INTRODUCTION

The international labor organization(ILO) was established in 1919 after


the First World War. this organization maintains a continuing
programme for the improvement of working conditions of labor. it
conducts studies and publishes reports on working conditions
throughout the world. Most of the activities and directed from the
central office in Geneva, switzerland. In order to improve working
conditions the ILO so per adopted 122 conventions and 192
recommendations. ILO convention cover a wide range of social
problems including matters of basic human rights, such as freedom of
association, abolition of forced labor ,elimination of discrimination of
employment, minimum wages, labor administration, industrial relations,
employment policy, working conditions, social security, occupational
safety, and health and employment etc.

History of ILO
the ILO was created in 1919,at the end of the First World War, at the
time of peace conference, which was convented in Paris, then at
Versailles. The need for such organizationhad fast been advocated in
the nineteenth century by two industrialists-Robert Owen(1771-1853) of
Wales and Damiel Legrand(1783-1859)

Convention of the ILO


The conventions that come into being are the result of international
agreement on a given subject. Following a request of the Economic and
Social Council of UN, in1948, the Governing body of the ILO decided to
place the question on the agenda of ILC.

The ILC discussed equal pay in 1950 and 1951 and in 1952 adopted
convention by 105 votes to 33 and a recommendation by 146 votes to

ILO conventions ratified by govt. of Bangladesh on Garments


Sector

Convention -4 : This convention deals with night work by women. It has


adopted by the ILO in 1919 and was ratified by then the Govt. Of our
country in July 14, 1921. It defines at least 11 consecutive hours
including the interval between 10 p.m to 9 a.m.
Convention -6 : This convention adopted in 1919, deals with night work
by young persons in industries. The provisions of this convention lay
down that young person under 18 years of age should not be employed
during night any industrial undertaken.
Convention - 7: It deals with hours of work in industries. It has adopted
by the ILO in 1919 and was ratified by then the Govt. Of our country in
July 14, 1921. Again this was ratified by the Govt. Of Bangladesh on
June 22, 1972.(notes: in Bangladesh the factories Act 1965 provides for
9 hours of work in a day and 48 hours work in a week in a factory).
Convention - 14: This convention deals with weekly rest of industrial
workers. It stipulates that workers in industrial undertaking shall enjoy a
period of rest for 24 consecutive hours in every period of 7 days in
factory.
Convention - 18: This convention adopted in 1925, and ratified by the
then Govt. 1929.It deals with workmen compensation for occupational
diseases. In Bangladesh Act 1923 has laid down the rate and scale of
payment.
Convention - 19: this convention adopted in 1925, and ratified by the
then Govt. 1929.it deals with equality of treatment in case of
compensation for accidents.
Convention - 29: This convention related to forced labor. It was adopted
in 1930, and ratified by the then Govt. 1939. It stipulates
discontinuation of forced labor or compulsory labor in all its forms.
Convention - 32: This convention adopted by the ILO in 1932, and
ratified by the then Govt. 1949.it is about protection against accidents
in case of deckers.

Convention - 59 : This convention is about minimum age for


employments in industries. It was revised by the ILO in 1937 and
ratified by the then Govt. 1955.it provides that persons between the
age group of 12 to 17 years can not be employed in factories unless
They are declared medically fit.
Convention - 81 : His convention deals with labor inspection in industry
and commerce. It was adopted in 1947, and ratified by the then Govt.
1953.
Convention - 89 : This revised convention is related to night work by
women in industries. It was adopted in 1948, and ratified by the then
Govt. 1951. This provisions of this convention have been incorporated
in the factories Act and mines Act in Bangladesh
Convention - 90 : This revised convention is related to night work by
young persons in industries. It was adopted in 1948, and ratified by the
then Govt. 1951.
Convention - 98 : It deals with workers right to organize and collective
bargaining. Adopted in 1919, and ratified by the then Govt. 1952.
Convention - 105 : This convention provides for fof forced labor. It was
adopted in 1959. Its provision requires that any firm of forced or
compulsory labor will not be used as a means of political coercion or
education or as a punishment for holding or expressing political views
as a method of mobilizing and using labor for purpose of economic
development.
Convention - 106 : This convention relates to weekly rest. It was also
adopted in 1959. It provides for an uninterrupted weekly rest period
comprising not less than 24 hours in the course of each period of 7days.
Convention - 149 : Employment and conditions of work and life of
personnel. This convention adopted in 1977, and ratified by the then
Govt. Of Bangladesh on April 9, 1979.it provides that each member
state that ratified it shall adopt and apply a policy concerning nursing

services., within the framework of a general health programme to


provide the quantity and quality of nursing care necessary for attaining
the highest possible level of health for thee population. It also provides
that nursing personnel shall be given opportunity to get education and
raining as well as employment and working conditions including career
prospects and remunerations.

ILO conventions ratified by govt. of Bangladesh on Garments


Sector
Convention -4 : This convention deals with night work by women. It has
adopted by the ILO in 1919 and was ratified by then the Govt. Of our
country in July 14, 1921. It defines at least 11 consecutive hours
including the interval between 10 p.m to 9 a.m.
Convention -6 : This convention adopted in 1919, deals with night work
by young persons in industries. The provisions of this convention lay
down that young person under 18 years of age should not be employed
during night any industrial undertaken.
Convention - 7: It deals with hours of work in industries. It has adopted
by the ILO in 1919 and was ratified by then the Govt. Of our country in
July 14, 1921. Again this was ratified by the Govt. Of Bangladesh on
June 22, 1972.(notes: in Bangladesh the factories Act 1965 provides for
9 hours of work in a day and 48 hours work in a week in a factory).
Convention - 14: This convention deals with weekly rest of industrial
workers. It stipulates that workers in industrial undertaking shall enjoy a
period of rest for 24 consecutive hours in every period of 7 days in
factory.
Convention - 18: This convention adopted in 1925, and ratified by the
then Govt. 1929.It deals with workmen compensation for occupational
diseases. In Bangladesh Act 1923 has laid down the rate and scale of
payment.

Convention - 19: this convention adopted in 1925, and ratified by the


then Govt. 1929.it deals with equality of treatment in case of
compensation for accidents.
Convention - 29: This convention related to forced labor. It was adopted
in 1930, and ratified by the then Govt. 1939. It stipulates
discontinuation of forced labor or compulsory labor in all its forms.
Convention - 32: This convention adopted by the ILO in 1932, and
ratified by the then Govt. 1949.it is about protection against accidents
in case of deckers.
Convention - 59 : This convention is about minimum age for
employments in industries. It was revised by the ILO in 1937 and
ratified by the then Govt. 1955.it provides that persons between the
age group of 12 to 17 years can not be employed in factories unless
They are declared medically fit.
Convention - 81 : His convention deals with labor inspection in industry
and commerce. It was adopted in 1947, and ratified by the then Govt.
1953.
Convention - 89 : This revised convention is related to night work by
women in industries. It was adopted in 1948, and ratified by the then
Govt. 1951. This provisions of this convention have been incorporated
in the factories Act and mines Act in Bangladesh
Convention - 90 : This revised convention is related to night work by
young persons in industries. It was adopted in 1948, and ratified by the
then Govt. 1951.
Convention - 98 : It deals with workers right to organize and collective
bargaining. Adopted in 1919, and ratified by the then Govt. 1952.
Convention - 105 : This convention provides for fof forced labor. It was
adopted in 1959. Its provision requires that any firm of forced or
compulsory labor will not be used as a means of political coercion or

education or as a punishment for holding or expressing political views


as a method of mobilizing and using labor for purpose of economic
development.
Convention - 106 : This convention relates to weekly rest. It was also
adopted in 1959. It provides for an uninterrupted weekly rest period
comprising not less than 24 hours in the course of each period of 7days.
Convention - 149 : Employment and conditions of work and life of
personnel. This convention adopted in 1977, and ratified by the then
Govt. Of Bangladesh on April 9, 1979.it provides that each member
state that ratified it shall adopt and apply a policy concerning nursing
services., within the framework of a general health programme to
provide the quantity and quality of nursing care necessary for attaining
the highest possible level of health for thee population. It also provides
that nursing personnel shall be given opportunity to get education and
raining as well as employment and working conditions including career
prospects and remunerations.
