About ECOINSPECT

Ecoinspect este un organism romnesc de

inspecie i certificare acreditat de ctre MADR
(Ministerul Agriculturii i Dezvoltrii Rurale)
pentru a desfura inspecii i a elibera certificate
pentru productorii agricoli ecologici. Certificatele
atest conformitatea cu standardele naionale i
internaionale care reglementeaz agricultura
ecologic.

Ecoinspect is a Romanian inspection and

certification body, approved by the Ministry of
Agriculture to conduct inspections and to issue
certificates for the organic agricultural producers.
The certificates attest the conformity of the
products with national and international standards
that regulate ecological agriculture.

The intention of certification

n vederea obinerii certificrii este acela de a
contacta Ecoinspect, fie n scris, fie telefonic.
Accesul la serviciile Ecoinspect este liber i
nediscriminatoriu pentru orice solicitant.

The first thing an operator has to do in order to

receive a certification is to contact Ecoinspect, in
writing or by phone. Everyone is welcome to
request our services and we dont discriminate
against anyone.

Signing the contract

Dup solicitarea certificrii, Ecoinspect va trimite

clientului o map cu documente informative care
va cuprinde: procedura de certificare, legislaia n
vigoare privind agricultura ecologic, formulare de
inspecie specifice productorului i catalogul de
sanciuni. Tot cu aceast ocazie se va trimite i
contractul (n dublu exemplar) i fia de
nregistrare. Acestea vor fi returnate la
Ecoinspect, semnate i stampilate de ctre
solicitant. Dup ce Ecoinspect va semna i
tampila aceste documente, un exemplar din
contract se va ntoarce la client. Odat cu
semnarea contractului, operatorul va trebui s ii
nregistreze activitatea la ANPE, agenie care
funcioneaz n cadrul Ministerului Agriculturii.

Once the certification has been requested,

Ecoinspect will send a portfolio with
the
documents containing useful information, such as:
the certification procedure, the legislation in force
regarding the organic agriculture, forms of
inspection typical for the producer and the
sanctions catalogue. On this occasion we will also
send the contract (in two copies) and the
registration form. These will be sent back to
Ecoinspect, after the applicant has signed and
stamped them. After Ecoinspect signs and stamps
these documents, one copy is sent back to the
client. Once the contract is signed, the operator
will have to register his activity at ANPE, an
agency that functions as part of the Ministry of
Agriculture.

Calcularea taxei de inspecie i certificare

The calculation of the fee for inspection and

certification
The costs for inspection and certification depend
on the size of the farm and the field of activity.
The fee includes the costs related to the
transportation of the inspector. These fees are
stipulated in the contract.
The invoice that includes the inspection fee will be
calculated and sent to the client before the
inspection season begins (the procedure that is
applied for the clients that are already in the
system). Once the client pays 50% of the total
fee, he will be scheduled for an inspection.

Costurile pentru inspecie i certificare depind de

mrimea fermei, domeniul de activitate. Taxa
include de asemenea i costurile legate de
transportul inspectorului. Aceste taxe sunt
stipulate n contract.
Factura cuprinznd taxa de inspecie va fi
calculat i trimis clientului nainte de nceperea
sezonului de inspecie ( procedura care se aplic
n cazul clienilor care se afl deja n sistem.) . La
achitarea a 50% din valoarea taxei, clientul va fi
programat pentru inspecie.

Efectuarea inspeciei

Conducting the Inspection

Ecoinspect, de comun acord cu solicitantul va

stabili data inspeciei, dup depunerea fiei de
nscriere. n cazuri speciale, la nregistrarea
cererilor la sfritul anului, inspecia poate fi
amnat pn n primvara anului urmtor.
Inspecia se desfoar n conformitate cu
standardele n vigoare care fac referire la
agricultura ecologic (vezi punctul Standarde).
n timpul inspeciei, operatorul trebuie s
coopereze cu inspectorul i s prezinte toate
informaiile solicitate de acesta.
n cazul n care exist suspiciunea utilizrii
substanelor nepermise, vor fi prelevate probe de
laborator care vor fi analizate n cadrul acelor
laboratoare cu care Ecoinspect are contract .
Inspecia se va finaliza cu ntocmirea raportului
de inspecie n dublu exemplar, unul pentru client
i cellalt pentru Ecoinspect. Ambele vor fi
semnate de ctre inspector i de ctre client.
Raportul de inspecie rmas la inspector va fi
trimis la Ecoinspect n vederea continurii
procesului de certificare.

Once the registration form is sent, Ecoinspect will

establish, with the applicants consent, the date
for the inspection. In special cases, such as when
the request is registered at the end of the year,
the inspection can be postponed for the next
years spring. The inspection will take place in
accordance with the standards in force that
concern the organic agriculture (see also
Standards). During the inspection, the operator
has to cooperate with the inspector and to present
him all the information he requires.
In case the use of forbidden substances is
suspected, we will draw samples that will be
analyzed in one of the laboratories that
Ecoinspect works with.
The inspection will end with the drawing-up of the
inspection report in two copies, one for the
applicant and one for Ecoinspect. Both of them
will be signed by the inspector and by the
applicant. The inspectors copy of this report will
be sent to Ecoinspect in order to continue the
certification process.

Certificarea

Certification

Raportul de inspecie i toate documentele

referitoare la unitatea n cauz, trimise la
Ecoinspect vor fi supus analizei Certificatorului
pentru cazurile uzuale, sau a Comisiei de
Certificare pentru cazurile dificile. Aceast
comisie este alctuit din reprezentani ai tuturor
categoriilor interesate: productori, procesatori,
comerciani, consumatori i oameni de tiin /
cercettori. Dac documentaia operatorului nu
este complet Ecoinspect va trimite o ntiinare
ctre acesta n vederea completrii dosarului de
certificare.

The inspection report and all the documents

related to the unit, which are sent to Ecoinspect,
will be analyzed by the Certifier for usual cases,
or by the Certification Committee for difficult
cases. This committee is made out of
representatives of each category concerned:
producers, processors, traders, consumers, men
of science / researchers. If the applicants
documentation is not complete, Ecoinspect will
send a notification in order to complete the
certification documentation.

Decizia de certificare

Deciziile certificatorilor sau ale Comisiei de

Certificare se bazeaz pe Catalogul de Sanciuni
al Ecoinspect.
Certificatorul/ Comisia de Certificare va lua
decizia de acordare sau neacordare a certificrii
n baza documentaiei aflat n dosarul clientului.
Eliberarea certificatului

The decisions of the certifier or of the Certification

Committee are based on Ecoinspects catalogue
of sanctions.
The certifier/ Certification Committee will decide
whether or not the certification will be given after
they will have analyzed the documentation in the
clients file.
Issue of the Certificate

Dac decizia de certificare este favorabil

certificrii i taxa pentru inspecie i certificare a
fost achitat n ntregime, se poate elibera
certificatul.

If the certification decision is positive and the fee

for inspection and certification servise is
completely paid , Ecoinspect will issue the
Certificate.

Utilizarea logo-ului Ecoinspect i etichetarea

The use of Ecoinspects logo and labeling

Ecoinspect autorizeaz folosirea logo-ului pe

produsele ecologice care respect standardele n
vigoare. Operatorul ii va elabora propriul su
model de etichet pe care o va trimite la
Ecoinspect pentru aprobare. Datele menionate
pe etichet sunt cele prevzute de standardele n
vigoare.

Ecoinspect authorizes the use of its logo on the

ecological products that are in accordance with
the standards. The operator will come up with its
own model of label that he will send back to
Ecoinspect for approval. The information on the
label is stipulated by the standards in force.
Appeals

Apelurile
Apelurile vizeaz decizia de certificare. Dac
operatorul consider decizia comisiei nejust, o
poate contesta adresndu-se Comisiei de Apel a
Ecoinspect. Nemulumirea va fi analizat de
comisie iar decizia final a C.Apel va fi adus la
cunotin clientului

The appeals aim the certification decision. If the

operator thinks that the decision of the committee
is unfair, he can contest it by making an appeal to
Ecoinspects Appeals Committee. The complaint
will be analyzed by the committee and the final
decision will be brought to the clients knowledge.

Soluionarea plngerilor

Handling the Complains

Orice plngere sau nemulumire a operatorului

referitoare la personalul Ecoinspect, sistemul de
certificare, etichetarea produselor etc, poate fi
adus la cunotin Ecoinspect. Ea va fi naintat
spre soluionare comisiei competente (CC sau
CApel).
Plngerile i reclamaiile de orice fel vor fi depuse
n scris la sediul Ecoinspect.
Toate aceste aciuni se vor bucura de
confidenialitate.

Any complaint or lack of satisfaction of the client

regarding Ecoinspects personnel, the certification
system, product labeling, etc., can be brought up
to Ecoinspects knowledge. It will be forwarded to
the competent committee in order to be solved.
(Certification Committee or Appeals Committee).
Any complaint or objection will have to be made in
writing and sent to Ecoinspects Head Office.
All the information sent will be confidential.
