European Council
Justus-Lipsius building, Brussels
The European Council will focus on migration in its various aspects, taking into account the
Commission's proposals and the conclusions of the Justice and Home Affairs Councils of 8-9
October 2015.
Heads of State and Government will continue preparations for the Valletta Summit to be held on
11-12 November and will examine the follow-up of the high-level conference on the Western
Balkans route of 8 October.
The European Council is also expected to take stock of the work regarding the five Presidents report
on completing the Economic and Monetary Union.
In addition, the President of the European Council will inform EU leaders about the state of play on
the UK referendum and the process ahead.
