings.

(j)

Erection of hoardings between the site and the operational


GBD. Arising from the erection of the hoardings, the Contractor
shall provide, where required, additional video surveillance
cameras to safeguard the security of the operational GBD

(k)

Installation of ATO fence, including connecting to and


removing/realigning of existing ATO fence in GBD.

(l)

Sewage, sanitary, drainage works and flood protection wall,


including
modification
or
demolition
of
existing
utilities/installations in existing depot.

(m)

Provision of water services system including private sub-meter


linked to existing BMS for water metering, piping and fittings to
toilets, concrete access platform and etc. Water supply to the
system shall be tapped from the existing system tee-off points.

(n)

Survey, ground and building monitoring, risk analysis,


settlement prediction, preventative and corrective actions.

(o)

Damage assessment, protection and close monitoring of all


surface and sub-surface structures/buildings and Utility
Services along the depot and tunnels and within the zone of
influence to ensure that no damage occurs to these structures

and services. Risk assessment to be carried out in accordance


with Appendix A of the General Specifications.
(p)

Temporary access for fire engine to existing Automatic Train


Wash Plant at Block 15 and 66kV substation at Block 16.

(q)

Temporary and permanent diversion of all existing


services/systems for the depot, protection and support of the
services/systems that may be affected during the course of
construction, including the possible need for diversion as
required by the Utility Agencies.

(r)

The Contractor shall provide a Temporary Staging Area (TSA)


for Trackwork Contractor and storage area for System-wide
Contractors (SWC). The Contractors provision shall be in
accordance with Clause 15 of this Particular Specification.

(s)

The Contractor is required to co-ordinate his design and his


construction programme with the Interfacing Contractors.

(t)

All co-ordination
Contractors.

(u)

Co-ordinate, supply and construct cable bridges and a network


of cable conduits including trenches, manholes/drawpits,
inspection chambers, sumps and chamber pits, embedded
pipes, lead-in pipes, cable troughs and service ducts and all
other necessary conveniences to facilitate SWCs laying of
railway services such as signalling, communications, power
cables etc. To provide cable ducts or recessed service trunking
to all track circuits.

(v)

Co-ordination with Interfacing Contractors, to produce and


submit the Pre-final and Final Combined Service Drawings
(CSD) and Structural Electrical Mechanical (SEM) drawings to
meet the dates specified in the Contract.

(w)

Drainage scheme including catchment inside and outside of


Depot. An indicative drainage scheme is shown in Appendix X.
The Contractor shall design and construct a drainage scheme
to connect the existing drainage. It shall comply with PUB
requirements and Code of Practice for Drainage.

(x)

Architectural works/finishes and associated works.

(y)

platform next to electrified tracks in Appendix L.

(aa)

Extension of pedestrian overhead bridge for the Block 14


stabling building at existing GBD.

(bb)

Foundations and lead-in pipes for field devices by SWCs, e.g.


Radio Antenna Mast, Signal Head, Public Address (PA)
System, Closed Circuit Television System (CCTV) and
Telephone System.

(cc)

Relocations and reinstatement works, including landscaping,


road side tree planting, external works and the associated E&M
works arising from and in connection with the carrying out of
the Works. The Contractor shall submit the tree
planting/greenery provision drawings to NParks.

(dd)

Protection measures and diversion of affected existing


permanent utilities services within construction boundary.

(ee)

Develop and incorporate security and protection measures into


the design of the Works, including those arising from the Bus
Terminal, The measures shall be integrated with existing
measures in GBD, as stated in Appendix E.

(ff)

Provide all necessary attendance and make provision for the


Operator and interfacing contractors, including any temporary
works and its subsequent removal to facilitate construction of
the stabling yard and include all costs incurred for any
modifications/demolition/reinstatement and personnel by them.

(gg)

Review the existing GBD M&E services and make changes to


the existing GBD M&E services (including design, supply and
construction) for the successful connection and completion of
the C9061 works including testing and commissioning.

(hh)

Provide all necessary attendance and make provision for Civil


& Structural, Architectural, M&E services and SWCs
connection works to the existing GBD including making good of
all the affected existing works

(ii)

2.3.

Signages including provision and modification of signages at


the existing GBD

Building Information Modelling (BIM)


(i)

The Contractor shall adopt and implement the Building


Information Modelling (BIM) and BIM processes stated in the
BIM Requirements (Design) in Appendix R1 and BIM Terms of
Reference in Appendix R2 for the implementation of BIM for
this Project.

(ii)

The Contractor shall provide and deliver BIM Models, services


and deliverables that at minimum meets the Authoritys BIM
objectives and requirements as detailed in Appendix R1.

(iii)

The Contractor shall make reference to Singapore BIM Guide


and Appendices R1 and R2 for definitions, specifications and
guidelines on BIM.

(iv)

The Contractor shall comply with the requirements of BCA BIM


e-submission for statutory submissions to regulatory agencies,
as mandated by the prevailing BCA BIM e-submission
regulation in force at the time of submission.

(v)

The Contractor shall provide all necessary BIM services,


models and other BIM related deliverables to the E&M Systemwide Interfacing Parties as part of his information exchange. All
such information shall be provided at no cost to the E&M
System-wide Interfacing Parties.

(vi)

The Contractor shall interface with the E&M System-wide


Interfacing Parties to obtain all necessary drawings, sketches,
BIM services, models and other BIM related deliverables. The
Contractor shall be responsible to integrate all such information
into his BIM model for submission to the Authority.

(vii)

Where an Interfacing contract has yet to be awarded, the


Contractor shall proceed with the co-ordination activities with
the Authority until such time when the Interfacing Contractor is
appointed. The Authority will only provide individual service
drawings in hand sketches which the Contractor shall reproduce them into BIM Models and CSD/SEM Drawings. This
shall also include relevant details of existing GBD architectural,

civil, structural, trackwork and E&M services/Systems at


interface boundary.
(viii)

The Contractor shall provide experienced and competent


resources for the development, management and coordination
of all BIM Models, processes and deliverables.

(ix)

The Contractor shall appoint one BIM Coordinator for each


respective discipline of Architecture and Civil & Structure
(Building Services included) and one BIM Manager to overall
manage BIM for this Contract. Other than the Project Manager
and Team Leaders of respective disciplines, the roles of BIM
Manager and BIM Coordinator may be undertaken by other
project team member (e.g. CAD manager, deputy project
manager, interface Manager, Interface Coordinators etc)
provided they meet the required qualification and experience.

(x)

The roles and responsibilities of BIM Manager and BIM


Coordinators as well as the required qualification and
experience shall be as specified in Appendix R1.

(xi)

The BIM Manager shall develop, update and manage the


implementation of the BIM Execution Plan in accordance with
the Singapore BIM Guide, Appendices R1 and R2.

(xii)

The BIM Execution Plan shall be agreed by the Contractor and


interfacing parties appointed by the Authority and other parties
involved in or contributing to BIM modelling.

(xiii)

The Contractor shall comply and implement BIM in accordance


with the accepted BIM Execution Plan, Appendices R1 and R2.

2.4.

Mechanical & Electrical (M&E) Building Services

2.4.1.

The scope of works and design requirements for the M&E Building
Services are stated in the Design Criteria Performance Specifications
(DCPS).

2.4.2.

On completion of testing and commissioning of the Contractors own


system to the satisfaction of the Engineer, the Contractor shall carry
out all tests necessary to verify the functioning of his system with those
of the other SWC and Operator. The Contractor shall be required to
lead and coordinate with the respective participating SWC and the

Operator in conducting such tests to prove that the performance of the


Plant provided by the Contractor.
2.5.

Temporary Works Responsibilities

2.5.1.

The Contractor shall be responsible for the design, construction and


supervision of all Temporary Works required for the satisfactory
completion of the Works. The design and construction of the
Temporary Works shall comply with the Authoritys Requirements, the
requirements of the Building Control Act, Building Control Regulations,
and all relevant authorities requirements. For the avoidance of doubt,
Temporary Works include underground building works as defined in
the Building Control Regulations.

2.5.2.

The Contractor shall not deviate from the submitted and accepted
designs without the prior acceptance of his QP(D) and acceptance of
the Engineer.

2.5.3.

The QP(D) shall prepare and endorse the necessary calculations,


details and drawings (including those where statutory endorsement are
not required) and submit them to the Engineer and QP(S). He shall
also undertake all necessary endorsement and submission of the
design to all relevant authorities.

2.5.4.

The QP(D) shall represent the Contractor in all technical matters and
shall attend the site design meetings and carry out regular and random
site inspections to verify that the works have been carried out in
accordance to his design. The QP(D) shall make himself available on
site as and when required by the Engineer. Site inspections and
attendance by the Contractors PE shall be logged into the site registry
book kept at the site office.

2.5.5.

The QP(D) shall check the instrumentation readings regularly and


confirm that the Temporary Works are behaving in accordance with the
design.

2.6.

Instrumentation and Monitoring Works

2.6.1.

The Authority will be engaging a specialist instrumentation contractor


to carry out instrumentation and monitoring works. The Contractor shall
provide the specialist instrumentation contractor access to carry out
their work in a safe and proper manner.

2.6.2.

The Contractor and his QP(D) shall attend meetings called by BCA on
matters relating to temporary works design including submitting reports
to BCA through the QP(S) on instrumentation.

2.6.3.

Instrumentation and monitoring of the ground improvement works shall


be the responsibility of the Contractor. The Contractor shall propose
and install instrumentation for his proposed ground improvement
method for the Engineer's acceptance.

2.7.

Qualified Person (Supervision)

2.7.1.

The Authority will appoint under a separate contract, a Qualified


Person (Supervision) [QP(S)] as required by the Building Control Act
and Building Control Regulations for the Works. However the
Contractor shall engage his own QP/LEW/Licensed Plumber for
architectural works, E&M building services, water services, sanitary
works, sewerage and drainage systems.

2.7.2.

Notwithstanding the above appointment, nothing in this clause shall


absolve the Contractors duties and responsibilities in the areas of
design and supervision during the execution of the Works as required
under Contract in general and Clause 16.1 specifically of the
Conditions.

2.7.3.

The Contractors Qualified Person (Design) [QP(D)] shall liaise with the
QP(S) to resolve all technical issues to the satisfaction of the QP(S)
and to the acceptance of the Engineer. The Contractor is not entitled to
any time extension and cost for complying to the QP(S)s requirements
and any delay in the resolution of the technical issues.

2.8.

Accredited Checker

2.8.1.

Without absolving the Contractors design duties and responsibilities


under Contract in general and Clause 9.5 of the Conditions specifically,
the Authority will appoint under a separate contract, Accredited
Checkers (AC) as required by the Building Control Act and the Building
Control Regulations to check the Permanent Works and the
underground building works design carried out by the Contractor
(underground building works refer to works as defined in the Building
Control Regulations).

2.8.2.

The Contractor shall prepare plans, drawings and all necessary design
calculations and submit them to the AC for checking at each stage of

the design. The Contractor and his QP(D) shall liaise with the AC to
resolve all technical issues to the satisfaction of the AC. The
Contractor is not entitled to any time extension and cost for complying
with the ACs requirements and any delay in the resolution of the
technical issues.
2.8.3.

The Authority will engage AC for basic checking services. The


checking service is limited to one design submission check of the
Works that is required under the Building Control Act. The Contractor
will be required to pay for any services carried out by the AC for
changes made by the Contractor under any amendment submissions
to BCA. This also includes additional services required of the AC by
the Contractor. It applies to submissions of the Temporary and
Permanent Works made by the AC to BCA. For the purpose of this
clause, the said changes shall be deemed to include any amendments
or changes to any designs, plans or concepts including any additional
designs, plans or concepts drawn up, created or made by the
Contractor. The additional checking services shall be paid for by the
Authority and recovered from the Contractor through backcharging
inclusive of 20% administrative fees.

2.9.

Registered Inspectors

2.9.1.

The Contractor shall be responsible for the obtaining all the necessary
permits and certificate for occupancy. The Contractor shall also
ensure that all necessary reports are submitted to SCDF and secure
the Fire Safety Certificate for the Authority.

2.9.2.

Registered Inspector (RI) will be engaged by the Authority for both


Architectural and E&M Works in compliance with the Fire Safety Act.
The Contractor shall be required to provide all attendances required by
the RI so as to enable the RI to carry out its duties.
