Project Introduction
Introduction
This Exhibit I Scope of WORK, describe the responsibilities and duties of SUBCONTRACTOR
and is indicative of the minimum technical requirements for the Port/Shipyard Services for
OWNER Onshore Integration and Commissioning Support of the FPSO in accordance with the
CONTRACT.
Development
SK10 is an oil block offshore east Malaysia. The partners in the SK10 field development, are JX
Nippon Oil & Gas Exploration (Malaysia) Ltd., where (NIPPON) holds 75% equity and
PETRONAS Carigali Sdn Bhd (PCSB) 25% equity. NIPPON is the PSC (Profit Sharing
Contract) operator under the Joint Operating Agreement (JOA) between the SK10 PSC
partners.
The SK10 comprises of Layang and Helang field. The Helang field as shown in the location
map below is already operational. The Layang field is currently being developed. The
development of Layang Field also makes up the gas produced from Helang Field to keep the
plateau period longer.

BINTULU
NIPPON has conducted condensate evacuation study from field between 2011 to 2012,
and concluded the option with Floating, Processing, Storage and Offloading Vessel
(FPSO). The main objective of the plan is to manage the Layang liquids production and to
enhance the production capacity from SK10 PSC.
The FPSO for Layang will be the tanker M.T Laurita fully converted as an FPSO called
FPSO Layang. Proposed location of the FPSO and tie-in to the HIP and LWH platform
can be seen in figure below;

Project Requirements
The SUBCONTRACTOR shall, to the sole satisfaction of the OWNER, in accordance with the
CONTRACT meets the following:

Scope Overview
OWNER shall deliver Un-propelled but Manned FPSO Layang to the Port/ Shipyard by 2
Ocean Going Tugs and Port/ Shipyard shall berths the FPSO using the necessary Port
Services.
The duration of the Port Stays shall be on or before the due date for its delivery or any other
milestone as agreed between the PARTIES pursuant to the CONTRACT.
Owner shall conduct the onshore Topside Integration, Pre-Commissioning and Onshore
Commissioning phases during the Port/ Shipyard stays and SUBCONTRACTOR shall upon
request by Owner to supply manpower resources and Port/ Shipyard Services to Owner for
the work execution.
Prior to completion of the Onshore Integration, Owner shall give notices to
SUBCONTRACTOR the date of when the FPSO Layang shall be un-berth and cast off from
Ports wharf. The un-berthing shall be executed by using Port Services resources after FPSO
Layang gets the Port Clearance, Owner Supplies Towing Tug has tied up to the FPSO Layang
bow and ready to Sail Away.

Section 2
Shipyard Services in general shall include all SUBCONTRACTOR facilities associated with
berthing, unberthing, wharfage, cranage, warehousing, diving activities upon request, logistics,
bunkering and might also include office facilities for OWNER Project Manager and 3 personnel.
In summary, the scopes include but are not limited to:

a) Provision of suitable equipment, consumables, facilities and personnel for the OWNER
Integration Work.
b) Provision of site offices and related services for OWNER;
c) Provision of safe and secure wharfage for the vessel;
d) Provision of cranage, equipment and logistics;
e) Provision of suitably trained (skilled and unskilled) labour upon request; and
f) Provision of security watchmen
g) Provision of lifting, staging, ventilation, lighting, labour, consumables and all other activities
necessary for OWNER to complete the Integration Work throughout the Port Stays.
h) Provision of heavy lifting service for lifting & lowering of Topside Modules, Pipe Racks &
Flare Tower onto the vessel.
i) Provision of preparation & equipment, conducting & reporting Lightweight Survey &
Inclining Experiment.

Project Units
The International System of Units or Systme International d'Units (SI) for calculations,
drawings and documentation is generally preferred. However, in some cases, the use of SI
equivalent units shall be considered where convenient to both PARTIES. In these cases, where
reasonable, the SI equivalent shall be quoted together with the SI unit conversion to the
alternative used.
All documentation and equipment shall use the metric system and clearly indicate the units
used. Where equipment are manufactured, rated or sized in imperial units the original units
shall be used. The metric unit conversion shall be included.

The FPSO shall be certified with the CLASSIFICATION SOCIETY as nominated by the
OWNER. The construction of the FPSO must be in accordance to the applicable CLASS rules
and provided with a full CLASS certification.
For the engineering design purposes, Bureau Veritas (BV) has been selected in which the
design will be based upon.

All references are not intended to be exhaustive and shall always refer to the latest
amendments incorporated. SUBCONTRACTOR shall be solely responsible to maintain an
updated database for the laws, rules and regulations whether locally or internationally. In case
of conflict between the requirements of the codes, standards, specification requirements and
other sources, the more stringent requirements shall hold precedence. SUBCONTRACTOR
shall refer any and all such conflicts and any other matter requiring further interpretation for the
attention of OWNER for resolution. SUBCONTRACTOR shall propose resolution for OWNER
review and approval and the decision of OWNER shall be final.

General Requirements
SUBCONTRACTOR shall upon request by Owner provide all personnel including
management, supervision, safety and necessary related services, labour, materials,
equipment (except those listed as OWNER supplied items) and consumables. The Scope of
Work shall include but not be limited to provision for all temporary site office, stores,
warehouses and dried/air conditioned equipment storage room, fabrication materials and
equipment, materials handling equipment including cranes, yards, berths, roads, hard
standing and weather protection as required for the proper execution of WORK;
SUBCONTRACTOR shall provide adequate security and expediting services for entrance to
the JOBSITE and provide inspection of personnel and transport entering and exiting the

Berthing Facilities
SUBCONTRACTOR shall provide a dedicated berthing space as defined in the CONTRACT
for the duration of the Project from arrival of the candidate vessel to final Sail away or Delivery
of the FPSO;
The berth shall have adequate water depth to undertake all integration works including
stagger and inclining tests;
The berth shall have a minimum of one (1) dedicated crane with a minimum individual lifting
capacity of 50 MT and reach to cover the whole of the FPSO vessel area. Additionally, the
quayside and bulkheads shall have adequate strength to allow additional crawler cranes to
access the deck of the FPSO as required to complete the WORK;
SUBCONTRACTOR shall provide all mooring arrangements and fendering to safely moor the
vessel to OWNER, CLASS and Marine Warranty Surveyors satisfaction. Fendering
arrangements shall be arranged such that no damage is imposed on the side shell paintwork
at any time;
The berthing shall be suitable for access by floating crane to lift all heavy conversion items
and modules as required for SUBCONTRACTOR to complete the work;
The berth shall have two (12) access towers allowing personnel safe access to the FPSO at
all times. Safety, fire wardens and security guards shall be provided at all times.
Access to the FPSO shall be monitored by OWNER Approved system that can monitor and
account for all personnel being on board the FPSO at any one time, similar arrangements are
to be provided for confined space entry. All costs of which shall be to SUBCONTRACTORs
account;
The berths shall have all necessary supplies installed including but not limited to shore power,
water (fresh, salt and fire water), compressed air, diesel, phone lines, general alarms with
activation switches and adequate number of speakers. Portable loud halers and horns shall
be provided for confined spaces applications by the SUBCONTRACTOR upon request by
OWNER;
Garbage collection and disposal of all items and materials shall be provided at the berth;

Adequate project-dedicated shore storage area for stockpiling equipment and materials shall
be available immediately adjacent to the berth or any other space approved by the OWNER;
Access for cars and trucks and ten (10) parking space lots for OWNER and CLIENTs site
team must be available within 300m of the berth;
SUBCONTRACTOR shall upon request by OWNER supply all tugs, barges and other marine
vessels as required for berthing and un-berthing and for transits between the berths if
necessary and for all material handling operations that require material to be removed or
installed from the sea side of the berth;
SUBCONTRACTOR shall upon request by OWNER provide all services to empty all fuel and
lube oil off the vessel to a barge before any conversion work takes place and similar services
including replenishing all fuel and lube oils for the FPSO prior to Sailaway from supply barge;
and
SUBCONTRACTOR shall liaise with local regulatory authority for approval for oil transfer
activity and provide pollution prevention measures for oil transfer activity including Insurance
coverage or deductibles thereof whichever is applicable.

SUBCONTRACTOR shall provide all cranes and lifting gear, flat bed transporters and any
other equipment required to lift and move all OWNER equipment or materials of required;
SUBCONTRACTOR shall provide the floating cranes if required by OWNER. This shall include
all rigging, spreader beams and support marine equipment to perform the lift as intended by
the design of the units being lifted;
SUBCONTRACTOR shall conduct load test and visual inspection of the cranes condition and
shall be witnessed and certified by relevant party in the presence of OWNER
REPRESENTATIVE prior to commencement of WORK. The result of the tests and inspection
shall be furnished to OWNER immediately upon the completion in addition to the local
governing authority testing certificate;
SUBCONTRACTOR shall submit the lifting procedure for all heavy lifts greater than 50 MT, any
lift that requires two (2) crane operations, lifting of equipment, sub-assemblies and movement
of any major components for OWNER APPROVAL one (1) week in advance.
SUBCONTRACTOR shall not carry out any movement of the works unless OWNERs prior
APPROVAL has been obtained; and
The crane and lifting facilities must have valid licenses approved by the local authority.
SUBCONTRACTOR shall establish and operate a separate dedicated Project Office for
OWNER and CLIENT nearby berth, fit for purpose intended and to the satisfaction of OWNER
to serve as the focal point for each of its project management activities.
Project Manager Office (size 8m x 8m), equipped with desk with PC, three (3) chairs, drawings
table, meeting table with eight (8) chairs, two (2) filing cabinets, access to LAN and
uninterruptible internet connection through cable or high speed ISDN;

Managers Office for Three Four (34) managers with each manager having area of 3m
x 3m, equipped with desk with PC, three (3) chairs, two (2) filing cabinets, access to

A conference room complete with purpose built conference table and chairs which can
fit a minimum of twenty (20) personnel equipped with video conference and teleconferencing facilities;
One (1) changing room with forty (40) individual lockers with secure keys available;
Two (2) separate lockable toilets for men and women dedicated for OWNER personnel
use in the vicinity of the OWNER office;
One (1) air conditioned Musolla (prayer room) with sufficient ventilation which can fit a
minimum of 15 personnel with ablution facility and praying mats;

Storage Facilities
On vessels arrival at SUBCONTRACTORs facility, SUBCONTRACTOR to supply containers
for the storing of all vessel stores, loose equipment and spare parts.
For loose items from FPSO Layang, SUBCONTRACTOR will remove, make inventory and
load containers.
SUBCONTRACTOR shall provide dedicated safe and secure warehouse storage facilities for
receipt and storage of OWNER furnished equipment, SUBCONTRACTOR furnished

SUBCONTRACTOR shall only employ personnel who have received the appropriate
vocational and safety training for the assigned tasks and shall only use materials and
equipment that are in a good and safe condition and suitable for specific requirements.
All personnel engaged in any part of the works shall be fully equipped with Personnel
Protective Equipment as outlined in [EXHIBIT J HSE Guidelines & Requirements]
at all times.
The method of implementation of the HSE policy shall be established by the
SUBCONTRACTOR in a HSE Plan in which, as a minimum, organization, training,
information, consultation procedures and supervision shall be clearly presented.

Facility Security
a) The storage facility is required to be certified safe by SUBCONTRACTOR Security
Manager and must be TAPA (Technology Asset Protection Association) certified according
to TAPA Freight Security Requirement or equivalent security certification which meet and
fulfil an accepted security requirements.
b) At acceptance of contract, SUBCONTRACTOR must submit to OWNER, a copy of
security policy and procedures or plan for ensuring safe and secure storage and
warehousing of OWNER shipments. This includes the facility layout plan illustrating 100%
CCTV coverage on the shipments, high value inventory area (if applicable), segregation of
OWNER shipment from other tenants shipment and related security
system/controls/protection on OWNER shipments.
c) For areas that are not Security compliant, a negotiated contingency plan between
SUBCONTRACTOR and OWNER shall be agreed and in place at commencement of
contract. The contingency plan is designed for use where SUBCONTRACTOR needs time
to upgrade security to meet the said requirement and shall not exceed 90 days in duration.
d) SUBCONTRACTOR must present a detailed written action plan outlining security noncompliant areas and the corrective action to be taken, with implementation dates not to
exceed 90 days from the date of acceptance of contract.
e) SUBCONTRACTOR to write a show caused letter with a formal request of reasonable
extension period of closing the required security certification to OWNER should the period
of 90 days given cannot be met.
Receipt Verification
a) All inventories shall be verified for part number and quantity accuracy (in unit, box and
pallet level).
b) Unpacking/uncrating of equipment and/or materials for inspection, as per product
inspection.
c) Inspection of materials and/or equipment immediately after equipment is delivered
d) Upon verification, the inventory shall be immediately moved to a secured area within the
designated storage location.
e) For OWNER purchased items, SUBCONTRACTOR Warehouse operations shall
immediately notify OWNER of any receiving variance or discrepancy on packaging. Such

f) For OWNER purchased items, all Delivery Order (D.O) sheets must be properly kept and
copies MUST be sent to OWNER within 48 hours upon receipt.
